SO THIS IS THE LIBRARY'S BASE SUMMARY THAT IN THE GREEN BAR WE DISCUSSED LAST TIME, THIS IS THE 90,000 FAIR FOOT EXEMPLARY PROGRAMMING. SO BASED ON THE COMMENTS OF THE COUNCIL LAST MEETING IN SEPTEMBER WE WENT BACK AND REDUCED TO STANDARDS THAT MEET THE CURRENT POPULATION. ALL OF THIS, I WANT TO EMPHASIE WAS DONE WITHOUT THE LIBRARY STAFF'S INPUT SO WHILE WE'VE ASSIGNED SOME SPECIFIC LINE ITEMS FOR FOR EXAMPLE COLLECTIONS AND STUDY ROOMS, THE LIBRARY NOW AT THE TIME THIS IS ACTUALLY IMPLEMENTED MAY HAVE SOME DIFFERENT PRIORITIES. BUT THIS DOES REPRESENT THAT WP WE THINK WE CAN OFFSET WHAT THE LIBRARY NEEDS TO BE COMPETITIVE AND OFFER THE LIBRARY SERVICES FOR THE COMMUNITIES CAN AT ABOUT 45,000 SQUARE FEET. SO THIS IS PHASE 1 OF ABOUT HALF THE SQUARE FOOTAGE THAT WE DISCUSSED THE LAST TIME. >> I JUST WANT TO PAUSE FOR A MINUTE AND SAY SOMETHING JUST TO KIND OF SET THE STAGE HERE. AFTER THE LAST PRESENTATION, AND THIS ISN'T NECESSARILY JUST LIBRARY-SPECIFIC, THERE ARE MANY IN OUR COMMUNITY THAT THOUGHT WE WERE MAKING A DECISION ON A LIBRARY. AND THAT THE DECISION THAT WAS DONE AS A RESULT OF THAT LAST MEETING. AND EVEN TO THE EXTENT OF SEVERAL PEOPLE THOUGHT THAT IT WAS GOING TO BE ON THE NOVEMBER BALLOT TO ASK FOR MONEY TO FUND THAT SIZE OF A LIBRARY. SO IT'S JUST KIND OF INTERESTING THAT, YOU KNOW, WE ALL KNEW WE WERE TALKING ABOUT PROJECTIONS INTO THE FUTURE AND IT WAS YOUR FIRST PRESENTATION OF A NEEDS ASSESSMENT FOR NOT ONLY THE LIBRARY BUT ALL THE FACILITIES IN THE CITY OF ROWLETT AND THAT BECAME A NARRATIVE OF THIS IS WHAT WE'VE DECIDED AND THIS IS HOW WE WANT TO FINANCE IT. SO WE JUST ALL NEED TO MAKE SURE WE CONTINUE TO STATE THAT THIS ON WHAT WE NEED AND WHAT OUR FUTURE NEEDS ARE AND NO DECISIONS HAVE BEEN MADE. AND WE WILL ABSOLUTELY INCLUDE THE CIAB, THE COMMUNITY INVESTMENT ADVISORY BOARD AND PUBLIC MEETINGS IN ALL THIS DECISION-MAKING. SO I JUST WANTED TO PAUSE THERE AND SAY THAT. >> THANK YOU, MAYOR AND I THINK THAT'S IT, ABSOLUTELY RIGHT FROM ANOTHER PERSPECTIVE AS WELL OF INVOLVING THE COMMUNITY AND STAFF AND WHAT THE PRIORITIES ARE FOR EACH OF THESE PHASES AS WE MOVE FORWARD IN GETTING MORE DETAILS AND MORE RELEVANT INFORMATION FOR LIBRARY FROM MY PERSPECTIVE AND I'M SURE GINA AND DUANE FOR THE OTHER [00:20:03] BUILDINGS AS WELL. >> CORRECT. >> I THINK WE CAN GO TO THE NEXT SLIDE. SO THIS SHOWS THE BENCHMARKING WITH THE SQUARE FOOTAGE AS 45,000 SQUARE FEET. SO IT DOES TAKE ROWLETT TO ABOUT .45 SQUARE FEET PER CAPITA, WHICH IT'S CLOSE TO LEWISVILLE AND A LITTLE OVER WHAT ROUND ROCK HAS NOW BUT NOT WHAT THEY HAVE PLANNED. SO IT IS A SIGNIFICANT INCREASE THAT HELPS PROVIDE THE LIBRARY SPACE REQUIRED FOR THE SERVICES. THAT THIS ARE THEY ARE PROVIDINE COMMUNITY. NEXT SLIDE PLEASE. THIS IS A SUMMARY OF WHAT WE LOOKED AT ON A REDUCED PREFUNCTION LOBBY SPACE BY 67%, WE REDUCED THE SEATING STANDARDS FROM FIVE SEATS PER THOUSAND TO THREE, AND WE USED TODAY'S POPULATION INSTEAD OF A BUILDOUT POPULATION. WE REDUCED THE PHYSICAL CORRECTION TO THE ENHANCED LEVEL AND USED TODAY'S POPULATION. SO PERHAPS BY THE TIME THIS LIBRARY IS DESIGNED AND BUILT, THERE WILL BE ADDITIONAL PIECES OF THE COLLECTION THAT COULD BE DIGITAL. WE'VE REDUCED THE STUDY ROOMS, COMPUTER LAB AND MEDIA LAB FOR FUTURE PHASE, REDUCE THE TECHNOLOGY AND TAKE ABOUT 5% OUT OF THE STAFF WORK AREA AND NONASSIGNABLE SPACE. JUST TO MAYBE CIRCLE BACK ON THE LOBBY AND SOME OF THE MEETING SPACES AND CLASSROOM SPACES WHEN GINA AND JO ARE ANN START TO TALK ABOUT THE CONCEPTS, THERE IS A POSSIBILITY TO CREATE A SHARED CONFERENCING CENTER, LIBRARY AND CITY HALL TO TIME USE, SOME OF THE SPACES AS SHARED SPACES. OKAY NEXT SLIDE PLEASE. JUST A SUMMARY, INCREASE THE LIBRARY AT CURRENTLY AT 12,000 SQUARE FEET. THE 45,000 SQUARE FOOT PROGRAM IS NEARLY FOUR TIMES THE CURRENT SPACE. IT'S A SIGNIFICANT INCREASE IN SERVICES AND COLLECTION OF STAFFING SPACE. AS THE DESIGN MOVES FORWARD, LOOKING AT A SITE THAT ALLOWS THE DESIGNERS TO LOOK AT IT WITH EXPANSION IN MIND. SO IF AND WHEN YOU DECIDE TO DO A PHASE 2 TO EXPAND IT WHEN YOU GET TO BUILDOUT YOU'RE ABLE TO DO THAT AS EASILY AS EXPECTED, THEY TALKED ABOUT THE POTENTIAL FOR THE SHARED CONFERENCE AND MEETING SPACE AND OF COURSE AT HALF THE SIZE. IT IS A LOWER FIRST COST FOR PHASE 1 THAN A FULL BUILDOUT. ARE THERE ANY OTHER QUESTIONS THAT THE LIBRARY DEVELOPMENT AND THE PHASING? OKAY GINA, I THINK BACK TO YOU. >> OKAY. THIS IS DUANE, AND I'LL BE TALKING ABOUT THE MASTER PLAN CONCEPTS JIBLGHT. JUST A LITTLE BIT. I THINK Y'ALL WILL HAVE POTENTIALLY SEEN THESE BEFORE THIS EVENING, MAYBE GOT THOSE TODAY. BUT ONE OF THE THINGS WE DO WHEN WE LOOK AT A SIDE IS WE LOOK AT ALL THE VARIABLES OF THE SITE AND BELIEVE IT OR NOT THESE HAVE A LOT OF VARIABLES. A LOT OF THEM ARE UNDERGROUND, SOME ARE OVERHEAD BUT WE WILL GO THROUGH YOU WHAT WE'RE TALKING ABOUT, BASICALLY THE UTILITIES ON THE SITE IS ACTUALLY PRETTY GOOD NEWS. WE HAVE A WATER LINE, AN EIGHT INCH WATER LINE IN GEORGE BUSH AND WE ALSO HAVE A SIX INCH WATER LINE IN MILLER I HEIGHTS DRIVE. HEIGHTS DRIVE. ONE THING TOO TO NOTE IS WE HAVE NOTED A GUARDRAIL ALONG GEORGE BUSH, THERE IS ACTUALLY A GUARDRAIL THAT GOES ALONG WHERE THE CREEK IS. TO PROTECTING PEOPLE FROM OBVIOUSLY DRIVING INTO A LOWER AREA OFF THE ROADWAY. SO THAT KIND OF PUSHES YOUR ENTRANCE A LITTLE BIT FURTHERS DOWN, YOU SEE WHERE THE RED ARROW IS. THAT'S A FACTOR IN KIND OF LOOKING AT HOW WE ACCESS THE SITE. THE FRONT PART OF THE SITE OR THE WEST PART OF THE SITE IS ZONED COMMERCIAL. YOU CAN SEE THE WHITE HATCHED LINE ON THAT AREA. THAT IS MEANINGFUL TO US WHEN WE START LOOKING AT SOME OF THE [00:25:04] OPTIONS FOR DEVELOPMENT OF THIS SITE. THERE IS AN UNDERGROUND GAS LINE THAT GOES TO A KIND OF A RELIEF STATION THERE, THE GAS ALONG MILLER HEIGHTS DRIVE, AND WE'RE KIND OF GUESSING AT THE ALIGNMENT NOW AS IT CONTINUES ON. WE KNOW, PRETTY MUCH CAN DETERMINE THE ALIGNMENT BASED ON THE TREE COVER AND THE DIGGING THAT OCCURRED TO PLACE THAT LINE IN. SO WE ARE BEING TOLD THAT THAT GAS LINE CONTINUES IN ITS TRAJECTORY TO THE LAKE. BUT THAT'S OBVIOUSLY A BIG ENCUMBRANCE. YOU ALSO HAVE AN OVERHEAD ELECTRICAL LINE THAT KIND OF JOGS AT THE CREEK AND GOES STRAIGHT UP THE BOUNDARY LINE BETWEEN THE PARK AND THE HIGH SCHOOL, YOU SEE IT IN KIND OF A PURPLE. WE ALSO HAVE A FLOOD PLANE TO DEAL WITH FROM THE CREEK, YOU SEE THE FLOOD PLANE GETS WIDER HEIGHTS DRIVE. SO WE HAVE THAT TO CONSIDER AND THAT ALSO PLAYS INTO THE CONTOURS. THE CONTOURS OF THE SITE BASICALLY AS WE ALL KNOW, WATER DRAINS DOWNHILL. SO THE DRAINAGE IS OBVIOUSLY ALL TOWARD THE CREEK, IF YOU WILL. SO FROM GEORGE BUSH, THE WATER ESSENTIALLY DRAINS TO THE EAST AND TO THE NORTH A LITTLE BIT. INTO THAT CREEK AS IT GOES ALONG. WE HAVE AN AREA CALLED HIGH POINT. THERE IS KIND OF A HIGH POINT ON THIS SITE ON THE EAST SIDE OF THE SITE. THAT IS ABOUT 15 FEET BELOW JOARNLG BUSH. BELOWGEORGE BUSH. THERE IS DEE DEFINITELY A PROMOY POINT, SOME OF THE DEVELOPMENT PLAYS INTO THAT. WE ALSO HAVE OBVIOUSLY A NEIGHBORHOOD TO THE SOUTH WE WILL BE ASSISTED TO, WE HAVE THE TURNPIKE TO THE WEST WHICH GIVES A GREAT ACCESS, VIEW ABILITY WHEN YOU'RE ON THE ACCESS ROAD ESPECIALLY, VIEW TO THE EAST, SOME POTENTIAL FOR SOME VIEWS INTO THAT AREA. AND THEN THE RECREATION PARK IN THE HIGH SCHOOL TO THE NORTH, THE RECREATION PARK ESPECIALLY TO THE NORTH HAS SOME REAL POTENTIAL FOR SYNERGIES AGAIN THE PARK AMENITIES YOU HAVE ON SITE AND THE DEVELOPMENT THAT COULD OCCUR WITH TRAIL SYSTEMS AND OTHER THINGS IN THAT AREA. SO IT'S A REALLY PRETTY EXCITING SITE TO DEAL WITH BUT YOU DO HAVE A LOT OF KIND OF HIDDEN ROADBLOCKS THAT WE HAVE TO DEAL WITH AS WE GO THROUGH THIS. SO THOSE ARE THE VARIABLES WE KIND OF SHOW. THE OTHER THING I MENTIONED IS A SANITARY ON THE UTILITIES. SANITARY SEWER LINE RUNS BASICALLY ALONG THE CREEK WHICH IS PRETTY NORMAL. SO THEN THERE'S A LINE THAT Y'S OFF OF MILLER HEIGHTS ROAD THAT KIND OF GOES INTO THE CENTER OF THE SITE UP TO SERVE THE RECREATION CENTER AND THE AQUATIC PARK. SO THAT'S GOOD NEWS AS WILLIAM IN TERMS OF WHAT WE HAVE THERE. WELL IN TERMS OF WHAT WE HAVE THERE. THROWS ARE THINGS THAT ARE GOOD, DUE NORTH IS UP AS WE CONSIDER THOSE AS WE LOOK AT BUILDINGS AS WELL. SO THE FIRST SLIDE WE HAVE IS LOOKING TO SEE, LET'S GO TO THE NEXT OPTION PLEASE. OKAY, THIS IS OPTION, REPLY FACE MY FACE ISBLOCK OPTION A. OPTION A IS SAYING WHAT IF WE MOVE ALL THE DEVELOPMENT TO THE WEST PART OF THE SITE. SO IT HAS FRONTAGE ONTO GEORGE BUSH, THERE'S LESS INFRASTRUCTURE COST OF ROADWAYS AND UTILITIES TO THAT AREA. IF YOU GO TO THE NEXT SLIDE, IM GOING TO CONTINUE TO TALK ABOUT THIS, BUT IT GIVES YOU A KIND OF LITTLE BIT BETTER PERSPECTIVE WHAT WE'RE TALKING ABOUT. TALKING ABOUT CITY HALL AND [00:30:03] LIBRARY KIND OF NESTLED AGAINST THAT FLOOD PLANE SO YOU HAVE GREAT VIEWS TO THE NORTH FROM THOSE BUILDINGS. IT GIVES US OPPORTUNITY TO DO WHAT MAUREEN TALKED ABOUT IS COMING OUT OF OUR STUDIES IS KIND OF SOME THOUGHTS AS TO MAYBE BUILD KIND OF A CONFERENCE CENTER THAT WOULD BE WHERE CITY COUNCIL TRAINING ROOMS SUPPORT AREAS THINGS LIKE THAT WERE SO WE WOULD ALLOW THE LIBRARY AND THE CITY HALL NOT TO DUPLICATE THOSE KINDS OF SPACES SO SAVE SOME MONEY IN THAT WAY. THIS PLAN DOESN'T REFLECT THAT BECAUSE THERE'S A KIND OF A LATE DEVELOPMENT BUT THE CITY HALL AND LIBRARY ARE PLACED SO THAT THEY COULD COMMINGLE THOSE KIND OF THINGS TOGETHER. THE LIBRARY IS SITUATED SO IT COULD EXPAND TO THE EAST. THE PUBLIC SAFETY COURT WOULD HAVE A DISTINCT ENTRANCE FROM THE PUBLIC SAFETY, PROBABLY THE ENTRANCE ON THE LEFT SIDE, PUBLIC SAFETY MIGHT BE ON THE NORTH SIDE. AND THEN THE HOLDING AREA IS AN AREA THAT BOTH THE COURT AND PUBLIC SAFETY WOULD NEED ACCESS FROM THAT HOLDING AREA. SO THAT'S ESSENTIALLY HOW THIS COULD BE SITUATED ON THIS WEST SITE. ACREAGE WISE, THIS IS IN THE 20 ACRE TO 22 ACRE DEPENDING ON HOW YOU DRAW THE LINE ON THE WEST SIDE OF IT. AND SO YOU HAVE SOME REAL OPPORTUNITIES AS YOU CAN SEE TO HAVE A PRETTY HIGH PROFILE ALONG GEORGE BUSH. THE PUBLIC SAFETY IS ON THE SOUTH SIDE, THAT GIVES US SECONDARY ACCESS TO MILLER HEIGHTS ROAD. ALSO IF IT WERE BUILT FIRST IT WOULD BE A LOGICAL PLACE TO PLACE IT WOULD BE ON THE SOUTH PORTION OF THAT SITE THAT WE'RE LOOKING AT. ANY COMMENTS OR QUESTIONS ON THIS ONE? >> DUANE, KEEP GOING. I THINK THERE MAY BE SOME QUESTIONS ONCE THEY SEE ALL THE DIFFERENT OPTIONS. >> OKAY, OKAY. LET'S GO TO OPTION B THEN. OPTION B, THIS SHOWS THE OVERALL SITE SO YOU CAN SEE THE ROADWAY SYSTEM THAT WE'RE SAYING COULD WORK HERE. IT WOULD BE ACCESSING OFF OF GEORGE BUSH, POTENTIALLY A HOTEL SITE. COULD BE AT THAT NORTH PIECE JUST NORTH OOF THAT ROADWAY. HAD SIDES LIKE A COUPLE OF RESTAURANTS PERHAPS TO THE SOUTH SIDE. THIS WOULD NOT ONLY OBVIOUSLY CREATE AD VALOREM TAX BUT ALSO SALES TAX TO THE CITY OVER A PERIOD OF YEARS. WE WOULD HAVE TO HAVE A BRIDGE CROSSING OVER THAT. WHERE WE HAVE IT LOCATED NOW WE MADE A BIG ASSUMPTION BUT HOPEFULLY IT'S ONE THAT COULD HAPPEN, IS THERE'S A SMALL SLIVER PROPERTY THAT WOULD HAVE TO BE ACQUIRED FROM THE HIGH SCHOOL I THINK. BASED ON THE LOT LINES THAT WE'VE SEEN TO ALLOW US TO CROSS OVER AT THE NARROW POINT OF THAT CREEK, THAT FLOOD PLANE. THAT'S WHY WE HAVE IT THERE, IT'S A NARROW POINT AND IT WOULD BE LESS BRIDGE TO BUILD. IT MIGHT BE A BRIDGE OR IT COULD BE A CULVERT KIND OF BRIDGE. THE OTHER THING IS I'M NOT SURE THE RESIDENTS WOULD WANT THAT MUCH TRAFFIC ALONG MILLER HEIGHTS ROAD, DRIVE, IT'S CERTAINLY -- THIS GIVES US THE OPTION TO ADD BERMING AND [00:35:04] SCREENING FOR THAT TRAFFIC. WE HAD A BUDGETS OF ABOUT 550,000 WITH A LITTLE BIT OVER 500,000 WITH DIRECT ASSISTANCE AND 50,000 FOR THE ADMINISTRATIVE COST. AS OF LAST FRIDAY, 22 AWARDS HAD BEEN ISSUED. AND THE NEXT SLIDE WILL COVER THE TOTAL NUMBER OF APPLICATIONS AND WHAT'S OUTSTANDING. LET'S GO BACK TO THAT FIRST SLIDE PLEASE. WE'RE STILL WORKING WITH LIFE MESSAGE ON PROCESSING THEIR CDBG ALLOCATION AND THAT'S BEEN THE BIG CHALLENGE WITH TRYING TO FIND SOMETHING ELIGIBLE FOR THEM. AND THEN WITH HOPE IN HAND THAT PROJECT I THINK WOULD BE THE EXTENT OF WHAT WOULD BE ELIGIBLE UNLESS COUNCIL CHOOSES TO AUTHORIZE THE EXPANSION OF SOME -- REALLY WE DIDN'T RECEIVE TOO MUCH IN TERMS OF PARAMETERS. BUT WE WERE OPERATING OFF OF THE NONPROFIT INITIAL PROPOSAL BACK IN AUGUST. THE AD HOC ROBUST COMMITTEE DETERMINED THAT WE WOULD NOT SEEK AN ALLOCATION THROUGH THE ROW BU PROGRAM FOR A NONPROFIT COMPONENT OF THAT. INSTEAD WE WOULD PROVIDE ASSISTANCE TO THESE TWO NONPROFITS BUT IF COUNCIL CHOOSES TO PROVIDE ADDITIONAL ASSISTANCE TO NONPROFITS THEN WE OF ASSISTANCE THAT WOULD BE AVAILABLE TO THESE TWO OORGANIZATIONS. KEEP IN MIND THAT WE APPROACHED THIS FOR HOPE IN HAND DALLAS COUNTY DID ALREADY APPROVE THAT PROJECT. BEFORE I PRESENTED IT TO COUNCIL I DID ASK FOR DALLAS COUNTIES TO APPROVE IT.
