AND WHEREAS THE POWER OF TECHNOLOGY IS WIELDING A HUGE IMPACT ON THE WORLD AND SUPPORTED BY IT PROFESSIONALS WHO ARE HIGHLY EDUCATED AND SKILLED US WORKFORCE OF NEARLY

2 MILLION PEOPLE A NUMBER WHICH CONTINUES TO GROW DURING THE PAST DECADE. AND WHEREAS CLOUD COMPUTING MOBILITY, BIG DATA AUTOMATION AND SOCIAL TECHNOLOGIES COME COMMON ELEMENT FOR GOVERNMENTS OF ALL SIZES. AND CYBERSECURITY BECOMES A CONSTANT CONCERN THE NEED FOR EMPLOYEES WITH TECHNICAL EXPERTISE IS GROWING. AND WHEREAS BOOMING TECHNOLOGY, ECONOMIC AND DEMOGRAPHIC SHIFTS INTO YOU TO RAPIDLY CHANGE OUR WORLD IS MORE IMPORTANT THAN EVER FOR ORGANIZATIONS FROM SMALL BUSINESSES TO GOVERNMENT AGENCIES TO EMBRACE EFFECT OF INFORMATION TECHNOLOGY PRACTICES. I HAVE WORKED WITH HIM ON A NUMBER OF OCCASIONS OVER THE LAST FEW YEARS WITH VETERANS AND PRIMARILY HOMELESS VETERANS. HE WORKS PATROL, WORKS NIGHT SHIFT AND COMES ACROSS THEM ON A REGULAR BASIS. BACK BEFORE THERE WAS A THIRD WATCH OR THE ROCK OR DOOM STRIKE THERE WAS GLENN GARRISON. AND, ME. HE WOULD CALL ME SOMETIMES, 2:00 IN THE MORNING AND SAY I'VE GOT A VET AND HE IS NOWHERE TO STAY WHAT CAN WE DO? SOMETIMES I COULD RESPOND AND SOMETIMES I COULDN'T. IN THE TIMES THAT I COULDN'T HE WOULD GO OUT OF HIS OWN POCKET TO PUT HOMELESS VETERANS UP IN A HOTEL AND GET THEM A SHOWER OR A MEAL. NOT JUST ONCE, TWICE OR THREE TIMES BUT MULTIPLE TIMES SINCE I HAVE MET HIM HE HAS DONE THAT IN SERVICE TO THE CITY OF ROWLETT TRYING TO MAKE THAT INDIVIDUALS POSITION IN THAT MOMENT IN TIME A LITTLE BIT BETTER. HE HAS BEEN OVER TO THE V ROCK ON MORE THAN ONE OCCASION AND TALK TOUGH LOVE WITH A MARINE VETERAN WHO HAD GONE ASTRAY.

AND, IT IS NOT ALWAYS PRETTY, THOSE KINDS THINGS BUT WHEN DRUGS STRIP YOUR MIND SOMETIMES THEY TAKE YOU TO PLACES THAT ARE NOT GOOD. HE HAD THE WHEREWITHAL TO SIT DOWN AND DO HIS BEST TO TRY TO CANCEL THAT PERSON AND SET THEM ON A DIFFERENT PATH MARINE TO MARINE. THE MORE OFTEN THAT WE DID THESE KINDS OF NAMES AND WORK TOGETHER HE WOULD BRING THE VETS OVER TO THE V ROCK THE GREATER MY RESPECT FOR HIM AND THE FACT THAT HE WAS WILLING TO - IT WASN'T JUST THE JOB OR WHAT HE PLANNED TO DO WAS TO PERSONALLY INVEST HIMSELF IN HELPING THESE PEOPLE AND THAT MEANS A LOT TO ME AND IT ENDEARED ME TO HIM HIS WILLINGNESS TO GET BACK TO THE COMMUNITY SO, IT IS MY HONOR TO RECOGNIZE YOU AS ONE OF ROWLETT'S SWORN BROTHERS. FIRST AS YOU CAN SEE, IS THE BUDGET FOR THE AUTHORIZED IMPROVEMENT. JUST A COUPLE OF ITEMS THAT I WANT TO HIGHLIGHT IN THIS TABLE IN FRONT OF YOU. THERE HAVE BEEN SOME BUDGET CHANGES BETWEEN THE LINE ITEMS AND YOU CAN THERE HAVE BEEN NO CHANGE TO THE AGGREGATE BUDGET. THIS HAS ALLOWED UNDER THE PID ACT FOR LINE ITEMS TO CHANGE SO FAR AS THE AGGREGATE DOES NOT INCREASE. IF IT WERE TO

WE ARE NEARING THE END OF THE PID FUNDING AND THERE STILL IS ABOUT $6.6 MILLION AND OF THE 18 CLOSE TO $19 MILLION THAT ARE CLOSE TO BE FUNDED MOST OF THAT IS TIED TO THE CONSTRUCTION OF THE LAGOON WHICH IS OCCURRING LATER ON DOWN THE ROAD. SECOND ITEM, ADDRESSING ANY CHANGES TO THE DEVELOPMENT PLAN, YOU CAN SEE IN THE LEFT-HAND COLUMN THE VARIOUS LOT TYPES OR CLASSIFICATIONS THAT ARE PROPOSED TO BE DEVELOPED IN THE SOUTH IMPROVEMENT AREA. THE THREE I WILL HIGHLIGHT THIS EVENING ARE THE OFFICE, TOWNHOMES AND MULTIFAMILY. YOU CAN SEE THOSE HIGHLIGHTED IN THE FAR RIGHT COLUMN AS THERE HAVE BEEN SOME CHANGES THERE WAS A REDUCTION OF PROPOSED OFFICE SQUARE FOOTAGE FROM 675,000 SQUARE FEET DOWN TO 600,000 SQUARE FEET. THE TOWNHOMES INCREASED FROM 96 PROPOSED UNIT TO 134 AND THERE WAS A DECREASE IN PROPOSED MULTIFAMILY DEVELOPMENT FROM 1200 DOWN TO 1000 1200 UNITS. OVERALL WE DID REPRESENT A PROJECT DID DECREASE IN EVALUATION OF $12.4 MILLION FROM THE PREVIOUSLY APPROVED DEVELOPMENT PLAN AND AT THIS POINT IN TIME IT DOES NOT HAVE AN IMPACT AS FAR AS ASSESSMENTS AND HOW THOSE ARE ALLOCATED. THE BOTTOM LINE IS THE CURRENT OUTSTANDING BALANCE OF THE SOUTH IMPROVEMENT AREA BONDS AT 35 MILLION PLUS. THE NEXT ITEM TO VISIT IS THE ANNUAL BUDGET FOR THE DISTRICT WHICH INCORPORATES THE PRINCIPAL AND INTEREST COMPONENTS FOR THE BOND ALSO THE ADMINISTRATIVE EXPENSES REQUESTED FOR THE UPCOMING YEAR. WHAT I WOULD LIKE TO HIGHLIGHT ON THIS TABLE, YOU CAN SEE THERE'S ABOUT A 108,000 DIFFERENCE IN THE INSTALLMENT. LAST YEAR WHAT WAS BILLED TO THE PROPERTY OWNERS WAS APPROXIMATELY 2.9 MILLION AND THIS YEAR IS OVER 3 MILLION. THE REASON I WANT TO PHIGHLIGHT THIS IS YOU CAN SEE IN THE MIDDLE OF THE TOP TABLE THE EXPENSES ARE ALMOST THE SAME. THERE IS A VERY MINIMAL DIFFERENCE. THE REASON FOR THAT NET BILLING TO THE PROPERTY BEING DIFFERENT, YOU CAN SEE ON THE BOTTOM HALF OF THE TABLE IS DUE TO FUNDING SOURCES AND IF YOU WOULD RECALL, SIMILARLY THE ALLOWANCE FOR THE TXDOT THERE WERE OTHER SIMILAR FUNDS TO THAT EARNED THAT WERE APPLIED TO REDUCE WHAT WAS BUILT LAST YEAR AND THAT AMOUNT OF FUNDS ARE NO LONGER AVAILABLE. ON THE BOTTOM HALF OF THE TABLE, EXCUSE ME, BOTTOM HALF OF THE SLIDE SET TABLE CAN SEE HOW THAT ANNUAL INSTALLMENTS, THE $3 MILLION IS APPLIED TO EACH LOT TYPE AND AS I WAS SAYING THE HIGHLIGHTED COLUMN SECOND TO THE RIGHT ANNUAL INSTALLMENTS FOR THE LAST COLUMN CHANGES TO THE ANNUAL INSTALLMENTS FROM LAST YEAR WITH AN INCREASE OF THOSE FUNDING SOURCES. ON JULY 26 RECEIVED A CERTIFIED PROPERTY TAX ESTIMATE IN THE CITY MANAGER DID HIS PROPOSED BUDGET ON AUGUST 3 ON AUGUST 17 WE OPEN THE FLOOR TO PUBLIC COMMENTS REGARDING THE PROPOSED BUDGET AND TAX RATE TO GET RESIDENT INPUT PRIOR TO THE AUGUST 17 SPECIAL WORK SESSION P LAST NIGHT ON SUCH OVER 20 WE HELD A PUBLIC HEARING ON THE PROPOSED BUDGET AND TAX RATE. HERE WE ARE TONIGHT, SEPTEMBER 21 ON A REGULAR COUNCIL MEETING TO ADOPT A BUDGET AND TAX RATE ORDINANCE. THIS SLIDE DETAILS THE MATERIAL CHANGES MADE TO THE ADOPT FUNDS FROM THE CITY MANAGER PROPOSED BUDGET ON AUGUST 4 TO THE BUDGET WE PRESENTED FOR ADOPTION FOLLOWING THE BUDGET SESSION. FTE WAS INCREASED FROM 492.27 TO 497.77 ALL FUNDS COMBINE THE REVENUE INCREASE FROM 144.9 TWO 145 MILLION IN EXPENSES INCREASED FROM 147.6 TWO 148 MILLION. GENERAL FUND REVENUE INCREASE FROM 51.7 MILLION 52 MILLION AND EXTENSIVE INCREASE FROM 52.1 TO 52.5 MILLION AND FOUR ECONOMIC DEVELOPMENT FUND REVENUES MAIN THE SAME AT NINE UNDER 38,000 AND EXTENSIVE INCREASE FROM 783,000 75,000

AND DEBT REVENUE INCREASE FROM 11.4 211.9 MILLION AND EXPENSES ARE MADE THE SAME AT 11.7 MILLION. THE REFUSE FUNDS BUDGETED AT 6.5 MILLION IN REVENUE EXPENSE AND THE DRAINAGE FUND IS BUDGETED AT 1.4 MILLION REVENUE AND EXPENSE GOLF IS BUDGETED AT TWO AND 81,000 IN REVENUE AND TUNER 79 THOUSAND AND EXPENSE. EMPLOYEE HEALTH BENEFIT FUND IS BUDGETED 6.5 MILLION IN REVENUE AND 6.3 MILLION IN EXPENSE. CAPITAL PROJECTS FUND IS BUDGETED AT TO 3.5 MILLION IN BOTH REVENUE AND EXPENSE. THE CHANGES MADE FROM THE ORIGINALLY PROPOSED BUDGET ARE AS FOLLOWS. WE ACCELERATED THE REPAIRS OF KIDS KINGDOM PLAY AREA TURF IN THE FISCAL YEAR 2021 EXPENSE. WE ADDED ONE FIRE INSPECTOR WHICH ILLUMINATED THE NEED TO INCREASE THE FIRED SECTION CONTRACT WE ADDED ONE ADDITIONAL DETENTION OFFICER TO START MIDYEAR AND INCREASED AN ADDITIONAL PART-TIME EMPLOYEE TO FULL-TIME AND WE HAD ONE INTERNAL AUDITOR POSITION AND ADDED AN INTERNAL AUDIT PLAN CITY COUNCIL ALSO INCREASE THE FUNDING FOR THE EMPLOYEE PAY PLAN WITHIN .5 OF THE MARKET. THE FISCAL YEAR 2022 TAX RATE I'M GOING TO GO OVER THESE WILL MORE TIME BECAUSE I KNOW YOU LOVE IT. THE NO NEW REVENUE RATE IS A CALCULATOR RATE WHICH WOULD PROVIDE TAXING UNIT WITH BOX EMILY SAME AMOUNT OF REVENUE IT RECEIVED IN THE YEAR BEFORE ON PROPERTIES TAXED IN BOTH YEARS PROPERTIES RISE IN VALUE AND NO NEW REVENUE TAX RATE GO DOWN AND VICE VERSA. FOR THE PURPOSE OF THE PUBLIC HEARING I WILL ALK ABOUT WHAT IT IS. SO WHY JOIN THE PROGRAM? WHAT IS SPECIAL ABOUT IT END IT IS A WAY FOR COMPANIES WHO MIGHT STRUGGLE TO GET CONVENTIONAL FINANCING FOR PROJECTS. IT SPREADS IT OUT OVER 20 YEARS AND THEY CAN FINANCE THE WHOLE AMOUNT OF THE PROJECT UPFRONT.

A BANK MIGHT WANT YOU TO HAVE A DOWN PAYMENT OR PUT SOME COLLATERAL KIND AS WELL AND SO, THIS IS JUST A BETTER WAY TO FINANCE IT AND KEEP CASH IN THEIR CASH FLOW.
