THIS GROUP BELIEVED THAT THE ORDINANCES WERE INVALID AS SPOT ZONING AND THAT THE PROCESS OF THEIR ADOPTION WAS ILLEGAL. THESE CITIZENS FILED A LAWSUIT SEEKING THE DECLARED PANNED ORDINANCES IS VOID. THE CITY COUNCIL HELD NUMEROUS PUBLIC HEARINGS AND OPEN MEETINGS TO HEAR CITIZEN'S CONCERNS AND PROVIDE INFORMATION ON THE CITIZEN'S CONCERNS. FACTUAL INFORMATION THROUGH NUMEROUS PHONE CALLS EMAILS AND IN-PERSON MEETINGS. WHICH CERTAINLY EXPECT OUR CITIZEN'S RIGHT TOSS CHALLENGE THE DECISIONS MADE BY THEIR OFFICIALS AS THE DEBATE AND CRITICISMS ARE THE FOUNDATION OF DEMOCRACY. THE DISTRICT COURT OF DALLAS COUNTY ENTERED AN ORDER THAT DISMISSED THE LAWSUIT AND ALL THE CLAIMS INCLUDING THE SPOT ZONING AND COMPREHENSIVE

>> MAYOR, COUNCIL, AND MR. CITY MANAGER, STANLEY POLL LARD, 3110, SYCAMORE STREET, ROWLETT, TEXAS. MY REMARK'S ABOUT THE MEETING REGARDING THE NORTH SHORE DISTRICT. I WAS A MEMBER OF THE PNZ FROM JULY 1995, TO NOVEMBER 2005, I WAS HONORED TO BE THE CHAIRMAN OF THE COMPREHENSIVE PLAN COMMITTEE 2018-2019. I WAS DISMAYED TO SEE A COUPLE OF MEMBERS ON THE PNZ WANTED TO STRADDLE THE FENCE RATHER THAN TAKE A STAND FOR THE ENTIRE CITY BECAUSE OF THE POTENTIAL OF RUNNING FOR COUNCIL. IT THE NORTH SHORE BUSINESS DISTRICT WAS PLANNED AND SET ASIDE IN COMP PLAN IN 1996 AS THE TECHNOLOGY RESEARCH DISTRICT OR THE TR DISTRICT, IT'S PURPOSE WAS THE LAST LARGE CONTINUOUS PROPERTY TO HAVE BUSINESSES AND JOBS LOCATED HERE TO MOVE AWAY FROM AN 86% TAX REVENUE FROM RESIDENTS TO 60%.

SO COMPETE WITH LEGACY AND PLANO AND THE RICHARDSON DISTRICT.

THAT DISTRICT EXISTED BEFORE ANY LOT WAS PLATTED IN WATERVIEW, BEFORE A SINGLE HOUSE WAS BUILT IN WATERVIEW, AND BEFORE HOMESTEAD WAS DESIGNED MUCH LESS PLATTED OR BUILT. RESIDENTS CLAIMED THAT THE PROPERTIES WOULD BE DEVALUED. IT WOULD BE AN EYE-SORE T YOU COULD BARREL SEE PGBT IN THE WINTER, MUCH LESS THE OTHER THREE SEASONS WHEN THE TREES IN THE CREEK AREA ARE LEAFED OUT. MANY PEOPLE DON'T REALIZE THAT YOU COULD DISAGREE WITH PEOPLE AND STILL LIKE THEM OR YOU COULD DISLIKE PEOPLE AND THEIR POLICIES BUT STILL RESPECT THE WORK THEY PUT IN. THIS PAST YEAR, I WOULD LIKE TO THINK I GOT TO KNOW YOU ALL VERY WELL, AND AFTER COUNCIL OPENED IN JUNE, BEING HERE IN-PERSON FOR MOST MEETING, EXCEPT WHEN YOU SCHEDULE THEM AT THE SAME TIME OF PNZ, YOU'VE MADE DECISIONS I DON'T LIKE AND OTHERS THAT HAVE PLEASED ME VERY MUCH. YOUR VOTES SURPRISED ME AT TIMES, OFTEN PLEASANTLY.
