I AM MARTHA BROWN I AM COUNCIL MEMBER AND COUNSEL LIAISON TO THE ART AND HUMANITIES COMMISSION AND I WILL BE DOING THIS PRESENTATION TONIGHT IN PARTNERSHIP WITH LAURA WHO IS THE STAFF LIAISON, OUR HEAD LIBRARIAN. THE ROWLETT ARTS AND HUMANITIES COMMISSION WAS STARTED IN 1988 TO ENCOURAGE THE DEVELOPMENT OF ARTS AND HUMANITIES WITHIN CITIZENS.

TONIGHT WILL PRESENT THE WINNING ENTRIES FOR THIS YEAR'S YOUNG ARTIST EXHIBIT. THIS ANNUAL CONTEST IS OPEN ST IS OPEN TO ALL ARTISTS ATTENDING PUBLIC, PRIVATE AND HOMESCHOOL IN THE LAKE HUBBARD RD AREA.

IT IS DESIGNED IGNED TO HELP THE STUDENTS AS DEVELOPING ARTISTS WHILE MAKING COMMUNITY NG COMMUNITY MEMBERS MORE AWARE OF VISUAL ARTS PROGRAMS IN SCHOOLS.

HOOLS. THE CONTEST IS COMPRISED D OF THREE DIMENSIONAL AND TWO-DIMENSIONAL ART.

I WANT TO MAKE SURE THAT WE PUBLICLY RECOGNIZE ALL OF OUR WONDERFUL VOLUNTEERS THAT WE HAVE FOR OUR CITY BOARDS AND COMMISSIONS, INDIVIDUALS THAT HELP DAY IN AND DAY OUT FOR THE CITY, ORGANIZATIONS THAT HELP SO MUCH AND ALSO WANT TO MENTION THAT WE DID RECOGNIZE, EVEN THOUGH WE WE'RE ABLE TO DO THIS IN A BANQUET FORM THIS YEAR, WE WE'RE ABLE TO RECOGNIZE INDIVIDUALS INDIVIDUALLY THROUGH A LETTER OF APPRECIATION AND LAURA HAD THIS MAGNET DESIGNED OR SHE DID IT HERSELF A REFRIGERATOR MAGNET. I LOVE ROWLETT, I HEART ROWLETT AND IS A PICTURE OF THE WATER TOWER IT'S A BEAUTIFUL MAGNET.

WE WERE ALSO ABLE TO PROVIDE THEM WITH A GIFT CARD OF THEIR CHOICE OF OUR FAVORITE IN TOWN RESTAURANTS TO PERSONALIZE THAT A LITTLE BIT. WE WE'RE ABLE TO RECOGNIZE THOSE INDIVIDUALS THIS YEAR AND I HAVE HIGH EXPECTATIONS WE WILL HOLD THE VOLUNTEER APPRECIATION BANQUET AGAIN NEXT YEAR. ANY OTHER ANNOUNCEMENTS?

FIRST, BEING PEDESTRIAN SAFETY. THE CURRENT PROPOSAL WILL TRANSFORM DALROCK ROAD AND 66 TO FUNCTION LIKE DALROCK ROAD AND 66 AND IF YOU'VE EVER SAT AT THAT INTERSECTION AND WATCH THE TRAFFIC FLOW BECOMES APPARENT THAT WALK ABILITY AND PEDESTRIAN SAFETY HAVE BEEN SET ASIDE FOR THE SAKE OF NUCLEAR TRAFFIC . THE PROPOSAL FOR TIA AND 66 WILL INEVITABLY HAVE THE SAME RESULT. I LIVE AT DALROCK ROAD AND 66 AND KNOW THAT THAT INTERSECTION HAS FAR MORE TRAFFIC THAN 66.

PEOPLE WALK ACROSS THE CENTER SECTION TO THE LEAF EDGE GROCERIES AND MANY OFTEN WALK TO WORK.

CHILDREN VISIT GROCERY STORES, DOLLAR STORES AND VARIOUS FAST FOOD RESTAURANTS. I CANNOT EXPRESS HOW DESTRUCTIVE THIS PLAN WILL BE FOR PEOPLE WHO LIVE IN THE AREA WHICH BRINGS ME THE SECOND POINT TO THE AREA OF CONSIDERATION IS ON THE EDGE OF TOWN PRACTICALLY.

I DO NOT BELIEVE THAT THERE TO BE ANY URGENCY IN EXPANDING AN INTERSECTION FOR THE SAKE OF COMMUTERS DRIVING THROUGH OUR CITY PRIMARILY ON THEIR WAY TO AREAS EAST.

RUSH-HOUR WILL ALWAYS BE RUSH-HOUR NO MATTER HOW BIG WE BUILD THE ROADS. INTERSTATE 30 WILL SOON HAVE A MAJOR OVERHAUL AND IS IMPORTANT THAT WE ASK FOR STALLS IF IT'S IMPORTANT TO BUILD OUT THE COMMUTERS TO BYPASS I 30.

EVENTUALLY WE WILL HAVE MORE TRAFFIC ON 66 THAT WILL NEVER CEASE. WHAT DO WE GET OUT OF IT? IT IS NOT IN THE CITY OF ROWLETT OR THE RESIDENTS BEST INTEREST AND I THINK THE MONEY CAN BE UTILIZED IN OTHER

SPEAKING OF WAYS TO DO THAT, MY THIRD POINT IN 2011 WE LOCALS VOTED ON THE REALIZED ROWLETT PLAN AND IT WAS THE INTERSECTION DIRECTLY EAST OF SCENIC AND 66 NOTICED AS HEALTHY LIVING AREA WAS TO EMPHASIZE ON TRAILS, EXERCISING AND LIKE YARD VISITS AND WATER TAXIS. THE GOAL OF GETTING OUT WITH THE FAMILY AND SPENDING TIME IN NATURE SAFELY.

IN FACT THE BARGAINING CHIP THAT THE CITY'S SAID US VOTERS IS THAT WE WOULD HAVE A SAFE PLACE TO LIVE WITHIN WALKING DISTANCE. NOW YOU WANT TO PUMP MORE TRAFFIC IN THE AREA WITHOUT CONSIDERING THE RESIDENCE DESIRES IN EUROPE PREVIOUS COMMITMENT.

IT'S IMPOSSIBLE TO PACK THOSE THROUGH COMMUTERS, PROVIDE PUBLIC SAFETY AND REALIZE ROWLETT SIMULTANEOUSLY.

NEXT SLIDE LAURA? SEPTEMBER 2012 THE COUNTY HAD THEIR CONSORTIUM CLEAN UP THIS PROJECT FOR IN INTERSECTION IMPROVEMENTS. DALLAS COUNTY ALSO IMPROVED AT THAT TIME THE COST ESTIMATED WAS 10.3 MILLION.

THE COST HAS GONE UP, AS YOU CAN SEE AS WE GET TO THE END OF IT. BY THE ROWLETT COUNCIL AWARDED LEE ENGINEERING THE CONTRACT FOR DESIGNING IMPROVEMENTS IN 2014 AND THEN IN 2016 THEY GIVE THEM A PASS AUTHORIZATION AND FUNDING TO DO THE DESIGN. MOST RECENTLY LAST MARCH 2020 THEY APPROVED A SUPPLEMENTAL AGREEMENT FOR ADDITIONAL THINGS DUE TO THE TXDOT REVIEW WITH ADDITIONAL ITEMS THAT THEY WANTED ADDED IN. THE COUNCIL APPROVED THE ADVANCE FUNDING AN AGREEMENT LAST SUMMER AND APPROVE THE ADVANCE FUNDING AGREEMENT FOR THE IMPROVED DESIGN WORK HERE LAST SUMMER THEY APPROVED ANOTHER AGREEMENT TO FUND THE

UTILITY OR THE RIGHT-OF-WAY ACQUISITION.

THERE WERE SEVEN PARCELS THAT THEY NEEDED TO GET RIGHT AWAY FROM WHICH REQUIRED FOUR OF THEM.

THREE REFUSED TO GIVE THE RIGHT-OF-WAY.

SO, THE STATE IS DOING ALL OF THAT.

NEXT SLIDE. THE PROJECT IT IS GOING TO ENCOMPASS FOUR JURISDICTIONS. DALLAS COUNTY, ROCKWELL COUNTY, TRENTON AND THE CITY OF ROWLETT.

BECAUSE OF THAT THERE'S NOT BEEN A LOT OF GOOD FUNDING AND WE'VE BEEN ABLE TO ACQUIRE CONSTRUCTION FOR ALL CITY MONEY. THEN FIGURE ONE WHICH WE WILL SHOW IN A FEW MINUTES ILLUSTRATES THE IMPROVEMENTS THAT ARE PROPOSED. THE NORTHBOUND WILL HAVE THREE THREE LANES AND TWO DEDICATED LEFT TURN LANES AND A RIGHT TURN LANE. SOUTHBOUND WILL HAVE THREE THROUGH LANES, TWO DEDICATED LEFT TURN LANES AND ONE RIGHT TURN. THE EASTBOUND WILL HAVE THREE FULL LANES WHICH REALLY BACKS UP IF ANYONE'S EVER GONE THAT WAY. WE WILL HAVE TWO DEDICATED LEFT TURN LANES AND ONE RIGHT TURN LANE.

THE WESTBOUND BECAUSE THEY ARE UTILITY POLES ON THAT SIDE THAT WE COULD NOT MOVE, TRANSMISSION LINES FOR ENCORE, WHAT WE ARE DOING THERE IS LEAVING THE THREE LANES BUT ADDING A LEFT TURN LANE. WE HAVE TWO LEFT TURN LANES WHICH WILL HELP MOVEMENT OF TRAFFIC OUT OF THAT INTERSECTION. NEXT SLIDE PLEASE.

FUNDING SOURCES, ANTICIPATION 100 PERCENT OF THE ESTIMATED LOCAL CONSTRUCTION COST IS THE CITY OF ROWLETT COST.

THE FEDERAL PARTICIPATION IS 80 PERCENT OF THE FEDERAL AND STATE COST AND TXDOT IS FUNDING 20 PERCENT.

THE TXDOT ADVANCED FUNDING AGREEMENT NEEDS TO BE EXECUTED IN ORDER TO MOVE FORWARD AND THE PROJECT ITSELF IS ESTIMATED AT 3.674 MILLION CITY'S PORTION IS 541,900 WHICH IS BEING REQUESTED FOR THE ADVANCED FUNDING AGREEMENT.

TXDOT IS THE LEAD AGENCY ON THIS PROJECT AND THEY ARE THE ONES THAT ACQUIRED THE RIGHT-OF-WAY AND THEY ALSO OVERSEE THE CONSTRUCTION OF IT. NEXT SLIDE.

THIS IS THE INTERSECTION AS YOU CAN SEE THE ORANGE ARE THE LANES THAT ARE BEING ADDED AND THE SAME DRIVEWAYS WILL BE THERE AND THAT WON'T CHANGE. WHEN THE TRAFFIC GOES EASTBOUND ESPECIALLY DURING THE EVENING HOURS A BACKS UP BECAUSE YOU'VE GOT CARS TRYING TO TURN INTO THE DRIVEWAYS AND THEN YOU GET BACK TO THE INTERSECTION BECAUSE YOU HAVE CARS TRYING TO TURN RIGHT CAN'T TURN RIGHT. THIS IS THE FUNDING TABLE AND AS YOU CAN SEE THE TOTAL AMOUNT IS 3,674,000 FOR THE CITY'S PORTION IS 541 941,000 GOOD THAT WILL GO OUT OF THE CITY FUNDS.

WE WILL HAVE MONEY LEFT OVER IN SOME OF THESE SUBDIVISIONS THAT WE DID STREETS IN SO WE ARE TAKING THE ADDITIONAL FUNDING OF 262,000 TWO EQUALLY 541, 941 WHICH WAS LEFT OVER FROM THE STATE RECONSTRUCTION PROJECTS.

IN MARCH OF LAST YEAR THE CITY COUNCIL ALSO APPROVED A PID WITH THE DISSOLUTION AGREEMENT ON IT TO ENSURE A DEVELOPMENT AGREEMENT ASSOCIATED WITH IT AND THAT OCCURRED OF JULY 2020 AND THE DEVELOPMENT AGREEMENT THAT WAS ADOPTED IDENTIFIED THE MAXIMUM FUNDING AMOUNT AGREED BY THE MAXIMUM TAX RATE AND IMPROVEMENT ENHANCEMENTS THAT WILL BE ALLOWED TO BE CONSTRUCTED AND FINANCED BY THE PID AND THE SPECIAL BENEFITS IN

THE PROJECT WHICH WILL BE AN INCREASED VALUE.

NEXT SLIDE PLEASE. THE TEXAS LOCAL GOVERNMENT CODE HAS A TWO-STEP PROCESS THAT NEEDS TO BE COMPLETED BY YOURSELF, COUNSEL IN ORDER TO FORMALIZE THE PID PROCESS.

THE FIRST IS THAT THE COUNCIL ADOPTS A RESOLUTION CALLING FOR A PUBLIC HEARING OF THE ASSESSMENT PLAN THAT IS ACTION YOU WILL BE CONSIDERING TONIGHT.

POST THAT COUNCIL WILL CONDUCT A PUBLIC HEARING REGARDING THE PLAN, IMPROVE AREA NUMBER ONE AS WELL AS THE MAJOR IMPROVEMENT AREA, MASTER INFRASTRUCTURE AREA AND AN ORDINANCE IMPROVING THE SPECIAL ASSESSMENT REVENUE BOND AS WELL AS THE EVENTS AUTHORIZING THE REVENUE THE ELITE REVENUE FORMS FOR THE MASTER IMPROVEMENT AREA.

THIS IS SCHEDULED FOR MAY 18 IF I'M NOT MISTAKEN.

NEXT SLIDE, PLEASE LAURA. LOCAL GOVERNMENT CODE DOES AUTHORIZE MUNICIPALITIES TO SIGN THE IDS WHICH ARE AUTHORIZED AND FUNDED THROUGH BONDS FOR HOMEOWNERS AND INVESTMENTS. THE COMPANY ASSESSMENT PLAN AND ALSO DETAIL ALL THE PUBLIC IMPROVEMENTS THAT ARE PERTINENT AND NECESSARY FUNDING SOURCES AND THE AMOUNT AND ALLOCATION OF THE ASSESSMENT LEVY. IT IS ANTICIPATED THAT THIS DEVELOPMENT WILL TAKE APPROXIMATELY 14 MONTHS TO CONSTRUCT THE MAJOR IMPROVEMENTS AS WE PULL IT OUT AS IN THE IA AND THE OTHER PHASES.

WILL THAT IS EXPECTED TO TAKE SEVEN YEARS.

NEXT SLIDE PLEASE LAURA. THE DEVELOPER IS EXPECTED TO LEVY PID ASSESSMENTS NOT TO EXCEED $10 MILLION FOR THE TOTAL ASSESSMENT LEVY ON THE PROPERTY ORIGINALLY PROJECTED IS PART OF THE DEVELOPMENT APPROVED IN JULY AS $11 MILLION. THE TAX PID EQUIVALENT RATE IS MADE ON THE PROJECTED HOME VALUE.

THE PID WILL ISSUE THREE SERIES OF SPECIAL ASSESSMENT REVENUE BONDS WHICH WILL TOTALLY $10.5 MILLION.

ON MAY 20 OF 2021 OF THIS YEAR, THE NEIGHBORHOOD IMPROVEMENT AREA, THE ONE I'D MENTIONED EARLIER IN THE AMOUNT OF $2 MILLION IN THE MASTER IMPROVEMENT AREA.

AND THEN FUTURE ASSURANCES WILL MEASURE THE AREAS TO AND THEN POTENTIALLY AN OVERLAP WITH THE NIA.

I HAVE USED ACRONYMS SUCH AS NIA AND NIA-1 AND 2 AND I WANT TO DEFINE GRAPHICALLY WHAT IT MEANS.
