WE WILL DISCUSS IT. BASICALLY THE HELP IS VERY POSITIVE. THE DESCRIPTIONS AND MEETING TIMES.

WE MEET ONCE A MONTH THE THIRD OF EACH MONTH AND OF COURSE BECAUSE OF COVID WE HAVE NOT BEEN MEETING TOGETHER. WE HAVE BEEN MEETING ON ZOOM. WE HAVE ENJOYED IT BUT IT'S NICE THING HERE TONIGHT TO SEE EVERYONE AND. [INDISCERNABLE]

WHAT WE DID, OUR PRIMARY GOAL THIS YEAR HAS BEEN THE AARP NETWORK AND WE'VE BEEN DOING A LOT OF WORK IN THAT AREA. WE HAD A BIG SURVEY THAT WE SENT OUT. WE GOT ABOUT 498 RESPONDENT. BASICALLY WE WENT THROUGH THE SURVEY TO SEE WHAT THE SENIORS WANTED IN ROWLETT. AND WE GOT QUITE A BIT OF INFORMATION BACK. WE HAD ANOTHER ONE AND OF COURSE WE ARE SHARING INFORMATION ABOUT THE SENIOR

ADVISORY BOARD TO GET TO AS MANY PEOPLE AS POSSIBLE.

OUR ACCOMPLISHMENTS FOR 2021 BECAUSE WE PROVIDED SENIOR PROGRAMS WE DID THE SMART HOME SCREENING AND VIRTUAL WAYS OF COMMUNICATION. THROUGH COVID-19 WE GOT A BIT OF INFORMATION ON THAT AND WE PROVIDED TRANSPORTATION SERVICES UP UNTIL A CERTAIN POINT BECAUSE OF COVID . WE HAD GIVEN DAY PASSES TO PEOPLE WHO WANTED THEM SHOULD THEY COULD HAVE FIVE PASSES PER WEEK WITH A MAXIMUM OF 15 PASSES PER MONTH. WE HOPE TO KEEP THAT UP AGAIN SOON SO PEOPLE CAN USE THAT AND SENIORS FEEL COMFORTABLE.

COMMUNICATION WE POSTED FLYERS TO DISTRIBUTE AT THE RCC.

WE OF DATED THE FAQ FOR SENIORS AND THE UPDATE IS ON THE

WEBSITE. >> COUNCIL MEMBER: IS THERE ANYWAY YOU CAN INCREASE YOUR VOLUME? IT IS HARD TO PICK UP ON THE RECORDING.

THE THREE THE VOTING PROCESS FOR ALL OF THAT FOR THE AARP AGE FRIENDLY COMMUNITY. LIKE I SAID WE GOT BACK ABOUT 500 RESPONDENTS. WE HELD TWO LISTENING SESSIONS AND BASICALLY WHAT WE DID WAS HELD A SURVEY AND THEN WE REVIEWED THE SURVEY AND CREATED A SUMMARY OF THE SURVEY AND THEN DECIDED WHAT WAS THE MOST IMPORTANT THING THAT WE NEEDED TO START WITH. AFTER THAT WE HAVE TWO LISTENING SESSIONS BASED ON THE IMPORTANT THINGS THAT WE RECEIVE FROM THE SURVEY. AND WE ARE STARTING TO HOLD STAKEHOLDER MEETINGS. I THINK MOST OF YOU KNOW WHAT THE ADULT COMMUNITY IS BUT I WILL JUST READ A LITTLE BEYOND THAT AND BASICALLY IT IS A COMMUNITY WHERE EVERYONE ALTHOUGH WE ARE FOCUSED ON SENIORS, EVERYONE CAN LIVE IN A COMFORTABLE WAY. SENIORS CAN LIVE IN PLACE THEY HAVE THE TYPE OF HOMES THAT HAVE ACCESS AND IT IS A STANDARD HOME AS THEY GROW OLDER.

ALSO PROVIDING TRANSPORTATION WITH EASY ACCESS TO EVERYONE.

HOPEFULLY THEY HAVE JOBS THAT ARE IN THE COMMUNITY ESPECIALLY FOR THE ELDERLY PEOPLE WHO STILL WANT TO WORK WHICH SOME OF THEM DO BASED ON THE SURVEY. THEY ARE ABLE TO GET TO THAT.

THE COMMUNITY HAS GOOD ACCESS TO WALK THE PATH, RIDING PATHS IN EASY TRANSPORTATION AND AFFORDABLE TRANSPORTATION.

EVERYONE CAN LIVE AND FEEL SECURE NO MATTER WHO THEY ARE IF THEY ARE HANDICAPPED, ELDERLY, BLACK, WHITE, WHATEVER. THEY CAN LIVE SAFELY AND COMFORTABLY. SO, WE HAVE A VISION OF COURSE AND BASICALLY IT IS A VISION TO ALLOW THAT TO HAPPEN.

HOPEFULLY, IF WE CAN GET THE AARP PROCESS IN PLACE WE WILL HAVE A MORE LIVABLE COMMUNITY. RIGHT NOW THERE ARE CERTAIN THINGS THAT WE NEED TO LOOK AT. I THINK THAT MOST STATE HAVE THE SAME PROBLEMS. AND OF COURSE THEY ARE MAKING IT AN AGE FRIENDLY COMMUNITY. A FEW THINGS HE PICKED WAREHOUSING, TRANSPORTATION AND SOCIAL PARTICIPATION AND INCLUSION. THOSE ARE THE MAIN AREAS THAT WE PICK TO START WORKING ON. THERE ARE EIGHT SPECIFIC AREAS.

OF THOSE EIGHT WE PICK THESE AND IF WE CAN GET THIS DONE WE CAN START LOOKING AT SOME OF THE OTHERS.

OUR SENIOR PROGRAM AND MEMBERSHIP.

EVERYWHERE FROM FREE FITNESS PROGRAMS THAT WE OFFER SPECIAL EVENTS, TRIPS, ONGOING FREE PROGRAMS, SEMINARS AND THEN THE FEE-BASED PROGRAMS. AS YOU CAN SEE THERE IS A HUGE DIFFERENCE BETWEEN 2019, 2020 AND THEN THROUGH THE COVID YEAR.

WITH US OPENING BACK UP AND NOW STARTING TO OFFER MORE PROGRAMS, MORE OPPORTUNITIES FOR SENIORS TO COME BACK.

STILL BEING SAFE AND SOCIALLY DISTANT.

WE ARE GOING TO START TO SEE THOSE NUMBERS GROW.

OVER THE LAST MONTH WE HAVE SEEN A LOT OF THINGS START TO PICK BACK UP HEAR THE BOTTOM BOX IS THE MEMBERSHIP.

FIVE DIFFERENT SENIOR MEMBERSHIPS THAT WE OFFER, AND YOU CAN SEE HOW AGAIN THERE IS A DRASTIC CHANGE FROM 2019 TO 2021. WHAT THE NUMBERS REALLY SPEAK FOR OUR FOR INSTANCE, A SENIOR INDIVIDUAL.

THERE IS A DIFFERENCE BETWEEN THE 984 AND 2019 TO 1003 TO 78 IN 2021. THOSE ARE ACTIVE PASSES FOR THAT GROUP UP UNTIL THAT DAY. IT MIGHT BE MORE NOW FOR FY 21 THROUGH APRIL. THIS WAS WHEN WE CONDUCTED THIS. THE NUMBERS, WE EXPECT THE NUMBERS TO START GROWING. WE EXPECT PARTICIPATION TO START PICKING UP. WE HAVE SEEN A LOT OF FRIENDLY FACES THAT WE HAVEN'T SEEN IN A YEAR OVER THE LAST MONTH OR TWO AND THAT IS REALLY EXCITING TO SEE THE SENIORS COMING BACK AND PLAYING PICKLE BALL AND WALKING AND UTILIZING THE REC CENTER.

THOSE NUMBERS ARE EXPECTED TO GROW.

>> MAYOR: WHAT CHALLENGES ARE YOU SEEING WITH THAT RIGHT NOW?

>> SPEAKER: NONE REALLY. THE BIGGEST CHALLENGE WAS THE MASK ISSUE. FOR SOME SENIORS THEY DIDN'T WANT TO WEAR THE MASK WHEN THEY WALKED OR WORKED OUT.

THIS NOT JUST FOR THE SENIORS THAT'S FOR EVERYBODY HERE THAT WAS ONE OF THE BIGGEST CHALLENGES THAT WE HAD.

IT HAS BEEN EYE-OPENING OVER THE LAST COUPLE OF WEEKS.

[LAUGHTER] IT'S FACES YOU RECOGNIZE.

THAT'S THE GREAT THING FOR US AND A GREAT THING FOR THEM IS TO GET BACK UP AND YOU DO THE SOCIAL ACTIVITIES AND DO THE BINGO. WE ARE COMING UP WITH A PLAN TO REALLY ROLL THAT STUFF OUT. FOR INSTANCE, WOODCARVERS STARTED AGAIN. I HAVE STOCK EARLY STOPPED UP THERE TWO WEEKS AGO. THEY WERE LAUGHING AND HAVING A GOOD TIME. THAT IS WHAT WE LOVE TO SEE ARE THE PARKS AND WRECKS PROFESSIONALS.

OKAY. A SENIOR TRANSPORTATION OF DATE. WE ARE DOING REALLY WELL WITH THE CLASSES BEFORE COVID. A LOT OF PEOPLE AND I CAN'T REMEMBER THE NUMBERS THAT A LOT OF PEOPLE WILL DID ACTUALLY USE THOSE PASSES. I AM SURE THEY'RE GETTING READY TO START USING THEM AGAIN. IT IS A WONDERFUL THING IT REALLY IS. BASICALLY PARKS AND SPENT 9900 AND WE HAVE A BALANCE OF 16,000 FOR THIS YEAR AND EVERYTHING

I THINK IT'S GOING TO PICK UP EVEN MORE NOW SO WE MIGHT BE ABLE TO FIND THAT FOR NEXT YEAR. SO, THE DART DAY PASSES IS $36 FOR 10. $6 SHIPPING AND THEN THE TOTAL COST OF UNDERPASSES IS $366. THE AVERAGE COST PER YEAR IS $16,100. NOW DART IS STARTING TO REVIEW THEIR PROGRAM AND ACCESS WHAT THEY ARE GOING TO DO ABOUT PUTTING IT ON A CHARGE CARD. SO THE THEY ARE CURRENTLY IN REVIEW OF THAT AND THEY WILL HAVE A MEETING WITH US WHEN

WE CONTINUE OUR ADULT SERVICES AND CONTINUE TO PROVIDE TRANSPORTATION OPTIONS. THIS IS TRYING TO DO THE SAME THING AND WE'VE BEEN SUCCESSFUL WITH IT OVER THE PAST COUPLE OF YEARS. WE RECEIVED A SENIOR BUSINESS AWARD AND COMPLETED THE AARP COMMUNITY ACTION PLAN.

RIGHT NOW WE ARE IN THE STAKEHOLDER MEETINGS AND THEN AFTER THAT WE WILL BEGIN TO DEVELOP THE ACTION PLAN AND I THINK WERE SUPPOSED TO HAVE THAT DONE BY THE END OF THIS YEAR. OUR LONG-TERM GOALS FROM THE RECOMMENDATIONS ESSENTIALLY FOR THE NEXT BOND ELECTION.

WE ARE NOW BEGINNING TO GET OUT AND IT IS ALMOST A MIRACLE THAT WE HAVE MANAGED TO GET THIS FAR IN THE EFFORT THAT I'M GOING TO TALK ABOUT. DESPITE THE PANDEMIC WE HAVE KEPT IT ON SCHEDULE. MAYOR AND COUNCIL MEMBERS I WANTED TO GIVE YOU AN A DATE ON EXACTLY WHERE WE ARE ON OUR

NETWORK DESIGN PROCESS. YOU WILL DO THE HONORS >>> ABSOLUTELY. IF WE COULD GO TO THE NEXT SLIDE I WILL GET PARTED. WE ARE DOING A PUBLIC REVIEW OF WHAT WE CALL THE DRAFT FINAL BUS NETWORK LAN AND THE ASSOCIATED JANUARY 2022 SERVICE PLAN PROPOSALS THAT GO ALONG WITH IT. OUR GOAL IS TO DEVELOP A COMPLETE REDESIGN OF THE TRUST SYSTEM AND IMPLEMENT IT ALL AT ONCE NEXT JANUARY. WE HAVE BEEN WORKING TOWARDS THE GOAL AND THE PROPOSAL THAT WE CURRENTLY HAVE OUT PLUS WHATEVER MODIFICATIONS COME WILL LIKELY BE THE JANUARY SERVICE CHANGE THAT WE DO WHICH WILL BE THE BIGGEST ONE IN DARTS HISTORY IN TERMS OF A SERVICE.

FOLKS WERE THE RESULT OF THE PROCESS THAT WE STARTED IN 2019 AND HAVE CONTINUED WITH MEETINGS, MOST OF THEM VIRTUAL AND A LOT OF WORK WITH OUR CONSULTANT TEAMS, STAFF AND MEMBERS OF THE COMMUNITY AND STAFF FROM ROWLETT AND OTHERS DUTIES IN THE DARK SURFACE AREA.

I WANT TO HIGHLIGHT SOME KEY ELEMENTS OF THE PLAN AND THE PROPOSED RANGES. I AM GOING TO SHOW ON THE NEXT SLIDE THE FULL DRAFT NETWORK BUT DON'T WORRY, RIGHT AFTER THAT I'M ZOOM IN ON ROWLETT. WHAT WE ARE TRYING TO DO IS IMPROVE SERVICE IN AREAS WITH HEAVIEST RIDERSHIP.

ESPECIALLY IN TERMS OF FREQUENCY AND HOURS WHILE PROVIDING GO LINK COVERAGE WHERE AREAS WHERE DEMAND SERVICE IS LIGHTED.F COURSE ROWLETT HAS THE BIGGEST SERVICE IN THE ENTIRE CITY AND THAT MAKES ROWLETT INLAND UNIQUE IN THAT REGARD RIGHT NOW THE FIXED ROUTES, THE REGULAR BIG BUSES ARE GENERALLY IN SOME CASES WIDELY SPACED APART.

WITH WHAT WE CALL A RIDERSHIP ORIENTED LINE.
