OUR BOARD DESCRIPTION AND OUR PURPOSE THE DUTIES AND THE RESPONSIBILITIES OF THE YOUTH COUNCIL, WE ACT IN IN ADVISORY MANNER TO OBSERVE AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL. WE REALIZE THE PAST COUPLE OF YEARS THAT IT'S NOT JUST TO THE CITY COUNCIL, WE HAVE ALSO HAD PEOPLE FROM THE LIBRARY, AND PUBLIC SERVICES WHEN THEY HAD THEIR PERSONAL PRESENTATIONS AT OUR MEETINGS. THEY ASKED US FOR THEIR INPUT ON CERTAIN THINGS AND IT WAS NICE TO PROVIDE AN OPINION OR MULTIPLE DIFFERENT THINGS WHEN IT COMES TO OUR COMMUNITY AS A WHOLE. THE PURPOSES OF THAT WOULD BE EDUCATING THE YOUTH IN THE LOCAL POLITICAL PROCESS. AND WE JUST ASSIST THE CITY COUNCIL IN HOW TO REACH THE YOUTH IN THE MOST EFFECTIVE WAY POSSIBLE. AND OBVIOUSLY WE WILL VOLUNTEER FOR ANYTHING WE CAN. RECOMMENDATIONS TO THE CITY ARE CONCERNING MATTERS BECAUSE THE YOUTH MAKE UP A HUGE FACTOR OF ROWLETT. AFTER EVALUATING RELEVANT ISSUES. THE RECOMMENDATIONS WILL BE SUBMITTED TO THE CITY COUNCIL FOR THEIR OBSERVATION. OUR BOARD CONSISTS OF A CHAIRPERSON, A VICE CHAIRPERSON AND THEN WE ALSO HAVE A SECRETARY WHO RECORDS OUR MEETINGS AND THEN WE ARE ALSO ELECTED AT THE BEGINNING OF THE YEAR AND WE HAVE AN ADVISOR AND STAFF LIAISON TO OUR YOUTH COUNCIL AS WELL THAT IS APPOINTED BY THE CITY MANAGER. ALL RIGHT. THE YOUTH ADVISORY COUNCIL DESCRIPTION AND MEETING TIMES. WE MEET THE THIRD MONDAY OF EACH MONTH. WE DID MEET AT THE ROWLETT COMMUNITY CENTER PRIOR TO COVID, BUT NOW WE MEET ON ZOOM LIKE THIS AS WELL. AT 6:30. OUR COUNCIL CONSISTS OF SEVEN VOTING MEMBERS, WHICH CONSISTS RANGING FROM SOPHOMORES TO SENIORS THAT WERE APPOINTED BY THE CITY COUNCIL. WE SERVE ONE-YEAR TERMS FROM AUGUST UNTIL JUNE. FOLLOWING THE ACADEMIC YEAR AND THEN WE HAVE X ALTERNATES AS WELL. ANNUALLY, WHO IF WE DON'T HAVE A QUORUM. THEY WILL SERVE IN PLACE OF A VOTING MEMBER. OUR 2020 2021 GOALS WERE TO IMPACT VARIOUS SPONSORED ACTIVITIES AND EVENTS AND BECOME KNOWLEDGEABLE OF VARIOUS CITY BUSINESS AND ENCOURAGE THE YOUTH TO BE MORE AT LIVE IN THE OUTDOOR ENVIRONMENT. PROVIDE THE OPPORTUNITY TO PROVIDE OBSERVATIONS AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL REGARDING THE NEEDS, WANTS, OF THE ROWLETT PEOPLE. OUR 2021 ACCOMPLISHMENT, WE VOLUNTEER AT THE HALLOWEEN EVENT. WE CREATED A CANNED FOOD AND BOTTLED WATER DRIVE. WE LEARNED MORE ABOUT THE CITY OF ROLL, ROWLETT AND IT'S VISITORS AS WELL. WE TOOK A HUGE INITIATIVE TO TRY TO SPREAD INFORMATION ABOUT VOTING SINCE IT WAS A PRESIDENTIAL ELECTION YEAR AND IT WAS SO IMPORTANT. WE WANTED TO DO SO MUCH MORE, BUT THERE'S ONLY SO MANY THINGS THAT YOU CAN DO WITH COVID GOING ON. I DEFINITELY THINK THAT PRODUCED A LOT OF LIMITATIONS ON WHAT WE WE'RE ABLE TO DO. I AM REALLY PROUD OF WHAT WE WERE GOT THE CHANCE TO DO AND I'M LOOKING FORWARD TO NEXT YEAR. OUR 2020 2021 UPDATES. WE CAME UP WITH THE IDEA TO DEVELOP AND EVAN THAT WAS SPONSORED BY THE YOUTH ADVISORY COUNCIL. THE PURPOSE WITH THAT WOULD NOT ONLY BE TOO ENCOURAGE OUR YOUTH [00:10:04] TO BE INVOLVED MORE IN OUTDOOR ACTIVITIES, BUT TO ALSO SPREAD THE MESSAGE AND ENCOURAGE AND INFORM PEOPLE OF THE FACT THAT THERE IS A YOUTH CANCEL IN ROWLETT AND UNLESS YOU TOOK AN INITIATIVE TO RESEARCH OUR CITY COUNCIL YOU WOULDN'T ACTUALLY KNOW THAT ROWLETT HAS ONE. I THINK IT WOULD BE A REALLY GOOD OPPORTUNITY IF WE HAD A SPONSORED EVENT TO SAY HI, WE ARE HERE AND HELP ENCOURAGE MORE INVOLVED STUDENTS THAT LIVE IN ROWLETT TO TAKE AN INITIATIVE TO APPLY. ALSO ANOTHER UPDATE IS ESTABLISHING RELATIONSHIPS IN THE LOCAL COMMUNITY. OUR 2020 -20, 21 PLANS WAS TO GET VOTER INFORMATION OUT SOONER, MORE PROGRAMMING AND MORE SUBCOMMITTEES, A SPONSORED EVENT AND SPONSOR A SECOND DONATION DRIVE. THEN FOR A LONG-TERM GOAL. IT WOULD BE TOO INCREASE THE COMMUNITY OUTREACH.AKING SURE THAT OUR YOUTH UNDERSTAND HOW LOCAL GOVERNMENT WORKS. PRIOR TO THIS I REALLY DIDN'T UNDERSTAND HOW CITY COUNCIL WORKED AT ALL. I THINK IT'S IMPORTANT TO ENCOURAGE THE YOUTH TO BE INFORMED IN THERE COMMUNITY AND CITY COUNCIL IF THEY WOULD LIKE TO. OUR BUDGETARY REQUESTS. BETWEEN $7300 FOR THE 2021 - 2022 YOUTH COUNCIL.HIS IS FOR THE YOUTH ADVISORY SUMMIT TRIP. I WAS UNABLE TO ATTEND IT. MY FIRST YEAR ON THE BOARD BUT EVERYBODY THAT WAS ON THE COUNCIL WAS TALKING ABOUT HOW AWESOME IT WAS SO I KNOW THAT IS SOMETHING THAT CANNOT ONLY HELP US PERSONALLY, BUT HELP FACILITATE MORE IDEAS WITH OUR YOUTH ADVISORY COUNCIL AND WHAT WE COULD DO MORE AS A COUNSEL TO REACH OUR YOUTH AND COMMUNITY. THE YOUTH ADVISORY SUMMIT TRIP WAS $6000 AND THAT CONSISTS OF REGISTRATION FOOD BUDGET AND PINS. AT YOUTH COUNCIL. ALL YOUTH COUNCILS HAD THE CITY PINS THAT THEY WOULD PASS OUT AND WE WERE THE ONLY COUNSEL THAT DIDN'T HAVE ONE. SO THAT IS THAT. THEN ABOUT $500 FOR A SPECIAL EVENT THAT YOUTH COUNCIL SPONSORED EVENTS IN THE PRIOR SLIDE THAT WE WERE TALKING TO AND THEN $800 FOR COUNCIL EXPENSES SUCH AS POLOS AND SUPPLIES. THE PROPOSED RECOMMENDATIONS ARE PROPOSED TO BUILD THAT TRUST THAT WE TALKED ABOUT. WITH THAT I WOULD LIKE TO TURN IT OVER TO DIANA. IN RESPONSE, MANY COMMUNITIES HAVE OPEN DIALOGUE WITH THEIR POLICE DEPARTMENT TO INCREASE UNDERSTANDING, TRANSPARENCY AND ACCOUNTABILITY ON BOTH SIDES. HERE IN ROWLETT ONE RESPONSE WAS THE PROPOSAL OF A PARTNERSHIP BETWEEN THE MAYOR, THE CITY MANAGER, POLICE CHIEF AND OUR EAT DIC TO SELECT A STAFF TO CREATE POLICIES. NEXT SLIDE YOU MAY BE ASKING YOURSELF WHY THE ARE DIC? WHY DO WE TAKE PART IN THIS PROCESS. WE AS THE MEMBERS SERVE AS REPRESENTATIVES OF ROWLETT'S DIVERSE POPULATION.E PROVIDE CREATIVE IDEAS TO FOSTER MUTUAL RESPECT, INTEGRITY, AND [00:25:01] FAIRNESS IN THE ROWLETT COMMUNITY. WE ARE UNIQUELY EQUIPPED TO PROVIDE FEEDBACK ON HOW DISTINCT EXPERIENCES REFLECT HOW THE P.D. INTERACTS WITH A DIVERSE PART OF OUR POPULATION. WHAT WAS THE OBJECTIVE OF THE REVIEW? OBVIOUSLY, NOT EVERY CHALLENGE CAN BE SOLVED WITH ONE POLICY REVIEW. ALTHOUGH IT WAS A GREAT STEP. OUR MAIN OBJECTIVE WAS TO OPEN A DIALOGUE BETWEEN THE RPD TO HELP ACCOUNTABILITY ON BOTH SIDES. I WOULD LIKE YOU TO HEAR FROM RPD'S PERSPECTIVE, BUT FROM OUR PERSPECTIVE, WE THOUGHT IT WAS A GOOD SUCCESS. HE LEARNED A LOT AND WE THINK THEY DID AS WELL. MOST IMPORTANTLY, WE ESTABLISH A POSITIVE RELATIONSHIP THAT HAS ALREADY LED TO OPPORTUNITIES TO COLLABORATE IN OTHER WAYS WITH RPD. NEXT SLIDE. DIVING INTO THE REVIEW PROCESS. AS I MENTIONED LAST SUMMER, A PARTNERSHIP WAS PROPOSED TO REVIEW A SLICK STAFF OF RDEIC POLICIES. THE POLICIES TO BE REVIEWED WERE GIVEN TO US BY THE CHIEF. THIS CAMPAIGN PROPOSED EIGHT CONCRETE POLICY CHANGES POLICE DEPARTMENT CAN MAKE IMMEDIATELY TO REDUCE USE OF FORCE INCIDENTS. THE POLICIES PROPOSED BY THE CHIEF WAS USE OF FORCE, BY A SPACE, POLICING, CRISIS INTERVENTION INCIDENTS AND MOBILE AUDIO AND VIDEO. IN ADDITION, CHIEF GODFREY PROVIDED THE MANUAL TABLE OF CONTENTS TO THE RDEIC FOR REVIEW. BASED ON THAT AS WELL AS ITEMS THAT CAME UP DURING THE DISCUSSION OF THE PREVIOUS POLICIES RE-ADDITIONAL POLICIES WERE ADDED TO THE REVIEW. THOSE WERE USE OF FORCE REVIEW BOARDS, TRAFFIC AND PERSONNEL COMPLAINTS. NEXT SLIDE. HERE IS A TIMELINE OF THE REVIEW. IN THE JULY 2020 MEETING THEM MANAGER AND THE CHIEF PROPOSED A PARTNERSHIP TO US AND THEN WE PROCEEDED TO CONDUCT THE REVIEW PUBLICLY OVER THE COURSE OF SEVERAL RDEIC MEETINGS. THE CHIEF PROVIDED DIGITAL COPIES OF THE POLICIES THAT WE WOULD BE REVIEWING. DURING EACH MEETING. CHIEF GOTTFRIED ANSWERED QUESTIONS, ADDRESS CONCERNS AND LISTENS TO MEMBERS OF RDEIC ALONG WITH THE MAYOR AND MANAGER DID ONCE THE MEETINGS WERE COMPLETELY DRAFTED A REPORT WHICH WAS SHARED WITH THE MANAGER AND THE CHIEF. IN OUR MARCH MEETING THE FINAL REPORT WAS APPROVED BY THE COMMISSION. NEXT SLIDE. WHAT WERE OUR FINDINGS? THE FIRST THING I WANT TO DO IS HIGHLIGHT EIGHT CURRENT GOOD PRACTICES THAT WE IDENTIFIED IN OUR REPORT. THE FIRST, WHICH WERE ALSO ENDORSED BY #, IT CAN'T WAIT. THESE ARE REQUIRING OFFICERS TO INTERVENE TO STOP EXCESSIVE USE OF FORCE AND REPORTS THE INCIDENT. REQUIRE OFFICERS TO DE-ESCALATE TO PREVENT THE USE OF FORCE. BANNING CHOKEHOLD UNLESS DEADLY FORCE IS PERMISSIBLE, REQUIRING EACH USE OF FORCE TO BE REPORTED. THE UTILIZATION OF RPD SPECIAL NEEDS REGISTRY. COLLECTING, ANALYZING, AND REPORTING DATA RELATED TO RACIAL PROFILING. THE CRISIS INTERVENTION INCIDENTS POLICY AND REQUIRING UNIFORM PERSONNEL TO ACTIVATE AND KEEP ACTIVATED THE MOBILE AUDIO VIDEO AND BODY WORN CAMERA SYSTEMS DURING ALL CITIZEN CONTACTS. TO BE CLEAR, THIS WAS ALL THAT RPD HAD IN PLACE, . WE REALLY WANT TO COMMEND THEM ON HAVING THESE EXCELLENT POLICIES IN PLACE. NEXT SLIDE. FINALLY, OUR RECOMMENDATIONS. THE RDEIC MADE 20 RECOMMENDATIONS. THESE WERE AIMED AT IMPROVING THE RELATIONSHIP BETWEEN THE RPD AND THE ROWLETT COMMUNITY. I WAS ABLE TO SEE HOW POLICING AND HOW OUR PROFESSION IS VIEWED FROM A PERSPECTIVE THAT I HAD NEVER REALLY SEEN BEFORE AND TO BE ABLE TO UNDERSTAND IT FROM OTHERS EYES WAS AMAZING FOR ME. I REALLY ENJOYED IT. ALL OF OUR MEETINGS HAD TO BE VIRTUAL, OF COURSE, DUE TO THE PANDEMIC. WE WE'RE ABLE TO WORK THROUGH THAT AND WE ENDED UP MEETING SEVERAL MONTHS. I WANT TO THANK EVERYONE FOR YOUR PARTICIPATION, SUPPORT AND CONVERSATIONS. I REALLY LEARNED A LOT. IT CHANGED OUR COMMUNITY AND IT CERTAINLY HAD AN IMPACT ON POLICING. GEORGE FLOYD'S DEATH IN MINNEAPOLIS ON THAT DAY PROMPTED OVER 10,000 PROTESTS NATIONWIDE AGAINST POLICE IN SUPPORT OF POLICE REFORM AND EXCESSIVE FORCE ADDRESSING ISSUES SUCH AS RACISM AND HOW TO MOVE FORWARD IN LIGHT OF WHAT HAD HAPPENED. NEXT SLIDE PLEASE. LAURA. THE #ITCANTWAIT THAT, DIANA, HAD MENTIONED IN HER PRESENTATION WAS A SIGNIFICANT EFFECTS, IMPACT AND RESULT OF THIS MOVEMENT. WE DID DISCUSS THIS LAST JUNE WE DID A PRESENTATION AND HAD A CONVERSATION REGARDING WHAT WAS GOING ON AT THE TIME, BUT TO BRIEFLY GO BACK OVER THEM, THE #ITCANTWAIT MOVEMENT WAS SUPPORTED BANNING CHOKEHOLD AND STRANGLEHOLD AND REQUIRING DE-ESCALATION TECHNIQUES FOR POLICE. EXHAUSTING ALL ALTERNATIVES BEFORE SHOOTING, CREATING A DUTY TO INTERVENE OR INTERCEDE, ESPECIALLY IF THERE WAS AN ALREADY ONE WITHIN POLICE POLICIES. TO BAN SHOOTING AT MOVING VEHICLES. TO ESTABLISH A USE OF FORCE CONTINUUM. IF ONE WAS NOT ALREADY ESTABLISHED WITHIN THE POLICE DEPARTMENT AND THEN REQUIRING ALL FORCE TO BE REPORTED. THE ROWLETT POLICE DEPARTMENT HAD ALREADY ADOPTED POLICIES THAT INVOLVED OR ENCOMPASSED MOST OF ALL OF THESE IF NOT ALL OF THESE AT THE TIME. I THOUGHT WE WERE IN A REALLY GOOD PLACE AT THE TIME. NEXT SLIDE PLEASE LAURA. ON JUNE 16 WE HAD THAT MEETING THE DISCUSSION. WE TALKED ABOUT UPDATING THE COUNCIL AND COMMUNITY ON OUR CULTURE AND PRACTICES. WE TALKED ABOUT RECRUITING AND HIRING. WE DISCUSSED WHAT LICENSING AND OUR GOVERNING BODY LOOK LIKE GOOD. WE DISCUSSED TRAINING AND WHAT WAS REQUIRED IN AN EFFORT AND ATTEMPTS TO MEET THOSE STANDARDS. WE DISCUSSED THAT WE ARE A RECOGNIZABLY ACCREDITED AGENCY THROUGH THE BEST PRACTICES PROGRAM. AND WHAT TYPE OF IMPACT IT HAS ON THE COMMUNITY AND WHERE WE ARE HEADED WITH IT. WE TALKED ABOUT OUR POLICIES OF #8CANTWAIT. WE DISCUSSED WHAT OUR INTERNAL INVESTIGATION PROCESS LOOK LIKE, WE TALKED ABOUT THE AWARDS IN THE DEPARTMENT AND WE PRESENTED A VERY BRIEF SNAPSHOT OF THE DEMOGRAPHICS IN THE POLICE DEPARTMENT COMPARED TO THE CITY OF ROWLETT. NEXT SLIDE. AS A POLICE DEPARTMENT RESPONSE IN THE WAKE OF GEORGE FLOYD'S DEATH AND IN THE WAKE OF THE #8CANTWAIT CAMPAIGN. WE REVIEWED OUR POLICIES INTERNALLY. WE LOOKED AT THE PRACTICES AND WE COMPARED THEM TO STATE LAW. WE COMPARED THEM TO OTHER DEPARTMENTS. WE COMPARED THEM TO BEST PRACTICES. WE STARTED LOOKING AT OUR TRAINING. WE AS A POLICE DEPARTMENT, ADMINISTRATION, AND VARIOUS PERSONNEL WITHIN THE DEPARTMENT REALLY BEGAN DIGGING DOWN INTO HOW WE WERE DOING THINGS, WHAT WE WERE DOING WERE WE DOING THE RIGHT THING AND DID WE NEED TO MAKE CHANGES? WE HAD BEGUN MAKING CHANGES TO OUR POLICIES AND OUR PRACTICES TO OUR OPERATION AND TRAINING AND BEGAN IMPLEMENTING THOSE WHEN WE DECIDED TO BEGIN MEETING WITH THE COMMUNITY ORGANIZATIONS. [00:35:02] AND THROUGH SOME CONVERSATIONS AND DISCUSSIONS, IT WAS DECIDED THAT THE RDEIC WAS A REALLY GOOD PLACE TO BEGIN MEETING. THEY WERE WELL ROUNDED, REPRESENTED THE COMMUNITY, THEY WERE OPEN AND THEY WERE REALLY WANTING TO DISCUSS THIS, WHICH WAS VERY IMPORTANT. THEY SEEM TO BE, NOT ONLY DID THEY SEEM TO BE, BUT THEY WERE COMMITTED AND DEDICATED TO ENSURING THAT THE COMMUNITY WAS RECEIVING THE POLICE SERVICES THAT IT EXPECTED AND DESERVED AND THAT WE WERE IN LINE WITH WHAT THOSE EXPECTATIONS WERE AND WHAT THE STANDARDS WERE. WE BEGAN MEETING IN AUGUST 2020. OUR LAST MEETING WAS HELD. I BELIEVE THE LAST OFFICIAL MEETING WHERE WE WERE DISCUSSING POLICIES WAS IN JANUARY AND THERE WAS A FOLLOW-UP MEETING IN MARCH TO ACCEPT AND ADOPT EVERYTHING. THOSE MEETINGS CONSISTED OF A REVIEW OF THE POLICIES, LOTS AND LOTS OF QUESTIONS, LOTS AND LOTS OF DISCUSSION AND IT WAS EXTREME, THE OPEN AND HONEST. IT WAS VERY EXCITING FOR ME BECAUSE I HAD NEVER HAD THOSE TYPES OF DISCUSSIONS BEFORE. I HAD NEVER LOOKED AT POLICING FROM THAT PERSPECTIVE. FOR ME IT WAS ENLIGHTENING TO SAY THE LEAST. I REALLY ENJOYED IT. NEXT SLIDE PLEASE LAURA. IN FEBRUARY 2021, THE COMMISSION SUBMITTED A REPORT TO THE POLICE DEPARTMENT AND CITY MANAGEMENT IN WHICH THEY STATED THEIR PURPOSE, THEIR PROCESSOR SUMMARY OF FINDINGS. YOU HAVE ALREADY SEEN SOME OF THOSE AS PRESENTED FROM DIANA. SOME OF THE GOOD THINGS THAT WE WERE ALREADY DOING.HICH WAS GREAT. JUST THE REASON BEHIND THE MEETINGS AND WHY WE WERE TAKING THE TIME TO DISCUSS THIS AND WHY WE WERE WANTING SOME INPUT FROM THE COMMUNITY AND THE CITIZENS OF ROWLETT TO HELP US UNDERSTAND WHAT WE MIGHT NEED TO CHANGE AND WHAT WE MIGHT NEED TO DO DIFFERENT ANTS COME TOGETHER. THIS WAS JUST AN INCREDIBLE PARTNERHIP. IT REALLY GAVE US ALL THE OPPORTUNITY FROM MYSELF THROUGH THE ADMINISTRATION AND COMMAND STAFF AND OFFICERS AND EVERY OTHER EMPLOYEE AT THE POLICE DEPARTMENT TO REALLY HAVE SOME INPUT AND INSIGHT INTO, TOO BE HONEST, WE GOT TO DO THIS JOB FOR A LONG TIME AND WE ONLY SEE THINGS ONE-WAY. THIS HELPED US UNDERSTAND. THOSE FINDINGS AND THIS REPORT, NOT ONLY DID I REVIEW IT PERSONALLY, BUT THE ENTIRE COMMAND DID IT. WE DISCUSSED WHAT WE ALREADY IMPLEMENTED AND WHAT WE THOUGHT WAS APPROPRIATE AND WE OF COURSE DID SOME RESEARCH INTO BEST PRACTICES AND LEGISLATION AND CASE LAW. AND WHAT GOVERNING BODIES HAD RECOMMENDED. SOME OTHER DEPARTMENTS AND WHAT THEY WERE DOING. WHAT WE COULD EXCEPT WE COULDN'T WHAT WAS COMFORTABLE AND WHAT MADE SENSE AND WAS LEGAL AND WOULD HELP US MOVE FORWARD AS A COMMUNITY. NEXT SLIDE PLEASE LAURA. THE FIRST POLICY THAT WE REVIEWED WAS USE OF FORCE POLICY 300. I KNOW IT IS A LOT OF WRITINGAN READING >>> , BUT HOPEFULLY THIS WILL HELP EVERYONE UNDERSTAND WHAT WE WERE LOOKING AT AND WHAT WE WERE LOOKING FOR AND THE DECISIONS THAT WE COULD COME TO. THERE WAS A RECOMMENDATION TO REQUIRE ALL LOWER LEVELS OF FORCE BEFORE USING DEADLY FORCE. OUR RESPONSE WAS THAT THIS REALLY WASN'T FEASIBLE OR PRACTICAL TO USE ALL LOWER LEVELS OF FORCE BEFORE USING DEADLY FORCE. THE FOLLOWING ADDITION WAS MADE TO OUR POLICY. OFFICERS ARE ENCOURAGED TO UTILIZE LOWER LEVELS OF FORCE PRIOR TO THE APPLICATION OF DEADLY FORCE WHEN REASONABLE. EVERY SITUATION THAT REQUIRES A LEVEL OF USE OF FORCE IT IS GOING TO BE UNIQUE. THERE ARE TIMES WHEN YOU SIMPLY HAVE TO GO TO A SPECIFIC USE OF FORCE RATHER THAN THE ENTIRE MATRIX OR SPECTRUM OF THE USE OF FORCE. THE NEXT RECOMMENDATION ON POLICY WAS TO REQUIRE IT. VERBAL WARNING WHEN REASONABLE. WE THOUGHT THAT MADE PERFECT SENSE.F IT WAS NOT ALREADY IN THERE. WE DIDN'T MAKE THAT ADDITION BECAUSE THERE WERE SOME THINGS THAT LIKE I SAID, THEY WERE PERFECT FOR THE NEXT RECOMMENDATION WAS TO DO SOME VERBIAGE FROM SHOULD TO SHALL AND THIS IS VERY IMPORTANT. A LOT OF POLICY, SAID SHOULD OR MAY OR COULD AND WE DID BEGIN REVIEWING A LOT OF THEM ESPECIALLY WHEN WE WERE DISCUSSING THE #8CAN'TWAIT OR ANOTHER HOT BUTTON TOPIC, SOMETHING THAT WAS REALLY IMPORTANT TO A LOT OF OTHERS THAT IS IN THE SPOTLIGHT THESE DAYS. THIS WOULD BE FROM A NON-INVOLVED SUPERVISOR AND ROUTED TO THE CHAIN OF COMMAND SO THAT EACH LEVEL GETS TO SEE IT, REVIEW IT AND APPROVE IT OR ACKNOWLEDGE IT AS IT MOVES ON. THE COUNTIES FUNDING [01:10:08] PARTICIPATION FOR THE AGREEMENT IS UP TO 50 PERCENT OF ELIGIBLE PROJECT COST WHICH INCLUDES ENGINEERING, RIGHT-OF-WAY, ACQUISITION AND CONSTRUCTION COST. IN 1989 THE COUNTY CHANGE THE PROGRAM FROM A BOND FUNDING MECHANISM TO THE CURRENT MASTER AGREEMENT FORMAT TO PROVIDE PROJECT FUNDING FLEXIBILITY TO THE BIG BENEFIT FOR THE FLEXIBILITY IS THE ABILITY TO HAVE VARIABLE PROGRAM SCHEDULES, WHICH ALLOWS THEM TO HAVE CALLS FOR PROJECTS EVERY 2 TO 3 YEARS AND PUT IT ON ELIGIBLE FUNDING -AVAILABLE FUNDING. AND THE CITY AND COUNTY MUST PARTICIPATE UP TO 50 PERCENT. THE COUNTY WILL DISPLAY UP TO 50 PERCENT FOR ELIGIBLE COSTS AND THE CITY MUST MATCH THOSE FUNDS. NEXT SLIDE PLEASE. THE CITY SUBMITS PROJECTS TO DALLAS COUNTY WHICH ARE VERIFIED, SCREENED AND RANKED BY THE DALLAS COUNTY PUBLIC WORKS DEPARTMENT AND THEY ARE PRESENTED FOR SELECTION TO THE COUNTY COMMISSIONERS. SO PUBLIC WORKS DEPARTMENT WILL MEET WITH CITIES, DO FIELD EVALUATIONS AND THEN THEY WILL RANK THE PROJECTS WITHIN EACH DISTRICT AND EACH CITY WILL HAVE THEIR PROJECTS RANKED AS WELL FOR SUBMISSION AND THE COMMISSIONERS MAKE A FINAL DECISION ON FUNDING ALLOCATIONS. SINCE THE FUNDING IS LIMITED AND THERE ARE A LOT OF NEEDS, THEY REALLY ENCOURAGE YOU TO ONLY SUBMIT QUALITY PROJECTS AND I WILL SHOW YOU THE CRITERIA IN A FEW MINUTES BY WHAT THEY MEAN ABOUT QUALITY PROJECTS AND THE CRITERIA THAT YOU MUST ACHIEVE. THE AGREEMENT ALLOWS THE CITY TO PARTNER ON MAINTENANCE PROJECTS AND THE CURRENT MCIP SEVEN CALL FOR PROJECT AND ALL FUTURE CALLS FOR PROJECTS. BY MAINTENANCE PROJECTS. WE PIGGYBACK OFF DALLAS COUNTY TO USE THEIR VENDORS FOR OUR ASPHALT READER PROGRAM AND WE WOULDN'T BE ELIGIBLE IF WE HAD THIS AGREEMENT IN PLACE.N ADDITION TO THE NEED FOR CALLS FOR PROJECTS EVERY 2 TO 3 YEARS. THE MCIP COFFER FOR PROJECTS WAS ANNOUNCED IN APRIL 2019 AND CONSTRUCTION FUNDING WILL BE AVAILABLE IN 2022 THROUGH 25 AND I WILL GO OVER THE PROJECTS THAT WERE AVAILABLE FOR FUNDING. AN EXAMPLE OF THIS WOULD BE THE ANNEXATION OF 1600 FEET OF VINCENT ROAD AS PART OF THE TRAILS OF COTTONWOOD DEVELOPMENT. NEXT SLIDE PLEASE. THIS IS THE SEGMENT OF THE ROAD. THE PLAN IS GEARED AT PROVIDING BOTH THE CITY OF ROWLETT AND THE GOLF CORPORATION PROJECTS FOR THE NEXT 10 YEARS THAT WILL TAKE SIGNIFICANT CAPITAL TO COMPLETE THE PLAN WAS COMPLETED BY SANDY QUEEN AND SANDY IS OUR CONSULTANT AT THE GOLF COURSE AND HE COMPLETED THAT IN DECEMBER 2020.
