>> MAYOR, CITY COUNCIL I AM PLEASED TO PRESENT THE URINE UPDATE FROM CITY MANAGER. WHILE 2021 HAD HICCUPS IN TERMS OF WHETHER AN PANDEMIC WE CONTINUE TO SEE NEW CONSTRUCTION AND ACTIVITY AS THE COMMUNITY'S VISION COMES TO LIGHT. AS EXCITING AS THIS PAST YEAR WAS I CANNOT TELL OUR STORY WITHOUT THINKING THE MAYOR AND CITY COUNCIL FOR THE LEADERSHIP YOU PROVIDE THIS COMMUNITY AND OUR ORGANIZATION.

GOOD GOVERNMENTS IS A KEY PILLAR FOR ANY BUSINESS AND I KNOW YOU TAKE YOUR RESPONSIBILITIES FOR OUR CITIZENS SERIOUSLY. I WANT TO RECOGNIZE THE CITY COUNCIL OF THE MANY HOURS, PASSION AND ENERGY YOU PUT INTO SERVING THE CITIZENS OF ROWLETT. BY SUMMONING TIME ON THE PHONE CITIZENS TO ATTENDING GROUNDBREAKING'S AND SPECIAL EVENTS INTO THE DRUDGERY OF MANY HOURS OF MEETINGS I KNOW YOUR PART-TIME JOB SOMETIMES FEELS LIKE FULL-TIME, THANK YOU. AS A RESULT TO NUMEROUS DEVELOPMENT PROJECTS WE'VE EXPERIENCED $762 MILLION IN NEW PRIVATE INVESTMENT IN JUST THE PAST FIVE YEARS AND EXPECT TO SEE ADDITIONAL 1 AND A HALF BILLION DOLLARS OVER THE NEXT 5 TO 7 YEARS. THE PAST YEAR AND AND A HALF HAS BEEN VERY CHALLENGING. TWO YEARS AGO WE DISCUSSED HOW THE COUNTRY WAS THE FASTEST GROWING CITY IN THE COUNTRY BY THE US CENSUS BUREAU. SINCE THAT TIME WE'VE EXPERIENCED A GLOBAL PANDEMIC AND MOST SEVERE WINTER STORM IN RECENT HISTORY. THIS

IS CHALLENGE OUR GOVERNMENT, BUSINESSES AND RESIDENTS AND HAS CERTAINLY AFFECTED OUR FISCAL CAPACITY TO BE FLEXIBLE AND ADDRESS OUR MOST CRITICAL NEEDS. ANOTHER CHALLENGE IS PROPERTY TAXES. PROPERTY TAX RATE REVENUE AND PROPOSED BUDGET ARE BASED ON MADE PARLIAMENTARY VALUES AND BY JULY 25TH WE USUALLY RECEIVE THE FINAL CERTIFIED VALUES.

DUE TO SENATE BILL 2 REQUIRED TIMELINE PROPOSED BUDGETS IN THE FUTURE WILL BE SOLELY ON THE MAY PARLIAMENTARY VALUES RECORDED BY THE APPRAISAL DISTRICT EVEN RECOGNIZING THAT THESE VALUES ARE SUBJECT TO PROTEST REDUCTIONS AND SUBSTANTIAL SWINGS IN REVENUE LOSS DUE TO CEILING VALUES PER THE SCHEDULE ALSO MEANS THAT AT THE TIME OF ADOPTION OF FUTURE BUDGETS AND TAX RATES THERE COULD POTENTIALLY BE A HUGE UNKNOWN FACTOR RELATEDTO OUR SINGLE MOST LARGEST REVENUE SOURCE WHICH IS PROPERTY TAXES. IN SUCH CASE FUTURE BUDGETS ARE LIKELY TO BE AMENDED BY COUNSEL SUBSEQUENT TO THEIR ADOPTION.

AND, FOR THE BEST NEWS, LET'S TALK WATER AND SEWER. AFTER MANY YEARS OF HAVING ONE OF THE HIGHEST RATES IN NORTH TEXAS ROWLETT MONTHLY WATER AND SEWER RATE NOW RESTS SOLIDLY IN THE MIDDLE OF COMPARABLE WATER DISTRICT CITIES AS YOU CAN SEE FROM THIS CHART. THIS HAS BEEN POSSIBLE FOR SEVERAL REASONS INCLUDING A SIGNIFICANT INCREASE IN POPULATION, MODERN RATE INCREASES FROM NORTH TEXAS MUNICIPAL WATER DISTRICT AND THE COMPLETION OF CRITICAL FINANCIAL STRATEGIES EMPLOYED AFTER THE 2012 2015 DROUGHT. I CANNOT THANK OUR FINANCE DEPARTMENT AND CITY COUNCIL FOR THE STRATEGIC PATIENTS THAT WE HAVE HAD TO EXERCISE OVER THE PAST FEW YEARS TO GET TO THIS POINT. I ALSO WANT TO POINT OUT THAT THESE STRATEGIES HELP ROWLETT INCREASE ITS WATER AND SEWER REVENUE BOND RATING FROM A+ TO AA. GREAT NEWS. THE AMERICAN RESCUE PLAN ACT AND THE CARES ACT FUNDING HAS BEEN IMPORTANT FOR US. THAT CARES ACT PROVIDED $3.9 MILLION TO HELP OUR COVID-19 RESPONSE ASSISTING IMPACTED RESIDENTS WITH MORTGAGE AND RENTAL UTILITIES. SMALL BUSINESS EXPERIENCE AND INTERRUPTIONS AND NONPROFIT BUSINESSES, VACCINATION INCENTIVES AND COMMUNITY RESPONSE. OUR PROACTIVE RESPONSE HELP SAVE OUR LIVES AND MINIMIZE BUSINESS INTERRUPTION. HIGH-QUALITY PROJECTS DRIVEN BY OUR COMMUNITY VISION ACCESS TO REGIONAL TRANSPORTATION A STRATEGIC PORTAL BETWEEN DFW IN EAST TEXAS AND EXTRAORDINAIRE MARKET TIMING ARE DRIVING DEVELOPERS TO ROWLETT. MANY BUSINESSES ATTRACTED TO THESE TYPES OF PROJECTS WILL BE UNIQUE TO ROWLETT AND IN SOME CASES TEXAS. THIS DOESN'T HAPPEN BY ACCIDENT. ROWLETT HAS THE RIGHT VISION AT THE RIGHT TIME.

FOR OUR STRATEGIC PLAN TO BE EFFECTIVE NEEDS TO PERMEATE EVERY ASPECT OF OUR OPERATIONS THEREFORE FOR THE PURPOSE OF THIS OPERATION WE WILL FOCUS ON THE SEVEN STRATEGIC PRIORITIES.

COMMUNICATION IS VITAL TO THE PUBLIC AND IN THE LAST YEAR WE HAD OVER 7000 WEBSITE HITS, 100,000 YOUTUBE VIEWS AND NOW

IN ROWLETT WE WANT TO ENSURE OUR CITIZENS RECEIVE VALUE FOR OUR INVESTMENT. WE WANT ROWLETT TO BE THE CITIZENS COMMUNITY OF CHOICE. THE NEW TEXAS COMPTROLLER TRANSPARENT STAR PROGRAM HAS FIVE AREAS. THE CITY OF ROWLETT WAS THE FOURTH IN THE STATE OF OVER 4800 GOVERNMENTAL ENTITIES INCLUDING MUNICIPALITIES AND SCHOOL DISTRICTS TO EARN ALL FIVE STARS. ANOTHER WAY TO KEEP ROWLETT STRONG IS BUILDING COMMUNITY PARTNERSHIPS. THE PEOPLE OF ROWLETT ARE AMAZING PARTNERS AND WE PARTNER WITH NONPROFITS TO KEEP THE CITY OF ROWLETT WELCOMING, SAFE AND BEAUTIFUL. THE CITY OF ROWLETT CREATED THE ROWLETT IMMUNITIES ACTIVE AND DISASTER GROUP IN MARCH OF 2020. JUST AS OUR ATTENTION WAS BEGINNING TO TURN TO COVID. SINCE THEN THE GROUP HAS SPEARHEADED OUR COMMUNITY OUTREACH, ASSISTING RESIDENTS WITH FOOD AND SUPPLIES WHILE THEY ARE SEQUESTERED IN THEIR HOMES DO TO COVID. DURING THE PANDEMIC THE TEAM RESPONDED TO OVER 3000 CALLS ASKING FOR HELP. IN ADDITION TO COMMUNITY OUTREACH OUR COED ALSO LED THE EFFORT TO HELP OUR BUSINESSES WITH THE ROWLETT BUSINESS STIMULANT GRANTS CALLED ROBUST.

90 BUSINESSES HAVE NOW RECEIVED HELP TOTALING $6000. KEEPING ROWLETT STRONG MEANS BEING INCLUSIVE AND INTO A 19 THE CITY CREATED THE ROWLETT DIVERSITY INCLUSION COMMISSION AND SINCE THEN COMMISSION MEMBERS HAVE BEEN APPOINTED REPRESENTING CROSS-SECTIONS OF ROWLETT'S DIVERSE COMMUNITY.

THE DEPARTMENT ALSO CONDUCTED NEARLY 8000 GRID PATROLS PROTECTED CRIME PREVENTION. RESPONSE TIME IS THE TIME THAT THE CALLS ARE RECEIVED BY DISPATCH UNTIL THE FIRST UNIT ARRIVES ON SCENE.

THE STRUCTURE IS CURRENTLY IN FAIR TO POOR CONDITION AND IN OCTOBER 21 NEW FIRE STATION NUMBER 2 WAS OPENED ON TRAIN ROAD. IN OCTOBER OF 2021 THE CITY CONDUCTED AN OFFICIAL APPRAISAL OF THE FACILITY AND PROPERTY. THE ESTIMATED MARKET VALUE OF THE PROPERTY IS $325,000 AND IS SOLD AS IS.

ACCORDING TO THE GENTLEMAN THAT CONDUCTED THE APPRAISAL THE ESTIMATED MARKETING WOULD BE LESS THAN 12 MONTH. THE COST TO DEMOLISH THE FACILITY WOULD BE APPROXIMATELY $27,000.
