DOING THIS. [LAUGHTER] >> SPEAKER: FIRST OF ALL, THANK YOU FOR ALLOWING US TO COME OUT PAND TALK TO YOU TODAY FOR OUR ANNUAL REVIEW. THE THINGS THAT WE WANT TO TALK TO YOU ABOUT OUR ON THE AGENDA A REVIEW OF LAST D WHAT'S NEXT COMING UP FOR THE CHAMBER THIS YEAR. OUR MISSION IS TO T ECONOMIC WELL-BEING OF THE BUSINESS COMMUNITY AND THAT'S WHAT WE ARE DOING TODAY IS TO REPRESENT AND PROMOTE BUSINESSES. THE VISION IS TO BE A LEADING CATALYST OF IS THIS, TOURISM AND LEISURE. AS YOU CAN SEE MEMBER DRIVEN, INTENT, WITH ALL OF OUR PARTNERS AND WANT TO ADVOCATE AND WITH OUR GOVERNMENT. WE HAVE SMART GROWTH AND STRIVE FOR EXCELLENCE IN EVERYTHING WE DO. WE ARE A CATALYST FOR BUSINESS GROWTH. THE ROWLETT AREA CHAMBER IS A CATALYST FOR BUSINESS. WE STRIVE TO FIND OPPORTUNITIES FOR OUR BUSINESSES, ALL OF THEM. WE GAIN NEW CUSTOMERS AND CLIENTS AND WE WANT TO EDUCATE THEM AND THEIR EMPLOYEES AND WE DO MORE THAN SIMPLY SURVIVE. WE WANT THEM TO THRIVE, ALSO. EVIDENCE OF WHAT WE HAD TO DO IN 2022 HELP THOSE BUSINESSES WAS IN THE SHELTER IN PLACE ONLY ESSENTIAL BUSINESSES WERE OPEN WHEN WE HAD TO FIND A WAY TO HELP ALL THE OTHER PEOPLE WITH THE NO IN-STORE SHOPPING OR DINING SO THAT'S WHAT WERE DOING IS HELPING WITH THOSE BUSINESSES. WE ARE A GROUP OF INFLUENCERS AND LEADERS. WE BRING COMMITTEE MEMBERS FROM THE SCHOOLS, STATE AND BUSINESS COMMUNITY. EVIDENCE OF THAT IS WE STRIVE TO DO THIS IN OUR LEADERSHIP ROWLETT PROGRAM TO GET PEOPLE WHO ARE IN THE BUSINESS COMMUNITY THAT ARE LEADERS AND ALSO ON OUR BOARD OF DIRECTORS. PEOPLE WHO ARE INFLUENCERS IN THE CITY WE WANT THEM ON OUR BOARD. THEY LET US KNOW WHAT WE NEED TO BE DOING. AND OF COURSE, WE ARE CHAMPIONING FOR A STRONGER COMMUNITY. OUR COMMUNITY EVENTS ARE DESIGNED TO BRING THE COMMUNITY TOGETHER AND OUR WORK WITH ECONOMIC DEVELOPMENT AND WITH THE CITY IS AN EFFORT TO HELP MAKE THE BUSINESS COMMUNITY STRONGER. OUR PARTNERSHIP WITH THE SCHOOLS IS TO HELP BUILD A STRONGER WORK WORSE. ALL OF THESE THINGS BUILD A STRONGER COMMUNITY.

FOR THE LAST YEAR, SOME OF THE NUMBERS AND STATS WE'VE GOT THE MEMBERSHIP RETENTION DROPPED SLIGHTLY DUE TO THE BUSINESSES THAT CLOSED BECAUSE OF COVID WHO COULDN'T STAY FINANCIALLY SUSTAINABLE AND DURING THAT STRING WE WERE UNDER BUT REMAINED STRONG AT 80 PERCENT RETENTION. WE HAVE A MARKET PENETRATION OF 26 PERCENT. WHAT DOES THAT MEAN? IT MEANS THAT 26 PERCENT OF THE LOCAL BUSINESSES ARE CHAMBER MEMBERS.

WE STILL HAVE A LITTLE WAYS TO GO THERE. THAT IS MORE OF A STANDARD INDUSTRY THAT WE WANT TO STRIVE TO BE BETTER THAN THAT. WE ARE ABLE TO ADD 22 PERCENT OF OUR RESERVE TO THE FUND AND WE HAVE ALMOST 3 MONTHS OF OPERATING FUNDS AVAILABLE IN THAT ACCOUNT. WHAT WE HAVE LEARNED OVER THE LAST YEAR IS THAT OF GOING OUT OF BUSINESS. SOME EVEN LESS THAN THAT. WE FEEL GOOD ABOUT HAVING THREE MONTHS OF OPERATING CAPITAL. AS YOU CAN SEE THE MAJORITY OF OUR MEMBERSHIP IS AT THE BASIC LEVEL BUT MORE ARE MOVING UP AS THEY LEARN ABOUT THE ENHANCED AND IF IT AT THE HIGHER LEVELS.

SOME OF THOSE THAT HAD DROPPED OUR COMING BACKPEDAL HIGHER TIER AS THEY REALIZE WHAT THE CHAMBER CAN DO FOR THEM. WE HAVE HAD 113 NEW MEMBERS JOIN SINCE OUR PRESENTATION LAST YEAR. 70 OF THEM WERE FOR THE MEMBERSHIP EVENT WE HELD IN APRIL THAT SOME OF YOU AND THE CITY STAFF DISSIPATED IN, THANK YOU VERY MUCH FOR THAT PARTICIPATION AND HELP. THAT

HELPED US GET A 10 PERCENT NET INCREASE IN MEMBERSHIP DURING THE HARDEST YEARS EVER IN THE BUSINESS COMMUNITY. WE REALLY THINK YOU FOR YOUR INVOLVEMENT AND HELP IN THAT EVENT. SOME THINGS THAT WE HAD GOING IN 2020 OUR STRATEGIC LAND. WE HAD TO MAKE SOME CHANGES BECAUSE OF SOME OF THE THINGS THAT WE WEREN'T ABLE TO DO SINCE COVID HIT AND SOME THINGS THAT WE WERE ABLE TO START BUT COULD NOT COMPLETE. WHAT WE DID WAS IN 2021 AT THE BOARD RETREAT THE STRATEGIC PLAN WAS REVISED AND REVISITED AND REVISED. THAT COVERS ASK NEXT OF EACH OF THESE THINGS THAT YOU CAN THE. ONE OF OUR PRIMARY GOALS WAS TO APPLY FOR ACCREDITATION WITH THE US CHAMBER. THAT GOAL WAS ACCOMPLISHED THE APPLICATION FILE HAD BEEN SUBMITTED AND WE SHOULD KNOW SOMETIME IN NOVEMBER WHEN THE ACCREDITATION BOARD MEET WHERE WE ARE ON THAT. WHAT IS ACCREDITATION AND WHAT DOES THAT MEAN FOR US? THESE ARE THE NINE AREAS THAT ARE REVIEWED FOR COULD EDITION FOR A CHAMBER. EACH IS VERY DETAILED AND INTENSIVE FOR EXAMPLE IN GOVERNMENT WE HAD TO SUBMIT COPIES OF OUR ARTICLES OF INCORPORATION AND AMENDMENTS TO THOSE. WE HAD TO SUBMIT CURRENT BYLAWS OUR ORGANIZATIONAL CHART FOR THE BOARD AND STAFF. WE HAD TO ADMIT BOARD TRAINING DOCUMENTS, BOARD COMMITMENT WARMS, COMMITTEE STRUCTURE AND TRAINING. WE ALSO HAD TO HAVE A LEGAL REVIEW OF THE BYLAWS AND THE HR POLICY AND IN THE FINANCE SECTION WE HAD TO HAVE AN AUDIT AND A REVIEW AND PROVIDE COPIES OF OUR FINANCIAL STATEMENTS AND POLICIES. ALL OF THAT TO SUBMIT TO THE CHAMBER FOR ACCREDITATION. THERE ARE ONLY 194 CHAMBERS IN THE UNITED STATES THAT ARE CURRENTLY ACCREDITED OUT OF 7000 CHAMBERS. THAT IS LESS THAN THREE PERCENT. IF YOU TALK ABOUT WANTING TO BE IN THE UPPER ECHELON WE WANT TO BE IN THAT THREE PERCENT. MOVINGON THE CONVENTION AND VISITORS BUREAU WAS SOMETHING THAT IS GOING TO BECOME A THING HERE.

WE UNDERSTAND THE DECISION LIES WITH THE CITY COUNCIL ANY NEED TO LOOK AT ALL THE OPTIONS THAT WILL BE AVAILABLE TO YOU WE CONTINUE TO BELIEVE THAT THE CHAMBER IS IN THE BEST POSITION TO SERVE AS THE CVB /DMO THE DESTINATION MARKETING ORGANIZATION. WE ARE THE VISITORS INFORMATION CENTER ALREADY AND HAVE BEGUN LOOKING AT WAYS TO MARKET TOURISM ASPECTS OF THE CITY. MICHAEL CONTINUES TO WORK TO OBTAIN HIS TDM TEXAS DESTINATION MARKETER DESIGNATION. MORE LETTERS BEHIND HIS NAME. ALSO LETS HIM KNOW WHAT'S GOING ON IN THE CITY AND WHAT WE WANT TO ATTRACT PEOPLE TO. WE HAD OUR GOLF TOURNAMENT LAST YEAR AND INSTEAD OF THE NORMAL SHOP AND START WE HAD TEA TIME SO EVERYBODY WAS GATHERED TOGETHER AT DIFFERENT TIMES. IT EVERYBODY APART, WE FOLLOWED THE PROTOCOL AND WE FOLLOWED THAT UP WITH SHOPS SMALL SATURDAY AND SMALL BUSINESSES AND PEOPLE WERE STILL TRYING TO GET OUT BUT WE HAD A NEW GAME WE CALLED ROUTES AWFULLY AND YOU WENT TO DIFFERENT BUSINESSES AND PURCHASE SOMETHING OR DID SOMETHING THERE AND THEN YOU CAME BACK AND WE HAD A RAFFLE AT THE CHAMBER. IT HAD A GOOD FOLLOWING WITH THAT. WE FOLLOWED THAT UP WITH OUR SUNSET SANTA 5K AND A LIGHTING OF THE CHAMBER. WE HAD A LIGHTING OF THE CHAMBER A RIBBON-CUTTING FOR THE CHAMBER AND WE HAD A SNOW GLOBE AND SANTA WAS. THAT WAS ATTENDED VERY WELL. OUR 2021 ANNUAL BANQUET WAS MOVED TO THE END OF MARCH BECAUSE WE COULD DO THAT IN JANUARY STILL HARD TO GET OUT AND WE PUSH THAT OFF TO MARCH. IRONICALLY IT WAS A MASQUERADE BALL. WE ACTUALLY THOUGHT ABOUT THAT WELL BEFORE COVID AND MASKS CAME IN SO WE WORE THEM ON OUR EYES AND NOT ON OUR MOUTH. THE FREEDOM 5K WENT WELL. IT WAS ONE OF THE

AND FINALLY, WE JUST COMPLETED OUR HOMETOWN HEROES AWARDS BANQUET AND THE PRESENTING FOUNDER OF BAYLOR SCOTT AND WHITE WERE WE HONORED OUR FIRST RESPONDERS, TEACHERS AND CIVIL, NURSES AND DOCTORS AND OUR VETERANS AND THE HERITAGE HALL OF FAME WINNER AND THE BIG R PACESETTER. WE ALSO HAD OUR REAL-LIFE SUPERHEROES THERE IT ANY OF YOU WERE THERE AND SAW THEM I HOPE YOU GOT YOUR PICTURE WITH CAPTAIN AMERICA AND CAPTAIN MARVEL. OKAY, OUR PROGRAM, WE CONTINUE WORKING WITH THEM AND WE ARE FOCUSED ON GROWING AND IMPROVING THEM EVERY YEAR. WE HAVE REVISED THE LEADERSHIP ROWLETT PROGRAM SOMEWHAT MAKING IT MORE FOCUSED ON LEADERSHIP AND THAT'S WHAT IT'S ALL ABOUT. AND, HOW TO BECOME A LEADER AND A BETTER LEADER. LIKE I SAID BEFORE, MANY ASPECTS OF THE SAME BUT WE FOCUSED ON THE PEOPLE THAT WERE COMING IN THAT WERE IN A LEADERSHIP TYPE ROLE. THEY WERE MOVING TOWARD LEADERSHIP IN THEIR BUSINESSES OR THEY WERE BUSINESS OWNERS WHICH IS A BUSINESS LEADER IN ITSELF. SO, WE FEEL THAT ASPECT WERE GETTING GOOD IMPROVEMENTS ON THAT. ROWLETT YOUNG PROFESSIONALS AND THE ROWLETT PROFESSIONAL WOMEN'S PROGRAMS CONTINUE TO MAKE IMPROVEENTS AND GROW AND THEY ARE GROWING WITH THEIR NETWORKING OPPORTUNITIES AND ALSO LEADERSHIP ELEMENT. WE TRANSITIONED TO MAKE IT PCONNECTION FROM TOTALLY ON ZOO BACK TO IN PERSON EVENS AND IS NOW HOSTED BY ONE OF OUR MEMBERS THAT IS OVER AT THE BULL AROMA EVERY THURSDAY MORNING HERE THE NUMBERS ARE LOWER THAN THEY WERE PRIOR TO COVID BUT THEY ARE STAYING STEADY AND THEY WILL INCREASE AS TIME GOES BY, WE ARE SURE.

WE CREATED A NEW PROGRAM THAT WE CALLED THE RC CHAMBER ELF.

I DON'T KNOW IF YOU HEARD ABOUT THAT LAST YEAR BUT IT WAS A HUGE HIT WITH SMALL BUSINESSES AND SEVERAL LOCAL RESIDENTS WHO CAME OUT AND HAD SOME GOOD PETITION. THIS GOT PEOPLE OUT IN THE COMMUNITY VISITING SMALL BUSINESSES AND NOT JUST ONE, THEY HAD TO GO SEARCH AROUND FOR RC TO FIND IT. IT HELPED THE COMMUNITY AS WELL AND THE OTHER BUSINESSES. THE ROBUST GRANT ADMINISTRATION CHAMBER THE ROWLETT COED AND CHAMBER FOUNDATION WHO ADMINISTERED FIVE GROUNDS OF THE ROBUST GRANT. THANKS TO THE CITY COUNCIL IN THE CITY STAFF WERE ABLE TO PROCESS DOZENS OF REQUESTS THROUGH MULTIPLE ROUNDS AND WILL ULTIMATELY HAVE DISPERSED JUST UNDER $1 MILLION TO SMALL BUSINESSES AND NONPROFIT. THAT WAS A VERY SUCCESSFUL PROGRAM. OUR TEAM FOR THIS YEAR, I AM THE CHAMBER OF THE BOARD, WE HAVE TORI OWENS THE COO AT BAYLOR SCOTT AND WHITE IS OUR CHAIRMAN ELECT SHEILA HERE IS THE PAST CHAIR AND ALSO THE FOUNDATION CHAIR. THEN WE HAVE MICHAEL OUR PRESIDENT AND CEO. THAT IS YOUR CHAMBER TEAM GOOD AND SUPPORTING STAFF. OF COURSE. WHAT DO WE HAVE UPCOMING. WE ARE CURRENTLY REVIEWING A PROGRAM OFFERED BY THE US CHAMBER FOUNDATION THAT PROVIDES A STRUCTURE FOR CREATING A WORKFORCE AND TALENT DEVELOPMENT PROGRAM BASED ON THE NEEDS OF THE BUSINESS COMMUNITY. WE HAVE LEARNED FROM PAST YEARS THAT THIS IS SOMETHING WE REALLY NEED TO DO.

THE PROGRAM WILL BE COURT NEEDED BY THE CHAMBER AND RAN BY BUSINESSES INVOLVED. WE ARE GOING TO BECOME MUCH MORE INVOLVED WITH FEDERAL LEVEL ADVOCACY. DURING COVID WE WERE INVOLVED WITH A SOMEWHAT REACTIONARY LEVEL MEANING WE RESPONDED IN A COMMUNICATION SENT OUT BY PARTNERS OF THE TEXAS ASSOCIATION OF BUSINESS AND NORTH TEXAS COMMISSION. WE WILL DEVELOP OUR OWN LEGISLATIVE AGENDA TO DELIVER TO OUR CONGRESSMEN AND SENATORS IN DC ALONG WITH THE ONE WE HAD AT THE STATE LEVEL. WE NEED TO UP OUR GAME A LITTLE BIT, LEVEL UP. WE ARE IN THE PROCESS OF SETTING UP AN ECONOMIC DEVELOPMENT PARTNERSHIP LUNCHEON WITH KENT DONAHUE GIVING IN UPDATE ON SAPPHIRE BAY. WHEN WE SPOKE TO HIM ABOUT THAT WE STILL DETAILS TO WORK OUT AND WHEN THAT'S GOING TO BE. THAT IS SOMETHING THAT IS IMPORTANT TO EVERYBODY IN THE COMMUNITY AND THEY WANT TO KNOW WHERE IT IS. IT'S ALSO A FACT THAT SMALL BUSINESSES THAT THRIVE EMPLOY 57 PERCENT OF THE WORKFORCE AND THEY PAY JUST UNDER 50 PERCENT OF THE PAYROLL. THEY ACCOUNT FOR 64 PERCENT OF NEW JOBS CREATED EVERY YEAR. NINE PERCENT ARE OWNED BY VETERANS, 18 ARE MINORITY OWNED. 41 PERCENT BELONG TO MILLENNIAL'S AND 40 PERCENT ARE WOMEN OWNED. WITH THOSE DEMOGRAPHICS WE WANT TO PROMOTE THAT ENTREPRENEURSHIP.

WE WANT TO CREATE AN ENVIRONMENT AND ECOSYSTEM TO PROVIDE EQUAL ACCESS AND OPPORTUNITY TO EVERY ENTREPRENEUR AND HELPS THEM THRIVE AND SURVIVE AND NOT HAVE THAT HUGE NUMBER OF FAILURES EVERY YEAR. WHAT'S NEXT? OVER THE NEXT YEAR WE PLAN TO CONTINUE GROWING AND WE WILL HAVE OUR ANNUAL BOARD RETREAT WHERE THE STRATEGY AND GOALS WILL BE REVISITED AND THOSE WILL OBVIOUSLY INCLUDE EFFORTS TO MAINTAIN THE GROWTH OF THE MEMBERSHIP AND INCREASE NON-DUES. WE WANTED TO, THE CREATION OF THE MEMBER BENEFITS TASK FORCE. WE WILL TAKE A LOOK AT THE TEARS AND SEE WHERE THEY NEED TO BE. WE HAVE FOUR DIFFERENT TEARS AND WE WANT TO MAKE SURE THOSE FOR THE BUSINESSES THAT ARE OUT THERE NOW. WE ALSO WANT TO SHOW YOU THAT MICHAEL IS GOING TO COMPLETE THE INSTITUTION ORGANIZATION MANAGEMENT IN NOVEMBER AND AWARD THAT IOM DESIGNATION. LAURA WILL COMPLETE THE CENTER FOR CHAMBER OF COMMERCE EXCELLENCE IN FEBRUARY 2022 AND THAT IS THE CCC PROFESSIONAL DEVELOPMENT PROGRAM OFFERED BY THE TEXAS CHAMBER OF NUMBER AND THE ASSOCIATE AT TEXAS A&M. LAURA WILL GIVE YOU THAT. AND MICHAEL WILL EARN THE TEXAS DESIGNATION MARKETING THROUGH THE T ACV AND HE SHOULD COMPLETE AT LAKE 22. HE'S ALREADY STARTED TRAINING ON THAT AND HOW TO MAKE THAT WORK.

WE HAVE TRAINING FOR THE CHAMBER STAFF AND WE COORDINATE WITH THEM AND WE GET COMMUNICATIONS FROM THEM REGULARLY ON CLINICAL THINGS, BILLS, ALL THAT STUFF. WE ALSO WORK WITH THE NORTH TEXAS COMMISSION OVER THE LAST COUPLE OF YEARS WE BEEN PART OF THE NORTH TEXAS LEGISLATIVE COUNCIL OF CHAMBERS SO WE PARTNER WITH THEM ON THAT AND WE HAVE ANOTHER ORGANIZATION THE NORTH TEXAS CHAMBER EXECUTIVES WHERE WE MEET FOR TRAININGS AS WELL. DO PARTNER WITH THEM AND COLLABORATE. IF STATE ISSUES COME UP WE WILL PARTNER TOGETHER. FOR THAT I BLAME FORMER LEADERSHIP OF THE CITY FOR NOT HAVING THE FORWARD THINKING VISION DECADES AGO FOR OUR COMMUNITY TO TAKE ADVANTAGE OF THIS ASSET THAT OUR COMMUNITY HAS AND THAT WE ARE SURROUNDED BY. I ASKED THIS ITEM TO BE PUT ON THE AGENDA BECAUSE I JUST WANTED AN UPDATE FOR THE PUBLIC AND FOR COUNSEL. THERE'S SO MANY THINGS GOING ON IN THE WHOLE FOUR-DOOR FELT LIKE NEEDED SKIN OF AND I APPRECIATE YOU BEING HERE GARY.

I'M HERE TO DISCUSS THE PROJECTS IN THE ROWLETT EAST AREA THAT WOULD COINCIDE WITH THE EYE 30 IMPROVEMENTS. I'M VERY EXCITED ABOUT THE BENEFITS THAT PROJECT WILL PROVIDE OUR RESIDENT AND I PREFER THE MORE FAVORABLE SCHEDULE, MOST DEFINITELY. HOWEVER, THEY'RE ALL SEVERAL NEEDS IN THE NORTH TEXAS REGION AND EVERYONE IS VYING FOR THE SAME DOLLARS SO HE FEELS FORTUNATE THAT ROWLETT IS RECEIVING THIS AND AS THE DIRECTOR I'M EXCITED ABOUT THE IMPROVEMENT IN THE INFRASTRUCTURE. LIKE I SAID, THERE'S SEVERAL PROJECTS FUNDED IN THE SOUTHEAST CORNER OF ROWLETT AND SOME OF THE PROJECTS WILL BE CONSTRUCTED CONCURRENTLY WITH THE EYE 30 IMPROVEMENTS. WHAT ADDS A LITTLE EXTRA DIFFICULTY OF TRAFFIC MANAGEMENT IS THE AREA THAT IS LOCATED NEAR LAKE RAY HUBBARD SO IT HAS AN ALTERNATE ROUTE. SCHEDULE OF CONSTRUCTION, THE INFORMATION WILL BE CRITICAL TO NOT CAUSE ADDITIONAL TRAFFIC ISSUES. ONE OF THE QUESTIONS IS, HOW DO WE GET ALL THESE PROJECTS STACKED TOGETHER AT THE SAME TIME? PROJECTS HAVE BEEN UNDER CONSIDERATION FOR YEARS EXCEPT FOR 24 INCH WATER LINE DOWNTOWN. THE MILLER ROAD EXPANSION DISCUSSION STARTED IN 1993 WHEN THEY WANTED TO PAY FOR CHEYENNE ALL THE WAY TO DELL ROCK IN THE PROJECT WAS UNDERFUNDED AND THEY WENT TO CHEYENNE TO EAST OF PG BT WHICH WAS NOT IN EXISTENCE AT THAT TIME. THAT'S HOW LONG THIS PROJECT HAS BEEN ON THE BOOKS. UNFORTUNATELY, TRAFFIC DRIVES FUNDING AND WHERE DOES THE FUNDING GOES, WHERE THE CRITICAL AREAS ARE CONGESTION. THE REASON YOU LOOK AT THE CRITICAL AREAS THAT'S WHAT GETS FUNDED AND LET US OTHERS WAY MORE NEEDS IN THE AREA THAN THERE ARE FUNDS. THAT'S A BIG FACTOR. SOME OF THE FUNDS YOU RECEIVED HAVE TIME RESTRICTIONS ON IT THE MC IP FROM DALLAS COUNTY REVIEW US EVERY FIVE YEARS AND IF YOU DON'T SPEND THE MONEY AFTER 10 YEARS THEY HAVE THE RIGHT TO TAKE THAT MONEY BACK AND REALLOCATED TO OTHER PROJECTS. AND, IF YOU SEE THE BOTTOM LAST BULLET POINT THAT'S ALL THE AGENCIES WE WERE DEALING WITH. WE HAVE TO MEET ALL THE REQUIREMENTS TO DESIGN AND DELIVER THE PROJECTS. AS YOU CAN SEE THAT'S VERY TIME-CONSUMING GO THROUGH EACH ONE OF THOSE PROCESSES WORKING WITH MULTIPLE AGENCIES LIMITS OUR PROJECT SCHEDULING CONTROL. I 30 AND STATE HIGHWAY 66 ARE STATE ROADS SO TEXAS DOT IS TAKING THE LEAD ON THEM AND THEY MANAGED TO SCHEDULE IT. THAT AREA WILL BE UNDER CONSTRUCTION FOR MANY YEARS AND WE NEED TO PROVIDE THE MOST CURRENT CONSTRUCTION UPDATE SO THE TRAVELING PUBLIC AND MAKE THE BEST DECISIONS IN THEIR ROUTES.

SO THE PROJECT WILL RING MUCH-NEEDED CAPACITY TO MOVE VEHICLES THROUGH OUR CITY. WE ASKED TO BE PATIENT AND SYSTEMATICALLY MOVE THROUGH THE CITY WHEN THE TRAFFIC IS BACKED UP I RECEIVE CALLS TO CHANGE THE TIMING ON THE TRAFFIC SIGNALS AND THAT MAKES IT WORSE BECAUSE WERE JUST PUSHING THE PROBLEM DOWN THE ROAD TO ANOTHER AREA THAT IS ALREADY CONGESTED PEER THE MOST EFFICIENT WAY IS TO FOLLOW THE SIGNALS AND ALSO DRIVE SAFE AND NOT ADD TO THE CONGESTION. ALL THESE PROJECTS SIT WITHIN THE TRANSPORTATION INFRASTRUCTURE IN SIX POINT OR IS IMPROVE TRAFFIC FLOW ACROSS ALL TRANSPORTATION MODES IT JUST DIDN'T SAY TO DO THEM ALL AT ONE TIME. SO, THIS RIGHT HERE IS AN OVERVIEW OF ALL THE PROJECTS TO SEE WHAT PROXIMITY THEY ARE TO EACH OTHER.

THERE'S I 30, MILLER ROAD, PUGET ROAD, STATE HIGHWAY 66 IN DELL ROCK INTERSECTION IMPROVEMENTS IN THE DELL ROCK TO FOUR INCH WATER LINE. THE END OF THE PRESENTATION I WILL HAVE A SUMMARY OF THE SCHEDULES THAT IS EASIER TO READ AND I'LL TALK ABOUT THE SCHEDULES AS I GO THROUGH EACH PROJECT AND A CHART THAT IS HERE TO READ SO YOU CAN SEE HOW THEY OVERLAP.

SO, THE FIRST PROJECT, I 30 PHASE 1 OF IT IS CONSTRUCTION FROM BASS PRO DRIVE TO JUST EAST OF DELL ROCK ROAD. THAT IS GOING TO ENTAIL A SERVICE ROAD, RECONSTRUCTION OF THE BRIDGE OF DELL ROCK INTERCHANGE, CONSTRUCT THE SAPPHIRE BOULEVARD RIDGE AND ADD MUCH-NEEDED MAINLINES. THE PROJECT IS FUNDED AND ALREADY STARTED THERE AND AUGUST 2 WAS THE START DATE AND IS SCHEDULED TO BE COMPLETED BY MARCH 2024.

I DO KNOW THAT I SET IN THE MEETING WITH TEXAS DOT AND THEY PROVIDED TWO LANES OF CONSTRUCTION AND THEY WILL START WITH THE SERVICE ROAD. I ADDED THE COST OF THE PROJECT ON THEIR JUST SO WE COULD SEE WITH THE MAGNITUDE OF THE PROJECTS ARE. THIS RIGHT HERE IS AN EARLY RENDITION OF THE EYE 30 IMPROVEMENTS AND THE ONLY THING I SEE DIFFERENT ON HERE WOULD BE DELL ROCK GOING SOUTH WEST AND I 30 IS GOING TO BE A FLY UNDER THE SAPPHIRE BAY BRIDGE. THAT'S ANA GOOD INDICATION OF WHAT IT WILL LOOK LIKE. THE NEXT PROJECT IS MILLER ROAD. IT'S GOING TO IMPROVE IT FROM DELL ROCK ROAD TO EAST OF THE RAILROAD TRACKS AND AS YOU CAN SEE IN THE MAP KEY INTERSECTION. THEY WILL CONSTRUCT THE FINAL INTERSECTION WITH SHE'S A AND MILLER PROJECT. THIS IS THE CURRENT CONDITION OF MILLER ROAD IN FRONT OF AN ELEMENTARY SCHOOL AND AS YOU CAN SEE IT IS A TWO-LANE ASPHALT ROAD WITH A NARROW SIDEWALK INTO THE LEFT OF THE PICTURE IS THE OPEN AIR GRASS AREA WHICH WE WILL DO THE EXPANSION LANES. WE WILL KEEP THE CURRENT ROAD OPEN UNTIL THE NEW ROAD IS CONSTRUCTED HOWEVER, THERE MIGHT BE A COUPLE OF CROSSINGS WHERE WE MIGHT HAVE TO BLOCK THE ROAD AND WE HAVE A MECHANISM TO PROVIDE INFORMATION ON THAT SPACE. ON THE ROAD CLOSURES.

ALL OF THE RIGHT-OF-WAY NECESSARY HAS BEEN OBTAINED AND THE NEXT THING IS FOR ENCORE TO MOVE THE UTILITY POLES THAT WERE NOT IN PICTURE THERE ON THE LEFT. AND, WE ARE PROJECTING TO START THE PROCESS DECEMBER OF THIS YEAR HOWEVER, I DON'T KNOW IF ENCORE HAD TO SEND RESOURCES EAST TO HELP WITH THE HURRICANE SO WE WILL KEEP UP-TO-DATE ON THE PROJECT START BUT IT IS PROJECTED TO START DECEMBER 2021. THE NEXT PROJECT IS SHE'S A ROAD TO MILLER ROAD THIS IS SOUTH OF MILLER AND YOU CAN SEE THERE'S TWO-LANE ASPHALT NO GUTTER AND LESS THAN A HALF-MILE FROM THE ELEMENTARY SCHOOL. THE NEW ROAD WILL HAVE TURN LANES AND A SIDEWALK. WHAT IS IMPORTANT ABOUT THE ROAD IS THAT WE WILL NOT CONSTRUCT THAT ROAD UNTIL IT IS COMPLETE OR PASSABLE. IT'S VERY IMPORTANT AS YOU CAN SEE THERE ARE LIMITED AVENUES TO MANEUVER AND THAT'S THE DECISION THAT WE MADE TO HELP ALLEVIATE SOME OF THE TRAFFIC CONCERNS. THERE IS A 400 FOOT SECTION THAT IS IN NEED OF REPAIR IN ITS BEHIND AND WE WILL ASK COUNSEL FOR APPROVAL IN THE COMING MONTH TO RECONSTRUCT THAT ONE AREA. IT WILL BE SEVERAL YEARS BEFORE THAT ROAD IS RECONSTRUCTED. WE DON'T KNOW WHAT KIND OF DELAYS THAT WE COULD ADD. IT COULD BE MORE COVERT ISSUES SO THE ROAD IS IN WORSE SHAPE AND IT NEEDS TO BE ADDRESSED. WE WILL DISCUSS THAT IN A FUTURE COUNCIL MEETING. STATE HIGHWAY 66 AND DELL ROCK INTERSECTION IMPROVEMENT. THIS IS A TEXAS DOT PROJECT WITH DELL ROCK COUNTY IN THE CITY OF ROWLETT TO PROVIDE FUNDING TO IMPROVE THE INTERSECTION AS ADDITIONAL TURN LANES, LEFT TURN LANES AND WRITE TURN LANES AND THIS PROJECT IS INTO FATED TO START IN MAY 2023. THIS PICTURE IS STATE HIGHWAY 66 WESTBOUND AT DELL ROCK IN THE GRASSY AREA TO THE RIGHT RIGHT BEFORE THE TRANSMISSION LINES WILL BE A LONG D CELL LANES AND DEDICATED RIGHT TURN LANE AND DEDICATED LEFT TURN LANE SO WE CAN HAVE A 30 FOOT ON 56 AND THEN IF YOU WANT TO GO NORTH THIS IS ANOTHER SECTION OF THE INTERSECTION OF THE ROAD

SOUTHBOUND AND THE GRASSY AREA ON THE RIGHT WILL BE ANOTHER DEDICATED RIGHT TURN LANE WITH THE MERGE LANE ON 56 AND DEDICATED LEFT TURN LANES WITH A LONGER STACKING AND WE WOULD GO THROUGH THAT INTERSECTION. I GO THROUGH THERE ABOUT EVERYDAY AND THREE CARS CAN GET THROUGH THERE BEFORE THE LIGHT CHANGES ON YOU AND THAT NEEDS TO BE IMPROVED THROUGH THAT AREA. THE 24 INCH WATER LINE IS DOWNRIGHT PRINCETON TO THE EYE 30 AREA IDENTIFIED IN THE 2015 CIP EIGHT AND WAS NOT IN THE LONG-TERM ASTRA PLAN BECAUSE THE CITY DID NOT OWN THAT PROPERTY. WE HAD TO MAKE THAT ADJUSTMENT AND THIS IS DRIVEN BY DEMAND AND BAYSIDE AND SAPPHIRE BAY ARE UNDER CONSTRUCTION AND WE NEED TO GET THE WATER THERE BEFORE THE DEMAND REQUIRES IT. THIS PROJECT IS TO START DECEMBER 2021 AND COMPLETED DECEMBER 2022. HERE IS THE MAP THAT SHOWS THE SCHEDULES. THE PURPLE ONE IN THE MIDDLE IS THE I - 30 PROJECT WHICH STARTED AUGUST 2, THE LIGHT BLUE ONE IS GOING TO START DECEMBER 2021 AND THE BOTTOM DARK LINE IS DALROCK WHICH WILL START DECEMBER 2021 AS WELL AND THE INTERSECTION WITH THE MAROON AND PURPLE THE MAROON NUMBER IS CHIESA WHICH WILL BE A SHOVEL READY PROJECTS WHEN MILLER ROAD IS COMPLETE.
