GOOD EVENING EVERYONE. I AM VERY HAPPY TO GIVE THIS PROCLAMATION ON BEHALF OF THE DIVERSITY EQUITY INCLUSION COMMISSION AND I HAVE TWO MEMBERS HERE IN A MORE WHO IS OUR CHAIR OF DIVERSITY EQUITY AND INCLUSION COMMISSION AND SUSAN, PRONOUNCE YOUR LAST NAME, AWUZIE A CAN NEVER SAY IT FRESH SO I APOLOGIZE IT WOMEN'S EQUALITY DAY IS ALL ABOUT UPLIFTING AND EMPOWERING WOMEN, MARVELING HOW FAR WOMEN HAVE PROGRESSED TO FIGHT ALL ODDS OF OPPRESSION. TO REMIND US OF THE STRUGGLES OF THE PAST, PRESENT AND FUTURE CONGRESS DESIGNATED AUGUST 26 AS WOMEN'S EQUALITY DAY OF 1971 OF THE BILL TO GIVE WOMEN THE RIGHT TO VOTE. ON THIS WOMEN'S EQUALITY DAY WE WANT TO MAKE SPECIFIC NOTES OF WOMEN LIKE JANE JOHNSON ALONG WITH HER HUSBAND PURCHASED A 100 ACRE FARM IN ROWLETT AFTER THE DEATH OF HER FIRST HUSBAND JANE MANAGE THE FARM, APPRAISED AT ONE OF $51 PER ACRE IN 1882 MAKING HER NET WORTH YOUR $3 MILLION IN TODAY'S STANDARDS.

TONIGHT'S REPORT IS FOR THE. INDIAN JUNE 30, 2021 PAIRED PRIOR TO TONIGHT PRESENTATION THIS QUARTERLY REPORT WAS REVIEWED BY THIS CITIES FINANCE COMMITTEE. ON A BUDGETARY BASIS THE CITY REPORTS REVENUES OF 99 MILLION FOR FISCAL YEAR 2021 THROUGH THE THIRD QUARTER. THIS OF NO IS 86.9 PERCENT OF THE REVISED OPERATING BUDGET OF 114 MILLION AND IS 6.9 PERCENT MORE OF THE FORECAST THROUGH THE MONTH OF JUNE. EXPENSES TOTAL 84 MILLION A YEAR TO DATE FOR FISCAL YEAR 2021 THIS IS 2.8 OF THE REVISED OPERATING BUDGET OF 116 MILLION AND IS 2.6 PERCENT LESS THAN FORECASTED THROUGH THE MONTH OF JUNE. GOING ONTO REVENUE TRENDS PROPERTY TAXES REPRESENT ALMOST 60 PERCENT OF THE GENERAL FUND REVENUE BUDGET AND ARE PROJECTED PRIMARILY FOR THE CITY OF JANUARY PAIRED THE CITY CREATED 116 MILLION WITH THIRD QUARTER. SALES TAXES ARE COLLECTED BY THE STATE COMPTROLLER AND REPRESENT TO PERCENT GENERAL FUND REVENUES IN THE CITY COLLECTED 5.9 MILLION THROUGH Q3 WITH REVENUE EXCEEDING THE FORECAST BY 829,000 OR MORE THAN 16 PERCENT. DRIVEN BY EXTREMELY STRONG MARGINS IN JUNE. WINTER STORM WAS RESPONSIBLE FOR DRIVING RETAIL SALES IN MARCH AND WE DO NOT YET HAVE THE SECTOR DETAIL FROM THE STATE COMPTROLLER FOR THE JUNE INCREASES THAT WE WILL SHARE IT WITH YOU AS SOON AS IT IS AVAILABLE. THE WATER REVENUES REPRESENT THE FIVE PERCENT OF THE UTILITY FUND REVENUE E BUDGET THROUGH THE THIRD QUARTER. THE CITY EARNED 11.8 MILLION AND WATER REVENUES WITH REVENUE EXCEEDING FORECAST BY 100 81,000 00 OR 1.6 PERCENT.

AND SEWER REVENUES REPRESENT 40 PERCENT OF THE FUND REVENUE BUDGET AND TYPICALLY ONLINE WITH BROADER REVENUES. THEY HAD 1.1 MILLION WITH REVENUES EXCEEDING FORECAST BY 1.3 PERCENT. GOING ONTO THE BUDGET FORECAST FOR THE GENERAL AND WATER SEWER FUND THE GENERAL FUND REVENUES OVERALL ARE UP 1.1 MILLION MORE THAN FORECAST DRIVEN BY SALES TAX AS DISCUSSED EARLIER AND BUILDING PERMITS ARE ALSO UP A TOTAL OF 420,000 AND EXPENSES ARE 1.6 NINE DUE TO LARGELY THE TIMING OF SUPPLY PURCHASES, MULTIPLE PERSONAL VACANCIES AND MULTIPLE WORKING ADAPTATION THAT RESULTED IN SAVINGS. FOR THE WATER AND SEWER FUND REVENUES ARE 27 FORECASTED AND EXPENSES ARE 880,000 BELOW FORECAST DUE TO WASTEWATER TREATMENT SAVINGS AND OTHER PROJECTS THAT ARE POSTPONED DUE TO THE VACANCIES IN PERSONNEL. OTHER FUNDS ON THE FISCAL YEAR 2021 BUDGETARY BASIS TO FINISH OUT TONIGHT PRESENTATION, DRAINAGE, REFUSE, ECONOMIC DEVELOPMENT, EMPLOYEE DEVELOPMENTS AND GOLF FUNDS ARE MEETING OR EXCEEDING FORECASTED REVENUES AND ARE ALL WITHIN THE FORECASTED EXPENDITURES AND THAT CONCLUDES TONIGHT'S THIRD-QUARTER FINANCIAL PRESENTATION AND I AM AVAILABLE

PERFORMANCE MEASURES HAVE SHOWN HERE HAVE BEEN CREATED FOR BOTH SHORT AND LONG-TERM INVESTMENT. ECONOMIC CONDITIONS. ECONOMIC INDICATORS FOR THE THIRD QUARTER, INCLUDE FALLING UNEMPLOYMENT RATE FROM 6.9 PERCENT TO 5.1 PERCENT INCREASING THE DOMESTIC GROSS PRODUCT TO INCREASED 6.4 PERCENT AND CONSUMER PRICE INDEX RISING FROM 2.6 TO FIVE PERCENT. AS FAR AS SAFETY AND LIQUIDITY GO THE CREDIT QUALITY MEETS CREDIT POLICY LIMITS AND INVESTMENTS EXCEED THE CREDIT RATING MINIMUM. THE NO NEW REVENUE TAX RATE WHICH SHOWS THE RELATION BETWEEN THE CURRENT YEAR VALUE HAS BEEN CALCULATED TO BE 0.741816 AND THE VOTER APPROVAL RATE WHICH IS THE MAXIMUM RATE THAT MAY BE APPLIED AND NOT BE SUBJECT TO AN AUTOMATIC COLLECTION HAS BEEN CALCULATED PTO BE 0.792537. THE CITY OFFERS A TAX RATE OF 0.792537 WHICH IS MAINTENANCE OF AN M TAX RATE OF 0.58076 AND DEBT SERVICE INS TAX RATE OF 0.206461 PER $100 IN TAXABLE VALUE. THIS PROPOSED TAX RATE RECOMMENDS THE VOTER APPROVAL RATE AND AS SUCH PROVIDES PROXIMALLY THE SAME AMOUNT OF TAX REVENUE SPENT THE PREVIOUS YEAR FOR DAILY OPERATIONS PLUS A THREE PERCENT FOR THOSE OPERATIONS AND IN ADDITION THE SUFFICIENT FUNDS TO PAY FOR DEBT SERVICES IN THE COMING YEAR. THE PURPOSE OF THE PROPOSED STATE IS A CEILING OR MAXIMUM RATE FROM THE COUNCIL. IS NOT REQUIRED TO ADOPT THIS RATE. AND IF THE PROPOSED RATE THAT THE COUNCIL SELECTS EXCEEDS THE TAX RATE OF 0.74816 THE GOVERNING BODY IS REQUIRED TO HOLD A PUBLIC HEARING ON THAT TAX RATE. THE TRANSPARENCY OF THAT REQUIREMENT THE STAFF IS RECOMMENDING THAT THE COUNCIL VOTE TO HAVE A HEARING HELD SEPTEMBER 20, 2021 AT 7:30 P.M. IN THE COUNCIL CHAMBERS LOCATED AT 4000 MAIN ST., ROWLETT, TX, 75088. FIRST, HIGHLIGHT IN THE 22 PROPOSED BUDGET, THE GOOD NEWS IS WE ARE PROPOSING TO KEEP THE TAX RATE THE SAME AS LAST YEAR AND LOWERING THE SEWER RATE OF FIVE PERCENT TO RESIDENTIAL CUSTOMERS. THE BUDGET CONTAINS THE ADDITION OF THE FIRE TRAINING BATTALION CHIEF, FOR NEW OFFICERS IN THE POLICE DEPARTMENT REORGANIZING OUR STAFF INTO A DESIGNATED DEPARTMENT AND ADDING A GREASE AND H2O INSPECTION FOR RESTAURANT PROGRAM. WE ARE GOING TO REPAIR THE TURF IN THE KIDS KINGDOM AND HAVE ANNUAL FUNDING FOR THE WATERVIEW GOLF COURSE AND IMPROVE A STREET PATCH TRUCK AND A CONTRACT TO MAP OUT ALL ROWLETT STREETS AND ALLEYS AT ONCE TO QUICKLY REQUIRE A CITYWIDE PAVING PROJECT. THESE ARE JUST THE HIGHLIGHTS. WE HAVE BUDGET ENHANCEMENTS FOR ALL OF COUNSEL'S STRATEGIC PRIORITIES AND OTHER ITEMS INCLUDE ADDING

ONE FULL-TIME DIGITAL MEDIA SPECIALISTS AND EQUIPMENT TO HELP WITH PRINT AND DIGITAL MEDIA CONTENT AND SOCIAL MEDIA HONORING AS WELL AS ADDING SUPPORT FUNDING FROM VARIOUS CITY BOARDS INCLUDING 1500 FROM PLANNING AND ZONING COMMISSION, 1000 FOR THE ANNUAL ADVISORY BOARD AND 7304 YOUTH SERVICES ADVISORY BOARD. THIS IS THE SECOND YEAR WE ARE ADDING FOUR ADDITIONAL PATROL OFFICERS TO CREATE THE RESPONSE TIME FOR SAPPHIRE BAY AND ADDING ONE TRAINING OFFICER TO SYNCHRONIZE FIRE TRAINING EFFORTS FOR THE NEW TOWER. TO BOOST NEIGHBORHOOD LIVABILITY WE ARE ADDING GREASE AND H2O INSPECTIONS TO ENHANCE INSPECTIONS AND GREASE COMPLIANCE TO THE SEWER SYSTEM AND ORGANIZING THE ENGINEERING PCONDITION IN PUBLIC WORKS AND COMMITTEE DEVELOPMENT INTO A SEPARATE DEPARTMENT TO IMPROVE EFFICIENCIES AND GAIN ON A MEAT OF SCALE. WE ARE PROPOSING TO REPAIR THE SURFACE OF KIDS KINGDOM PLAYGROUND PERMANENTLY AND ADD ON ONGOING DOLLARS TO THE WATERVIEW GOLF COURSE TO IMPROVE VISITOR EXPERIENCE AND ADD FUNDS FOR PURCHASING EQUIPMENT. AND A PAST FOUR YEARS ALONE THE CITY HAS ADDED 762.2 MILLION IN NEW CONSTRUCTION AND HAS ADDED OVER 2300 JOBS SINCE 2014. SAPPHIRE BAY WILL CONTINUE TO ADD WORLD-CLASS FACILITIES, SHOPPING VENUES AND RECREATIONAL AMENITIES. TO PROTECT OUR STREETS AND ALLEYS WE PROPOSE TO ADD AN ADDITIONAL PATCH TRUCK AND CREW IN ADDITION WE WILL CONTRACT TO HAVE ALL STREETS AND ALLEYS RECOMMENDED FOR STREET CONDITION TO HAVE ACCURATE DATA FOR THE CURRENT CITY FOR YOUR ROTATING PROCESS. WE WILL ALSO REPLACE OUR APSLEY OBSOLETE FUEL MANAGEMENT SYSTEM FOR THE CITY FLEET. AND IN THE 21 BOND ELECTION THE VOTERS APPROVED OPPOSITION A AND C FOR A TOTAL AMOUNT OF 21.785 MILLION DOLLARS TO HELP IMPROVE TRANSPORTATION AND INFRASTRUCTURE. FOR 2022 WE PROPOSE TO CREATE A PERMANENT INNOVATION FUND WHICH WILL START UP FUNDING OF $140,000 AND A TWO-YEAR GOAL TO REACH $190,000 ANNUALLY IN ORDER TO ENSURE THE REPLACING OF THE HARDWARE DOES NOT TAKE A BACKSEAT OF PRIORITIES AND IN ADDITION WE WOULD LIKE TO USE $700,000 TO REPLACE 10 OBSOLETE NETWORK SWITCHES AND WE ARE ADDING YOU UTILITY ANNUALS TO BOOST PUBLIC SERVICE. AS A WHOLE THE PROPOSED BUDGET CONTAINS REVENUES OF 144.9 MILLION IN EXPENDITURES OF ONE OF 47.6 MILLION. OF THAT THE GENERAL FUND HAS REVENUES OF 42.1 MILLION IN EXPENSES. THE UTILITY FUND REPRESENTS 34 MILLION IN REVENUES AND 31 MILLION IN EXPENSES. THE FISCAL YEAR 2022 PROPOSED BUDGET CAN BE VIEWED IN ITS PENTIRETY AT ROWLETT.COM. AND WHAT WE HAVE COMING UP, THE FISCAL YEAR 2022 BUDGET WILL BE HELD ON MONDAY SEPTEMBER 20, 2021 AND THE BUDGET WORK SESSIONS WILL BE HELD ON AUGUST 19 2021 THIS THURSDAY AND AUGUST 24 2021 NEXT TUESDAY.
