ACCORDINGLY AT THE APRIL 15 COUNSEL MANY OF THE CITY MANAGER PRESENTED A COUNCIL APPROVED THE IMPLEMENTATION OF ROWLETT COVID-19 FINANCIAL STRATEGY PLAN TO WHETHER THE PANDEMIC RELATED SHORTFALLS. THE GOOD NEWS IS FORTUNATELY LET'S FINANCIAL STATEMENT HE WITHSTOOD THE PRESSURE OF THE PANDEMIC AND AS A RESULT OF A POSITIVE FINANCIAL CONDITION THROUGH III QUARTER AND THEN ON THROUGH JULY 2020 COUNCIL APPROVED THE CITY MANAGER'S RECOMMENDATION ON AUGUST 18 TO REINSTATE THE MAJORITY OF THE PLANS RESTRICTED BUDGET. AFTER KICKING OFF WITHOUT WE'VE GOT SOME HEALTHY FINANCIAL NEWS TO REPORT TONIGHT. NEXT SLIDE PLEASE. ON A BUDGETARY BASIS THE CITY IS REPORTING REVENUES OF APPROXIMATELY $116 MILLION FOR THE FISCAL YEAR EXCEEDING THE PBUDGET BY 5.3 MILLION OR 4.8 PERCENT. I WOULD LIKE TO NOTE 3.3 MILLION OF THIS AMOUNT REPRESENTS RECEIPTS FROM THE FEDERALS CHARACTER PROVIDE ASSISTANCE TO RELEVANT WITNESSES AND BITS AND OWNERS AND REIMBURSE THE CITY FOR THE NECESSARY PROTECTIVE EQUIPMENT AND ELIGIBLE PERSONAL COST RELATED TO THE COVID-19 PPANDEMIC RESPONSE. THE CITY IS REPORTING EXPENSES OF 107 MILLION FOR THE FISCAL YEAR WHICH IS 2.7 MILLION OR 2.4 PERCENT BELOW BUDGET. PRIMARILY DUE TO THE PANDEMIC IMPACT OPERATIONS IN THE FINANCIAL STRATEGY PLAN BUDGET FREEZES L YEAR. WITHIN TONIGHT'S PRESENTATION I WILL GO A BIT MORE IN DEPTH INTO THE OVERALL REVENUE AND EXPENSE RESULTS OVER TO MAJOR FUNDS. THE GENERAL FUND AND THE UTILITY FUND. NEXT SLIDE PLEASE. PROPERTY TAXES REPRESENT OVER 50 PERCENT OF THE GENERAL FUND REVENUE AND BUDGET AND COLLECTED PRIMARILY IN JUMPER AND JANUARY. THE CITY COLLECTED 175,000 GENERAL FUND PROPERTY TAX REVENUE IN THE LAST QUARTER OF THE FISCAL YEAR. WITH HEREIN PROPERTY TAX REVENUE EXCEEDING A BUDGET BY 286,000 OR APPROXIMATELY 1.1 PERCENT. NEXT SLIDE PLEASE. SALES TAXES ARE COLLECTED BY THE STATE COMPTROLLER REPRESENT ALMOST 20 PERCENT OF THE GENERAL FUND REVENUES. THE CITY COLLECTED 1.9 MILLION [00:05:04] IN THE 4TH QUARTER WITH URINE SALES TAX REVENUE EXCEEDING THE BUDGET BY 65,000 OR JUST UNDER ONE PERCENT. NEXT SLIDE PLEASE. OVERALL, GENERAL FUND REVENUES WERE 272,000 ABOVE BUDGET. WE WERE AWARE OF RCC AND UP ITS OWN REVENUES WOULD BE IMPACTED DUE TO COVID-19 RESTRICTIONS. OUR SEAT MEMBERSHIP, FACILITY RENTALS, ATHLETIC AND OTHER PROGRAM WITH THE MOST IMPACTED AT THE RCC AND WHITESTONE REVENUE WAS HIGHLY IMPACTED ALL AROUND IN A VERY LIMITED HOURS. THE GOOD NEWS IS THE GENERAL FUND HAD 2 AREAS OF REVENUES THAT WERE ABOVE BUDGET AND REALLY PULLED US THROUGH THE FISCAL YEAR. THOSE WILL BUILDING PERMITS AND PROPERTY TAX REVENUES. THE CITY BUDGET A PROPERTY TAX COLLECTION RATE OF 98.5 PERCENT HOWEVER, WE EXPERIENCED 99.4 PERCENT COLLECTION RATE THIS YEAR RESULTING IN HIGHER PROPERTY TAX REVENUES BUDGETED. ADDITIONALLY, PERMIT REVENUES WERE HIGHER THAN ANTICIPATED PRIMARILY DUE TO THE TIMING OF A LARGE DEVELOPMENT, THE PILOT STATION. JOURNAL FUND EXPENSES WERE 1.8 MILLION BELOW BUDGET. OF THIS 1.8 MILLION APPROXIMATELY 400,000 IS ALLOCATED TO BE PAID IN THE NEW FISCAL YEAR 21 FOR INVOICES THAT WERE NOT RECEIVED UNTIL AFTER THE YEAR AND COME INTO THE FISCAL YEAR. AS MENTIONED EARLIER MOST OF THE LITIGATION PLAN WAS REINSTATED IN AUGUST, HOWEVER A PROXIMALLY 287,000 OF DEPARTMENT OPERATING BUDGETS REMAIN RESTRICTED FOR PERMANENT SAVINGS TO ROLL INTO THE NEXT FISCAL YEAR FOR FUTURE COVID-19 MITIGATION IF THEY WERE NEEDED. OVER HALF OF THE 1.8 MILLION IN ANNUAL SAVINGS ABOUT 950,000 WAS DUE TO THE PANDEMIC RESTRICTIONS ON VARIOUS CITY OPERATIONS.OCIAL DISTANCING REQUIREMENTS ON STAFF AND RESIDENTS RESULTED IN LIMITED HOURS AND CAPACITY OF OPERATIONS, RECREATION PROGRAMS, SPORT ACTIVITIES, ANIMAL ADOPTION EVENTS AND COMMUNITY EVENTS WERE CANCELED. PARK AND STREET MAINTENANCE AND SPECIAL PROJECTS WERE REDUCED. CODE ENFORCEMENT RELIEF WAS IMPLEMENTED, EMPLOYEE TRAVEL, ALL DRASTICALLY REDUCED SCENE COST PARTICULARLY IN THE RCC ONCE OWNED A PUBLIC WORKS OPERATIONS. IN COMBINATION OF THIS LOWER GAS PRICES AND CANCELED EMPLOYEE TRAVEL AND TRAINING LED TO LARGE ACROSS-THE-BOARD CITY WIDE SAVINGS FOR THE YEAR. WE ALSO RECOGNIZE NON-ÁUNTRAN5Á RELATED CONTRACTUAL SAVINGS REDUCING NEED FOR SERVICES SUCH AS MOSQUITO SPRAIN SINCE WE ONLY HAD ONE APPOSITIVE TESTING OVER THE SUMMER, ENGINEERING AND IT EQUIPMENT MAINTENANCE DUE TO A REFRESH OF SERVERS AND SWITCHES LAST YEAR APPROVED BY COUNSEL. FINALLY TO BRING A PERFORMANCE OBJECT TO A CLOSE GENERAL FUND RESERVE POLICY WAS REVISED FROM 13 PERCENT TO 25 PERCENT IN FISCAL YEAR 2017 TO REFLECT MORE UPDATED STANDARDS FOR THE OPERATING RESERVE BALANCE WHICH SUPPORTS A POSITIVE BOND RATING. I AM PLEASED TO REPORT AFTER 4 FISCAL YEARS OF GRADUALLY INCREASING OUR RESERVES WE HAVE NOW MET AND EXCEEDED OUR 25 PERCENT POLICY IN GENERAL FUND. NEXT SLIDE PLEASE. MOVING ONTO THE UTILITY FUND. WATER REVENUES REPRESENT 60 PERCENT OF THE UTILITY FUND REVENUE BUDGET. THE 4TH QUARTER THEY EARNED 6.1 REVENUE WITH WATER REVENUES EXCEED THE BUDGET BY 380,000 OR APPROXIMATELY 2.1 PERCENT. PRIMARILY DUE TO LOW PRECIPITATION DURING OCTOBER. OUR FIRST MONTH OF THE FISCAL YEAR COMBINED WITH INCREASED SUMMER USAGE, LIKELY DRIVEN BY MORE RESIDENTS STAYED HOME DURING THE PANDEMIC. IN THE BUDGET REVISION:YOU CAN SEE THAT THE INCREASE MAINLY THE ROADWAY WATER THE STORM SEWER IMPROVEMENTS HAVE THE ACTUAL COST BEING SUBMITTED WERE HIGHER THAN THE ORIGINAL ESTIMATES WHICH LED TO THE INCREASE IN THE BUDGET. ALSO THERE WERE SOME ADDITIONAL PROJECTS THAT WERE NOT ORIGINALLY CONSIDERED. TEXT.BRIDGE ENHANCEMENTS THAT INCREASE THE BUDGET BY $1 MILLION. HOWEVER THAT WILL BE IN FUNDED BY ACCRUED INTEREST THAT WAS EARNED ON THE FUNDS THAT ARE HELD BY THE TRUSTEE FOR AUTHORIZED IMPROVEMENTS. IT IS ONE COMPONENT OF HOW THE 13 MILLION TO BE FUNDED. 1 MILLION OF IT BEING ACCRUED INTEREST THAT IS ART ON THE FUNDS BEING HELD AT THE TRUSTEES. THERE'S NO INCREASE ON THE ASSESSMENTS THERE. THEN THE OTHER MAIN ITEM AS FAR AS INCREASE IS THE LAGUNA CONSTRUCTION COST NOW SHOWING AT $12 MILLION. IF YOU CAN GO TO THE NEXT SLIDE PLEASE. AS YOU CAN SEE THE PROPOSED EVOLVEMENT SITS AT THE TOP OF THE WATERSHED. THE SEE THE PROPOSED DETENTION FACILITY THERE AND THE DRAINAGE ASSOCIATED WITH OFF AND RUNOFF ASSOCIATED WITHOUT. THE APPLICANT IS ASKING 5 MODIFICATIONS. ONE IS LOCATED TO BUILDING LENGTHS. THEY REQUIRE MULTIFAMILY BUILDINGS TO HAVE A LENGTH NOT TO EXCEED HUNDRED AND 60 FEET. THIS INSTANCE THE APPLICANT IS PROPOSING FOR BUILDING ONE 219 FEET IN LENGTH ALONG OLD ROWLETT ROAD AND HUNDRED AND 93 ALONG BIG A ROAD.UILDINGS 3, 4, 5, 6 AND 773 FEET IN LENGTH. THE INTENT OF THIS REQUIREMENT IS TO ENSURE THAT WE DON'T HAVE FLAT FACED BUILDINGS THAT IS PROVIDED WITHIN THE ARCHITECTURE. THERE WILL BE SUFFICIENT ARTICULATION TO AVOID A CONTINUOUS BUILDING FAC'ADE TO ENSURE THAT THERE IS STILL VIGIL ARCHITECTURAL INTEREST WITHIN THESE FAC'ADES. MINIMUM TOOLING UNIT AREA HAS A MINIMUM AREA OF 700 SQUARE FEET FOR EVERY MULTIFAMILY UNIT. THE APPLICANT IS REQUESTING A REDUCTION IN THAT TO A MINIMUM OF 608 SQUARE FEET. THE JUSTIFICATION ASSOCIATED [00:45:02] WITH THIS IS THAT THE PROPOSED DEVELOPMENT ADDS DIVERSITY TO THE UNIT MIX AND FURTHERS THE GOAL OF PROVIDING AFFORDABLE HOUSING IN OUR CITY. III DEVIATION FROM THE RELATIVE ELEMENT CODE IS THE MAXIMUM BUILDING HEIGHT. IT'S CLEARLY A CHICLET DIMENSIONAL REQUIREMENTS FOR BUILDING HEIGHTS WHICH IS 35 FEET OR 2 STORIES. THE REQUESTING A MAXIMUM HEIGHT OF 39 FEET OVER 3 STORIES FOR THE 6 CENTRAL MULTIFAMILY BUILDINGS. ALL THE BUILDINGS ARE FOR 2 STORIES IN HEIGHT ARE NEARLY 300 OR APPROXIMATELY 295 FEET FROM THE SINGLE-FAMILY HOMES TO THE EAST AND ARE AT A SIMILAR SCALE TO THE ADJACENT EVERGREEN DEVELOPMENT. TO THE NORTH. ONE OF THE ELEMENTS THAT WE DISCUSSED WITH THE APPLICANT WAS TO PROVIDE SUFFICIENT SEPARATION BETWEEN DEVELOPMENT. THIS PROPOSED DEVELOPMENT OF THE RESIDENTIAL DEVELOPMENT TO THE EAST. IN ADDITION THE RELEVANT DEVELOPMENT CODE REQUIRES THE PESTABLISHMENT OF INCOMPATIBILITY REFERENCE WITH ADJACENT USES. IF YOU HAVE A USE THAT'S MORE INTENSE THAT USER IS REQUIRED TO PROVIDE SUFFICIENT SEPARATION AS IN TERMS OF BUILDING SETBACK BUT MORE IMPORTANTLY IN TERMS OF GREEN SPACE AND SCREENING. THE APPLICANT IS REQUESTING A METAL DECORATIVE FENCE IN LIEU OF A REQUIRED MASONRY WALL. THEY ARE PLANTING ONE TREE FOR EVERY 35 FEET AND 10 SHRUBS FOR EVERY 30 LINEAR FEET WHICH DOES CONFIRM WITH RTC. THE NEIGHBORHOOD TO THE EAST IS APPROXIMATE 300 FEET TO THE NEAREST POINT OF THE BUILDING. IT'S BOARDED BY THE POND AND OPEN SPACE AND WITHOUT IT'S OUR DETERMINATION THERE IS SUFFICIENT SEPARATION BETWEEN THE 2 USES. IN THE PROPOSED MECHANISMS TO SCREEN THE DEVELOPMENTS IS SUFFICIENT AS WELL. NEXT SLIDE.
