FOR A SPECIAL PRESENTATION TO THE ROWLETT FIRE DEPARTMENT. BEFORE I GET STARTED I JUST WANTED TO SHARE A LITTLE BIT ABOUT AN INITIATIVE THAT ATMOS ENERGY STARTED THIS FISCAL YEAR BUT WE ACTUALLY, YOU KNOW, STARTED THIS DURING THE PANDEMIC AND IT IS OUR FEELING SAFE AND THRIVING COMMUNITIES AND OUR FOCUS WE HAVE THREE AREAS OF FOCUS.

ONE OF THEM IS CHILDHOOD LITERACY AND HUNGER, ANOTHER FOCUS IS FEELING HOPE AND WARMTH TO OUR NEIGHBORS THROUGH ENERGY ASSISTANCE, THAT'S HELPING THEM WITH THEIR GAS BILLS. AND OUR THIRD IS HEROES OF SAFETY. OUR FIRE, RESCUE, POLICE AND HEALTHCARE. THAT'S WHY I'M HERE TODAY TO PRESENT THE ROWLETT FIRE DEPARTMENT WITH SOME SENSIT GOLD GAS LEAK DETECTORS. IT'S ACTUALLY COMBUSTIBLE

GAS INDICATORS AND THEY'RE USED FOR GAS LEAKS SURVEYS, INVESTIGATIONS, GAS LEAK PINPOINTING, GAS PIPELINE PURGING IN CONFINED SPACES AND APPLICATIONS.

THIS IS A GO-TO TOOL FOR ATMOS ENERGY EMPLOYEES AND IT IS A VERY IMPORTANT TOOL FOR OUR FIRST RESPONDERS TO HAVE TOO. WE WORK VERY CLOSELY WITH OUR FIRE DEPARTMENT AND WE RECEIVED A GRANT REQUEST FROM CAPTAIN PATRICK MURPHY IN TRAINING REQUESTING SOME GAS DECKORS. SO WE ARE VERY HAPPY TO TONIGHT -- DETECTORS. SO WE ARE VERY HAPPY TONIGHT TO PROVIDE FOUR. ONE FOR EACH DEPARTMENT.

THESE ARE THE LATEST AND GREATEST SO THEY DO SOME PRETTY COOL STUFF. AND THEY WILL HELP KEEP THIS COMMUNITY SAFE. SO WITH THAT I WOULD LIKE TO SHOW THIS PICTURE. THIS IS A PHOTO FROM EARLY TODAY. WE WENT AND VISITED THE FIRE DEPARTMENT AND PROVIDING THEM THESE SENSIT DETECTORS.

MY NAME IS ROBERT I'M GOING TO INTRODUCE THE INVESTMENT REPORT FOR THE FOURTH QUARTER, OUR FOURTH QUARTER ENDING SEPTEMBER 30TH, 2020. THEN OUR INVESTMENT ADVISOR BARRY BOWER FROM P.F.M. IS HERE HE WILL WALK THROUGH THE REPORT WITH YOU. SO FIRST OFF, I WANT TO GO OVER BY REMINDING COUNCIL OF OUR INVESTMENT POLICY AND OUR REQUIREMENTS. SO WE HAVE REQUIREMENTS AS OF OUR CITY ROWLETT INVESTMENT POLICY AS WELL AS REQUIREMENTS FROM THE TEXAS PUBLIC FUNDS INVESTMENT ACT.

THESE ARE ANNUAL ADOPTION OF LOCAL INVESTMENT POLICY BY COUNCIL. QUARTERLY INVESTMENT REPORT PRESENTED TO COUNCIL AS CURRENTLY PREPARED BY PFM ASSET MANAGEMENT WHO IS HERE WITH US TONIGHT.

WE HAVE THREE INVESTMENT OBJECTIVES.

THIS IS SAFETY, LIQUIDITY AND RATE OF RETURN.

THEN WE HAVE TWO PERFORMANCE MEASURES TO MEASURE OUR INVESTMENTS. SHORT-TERM PERFORMANCE MEASURES, EXCUSE ME, IS TO EXCEED THE WEIGHTED AVERAGE

>> THANK YOU, ALBERT, THANK YOU VERY MUCH COUNCIL AND MAYOR. HOPEFULLY ON THE SCREEN YOU SHOULD SEE THE INVESTMENT REPORT FOR THE QUARTER ENDED SEPTEMBER 30TH. THIS WILL BE FOR YOUR FOURTH QUARTER OF THE FISCAL YEAR. SO IT'S A GREAT TIME TO TAKE A LOOK BACK AT THE YEAR AND HOW THINGS WENT.

WHAT I WOULD LIKE TO DO FIRST IS GIVE YOU AN OVERVIEW, ECONOMIC SNAPSHOT OF WHAT'S GOING ON IN THE MARKET HERE. RATHER THAN PUT A BUNCH OF WORDS I WANT TO TALK THROUGH SOME OF THE MAJOR NUMBERS THAT WE LOOK AT. IN THE LABOR DEPARTMENT THE UNEMPLOYMENT RATE IS ABOUT 7% TO 8% RIGHT NOW.

AS YOU KNOW WHEN WE ENTERED THE PANDEMIC IT HAD GREATLY ACCELERATED UP INTO THE TEENS PERCENTAGES AND SINCE THEN WE GRADUALLY REOPENED WE'RE KIND OF WORKING OUR WAY THROUGH THE PANDEMIC IN DIFFERENT PARTS OF THE COUNTRY GRADUALLY REOPENING. THE OTHER PART -- UNEMPLOYMENT RATE HAS DECLINED ACTUALLY THAN A FASTER RATE THAN ANTICIPATED.

THIS IS A 7.9% NUMBER AS OF SEPTEMBER AND OCTOBER OF LAST YEAR. AS FAR AS GROWTH A SCARY NUMBER FOR REAL G.D.P. IT WAS DOWN 31% IN THE SECOND QUARTER WHICH WAS APRIL, MAY AND JUNE.

THAT WAS OUR FUEL THREE MONTHS OF JUST DEALING WITH THE PANDEMIC WE JUST BASICALLY WENT INTO A VIRTUAL SHUT DOWN FROM COAST-TO-COAST.

WE WERE DRIVING ALONG IN A CAR PULL OVER ON THE SIDE OF THE ROAD AND TURNED THE ENGINE OFF.

WE JUST SHUT EVERYTHING DOWN.

YOU EXPECT A PRETTY LOW NUMBER THERE.

AGAIN THIS IS OF THE SECOND QUARTER.

BUT SINCE THEN WE'VE HAD THE SEPTEMBER 30TH NUMBER COME OUT. IT HAS REBOUNDED BACK TO THE UPSIDE 33%. SO EVEN WITH THE KIND OF HARSH SPORADIC REOPENING OF THE COUNTRY WE ARE SEEING A VERY NICE REBOUND IN GROWTH. SO THAT'S A GOOD THING TO BE ABLE TO REPORT. AS FAR AS INFLATION, INFLATION HAS BEEN AROUND THE 1%, 1.50% RANGE SEVERAL MONTHS GOING ON YEARS NOW. THEY WILL MAINTAIN INFLATION TARGET OF 2%. THAT BEING SAID, THEY WILL KEEP RATES LOW AND HAVE IFFLATION RAISES AS LONG AS THEY MAINTAIN AVERAGE OF ABOUT 2% OVER A PERIOD OF TIME. WITH THAT BEING SAID, IF YOU MOVE TO THE NEXT SLIDE WE WILL LOOK AT WHAT INTEREST RATES DOING. ON THE TOP LEFT THERE YOU WILL SEE THE U.S. TREASURY YIELD CHART.

YOU SEE THE CURRENT YIELD CURVE AS OF SEPTEMBER 30TH.

WHAT THIS TELLS US IT'S NORMAL SLOPING TO THE RIGHT.

MEANING THE FURTHER OUT THE -- THE HIGHER YOU ARE COMPENSATED. SO THAT'S A NORMAL THAT'S A GOOD THING. EVEN THIS REPORT ALL THE YIELDS SAW THAT SEE IN THE BOTTOM LEFT FOR THE ONE YEAR GOING AFTER THE 30 YEAR. ALL THOSE YEARS HAVICKED UP SLIGHTLY. WHAT THAT'S DONE IS ALLOW THE CURVE TO BECOME EVEN STEEPER.

WHAT'S HAPPENED IS AS WE HAD NEWS ABOUT VACCINE MONEY IS STARTING FLOW BACK IN TO THE NOTITY MARKETS PUSHING YIELDS UP. WE'RE STARTING TO SEE SOME INCREASED YIELDS THAT'S ENCOURAGING.

SO WE ARE GLAD TO SEE THAT. IF YOU WILL GO TO THE NEXT PAGE, PLEASE. SOME OF THE BACKDROP.

WE HAVE BEEN IN THE FASTEST GROWTH SINCE MARCH WE ARE STILL IN THAT 0 PERCENT INTEREST RATE ENVIRONMENT THE OVERNIGHT RATE FOR THE SHORT-TERM LIQUID RATE IS TARGETED AT 0 TO .25% THAT MEANS ONE QUARTER OF 1%.

OVERALL THE FINANCIAL MARKETS ARE GRADUALLY COMING BACK. WE HAVE ACTUALLY RECOVERED A LITTLE MORE THAN EXPECTED WITH THAT 33% REBOUND IN GROWTH WE ARE BY NO MEANS BACK TO THE ACTIVITY ECONOMIC ACTIVITY LEVELS THAT WE WERE BEFORE THE CRISIS. BUT WE ARE GRADUALLY GETTING THERE. IT'S JUST A FUNCTION OF GRADUALLY RESTARTING THE ECONOMY.

THERE'S OF COURSE THE BACKDROP IS WHAT'S GOING ON IN THE FISCAL MARKET. WE'RE WAITING ON POTENTIAL STIMULUS ANOTHER STIMULUS PACKAGE FROM CONGRESS THAT'S

BEING DELAYED BECAUSE OF THE ELECTIONS WE THOUGHT WE WOULD BE IN SEPTEMBER HASN'T HAPPENED YET.

THEY'RE STILL TALKING ABOUT A TRILLION DOLLAR PACKAGE FOR OTHER STIMULUS BUT WE DON'T KNOW WHEN THAT COULD OCCUR BUT THEY ARE TALKING ABOUT IT.

OF COURSE WE HAVE THE ELECTION HAS OCCURRED WE'RE NOT SURE WHAT THE NEXT ADMINISTRATION WILL DO BUT IT DOES LOOK LIKE WE WILL STILL A BALANCE OF POWER IN THE SENATE. WE LOOK AT IT QUARTER OVER QUARTER FROM JUNE TO SEPTEMBER HERE. THE NUMBERS THAT I REALLY WANTED TO POINT OUT FOR YOU THE LONG-TERM POOL FUND THE THIRD ITEM DOWN. THE INCREASE FROM JUNE TO SEPTEMBER. $22 MILLION UP TO ABOUT $34 MILLION. THE ACTIVELY MANAGED PORTION WHAPS IS WORKING WITH -- WHAT HAPPENED IS WORKING WITH THE STAFF AND ANALYZING THIS CASH FLOW WE WERE ABLE TO ADD $12 MILLION CORE OPERATING FUNDS TO THAT ACT THROUGH EARNED ADDITIONAL EARNINGS FOR THE CITY GOING FORWARD. THAT'S A GOOD THING WE WERE ABLE TO DO. YOU SEE THE FLAT CHANGE BECAUSE THE $12 MILLION CAME OUT OF THAT INTO THE LONG-TERM POOL FUND. WE ALSO HAD SOME BAND ISSUES THOSE ARE IN THE TEXT POOL ACCOUNT IN THE LIQUID FUNDS.

YOUR EARNING POOL IN THE MIDDLE OF THE PAGE GOOD TIMES THE TOTAL FISCAL YEAR AND THE BOTTOM RIGHT JUST OVER 1.4 MILLION AS YOU CAN SEE TOWARD THE END OF LAST YEAR AS WELL AS THE BEGINNING THE EARNINGS WERE MUCH HIGHER. AS YOU CAN SEE -- THAT'S WHAT YOU MIGHT CALL THE COVID OR PANDEMIC EFFECT, IF YOU WILL AS WE HIT IT THE -- THAT AFFECTED OF COURSE LAT OF YOUR LIQUID FUNDS. BUT I'M ENCOURAGED TO SEE THAT WITH THE ECONOMIC WE GOOD OPPORTUNITIES TO INVEST AND WE WILL CONTINUE DOING THAT.

THIS IS A SUMMARY OF YOUR PORTFOLIO.

EVEN THOUGH THE ADDITIONAL $12 MILLION THAT WAS PUT INTO INDIVIDUAL SECURITIES YOU STILL KNOW THERE'S A TREMENDOUS AMOUNT BUT THE BALANCE IS A AMERICAN NATIONAL BANK. AS FAR AS HIGH DENSE FUNDS YOU CAN SEE ON THE BOTTOM THERE'S GOOD CONCENTRATION WITH THE OVERNIGHT LIQUIDITY.

YOU CAN SEE PRETTY MUCH SPREAD SIX MONTHS.

THAT'S THE PORTION OF THE PORTFOLIO THAT WAST STRATEGY.

SOME OF THE CORE FUNDS ARE ZERO TO ONE YEAR STRATEGY.

WE DON'T NECESSARILY THEM TO BE OVERNIGHT AS WELL.

SO SPREAD ACROSS SIX NOTES GOING OUT TWO TO THREE YEARS. NEXT SLIDE, PLEASE.

FURTHERMORE BY THE INVESTMENT POLICY OF THE CITY. WHICH WAS REVIEWED I BELIEVE BY THE CITY THIS PAST QUARTER WHICH REQUIRED TO DO ANNUALLY. WHAT THIS SLIDE SHOWS IS YOU'RE STILL WELL WITHIN THE POLICY LIMIT.
