EVENING WITH ITEM 5 A RECOGNIZING JULY 2021 AS NATIONAL PARKS AND RECREATION MONTH. COUNCILMEMBER ROBERT BLAKE MARGOLIS WILL ANNOUNCE THAT AND WITH OUR PARKS STAFF AND MAYBE THE PARKS BOARD IS STILL HERE. YOU GUYS CAME OUT

IN FORCE! THANK YOU SO MUCH! >> COUNCIL MEMBER: THANK YOU ALL FOR BEING HERE. EVERY JULY I LOOK FORWARD TO PRESENTING THE PROCLAMATION RECOGNIZING JULY AS NATIONAL PARKS AND RECREATION MONTH IN THE CITY OF ROWLETT. I WANT TO TAKE A QUICK SECOND TO GIVE A SINCERE THANKS TO OUR PARKS AND RECREATION STAFF FOR THEIR HARD WORK AND DEDICATION IN MAINTAINING OUR CITIES PARKS OPEN SPACE AND RECREATIONAL FACILITIES. WE HAVE VERY LIMITED STAFF IN OUR PARKS DEPARTMENT AND YET THEY STILL MANAGED TO DO SUCH A GREAT JOB FOR OUR COMMUNITY. THE MAYOR AND CITY COUNCIL APPRECIATE ALL OF YOU. NOW, BEFORE I PRESENT THE PROCLAMATION I WILL READ OUT SOME BACKGROUND INFORMATION. SINCE 1985 AMERICA HAS CELEBRATED THE MONTH OF JULY AS AMERICA'S PARKS AND RECREATION MONTH. EACH JULY THE PARKS ENCOURAGE PARKS ACROSS THE COUNTRY TO KICK OFF SUMMER PROGRAMS, PROMOTE OUTDOOR PHYSICAL RECREATION AND PULL TOGETHER VOLUNTEERS TO MAKE THEIR OUTDOOR SPACE A DRIVING CENTER OF COMMUNITY ACTIVITY. THIS JULY EXPLORE EVERYTHING YOUR LOCAL PARKS AND RECREATION HAS TO OFFER. PLAYGROUNDS, RECREATION CENTERS, SPORTS LEAGUES AND SUMMER CAMPS ARE JUST A FEW THINGS THAT COME TO MIND WHEN WE THINK OF PARKS AND RECREATION. PARKS AND RECREATION IS SO MUCH MORE.

EVERY PART HAS A HISTORY MADE UP OF THOUSANDS OF STORIES THAT HELP DEFINE IT. THIS JULY LET'S TELL OUR PARKS AND RECREATION STORY AND PROVIDE OPPORTUNITIES FOR EVERYONE IN THE COMMUNITY TO CREATE THEIR OWN STORIES AS WELL. THE PARKS ARE AT THE CENTER OF SO MANY EXPERIENCES AND MEMORIES MOMENTS THAT PARKS AND RECREATION PROFESSIONALS MAKE HAPPEN. OUR LOCAL PARKS ARE OFTEN OUR FIRST EXPERIENCES IN NATURE , OUR INTRODUCTION TO A FAVORITE HOBBY OR PHYSICAL ACTIVITY. THEY ARE OUR PLACES TO GATHER WITH FRIENDS AND FAMILY, SPACES TO CELEBRATE LIFE SPECIAL MOMENTS, SPOTS OF

RESPITE AND HEALING AND SPOTS THAT CONNECT US WITH ESSENTIAL COMMUNITY SERVICES AND SO MUCH MORE. LOCAL PARKS HAVE BEEN ESSENTIAL THROUGHOUT COVID-19 PANDEMIC WITH MANY OF OUR COMMUNITY MEMBERS FINDING A NEW APPRECIATION FOR THE ESSENTIAL SPACES WE MANAGE AND VITAL PROGRAMS WE PROVIDE. THIS YEAR FOR PARKS AND RECREATION MONTH WE WANT TO HEAR YOUR STORIES ABOUT WHAT OUR LOCAL PARKS AND RECREATION'S MEAN FOR YOU.

THIS MONTH'S THEME IS OUR PARKS AND RECREATION STORY. WE WANT TO HIGHLIGHT THE STORIES OF HOW OUR COMMUNITY IS STRONGER, MORE VIBRANT AND MORE RESILIENT BECAUSE OF PARKS AND RECREATION. FOLLOW ALONG AND SHARE YOUR PARKS AND RECREATION STORIES ON SOCIAL MEDIA USING # OUR PARKS AND RECREATION STORY.

I WILL NOW PRESENT THE PROCLAMATION. WHEREAS PARKS AND RECREATION PROGRAMS ARE AN INTEGRAL PART OF COMMUNITIES THROUGH OUT THE COUNTRY INCLUDING THE CITY OF ROWLETT AND WHEREAS OUR PARKS AND RECREATION ARE VITALLY IMPORTANT TO ESTABLISHING AND MAINTAINING THE QUALITY OF LIFE IN OUR COMMUNITIES AND ENSURING THE HEALTH OF ALL CITIZENS AND COMPUTING TO THE ECONOMIC AND ENVIRONMENTAL WELL-BEING OF THE COMMUNITY AND REGION. AND WHEREAS PARKS AND RECREATION PROGRAMS BUILD HEALTHY, ACTIVE COMMUNITIES THAT AID IN THE PREVENTION OF CHRONIC DISEASE, PROVIDE THERAPEUTIC RECREATION SERVICES TO THOSE WHO ARE MENTALLY OR PHYSICALLY DISABLED AND IMPROVE THE MENTAL HEALTH OF ALL CITIZENS. THE PROGRAMS INCREASE THE PROSPERITY THROUGH PROPERTY VALUES, EXPANSION OF THE LOCAL TAX BASE, INCREASE TOURISM AND RETRACTION OF BUSINESSES AND CRIME REDUCTION AND WHEREAS PARKS AND RECREATION AREAS ARE FUNDAMENTAL TO THE ENVIRONMENT AND THE WELL-BEING OF OUR COMMUNITY AND IMPROVE WATER QUALITY PROTECT GROUNDWATER, IMPROVE QUALITY OF AIR WE BREATHE, PROVIDE EDUCATIVE BUFFERS AND PRODUCE HABITAT FOR WILDLIFE AND WHEREAS OUR PARKS AND NATURAL RECREATION AREAS ENSURE THE ECOLOGICAL BEAUTY OF THE COMMUNITY AND PROVIDE A PLACE FOR CHILDREN AND ADULTS TO RECONNECT WITH NATURE AND OUTDOORS. WHEREAS THE US HOUSE OF REPRESENTATIVES HAVE DESIGNATED JULY AS PARKS AND RECREATION MONTH AND THE CITY OF ROWLETT RECOGNIZES THE BENEFITS FROM THE PARKS AND RECREATION RESOURCES. THEY WILL PROVIDE FREE FAIR TO AND FROM THE GO PASS APP OR BY CALLING GO LINK. THE ROWLETT CITIZENS POLICE ACADEMY IS NOW OPEN FOR REGISTRATION. THE NEXT SESSION BEGINS AUGUST 26.

GOOD NEWS FOR ROWLETT TEENS. THE DEADLINE FOR THE ROWLETT YOUTH ADVISORY COUNCIL APPLICATIONS HAS BEEN EXTENDED TO JULY 16. REGISTRATION FOR THE COMMUNITY EMERGENCY RESPONSE TEAM OR CERT CLASS IS NOW OPEN. THE NEXT TWO DAY CLASS WILL BE AUGUST 7 AND 14TH FROM 8 AM TO 6 PM. BOTH DAYS ARE REQUIRED. ONE OF OUR VERY OWN LIFE MESSAGE FOOD PANTRY AND THRIFT STORE WAS AWARDED THE HEAVY HOLIDAY AND REESE AKERS BUSINESS IN INDUSTRY OUTSTANDING PROGRAM AWARD. THEY WON FIRST PLACE. IT WAS A STATEWIDE COMPETITION. I WANT TO RECOGNIZE THEM AND LET EVERYONE KNOW WHAT A GREAT PROGRAM WE HAVE THROUGH LIFE MESSAGE HERE IN ROWLETT. [APPLAUSE]

EVERYTHING FROM LOUD NOISES, STEREOS, ENGINE NOISES, PEOPLE GOING AND DOING DOUGHNUTS, FULL-SIZE DIESELS SIDE-BY-SIDE FOUR WHEELERS MOTORCYCLES, PRETTY MUCH EVERYTHING HAS BEEN BACK THERE.

THE POLICE HAVE TALKED TO ONE GUY AND HE CAME BACK AND LAID ON HIS HORN THE ENTIRE LENGTH OF OUR BACK PATIO. WE TALKED TO THE PARKS PEOPLE ABOUT THE GATE THAT WAS STOLEN AND WE APPRECIATE YOU GUYS REPLACING THAT. WITHIN TWO MONTHS OF IT BEING INSTALLED WE ALREADY HAD A PERSON COME AND CUT THE LOCK

ON IT. THAT WAS TWO MONTHS AFTER IT WAS INSTALLED. WE HAVE HAD A NUMBER OF INCIDENTS WITH PEOPLE TAKING THEIR WEAPONS BACK IN THE WOODS AND SHOOTING THEM OFF AT ALL TIMES OF THE NIGHT. WE HAVE CALLED THE POLICE NUMEROUS TIMES ON THAT. HERE ARE SOME MORE PHOTOS OF PEOPLE TAKING THEIR WEAPONS BACK THERE. THIS ONE DECIDED TO BRING HIS LITTLE GIRL ALONG AS WELL. ON TOP OF ALL THOSE ISSUES PRETTY MUCH WAKING UP IN THE MORNING AND HAVING PEOPLE STAND AT MY BACK FENCE LOOKING IN MY HOUSE WHERE THERE'S NOT A LOT OF DISTANCE BETWEEN MY HOUSE AND THE BACK FENCE AS YOU CAN SEE IT IS TROUBLESOME. IT'S REALLY WEIRD TO WAKE UP TO. PEOPLE COMING OFF THE BACK AREA INTO MY PATIO. THERE'S A NUMBER OF ISSUES. I THINK PUTTING A TRAIL BACK THERE AND ALLOWING MORE PEOPLE TO COME TO THE AREA IS GOING TO CREATE A LOT MORE ISSUES. I'M COMPLETELY AGAINST THE TRAIL GOING BEHIND SINGLE-FAMILY HOMES FOR THE RIGHT OF PRIVACY IN THE

WE WOULD LIKE TO GIVE YOU A LITTLE TASTE OF HOW WE FEEL AS LAKEFRONT HOMEOWNERS AND FRIENDS OF LAKEFRONT HOMEOWNERS WHO ARE HERE TONIGHT. WE HAVE A GROUP THAT HAS SORT OF COME TOGETHER. NOBODY MADE A BIG EFFORT TO FORM IT BUT IT DID COME TOGETHER ON ITS OWN AND DIFFERENT MEMBERS OF THE GROUP HAVE BEEN TOLD DIFFERENT THINGS ABOUT THE PLANS TO BUILD THOSE TRAILS BEHIND THE SINGLE-FAMILY HOME MY HUSBAND AND I HAVE LIVED HERE IN THE TAKE AREA BEHIND OUR HOUSE SINCE OCTOBER 2004. WE UOSE ANY ENCROACHMENT ON THE PRIVACY AND ENJOYMENT OF OUR LEASE PROPERTY. WE WANT TO DISCUSS SOME OF THE PROBLEMS THAT RELATE TO SUCH PUBLIC TRAILS. THIS IS WHAT MOTIVATED OUR GROUP TO HELP DEFEPROPOSITI D IN THE LAST BOND ELECTION BECAUSE OF THE TRAIL NATURE. EVEN IF WE HADN'T SUPPORTED IT IF IT WAS BUNDLED WITH THE TRAIL FUNDING. WE COLLECTED SIGNATURES OF LAKEFRONT OWNERS AND OTHER SIGNATURES OF CITIZENS THAT WERE CONCERNED AND THAT WILL BE PRESENTED BY THE GROUP TONIGHT. OTHERS WILL TALK ABOUT DIFFERENT ASPECTS OF THE CONCERNS WHICH INCLUDE THE POTENTIAL IMPACT ON LAKE OWNERS QUALITY OF LIFE, PARKING PROBLEMS, NOISE THAT WILL AFFECT ANYONE IN THE NEIGHBORHOOD. THE POTENTIAL FOR THE CRIME IN LAKESIDE NEIGHBORHOODS, THE IMPACT ON POLICE RESOURCES, THE BREACH OF IMPLICIT PROMISES THAT WERE MADE TO LAKEFRONT HOMEOWNERS IN THE SUBWAY DOCUMENT AND FAQ THAT WAS DISTRIBUTED TO THE SUB LEASEES AND THE SUBSTANTIAL MONETARY INVESTMENTS THAT MANY HAVE MADE AND CONTINUE TO MAKE IN IMPROVEMENTS AND MAINTENANCE IN THE TAKE AREAS. THIS IS RELATED TO THE STRUCTURES THAT WERE BUILT THAT THE CITY APPROVED WITHOUT TELLING THE OWNERS THAT THERE WERE PLANS TO CREATE PUBLIC TRAILSALSO THE PPOTENTIAL ENVIRONMENTAL IMPACT ON THE WILDLIFE AND ECOSYSTEM OF THE LAKESHORE. THE INDIVIDUAL CITIZENS WHO PURCHASE A LAKEFRONT HOME ENTERED INTO AN AGREEMENT WITH THE CITY OF ROWLETT THAT REQUIRES THE HOMEOWNER TO MAINTAIN AND MAKE IMPROVEMENTS TO THE LEASED AREA IN RETURN OF PRIVATE USE OF THOSE AREAS AND THE ABILITY TO PREVENT PUBLIC ACCESS TO THEM. WE OBJECT TO PUBLIC ACCESS OR LEGAL VIOLATION TO THAT AGREEMENT. A LARGE NUMBER OF US MOTIVATED CITIZENS SELF ORGANIZED TO GET THE WORD OUT TO DEFEAT BOND PROPOSITION D THAT APPROVED SUCH TRAILS. WE AMENDED THE 2021 ACTION PLAN AND POST THAT WE REALIZED THERE WAS A MAPPING ERROR WITH THE CENSUS MAPS. WE CORRECTED THOSE IDENTIFIED PROJECTS THAT WERE IMPACTED AS A RESULT OF THE RECENT LILY REVISED CENSUS MAPS. THE ALLOCATION ESTIMATED TOWARDS THE LAKESHORE WHEN BRIDGE ALLEY WAS UNDERESTIMATED. THOSE ESTIMATES AGAIN AS YOU GET CLOSER TO IT WE REALIZE WHAT THE TRUE COST WAS SO WE WERE ABLE TO USE THE REMAINING 2018 FUNDS TO THE DEFICIT OF THE ALLEY PROGRAM. THE AMOUNTS ALLOCATED TOWARDS THOSE PROGRAMS AND THEN WHAT IS BEING PROPOSED BY WAY OF THE AMENDMENT AND REALLY IDENTIFIES THOSE ELEMENTS THAT WE JUST TALKED ABOUT. I WILL RUN THROUGH IT. THE 2018 PUBLIC FACILITY FOR THE BLUE SCROLL PROJECT YOU CAN SEE THAT AMOUNT AND IS NOW BEING PROPOSED FOR THE LAKESHORE WHEN BRIDGE ALLEY FOR THE 2019 PUBLIC FACILITIES AT ONE OF $58. THERE IS NO CHANGE TO THE CITY CBDG FUNDS EITHER. THE 2019 CBDG FUNDS HAVE NOT BEEN ALLOCATED YET. AND SO, THAT IS THE AMOUNT OF $205,000. WE ARE PROPOSING THAT THOSE BE FOR PUBLIC SERVICES FOR THE SALVATION ARMY TO PROVIDE ASSISTANCE WITH RENT AND MORTGAGE OR UTILITIES. FOR THOSE HOUSEHOLDS THAT ARE IMPACTED BY COVE IT IN THE AMOUNT OF ONE OF $50,000. THEN I TALKED ABOUT THE 2020 PUBLIC FACILITIES WITH ISAAC SCRUBS PARK TO BE CHANGED TO THE LAKESIDE SHORE STRUCTURE. AND THEN NO CHANGES TO THE LAKESIDE ALLOCATION IN THE CHANGES TO KENWOOD HEIGHTS SIDEWALKS. WE WANT TO TALK ABOUT THE SHADE STRUCTURE FOR LAKESIDE PARK IN THE STRUCTURE THERE. WE WANTED TO PROVIDE THE SNAPSHOT OF THE SIDEWALK THAT ARE IN NEED OF REPAIR AND ARE IN THE CENSUS TRACT AND THAT IS HARVARD DRIVE SIDEWALK THIS IS THE YALE SIDE SIDEWALK AND IT IS IN DISREPAIR. THE BAYLOR SIPART O THE SIDEWALK IS IN DISREPAIR.

THE SALVATION ARMY SERVICES HAVE BEEN UTILIZING THEIR ALLOCATIONS AND AS OF MARCH 8 THEY RAN OUT OF AVAILABLE FUNDS. THE STAFF HAS RECOMMENDED 50,000 BE ALLOCATED FOR THEM FOR THE THIRD ROUND OF FUNDS. AFTER CONSIDERABLE DISCUSSION WITH OUR HUD REPS THEY WERE UNDER THE OPINION THAT UTILIZING FUNDS FOR RENT AND MORTGAGE ASSISTANCE SPECIFICALLY FOR THE CBDG REGULAR FUNDS HAVE BEEN VERY SUCCESSFUL. AT LEAST FOR THE CBDG FOR MORTGAGE ASSISTANCE.

AGAIN CBDG ASSISTANCE WOULD ONLY BE FOR RENTAL ASSISTANCE.

WE DID PUBLISH IN ACCORDANCE WITH HUD GUIDELINES WITHIN THE DAILY NEWSPAPER IN MAY 28 INFORMING THEM OF THE SUBSTANTIAL AMENDMENTS A WRITTEN RESPONSE WAS RECEIVED FROM SALVATION ARMY WHICH IS VERY ENCOURAGING. WE RECEIVED FIVE BIDS ON THE GEO IN A TRUE INTEREST COST OCH WE BELIEVE IS THE SECOND LOWEST FINANCE COST THE CITY IS EVER RECEIVED ON 20 YEAR DEBT. I THINK THIS IS ONLY SECOND TO LAST OR SALE AT 1.69% WHICH WAS GOOD NEWS. THE ESTIMATED RATE WHICH WE HAVE BEEN PREPARING FOR WITH THE FINANCIAL ADVISORS OF THE LAST FEW MONTHS IS 2.57%.
