AND WE RECENTLY COMPLETED THE DESIGN OF THE TURN LANES AT MILLER ROAD AND BUSH AND WHILE WE WERE INVOLVED IN THAT, RECENTLY RETIRED TTOM HARRIS, ASKED US TO GET INVOLVED THIS THIS PROJECT. SO I'M GOING TO CONCENTRATE ON DALROCK ROAD. DALROCK ROAD. I WANT TO START WITH THE HISTORY, THIS IS THE PRESENTATION THAT LEE ENGINEERING PROVIDED. I'M GOING TO CONCENTRATE ON THE SOUTH PORTION OF THAT REPORT. IN THAT REPORT THEY PROVIDED RECOMMENDATIONS THEY WERE COMPLETE AND REFERRED BACK TO 2020 OF JANUARY AND IN THAT RECOMMENDED AND COMPLETED ITEMS, THEY TALKED ABOUT THE DELINEATORS, THE SIGNS, THE PAVEMENT MARKINGS AND THE SHOULDER DROPPOFF AND THOSE WERE THINGS IMPLEMENTED BY THE CITY STAFF AND THEY ALSO TALK ABOUT IF THOSE MEASURES DID NOT HELP ON THE TRAFFIC ACCIDENTS THEY HAD ADDITIONAL MEASURES AND ONE WAS ON THE NORTH BOUND INSTALL A SHOULDER AND A TRAFFIC BARRIER. UPGRADE THE SIGNING AND PAVEMENT PARKING, AS WELL AS POSSIBLY RELOCATING UTILITY POLES. YOU MAY ASK WHY LEE ENGINEERING ISN'T HERE, IT'S BECAUSE THEY'RE A TRAFFIC FIRM. GARBER IS HERE TO DO THE DESIGN PORTION OF WHAT THEY WERE IMPLEMENTING AND GARBER HAS A FULL TRAFFIC STAFF THAT DOES THE SAME THING BUT LEE ENGINEERING DOZE A GREAT JOB I'VE KNOWN THEM FOR YEARS. SO, I TOOK THEIR RECOMMENDATIONS AND HERE'S WHAT GARBER IS RECOMMENDING. WE'RE RECOMMENDING A 6-FOOT SHOULDER THIS IS ALLOW A RECOVERY ZONE INSTEAD OF IMMEDIATELY GOING DOWN INTO THE DITCH AND THE FEN AND A METAL GUARD FENCE TO HELP PROTECT THE POWER POLES AND FENCES AS WELL AS PRIVATE PROPERTY. AND THEN WEE ARE PROPOSING RUMBLE STRIPS PARALLEL TO AND ON THE SHOULDER, AND I'M GOING INTO DETAIL ON THAT. AND THIS WILL ALERT THE DRIVERS THAT THEY'RE LEAVING THE 12-FOOT STRIP. MY HEAD ENGINEER JUST GOT BACK FROM A VOLLEYBALL TOURNAMENT. HE SAID HIS NUMBER ONE RECOMMENDATION WOULD BE THE RUMBLE STRIPS ON THE SIDE OF THE ROAD BECAUSE WHEN HE GETS TO TALKING WITH HIS KIDS AND THINGS LIKE THAT, HE'S IMMEDIATELY GOING OFF THE ROAD. AFTER THIS, WE RECOMMEND THE HIGH FRICTION SURFACE COURSE. NOW THIS IS THE METAL BEAM GUARD FENCE THAT WE'RE REPRESENTING. IF YOU LOOK AT THE LOWER LEFT, WE'RE RECOMMENDING HAVING REFLECTORS IN THERE AND HAVING DIFFERENT THAT WILL GIVE REELECTION OFFER OF THE GUARD FENCE. YOU'VE SEEN THESE BEFORE, THESE ARE THE APPRAISAL AND INSPECTION DETAILS, WE HAD THE FACILITY APPRAISED AND IF WE SOLD IT AS-IS, WHAT THEY BELIEVED IT COULD COST TO DEMOLISH THAT FACILITY. THE BUILDING HAS BEEN INSPECTED BY OUR BUILDING OFFICIAL AND IT'S IN STABLE CONDITION, IT NEEDS A LOT OF WORK, IT NEEDS WORK BEFORE IT CAN BE INHABITED AND IT'S NOT ADA COMPLIANT. THE CHAMBER IS RESPONSIBLE FOR INTERIOR MAINTENANCE AND ALL OTHER UTILITIES AND INSURANCE. THAT FACILITY ON AVERAGE OVER THE LAST THREE YEARS HAS COST THE CITY OF ROWLETT ABOUT $10,225. YOU SEE THERE, ALL THE SERVICES PROVIDED BY THE CHAMBER, THEY PROVIDE US A SPONSORSHIP, THEY WORK WITH STAFF ON BUSINESS CLIMATE SURVEYS, CLOSELY WITH YOUR ECONOMIC DEVELOPMENT DEPARTMENT. THEY PROVIDE STAFF REGISTRATIONS AND STAFF REGISTRATION TO CITY OF ROWLETT AND THEY PROVIDE ANNUAL DONATION FROM THE GOLF TOURNAMENT OF AT LEAST $1,500. THEIR LEASE IS 5 YEARS WITH ONE 5 YEAR RENEWAL. SO, AT THE DECEMBER 2021 MEETING, RCCC PRESENTED THEIR PREPARED REQUESTS TO CONSIDER RENTING THE FACILITY. THEY PROVIDED, AS YOU KNOW, THEY PROVIDE A SIGNIFICANT VOLUNTEER SERVICES THROUGHOUT THE YEAR NOT ONLY DURING [00:30:03] DISASTERS BUT FIRST AID AND COOLING STATIONS AT SPECIAL EVENTS. SUPPORT TO THE FIRE DEPARTMENT AT ACTIVE FIRES WITH THEIR SUPPORT AND REHAB UNIT. SINCE 2009, THEY HAVE PROVIDED APPROXIMATELY 10,000 HOURS OF VOLUNTEER SERVICE PER YEAR TO THE CITY OF ROWLETT. IN ADDITION, THEY PROVIDE A STATE OF READINESS TO RESPOND TO ANY DISASTER OR EMERGENCY BY PROVIDING TRAINED AND EQUIPPED STORM SPOTTERS, MAINTAIN STAFF AT OUR EMERGENCY OPERATION CENTER, PREPARE FOR MITIGATE AND PROVIDE A COORDINATED RESPONSE TO A POTENTIAL THREAT, THEY'RE A HUGE PARTNER TO THE CITY OF ROWLETT, MOST OF YOU HAVE SEEN THEM AT ALL OF YOUR SPECIAL EVENTS, BUT THEY DO A LOT BEHIND THE SCENES, HELPING WITH FIRES AND HELPING OUT OUR FIRE-FIGHTE FIRE-FIGHTERS WHILE OUT THERE. THEY HAVE NOT SEEN THESE COSTS, THEY GAVE US A LIST AND WE PUT THAT TOGETHER AND CAME BACK TO YOU TO SEE WHERE YOU WANTED US TO DO THAT NEGOTIATION. THERE WAS AN INITIAL REQUEST THAT THEY WOULD BE ABLE TO USE THE FACILITY AS A POTENTIAL VOTING LOCATION YOU A WARMING OR COOLING STATION. THE GENERATOR AT FIRE STATION 2 IS AN EMERGENCY BACKUP GENERATOR. IT DOES NOT PROVIDE HEATING AND COOLING FOR THE ENTIRE FACILITY OR THE BASE. WE HAD TO MAKE DECISIONS ABOUT THAT. THEY INITIALLY ASKED TO TO BE CONNECTED WITH THE FIBER LOOP. HE CAN DO THAT. BUT IT DOES TEND TO PROVIDE SECURITY RISKS, JUST DUE TO THE FACT THAT ONCE IT'S IN THERE, VOLUNTEERS AND SUCH COULD HOOK UP TO OUR NETWORK. IT ASKED THAT WE NOT INSTALL A PHONE LINE AND ALLOW THE ORGANIZATION TO PROVIDE THEIR OWN. THEY HAD ASKED FOR A 3 INCH WATER CONNECTION ADJACENT TO BAY 1, AND THAT WOULD BE DISCONNECTED AND THERE WOULD BE CONCRETE IN BAY 1 AND IN THE APREACH TO THE DUMPSTER THAT HAD REQUESTED TO BE FIXED. THERE'S BREAKING IN THE CONCRETE. YOU'LL SEE LATER, WE KIND OF TALKED THROUGH WHY WE RECOMMEND NOT DOING THAT. BUT THE UP FRONT EXPENSE FOR THAT IS $17,000 TO DO THOSE TWO CONCRETE REPAIRS. SO, THESE ARE SOME POTENTIAL ISSUES WITH 5100 DALROCK AS A RENTAL FACILITY. SO, DALE AND OUR FACILITIES TEAM, RON AND SAM GOT TOGETHER. THERE COULD BE SUBSTANTIAL FUTURE COST ASSOCIATED WITH THIS BUILDING DUE TO THE AGE AND CONDITION. YOU'LL SEE SOME OF THOSE AS WE GO THROUGH THIS THE FACILITY IS NOT ADA COMPLIANT. FOR THESE REASONS, STAFF IS ASKING FOR A 5-YEAR LEASE WITH A 90-DAY OPTION, RIGHT? AND THAT 90-DAY OPTION OUT IS FOR BOTH PARTIES TO ALLOW THE CITY TO MAKE DECISIONS ABOUT THE FACILITY UPGRADES. DUE TO THE NATURE AND AGE OF THE FACILITY, IT WOULD BE IMPORTANT FOR COUNCIL TO HAVE A SAY IN EVERY MAJOR UPGRADE. SOME ADDITIONAL REQUESTS AND WE'LL TALK THROUGH THESE, A FEW OF THE RCCC REQUESTS WERE ENABLE TO BE PROVIDED FOR NUMEROUS REASONS. IT'S GOING TO WIDEN MILLER ROAD TO A FOUR-LANE DIVIDED THOROUGH FARE. THAT PROJECT WOULD RECONSTRUCT MILLER ROAD AS A CONCRETE ROADWAY. AND IT WILL BE WIDENED IN FRONT OF THE KAYAK CROSSING BUSINESS. THIS IS INFORMATION ABOUT THE PLAT FILED FOR THE RECORD FOR THE KAKAYAK CROSSING OUTPOST IT WAS .171 ACRES AND DOES INCLUDE A 15-FOOT RIGHT-OF-WAY DEDICATION ALONG MILLER ROAD FOR THAT WIDENING PROJECT. THE PROJECT INVOLVES THE INSTALLATION OF A STORM DRAIN THAT WILL EXTEND FROM GLEN HILL DRIVE DOWN MILLER ROAD NOT WEST TO AN OUTFLOW AND DISCHARGE INTO LAKE RAY HUBBARD, AGAIN, THIS STORM DRAIN PASSES IN CREPT OF KAYAK CROSSING. >> SO, THIS IS THE SCOPE OF WORK THAT WE WOULD NEED TO DO IN ORDER TO ACHIEVE THE REMOVAL AND REPLACEMENT OF THOSE FEATURES, STRUCTURES THAT ARE NOT RIGHT-OF-WAY. SO, THIS WAS NEVER INTENTIONALLY TELLING SOMETHING INACCURATE. WHAT I THINK IS HAPPENING IS THAT ONCE THEY GOT INTO THE DESIGN AND UTILITIES, I THINK WHAT THEY WANTED DO IS TAKE CARE OF THE UTILITIES NOW AND TAKE ALL OF THAT DONE RATHER THAN COMING BACK AND YOU HAVE THAT SMALL SMALL SPOT.
