THE APPLICANT IS PROPOSING TO REMOVE AND TAKE OFF THE 60 FOOT ATTACHED TOWER, AND REPLACE IT WITH A, APPROXIMATELY 120 FOOT DETACHED TOWER, THAT INCLUDES SOME GROUNDWORK, THIS REQUEST WILL IF APPROVED WOULD ALLOW FOR ADDITIONAL EQUIPMENT AND AN INCREASED RANGE OF SERVICE FOR THE HOSPITAL.

FURTHERMORE, THE FORM BASED CODE REFERENCES THE ROWLETT DEVELOPMENT CODE FOR DESIGN STANDARDS FOR ALL TELECOMMUNICATIONS TOWERS OCOME I'LL DIRECT YOU TO SOME OF THOSE

HONING INTO NUMBER 1, ALL TOWERS AND STRUCTURES WILL BE SET BACK FROM THE PROPERTY LINE AT LEAST THE DISTANCE OF THE TOWER.

CAN YOU SEE ON SCREEN WE'RE LOOKING AT APPROXIMATELY 175 FOOT SET BACK OF THE PROPERTY LINE THAT IS IN EXCESS OF THE PROPOSED SITE OF 120 FEET. ON THE LOWER RIGHT OF SCREEN YOU WILL SEE WHAT THAT LANDSCAPE KINDS OF LOOKS LIKES.

THERE IS A DETENTION OR RETENTION POND AS WELL AS AMPLE PLANTING BOTH NATURAL AND PLANNED AND SOME TREE CANOPY THAT ASSISTS IN THAT DISTANCE. NEXT PLEASE LAURA.

THE APPLICANT HAS VERBAL REPLY COMMITTED TO MEETING THAT REQUIREMENT, YOU CAN SEE ON SCREEN THAT TEN FOOT BUFFER AREA IN CONJUNCTION WITH THE WROUGHT IRON FENCE.

IT WILL SIMPLY IMPROVE UPON THE SERVICE AREA FOR THE BAYLOR SCOTT AND WHITE HOSPITAL. IT'S SET BACK IN EXCESS OF 175 FEET FROM THE NEAREST PROPERTY LINE AND THE HOSPITAL BUILDING WILL SCREEN THIS TOWER OR THE LOWER PORTIONS OF IT EXTRA PEDESTRIAN AND AUTOMOBILE TRAFFIC FROM SCENIC DRIVE TO THE NORTH AND WEST AND AGAIN A TREE CANOPY COVERAGE EXISTS ALONG THE EAST SCREENING, VISIBILITY FROM NEARBY HOMES.

STAFF'S RECOMMENDATION IS APPROVAL OF THE MAJOR WARRANT OF THE FORM BASED CODE TO ALLOW FOR A TELECOMMUNICATIONS TOWER OF 120 FEET IN HEIGHT WITH THE FOLLOWING CONDITION THAT A TEN FOOT WIDE PLANNED SCAPE BUFFER BE PROVIDED ABUTTING THE SOUTH AND EAST QUARTER SPECIFICALLY OF THE TOWER COMPOUND AND THAT A SOLID EVERGREEN SHRUB SCREEN WILL BE PLANTED WITHIN THAT BUFFER WHICH WILL REACH THAT SIX FEET IN HEIGHT REQUIREMENT.

AGAIN JUST TO REITERATE THE REQUESTED DETACHED TOWER, WILL ALLOW FOR AN INCREASED SERVICE AREA AND EFFICIENCY FOR THE HOSPITAL, AND WILL NOT COMPROMISE THE INTENT OF EITHER THE FORM BASED CODE OR THE URBAN VILLAGE DISTRICT.

YOU CAN SEE THE INFORMATION ABOUT NUMBER OF EMPLOYEES, EMERGENCY ROOM VISITS, TOTAL NUMBER OF PATIENT BEDS. SO IT'S A VERY ACTIVE, VERY BUSY, OBVIOUSLY YOU GUYS HAVE SEEN THE NEW TOWER WE PUT UP ABOUT TWO YEARS AGO. SO IT'S A VERY ACTIVE VIBRANT FACILITY WITHIN THE BAYLOR, SCOTT AND WHITE SYSTEM.
