>> THANK YOU FOR BEING WITH US. >> THANK YOU SO MUCH MAYOR GOOD EVENING HONORABLE MAYOR AND COUNCIL WE ARE HERE TO PRESENT THE CHARTER REVIEW FINDINGS AND RECOMMENDATIONS.

FOR THIS YEAR'S COMING ELECTION. SO FIRST I WOULD LIKE TO ACKNOWLEDGE WHICH COUNCIL MEMBERS BROWN AND BELL.

AS WELL AS OUR CITY'S SECRETARY FOR THE SUPPORT AND GUIDE US THROUGH THIS PROCESS WE COULD NOT HAVE COME AS FAR AS WE HAVE WITHOUT THEIR LEADERSHIP AND SUPPORT.

THE NAMES ON THIS LIVE WERE APPOINTED AS VOLUNTEERS TO THE CITY OF WE WILL BE RIGHT BACK. BY THE CITY COUNCIL.

WE APPRECIATE THE OPPORTUNITY TO SERVE THE CITIZENS IN THIS CAPACITY. WE HAVE MYSELF, AND THE VICE CHAIR, AND WE HAVE THESE MEMBERS AND ULTIMATE MEMBERS TO THE COMMISSION. THE INFORMATION, ON THIS SLIDE IS CONTAINED INTO AN ICE PACK IT BUT I WANT TO SHARE A COUPLE OF THESE POINTS IN PARTICULAR. SO NEXT WE WILL LOOK AT THE SCOPE OF THE ITEMS THAT WE WERE TASKED IT IS IMPORTANT TO NOTE WHILE THESE WERE OUR KEY FOCUS AREAS WE ALSO TAKE CARE TO REVIEW THE CHARTER IN ITS ENTIRETY AS A WHOLE.

SO THE ITEMS THAT WE LOOKED AT WERE GOVERNANCE AND ZONING AND DISTRICTS. CITY COUNCIL TERM LIMITS.

LOCAL ELECTION TIMING. PSEUDO- COUNSEL PAY COMPENSATION AMOUNTS. A POSITION AS A CITY MONITOR.

THE CODE OF ETHICS SPECIFICALLY AS IT RELATES TO SOCIAL MEDIA.

WE ALSO WENT A GENERAL OVERVIEW TO CHECK FOR ERRORS AS WELL WITH WORKING WITH JUDGE LISTON AT THE MUNICIPAL COURT AS WELL.

TO TACKLE THESE ITEMS WE ARRANGE THREE COMMITTEES THAT ADDRESS IS A SUBSET OF ITEMS. SO THE FIRST GROUP WE HAD THE GOVERNANCE ZONING AND DISTRICTS AND TERM LIMITS AND ELECTION TIMING. THAT WAS TACKLED BY ERIC DEBORAH AND RICK. NEXT WE HAVE THE PAY

THAT WAS UNDERTAKEN BY MYSELF KELLY AND BRIAN.

FINALLY THE SCRIBNER REVIEW CAME FROM RICHARD AND BECKY'S CONTRIBUTIONS. WE WILL MOVE ON AND TALK ABOUT GOVERNANCE ZONING AND DISTRICT'S.

I'D LIKE TO DO STRUCTURE THIS MEETING TO HAVE COMMENT FOLLOWING AFTER EACH PROPOSITION OF THE ITEMS WE REVIEW.

SO IN LOOKING AT GOVERNMENTS DISTRICTS HOW DIFFERING AREAS OF THE CITIES MIGHT BE REPRESENTATIVE CENTER.

CURRENTLY EACH COUNCIL MEMBER IS IS ACCOUNTABLE TO EVERY CITIZEN.

WE ARRIVED AT A COUPLE KEY CONCERNS.

FIRST BY DEVELOPING ZONES WE WERE CONCERNED WITH POLITICS NEGATIVELY IMPACTING RESIDENTS IN PARTICULAR THIS POTENTIAL FOR A FOR A QUID PRO QUO ATTITUDE. WHERE DEALS MIGHT BE MADE IN THE DISTRICT FOR OTHER FAVOR IN ANOTHER DISTRICT.

ADDITIONALLY WE WERE CONCERNED WITH THE LACK OF CANDIDATES OVERALL PICK DURING THE LAST ELECTION CYCLE THERE WERE ONLY FOUR CANDIDATES FOR THE THREE OPEN SEATS THAT WE HAD SO GIVEN THAT LIMITED CANDIDATE AND THAT HAS BEEN THE CASE IN A NUMBER OF LECTURES IN THE HISTORY. GIVEN THEIR LIMITED CANDIDTE POOL CERTAIN DISTRICTS MIGHT GET UNREPRESENTED SO AS A RESULT THE CHARTER RESUME REVIEW COMMISSION IN REGARDS TO GOVERNMENT ZONING.

AND THEY DON'T HAVE AS GOOD AS REPUTATION AS THEY COULD POSSIBLY HAVE. WHILE I TOTALLY SUPPORT YOUR RECOMMENDATION FROM A CHARTER STANDPOINT, I REALLY FEEL WE NEED TO FIX THIS ISSUE INTERNALLY.

WE TALKED ABOUT IT THERE IS WAYS T TALK ABOUT IT WITHOUT GOING TO SPECIFIC ZONES AND I WOULD STILL LIKE TO GET THAT ACCOMPLISHED. THOSE ARE MY COMMENTS ABOUT

THE ITEM WE CONSIDERED WAS WHETHER TO CHANGE TERM LIMITS FOR COUNCIL MEMBERS AND MAYOR AND CONSIDER EXTENDING THEM FROM 23 YEAR TERM LIMITS, 233 YEAR TERM LIMITS.

ULTIMATELY WE DECIDED IN FAVOR OF THIS CHANGE WHILE ALSO LI LIVING. SO BEFORE WE TALKED ABOUT OUR REASONING FOR THAT CHANGE LET'S LOOK AT HOW THE CHARTER WAS CURRENTLY WRITTEN. THE EXISTING PARAGRAPH OR TERM LIMITS AS THE INDIVIDUAL CANNOT SERVE TWO CONSECUTIVE THREE-YEAR TERMS AS MAYOR. AN INDIVIDUAL CANNOT SAVE MORE THAN TWO CONSECUTIVE THREE-YEAR TERMS AS A COUNCIL MEMBER.

LET'S GO ONTO THE NEXT LAW THAT TALKS ABOUT OUR REASONING BECAUSE WHAT THE CHARTER DOES NOT IDENTIFY IS THE MAXIMUM YEARS OF SERVICE SOMEONE CAN PROVIDE.

IN EFFECT AN INDIVIDUAL COULD SERVE IF THERE WERE ELECTED IN ALTERNATING CAPACITIES AS MAYOR AND COUNCIL MEMBER CONTINUED TO SERVE AS LONG AS THEY ARE ABLE TO BE REPEATEDLY ELECTED.

THERE IS NO CAP ON THE AMOUNT HE HAS THE STOMACH AND SERVE CONCURRENTLY. IN EFFECT THERE IS NO TERM LIMIT RIGHT NOW. ASIDE FROM THE CONSECUTIVE STIPULATION. ULTIMATELY THEY FELT THIS POLITICAL DYNASTY IS THAT WE WOULD LIKE TO AVOID.

CONVERSELY THE COMMISSION BELIEVES THAT THE CURRENT LIMIT OF TWO-3 YEAR TERMS PUTS A LIMIT TATIAN ON THE COUNCILMEMBER.

FIRST OF ALL THE LEARNING CURVE OF A FRESHMAN COUNCILMEMBER IS REALLY 2-3 YEARS OF SERVICE. THERE ARE COMMITTEES AND TASK OFFICES WHERE COUNCILMEMBER CAN SERVE.

GIVEN THAT A COUNCILMEMBER IS REQUIRED TO CONTINUE LEARNING AND GROWTH THROUGHOUT THE FIRST TERM NO MATTER WHAT.

FOLLOWING THAT TERM, THEY ARE ONLY REALLY LEFT WITH THREE YEARS BEFORE THEY ARE THERE ARE REQUIRED TO SUBMIT THAT MAN FOR THE MAYORAL POSITION. SECONDLY THE ADDITIONAL YEARS OF

EXPERIENCE ALSO BETTER PREPARES SOMEBODY TO SERVE AS MAYOR AND THAT IS A KEY POINT AS WELL. HAVING THAT ADDITIONAL TERM, DOES GIVE SOMEONE BETTER PREPARATION TO STEP INTO THAT WOULD ROLL IF THERE WERE TO CHOOSE TO GO THAT ROUTE.

MANY OF THESE BOARDS HAVE BEEN A PLACE FOR SEVERAL YEARS BUT CONSTRICTIVE TERM LIMITS WERE LIMITING OURSELVES AS BEING EFFECTIVE AS A CITY AS WHAT WE DO ON THESE BOARDS. IT IS IMPORTANT TO UNDERSTAND WE ARE IN ESSENCE TO CHANGES TO THE CHARTER.

THE FIRST CHANGE IS AN EXTENSION AND THE NUMBER OF CONSECUTIVE TERMS A PERSON CAN SERVE UP TO 3-3 YEAR TERMS, AND LIMITING THE OVER ALL SERVICE FOR MARY AT NINE IN COUNCILMAN NINE YEARS FOR A GRAND TOTAL OF 18 YEARS OF SERVICE.

RECOGNIZING THE TERM LIMITS ARE A VALUABLE TOOL TO ENCOURAGE FRESH IDEAS AND INNOVATIVE LEADERSHIP.

THE COMMISSION ALSO WANTS TO REMIND MEMBER RESIDENTS EACH COUNCILMEMBER IS UP FOR ELECTION EACH THREE YEARS.

THERE IS NO GUARANTEE THAT ANY COUNCILMEMBER WAS SERVE MORE THAN THREE YEARS NOR DOES THIS RECOMMENDATION CHANGE ANYTHING ABOUT THE ELECTION CYCLE. IS THE OPINION OF THE COMMISSION THIS CHANGE OFFERS BEST OF BOTH WORLDS.

I AM SURE, AS WE PROGRESS FORWARD IT WAS GOING TO CHANGE AGAIN. SO I THINK HAVING HARD LIMITS KIND OF FORCES OCCASIONALLY AND STILL GUESS THAT BALANCE WHERE YOU CAN HAVE ESTABLISHED LEADERSHIP IN PLACE FOR A PERIOD

WE WERE LOOKING AT, WELL WE NEED TO INCREASE THE TERMS, BECAUSE WE CANNOT GET REPRESENTATION ON REGIONAL BOARDS AND COMMISSIONS. I MINIMIZE THAT IN MY MIND ON HOW IMPORTANT THAT WAS BECAUSE I DID NOT UNDERSTAND AT THAT TIME HOW IMPORTANT THAT IS FOR OUR COMMUNITY AS A WHOLE.

AGAIN THIS IS ANOTHER SERIOUS TOPIC WE TOOK UNDER CAREFUL CONSIDERATION. IT WAS HEAVILY DISCUSSED AND RESEARCHED. ULTIMATELY WE ARRIVED AT THE RECOMMENDATION FIRST READING THE TERM STIPEND AND CHANGING THAT TO COMPENSATION BECAUSE THAT ACCURATELY REFLECTS THE MONIES THAT YOU OVERSEE.
