[4B. Consider and take action on the Water Spring Townhomes Preliminary Plat, a request made by Dayton Macatee, Macatee Engineering, on behalf of property owner Water Spring, LLC. The approximately 2.58-acre site is situated in the Harrison Master Survey, Abstract Number 658, and the Harrison Blevins Survey, Abstract Number 94, and is located at the southeast corner of Dalrock and Liberty Grove Roads, in the City of Rowlett, Dallas County, Texas.]

TAKE ACTION ON THE WATER SPRING TOWN HOMES PRELIMINARY PLAT.

APPROXIMATELY 2.58 ACRE PLOT IS IN THE HARRISON MASTER SURVEY ABSTRACT NUMBER 658 IN THE HARRISON BLEVINS SURVEY, ABSTRACT NUMBER 94 AND THE LOCATED AT THE SOUTHEAST CORNER OF DALROCK AND LIBERTY GROVE ROAD IN THE CITY OF ROWLETT, DALLAS COUNTY, TEXAS. MR. ROBERTS.

>> THANK YOU, MADAM CHAIR AND COMMISSIONERS FOR BEING WITH US THIS EVENING. WE'LL GO AHEAD AND GET STARTED HERE. WE ARE HERE TO DISCUSS A REQUEST FOR PRELIMINARY PLAT, 50 WATER SPRING HOMES DEVELOPMENT.

SOME BACKGROUND FOR YOU, IN FEBRUARY 2016, CITY COUNCIL DID APPROVE A PLAN DEVELOPMENT DISTRICT FOR THE TOWN HOME USES, OTHERWISE KNOWN AS THE WATER SPRING TOWN HOMES DEVELOPMENT.

THIS DOES -- THERE IS AN ESTABLISHED TREE CANOPY THAT EXISTS MORE TOWARD THE HARD CORNER OF LIBERTY GROVE AND DALROCK ROAD. THIS REQUEST FOR THE APPROXIMATELY 2.5 ACRE SITE WOULD BE SUBDIVIDED INTO 12 RESIDENTIAL LOTS. THOSE ARE TOWN HOME LOTS.

WE'RE LOOKING AT ABOUT FOUR BUILDINGS, THREE UNITS APIECE, AS WELL AS TWO LARGE COMMON AREA LOTS, ACCESS TO THE SITE IS PROVIDED FROM LIBERTY GROVE ROAD.

THERE'S ONE CENTRAL ACCESS. THE PLAT DOES ESTABLISH PROPERTY BOUNDARIES, UTILITY EASEMENTS. THERE ARE DRAINAGE EASEMENTS AS WELL AS MUTUAL ACCESS OF THOSE SPACES.

HERE IS A COPY OF THE PLAT DOCUMENT.

WITH THAT, STAFF DOES RECOMMEND APPROVAL OF THE PRELIMINARY PLAT, AS ALL TECHNICAL REQUIREMENTS RELATED TO THE RDC, SPECIFIC PD ORDINANCE AS WELL AS THE LOCAL GOVERNMENT CODE HAVE BEEN ADDRESSED. WITH THAT, THE APPLICANT AND I ARE AVAILABLE, MR. MACATEE, IF YOU HAVE ANY QUESTIONS, AS AM I.

The approximately 71.4-acre site is situated in the William Blevins Survey, Abstract Number 95, approximately 1,130 feet northeast of the intersection of Vinson and Stonewall Roads in the City of Rowlett, Dallas County, Texas.]

THIS IS PHASE 1 OF FIVE IN THE FAR NORTHEAST PART OF TOWN, WHAT WE CALL THE PANHANDLE BACK IN THE OFFICE. PHASE 1 TOTALS APPROXIMATELY 71 ACRES AND IS LOCATED AT APPROXIMATELY 1,100 FEET NORTHEAST OF THE INTERSECTION OF STONEWALL.

YOU CAN SEE THE INTERSECTION ON SCREEN.

FIRST OF FIVE RAISES FOR A SINGLE FAMILY PROJECT.

SOME BACKGROUND FOR YOU. THIS PROPERTY WAS REZONED PD FOR THE NEW NEIGHBORHOOD USES. I DOES ALLOW FOR A MAXIMUM OF 765 SINGLE FAMILY DEVELOPMENT. LAST MONTH THE COMMISSION ACTED ON A PRELIMINARY PLAT IDENTIFYING THE PHASE 1 PROJECT SITE. THE APPLICANT IS NOW REQUESTING A TREE REMOVAL PERMIT FOR SOLELY THE PHASE 1 AREA THAT WOULD ALLOW FOR OPPORTUNITIES FOR PRELIMINARY GRADING AND SITE DEVELOPMENT. CONSIDERATIONS FOR YOU REGARDS TO TREE REMOVAL PERMIT, THE RDC DOES STATE PRESERVATION OF LONG ESTABLISHED TREES IS ENCOURAGED. IT DOES SET OUT SPECK TPEU KA SPECIFICATIONS THERE.

THAT IS THERE. IT DOES REQUIRE TREE REMOVAL PERMIT TO BE APPROVED BY CITY COUNCIL UPON A RECOMMENDATION BY PLANNING AND ZONING COMMISSION FOR THE REMOVAL OF THREE OR MORE PROTECTED TREES. AS A REFRESHER FOR YOU AND AUR ARE IDENTIFIED AS ANY TREE WITH A MINIMUM 8 INCH CALIBER 11 INCHES FOR AREAS THAT IS NOT ON THE PROHIBITED PLANT LIST AND

DVH, THAT IS MEASURED 4 1/2 FEET ABOVE GRADE.

PROTECTED TREES THAT ARE BEING PROPOSED FOR REMOVAL AS PART OF THIS ARE THE FOLLOWING. MOSTLY TO ACCOMMODATE THE CONSTRUCTION OF THE 12 INCH STREETS THAT WOULD SERVE THE 194 SINGLE FAMILY LOTS ASSOCIATED WITH THIS PHASE 1 DEVELOPMENT, AS WELL AS THE 25 HOMEOWNERS ASSOCIATION LOTS.

LIKE WISE, THERE ARE SOME GRADING CHALLENGES THAT WOULD NOT BE CONDUCIVE FOR THE SURVIVAL OF THE TREES.

THE LOT AND TREE CONFIGURATION IS CONSISTENT WITH BOTH THE ZONING AS WELL AS THE PRELIMINARY PLAT FROM LAST MONTH. SECTION 77504 DOES GIVE A ONE TO ONE CREDIT FOR PRESERVING PROTECTED TREES.

THE APPLICANT WOULD REMOVE, BEAR WITH ME AS I READ THIS.

APPLICANT WOULD REMOVE JUST OVER 4200 PROTECTED CALIBER INCHES AND PRESERVE 3,988 CALIBER INCHES THAT WOULD RESULT IN PRECISELY 231 1/2 CALIBER INCHES OF REQUIRED MITIGATION.

THAT'S FURTHER REITERATED IN THAT CHART FOR YOU.

AGAIN, THERE ARE 596 TOTAL PROTECTED TREES ON SITE.

APPLICANT IS LOOKING TO REMOVE 320 AND PRESERVE 236.

THAT RESULTED IN A NEEDED MITIGATION OF 231 1/2 INCHES.

THE APPLICANT HAS CHOSEN TO MITIGATE FOR THESE 231 SOME INCHES BY REPLANTING ON SITE. SO THAT LAST ONE, THE APPLICANT IS PROPOSING 514 CANOPY TREES AS PART OF THE DEVELOPMENT ALONG RESIDENTIAL RIGHTS OF WAY. THIS TOTALS APPROXIMATELY 1500 REPLACEMENT INCHES. YOU CAN SEE THE PROVIDED REPLACEMENT CALIPER INCHES DOES EXCEED THE REQUIRED MITIGATION OF 231 1/2CALIPER INCHES AND THEREFORE, NO NECESSARY PAYMENT WOULD BE REQUIRED IN ADDITION TO THAT PLANTING.

JUST TO SUMMARIZE AND SUM UP HERE, THE DESIGN OF DEVELOPMENT IN THE ZONING STAGE WAS LARGELY BASED ON PRESERVING EXISTING TREES ON SITE, OPEN SPACES ARE CON FIGURED TO ACCOMMODATE EXISTING FLOOD PLAIN AND TREE STANDS.

YOU CAN SEE ON THE MAP ON THE RIGHT THOSE GREEN POCKET PARK AREAS WITH THE ILLUSTRATED EXISTING TREE CANOPY COVER.

THAT WAS QUITE DELIBERATE. FURTHERMORE, THE APPLICANT IS STRATEGICALLY PRESERVING SOME STANDS TO DESIGNATE AT LEAST ONE SPECIMEN AS A STORY TREE. THIS IS PART OF THE PD REQUIREMENT TO SERVE AS SORT OF A READING, GATHERING AMENITY FOR THE PREDOMINANCE. THEY HAVE THOUGHT ABOUT THE IMPORTANCE OF THESE EXISTING TREE STANDS.

WITH THAT, STAFF DOES RECOMMEND APPROVAL OF THE TREE REMOVAL PERMIT. THE APPLICANT HAS DESIGNED PHASE 1 TO ACCOMMODATE EXISTING TREE STANDS RESULTING IN THE P PRESERVATION OF APPROXIMATELY 46 PPBTD.

THE TREES REQUESTED ARE TO ACCOMMODATE THE DEVELOPMENT THAT IS CONSISTENT WITH THE PD ORDINANCE AND PRELIMINARY PLAT.

AND WITH THAT, WE ARE HERE TO ANSWER ANY QUESTIONS.
