IT REQUIRES AN SUP FOR STRUCTURES THAT REQUIRE 500 FEET AND AS A BIT OF INTRODUCTION, THERE'S THREE PARTS AND IT STEMS FROM OUR ORDINANCE FIRST ADDRESSES ACCESSORY STRUCTURES AND SPECIAL RULES FOR A CARPORT OF WHICH THIS STRUCTURE WOULD BE CONSIDERED AND THEN THE THIRD PART WOULD BE THIS CARPORT WILL HAVE SOLAR PANELS AND THERE ARE SPECIFIC ALLEGATIONS REGARDING SOLAR PANELS. WE'LL WALK ALL THROUGH ALL THREE [00:05:09] OF THESE THINGS AND THIS IS A 100-FOOT WIDE PROPERTY ON THE SOUTH SIDE OF TOLAR ROAD WITH A 3,076 SQUARE FOOT HOME OUTLINED THERE IN BLUE AND THE GREEN SHAPE TO THE RIGHT-HAND SIDE IS AN EXISTING STRUCTURE AND RED RECTANGLE ON THE LOWER LEFT IS THE PROPOSED CARPORT. NEXT SLIDE. AND AGAIN, 7730A HAS THE FOLLOWING STANDARDS FOR ACCESSORY STRUCTURES IN RESIDENTIAL STRICTS AND THERE IE MAXIMUM LOT COVERAGE OR 35% OF THE REAR YARD WHICHEVER IS LESS AND SECONDLY, ACCESSORY STRUCTURES MAY NOT EXSED THEEXCE HEIGHT OR WHICHEVER IS LESS OF THE TWO NUMBERS AND THIRD, WHENEVER AN ACCESSORY STRUCTURE IS IN THE REAR YARD, A SETBACK IS REQUIRED. BASED UPON WHAT THE APPLICANT PROVIDED, THAT THIS SIDE WITH THE ADDITION OF THE NEW CARPORT ACCESSORY STRUCTURE IS APPROXIMATELY 9,123 SQUARE FEET WOULD NOT EXCEED 35% OF THE REAR YARD. NEXT SLIDE, PLEASE. AND ALSO, THE HEIGHT MAY NOT EXCEED THE PRIMARY STRUCTURE OR MAXIMUM HEIGHT FOR THE ZONING DISTRICT AND THE HEIGHT OF THE HOME ON THE PROPERTY IS 30 FEET AND THE MAXIMUM HEIGHT ALLOWED% IN THE ZONING DISTRICT IS 35 FEET. ON THE RIGHT IS A SCHEMATIC OF THE PROPOSED STRUCTURE AND ON THE RIGHT-HAND SIDE IS THE HIGHEST EXTENT AND IT'S 1'38"-INCHES AND NEXT SLIDE. WITH ACCESSORY STRUCTURES, THEY MAY HAVE A MINIMUM SIDE GUARD AND REAR SETBACK OF THREE FEET. AS CAN SEE FROM THIS DIAGRAM ON THE RIGHT, THE RED RECTANGLE IS THE PROPOSED STRUCTURE AND IT WOULD BE FIVE FEET FROM THE SIDE PROPERTY LINE AND 125 FEET FROM THE FRONT PROPERTY LINE AND 200 FEET TO THE REAR PROPERTY LINE AND 75 FEET TO THE OPPOSITE SIDE SETBACK AND AS A SIDE NOTE, THE STRUCTURE IS 20 FEET SETBACK FROM THE HOME, AS WELL. AND NEXT SLIDE, PLEASE. SO THE NEXT PART OF THIS DISCUSSION IS THE STANDARDS FOR CARPORTS, WHICH ARE SET FORTH IN 77303C7 OF THE DEVELOPMENT CODE AND THERE ARE SEVERAL OF THESE CONDITIONS HERE AND CARPORTS SHALL NOT BE LOCATED WITHIN ANY REQUIRED FRONT OR SIDE YARD SETBACK. THE CARPORT IS WITH THE EXTERIOR MATERIALS AND ROOF MATERIALS SHALL NOT BE PRIZED OF COME STRUCTURE. THE CARPORT SHALL HAVE A PITCHED ROOF THAT IS A CLOSED OR OPEN GABLE OR HIP DESIGN MATCHING THE PRINCIPAL STRUCTURE AND PARKING IF CARPORTS MUST BE AN IMPROVED STRUCTURE AND EXCEEDS 500 SQUARE FEET MAY BE ALLOWED BY SPECIAL USE PERMIT AND NEXT SLIDE, PLEASE. SO THE FIRST ONE OF THOSE ITEMS, CARPORT SHALL NOT BE ALLOWED [00:10:01] WITH ANY REQUIRED FRONT SETBACK AND THIS PROPOSED IS LOCATED IN THE REAR YARD AND NEXT SLIDE, PLEASE. AND THE CARPORT SHALL BE ARCHITECTURALLY INTEGRATED AND THE BUILDING MATERIALS AND ROOF MATERIALS SHALL BE COMPROMISED OF MATERIALS OF SIMILAR SIZE, TYPE OF THE STRUCTURE AND THIS IS FREESTANDING AND NOT INTEGRATED WITH THE RESIDENCE AND CONSTRUCTED OF METAL AS COMPARED TO THE MASONRY CONSTRUCTION OF THE HOME. NEXT SLIDE, PLEASE. ALSO, THE CEILING HEIGHT SHALL NOT EXCEED EIGHT FEET AND THE MAXIMUM HEIGHT OF THE STRUCTURE IS 1'38" AND SLOPES DOWN ON THE OPPOSITE SIDE AND NECESSARY FOR THE SOLAR PANELS AND CAPTURING THE SUNLIGHT AS WELL AS THE HEIGHT IS LESS THAN HALF OF THE RESIDENCE AND WE BELIEVE IT IS APPROPRIATELY SCALED TO THE RESIDENCE. NEXT SLIDE, PLEASE. THE CARPORT SHALL HAVE A PITCHED ROOF THAT IS EITHER A CLOSED OR OPEN GABLE OR HIP DESIGN MATCHING THE EXISTING PARTNERSHIP IN INTEGRATED IN THE ROOF AND PRINCIPAL STRUCTURE AND THIS IS A FREESTANDING CARPORT WITH A SHED-TYPE ROOF AND THIS ROOF IS INSTRUCTED OF STEEL, COVERED BY SOLAR PANELS AND THIS IS AN ATYPICAL ROOF DESIGN, THE SHED ROOF. HOWEVER, AS PROPOSE TO ALLOW FOR THE OPTIMAL FUNCTION OF THE SOLAR PANELS AND WOULD NOTE IN REGARD TO THE THAT MATERIALS THAT SEVERAL OTHER PROPERTIES IN THE AREA ALSO HAVING DETACHED ACCESSORY STRUCTURES HAVE MATERIALS THAT ARE COMPOSED THAN WHAT THE RESIDENTIAL STRUCTURE IS. ITEM NUMBER FIVE THAT PARKING WITHIN CARPORTS MUST BE ON AN IMPROVED SURFACE AND THIS CARPORT WOULD BE ATTACHED TO THE EXISTING CONCRETE DRIVEWAY. NEXT SLIDE, PLEASE, LAURA. AND LASTLY, ANY CARPORT NOT MEETING THE ABOVE REQUIREMENTS OR EXCEEDING 500 SQUARE FEET OF AN AREA MAY BE ALLOWED WITH A SPECIAL USE PERMIT AND THIS CARPORT DOES NOT MEET ALL OF THE SPECIFIC REQUIREMENTS OF THE RDC AND ALSO EXCEEDS 500 SQUARE FEET OF AN AREA AND THEREFORE, THE APPLICANT IS SEEKING THE APPROVAL OF A SPECIAL USE PERMIT. AND NEXT SLIDE, PLEASE. SO THE LAST PART OF THIS DISCUSSION IS ABOUT THE SOLAR PANELS, WHICH ARE ON THE ROOF THERE. FOR THIS PROPOSED STRUCTURE AND SECTION 77303D4 DISCUSSES THE STANDARDS FOR THE INSTALLATION OF SOLAR PANELS AND THESE STANDARDS GENERALLY REGULATE THE LOCATION OF THE PANELS, SCREEN REQUIREMENTS FOR PANELS AND THE HEIGHT THE PANELS MAY PROJECT, THE COLOR OF HARDWARE AND THE LOCATION OF THE WIRING AND THE SYSTEM AND STIPULATES ANY SOLAR REQUIRE A SPECIAL USE PERMIT AND WOULD NOT THE MATERIALS PROVIDED BY THE IMPLEMENT APPLICANT WOULD SHOW IT'S METALLIC AND INDICATED THAT EITHER BLACK HARDWARE WOULD BE PAYMENTED BLACK WITH A DURABLE PAINT. THE PROPOSED SOLAR PANEL COMPLIES WITH OTHER STANDARDS FOUND IN THAT SECTION OF THE RDC. AND NEXT SLIDE, PLEASE, LAURA. SO THIS IS A PHOTO OF THE EXISTING CONDITIONS ON THE SITE AND I SHOULD HAVE NOTED THIS EARLIER. THIS IS A SITUATION WHERE THE PROPERTY OWNER HAD BEGUN CONSTRUCTION OF THE CARPORT WITHOUT KNOWING WHAT THE REQUIREMENTS WERE FOR PERMITTING OR THE SUP REQUIREMENT ONCE THEY WERE MADE AWARE OF THIS AND THE CONSTRUCTION ON THE PROPERTY, ON THE CARPORT, WAS CEASED AND THEY CAME AND APPLIED FOR THE PERMITS AND THE SUP WITH THAT AND HAVE BEEN QUITE FORTHCOMING WITH REQUESTS FOR INFORMATION FROM US THROUGH THIS PROCESS. AND SO THIS, AGAIN, WOULD BE FROM TOLAR ROAD LOOKING INWARD TOWARD THE PROPERTY AND NEXT SLIDE, PLEASE. AND A NOTE ON THE PUBLIC NOTIFICATIONS. AND STAFF DOES RECOMMEND APPROVAL OF THE SUP TO ALLOW A CARPORT WITH 800 SQUARE FEET IN THE REAR CRASHED AND WITH ONE SINGLE FOLLOWING CONDITION, THAT THE SOLAR PANELS WOULD BE INSTALLED IN COMPLIANCE WITH 77303D4 OF THE DEVELOPMENT CODE AND WE DO BELIEVE THIS WILL NOT COMPROMISE THE INTENT OF THE SF10 DISTRICT OR THE RESIDENTIAL, STATE RESIDENTIAL OF THE FUTURE LAND USE PLAN AND COMPREHENSIVE PLAN BECAUSE IT IS COMPATIBLE WITH THAT BILL TO SINGLE FAMILY PATTERN, THE PRIMARY USE OF THE STRUCTURE, THIS NEW STRUCTURE FOR SOLAR PANELS TO MEET THE ENERGY NEEDS OF THE HOME IN EFFICIENT MANNER AND THE SECONDARY USE OF THAT STRUCTURE AS A CARPORT IS BOTH REASON CUSTOMARY AND COMPLIMENTS THE PROPERTY AND, ALSO, IT IS CONGRUENT WITH COMPARABLE STRUCTURES AND I WOULD GLAD TO ENTERTAIN STRUCTURES YOU HAVE. >> DOES ANYBODY HAVE A QUESTION ON THIS ISSUE?
