EACH YEAR, THE TEXAS MUNICIPAL LIBRARY ASSOCIATION ALSO KNOWN ADS TMLDA, RECOGNIZES OUTSTANDING CONTRIBUTIONS OF LIBRARY SERVICE THROUGH THE ACHIEVEMENT IN LIBRARY EXCELLENCE AWARD. FOR THE 17TH YEAR IN A ROW, THE ROWLETT PUBLIC LIBRARY IS RECEIVING THIS RECOGNITION. 17 YEARS IN A ROW Y'ALL. GO TO THE OFFICE, THEY WILL SHOW YOU ALL OF THEM. EXCEPT THAT ONE. WAS FILED AGAINST ME. I'M GOING TO RESPOND ON THAT. THE CODE OF ETHICS COMPLAINT FILED AGAINST ME BY MARRY PRO TEM GRUBISICH AND COUNCIL MEMBER BROWN IS FALSE. ROWLETT UNLIKE ANY OTHER COMMUNITY HAS ESTABLISHED A COURT GOVERNANCE COMMITTEE THIS COMMITTEE EXISTED WITH THREE MEMBERS OF THE CITY COUNCIL, ONE MEMBER LESS THAN A QUORUM AND THIS ALLOWS THE MEETINGS TO BE HELD WITHOUT REPORTING INFORMATION TO THE CITY COUNCIL OR THE PUBLIC. THE VERY FOUNDATION OF THE COMMITTEE IS TO HEAR COMPLAINTS FILED BY EMPLOYEES OF THE POLICE DEPARTMENT, MUNICIPAL COURT AND TO MAKE RECOMMENDATIONS FOR IMPROVEMENT. ONE, THERE'S NO TRANSPARENCY OR ACCOUNTABILITY OF THE DECISIONS MADE BY THE CGC. TWO, IT MUDDY'S THE WATER BETWEEN THE EXECUTIVE AND JUDICIAL BRANCHES OF OUR GOVERNMENT. AND THREE, TWO OF THE THREE MEMBERS OF THE CGC HAVE SILENCED INDIVIDUALS WHO HAVE FAULTED COMPLAINTS AND ALLEGATIONS AGAINST THE PRESIDING JUDGE BY REFUSING TO CONSIDER, ACT UPON OR INVESTIGATE SUCH ALLEGATIONS.

AT EVERY TURN, THESE TWO MEMBERS, MAYOR PRO TEM GRUBISICH AND COUNCIL MEMBER BROWN HAVE SWEPT THESE WITHOUT EVER REVIEWING THE COMPLAINTS. COUNCIL MEMBER BROWN AND MYSELF.

THE THIRD POSITION THE ONE I CURRENTLY HOLD HAS EXPERIENCED CONTINUOUS TURNOVER DUE TO THE ACTION OR LACK THERE HAVE OF THE OTHER MEMBERS. THEIR FOR MEMBERS OF THE POLICE DEPARTMENT AND COURT STAFF HAS RESULTED IN A CULTURAL THAT LACKS DRABS PARENTSY AND ACCOUNTABILITY. AS SUCH, THE CGC SENT A CLEAR MESSAGE TO MEMBER ARES OF THE POLICE DEPARTMENT AND COURT STAFF THAT ANYONE FILING A COMPLAINT OF INAPPROPRIATE OR UNNETHICAL BEHAVIOR WILL BE SUPPRESSED BY THEIR COMPLAINT BEING RESPONDED OR DEEMED WITHOUT MERIT. I JOINED THE GOVERNMENT'S COMMITTEE BECAUSE I LACKED CONFIDENCE IN THE DECISIONS BEING MADE BY MAYOR PRO TEM GRUBISICH AND COUNCIL MEMBER BROWN. FOR YEARS THEY HAVE ELECTED TO WITH HOLD CRITICAL INFORMATION REGARDING ON GOING ISSUEWISE THE MUNICIPAL COURT. AS A RESULT SOME MEMBER OF THE CITY COUPLE MYSELF INCLUDING WERE UNAWARE. CONTRIBUTED TO THE RESIGNATIONS OF CHIEF'S BRON EX-AND GODFREY. AND IN MY ATTEMPT TO BRING THIS OBJECTIVE PERSPECTIVE I'M NOW THE RECIPIENT OF FALSE ALLEGATIONS. OVER THE COURSE OF THE PAST YEAR OUR COMMUNITY LOST A POLICE CHIEF, CITY PROSECUTOR, CITY MARSHAL, COURT ADMINISTRATOR AND COURT CLERKS ALL THAT HAVE RESIGNED DUE TO THE TENABLE ENVIRONMENT LEFT UNCHECKED IN THE MUNICIPAL COURT. ADDITIONALLY, THEY WERE AFRAID TO FILE A COMPLAINT.

BECAUSE OF THE CGCS UNWILLINGNESS TO TAKE ACTION.

MAYOR PRO TEM GRUBISICH AND COUNCIL MEMBER BROWN REFUSE TO GIVE MERIT TO AND CORRECTING THE MUNICIPAL COURT. THE ALLEGATIONS THAT WERE OBTAINED IN THE EXECUTIVE SESSION ARE

RIVE DRIVE. I WANT TO TALK ABOUT THE PROPOSED BOND ELECTION IN NOVEMBER OF THIS YEAR THAT THERE'S BEEN A GREAT DEAL OF TALK ABOUT. THIS WOULD BE AN OUT OF BAND ELECTION, OUTSIDE OF THE USUAL SCHEDULE DOING A BOND ELECTION EVERY THREE YEARS ON THE YEAR WHEN THERE'S NO COUNCIL PLACES IN ELECTION. I WAS INITIALLY OPPOSED TO THE IDEA OF ANOTHER BOND ELECTION SO SOON WHEN IT FIST CAME UP, HOWEVER, I KNOW THAT THE CITY IS FACING SOME VERY URGENT NEEDS IN THE BOTH THE INFRASTRUCTURE AND THE FACILITY SPACES AND, WHEN I WAS THE CHAIR OF THE FACILITIES SUBCOMMITTEE OF THE BOND COMMITTEE WAY BACK IN 2009, I CAME UP WITH A CONCEPT THAT I CALLED THE MUNICIPAL HIERARCHY OF NEEDS. THIS PLACES THE ESSENTIAL FUNCTIONS OF THE GOVERNMENT AT THE BASE OF THE PYRAMID AT THE FOUNDATION OR THE REST OF THE CITY'S SERVICES. THOSE FUNCTIONS INCLUDE, PUBLIC SAFETY AND INFRASTRUCTURE. AT THAT TIME WE IDENTIFIED THE TOP THREE FACILITY'S NEEDS AS A NEW FIRE STATION, POLICE STATION AND ANIMAL SHELTER. FIRE-FIGHTER LAW ENFORCEMENT, AND ANIMAL CONTROL ARE ELEMENTS OF KEEPING THE CITY AND IT'S CITIZENS SAFE.

WE GOT FIRE STATION NUMBER TWO, LAST OCTOBER AND IT'S A BEAUTIFUL BUILDING. NOW, I THINK IT'S TIME TO FIND FUNDING FOR THE POLICE STATION AND THE ANIMAL SHELTER. LAST WEEK I ATABIDED A MEETING OF THE AN NAIL SHELTER ADVISORY BOARD AND I WAS HAPPY TO HEAR THAT OUR SHELTER HAS NOT HAD A NON-MEDICAL YOUTH NAY SHAH IN YEARS. I WAS ALSO IMPRESSED WITH THE WORK THAT THE WEIRD IS DOING TO FUND GRANT TOSS FUND THEIR PROGRAMS. I THINK IT'S TIME FOR THE CITIZENS TO STEP UP AND SUPPORT THIS IMPORTANT BUT OFTEN OVERLOOKED DEPARTMENT. I HOPE THAT WHEN AND IF THE COUNCIL DECIDES TO GO AHEAD WITH A NOVEMBER ELECTION, THE NEW POLICE STATION AND ANIMAL SHELTER WILL BE TOP PRIORITIES ALONG WITH THE NEED TO REPAIR OR REPLACE THE STREETS AND ALLEYS THAT NEED IT. I'M HERE TONIGHT TO TALK ABOUT TRUCK ROUTES IN ROWLETT. I KNOW I HAD A CONVERSATION WITH BRIAN LAST WEEK ABOUT THIS, SO, IT'S PROBABLY NO SURPRISE TO HIM. SPECIFICALLY I'M HERE TO ASK THAT COUNCIL CONSIDER RESCINDING, WHERE BEFORE 2003, ALL ROUTES WERE TRUCK ROUTES, AND IN 2003, ALL ROUTES WERE NO LONGER TRUCK ROUTES UNLESS SPECIFICALLY DESIGNATED. IN 2010, THE ORDINANCE WAS UPDATED ADDED DEFENSES SO THAT IF SOMEONE DRIVE AGO TRUCK THROUGH HAD A WAY TO NOT PAY THE FINE, AND, IN 2011, THE COUNCIL UPDATE IT HAD AGAIN TO ADD DALROCK AS A TEMPORARY TRUCK ROUTE WHILE THE PHASE 2 CONSTRUCTION WAS GOING ON. AND THAT'S WHERE WE STAND TODAY. I HAVE A FRIEND WHO IS A FELLOW MEMBER OF THE COMMUNITY INVESTMENT ADVISORY BOARD WHO IS VERY INTERESTED IN THIS ASPECT OF WHAT'S GOING ON IN THE CITY.

HE LIVES OFF OF ROWLETT ROAD IN THE SMALL AREA AND THERE ARE A LOT OF TRUCKS GOING UP AND DOWN ROWLETT ROAD AND NOT ALL ARE DOING BUSINESS IN THE CITY. WHY DO WE NEED TO CHANGE IT? WELL, THOSE TRUCKS ARE IN FACT DANGEROUS, I DON'T KNOW IF YOU'VE DRIVEN DOWN ROWLETT ROAD DOWN HILL AND WHEN A TRUCK IS GOING 50 MILES PER HOUR, IT'S STOPPING DISTANCE IS SOMETHING GREATER TO 200 FEET. NOTE THAT THE SF-8 ZONING ALLOWS FOR THE HOME SIZE OF 8 THIS ZONING DISTRICT IS COMPATIBLE WITH THE PREDOMINATE LAND USE AND ZONING WITHIN THE FACILITY. THIS DRAFT HAD BEEN POSTED ON FACEBOOK AND WAS BEING SHARED AND COMMENTED ON BY THE PUBLIC. THIS CAME AS A SURPRISE, AS NO SUCH DOCUMENT HAD EVER BEEN PRESENTED OR SHARED WITH COUNCIL. THIS SAME EVENING, AFTER SPEAKING WITH CITY ATTORNEY DAVID BURMAN TO DISCUSS THE ORIGINS OF THIS DOCUMENT DAVID INFORMED ME THAT HE CREATED THE DOCUMENT AT THE REQUEST OF COMMISSIONER MARGOLIS AND THAT HE HAD NOT SHARED IT WITH ANYONE ELSE AND THIS WAS CONFIRMED THROUGH AN E-MAIL INVESTIGATION. THE NEXT DAY I REACHED OUT TO COUNCIL MARGOLIS WHO STATED HE REQUESTED THE DOCUMENT AND SHARE SHARED IT WITH MAYOR DANA BASHIAN AND. THIS WAS UNTRUE HE MAINTAINED THAT HE ONLY INFORMED THEM OF THE DOCUMENT AND NEVER SHARED A PHYSICAL COPY. WHEN ASKED HOW THE DOCUMENT GOT RELEASED, HE STATED THAT HE DID NOT KNOW. AFTER AN INVESTIGATION OF EMAILS AND TEXT MESSAGES THERE'S NO EVIDENCE THAT THE DOCUMENT WAS SHARED BY SHIN ON COUNSEL OR BY CITY STAFF: BUT IT WAS DETERMINED THAT THE ONLY THREE PEOPLE WHO EVER HAD A COPY OF THE DOCUMENT WAS MAYOR DAN IN A BASHIAN, AND COUNCIL MEMBER MARGOLIS. SOMEONE WITHIN THE POLICE DEPARTMENT GAINED ACCESS TO THE DOCUMENT FROM COUNCIL MEMBER MARGOLIS AND IT WAS ALSO STATED THAT COUNCIL MEMBER MARGOLIS COUNCIL MEMBER MARGOLIS IT WAS THE FOLLOWING WEEK, AND AGAIN ON FACEBOOK, THERE WAS PUBLIC COMMENT AND DISCUSSION ABOUT THE PERFORMANCE IMPROVEMENT PLAN, PIP FOR JUDGE. THIS WAS SOLELY DISCUSSED DURING EXECUTIVE SESSION AND NO PUBLIC COMMENTS HAD BEEN MADE. AGAIN, IT WAS DISCOVERED THAT THIS INFORMATION WAS LEAKED TO THE POLICE DEPARTMENT AND MIKE BRODNACKS BY COUNCIL MEMBER MARGOLIS IT IS OUR OPINION THAT COUNCIL MEMBER MARGOLIS HAS BEHAVED UNETHICALLY IN HIS ROLE AS CITY COUNCIL MEMBER BY SHARING DOCUMENTS NOT DISCUSSED, APPROVED OR VIEWED BY COUNCIL AND BY MAKING FALSE STATEMENTS ABOUT MONITORS OF THE CITY TO OTHER PARTNERS. IN ADDITION WHEN HE SHARED INFORMATION ABOUT THE PIP HE OPENLY VIOLATED THE CONFIDENTIAL RULES OF THE EXECUTIVE SESSION WITH SHARING BY OTHERS. THE DECISIONS OF COUNCIL, BUT THESE WERE IN EXTREMELY PERSONAL NATURE AND BY DOING SO IT WAS HURTFUL TO THOSE WHO WERE THE SUBJECT OF THESE DOCUMENTS. THESE ACTIONS DO NOT HOLD THE IDEALS OF THE CITY OF ROWLETT. I JOINED THE COURT COMPANCE COMMITTEE BECAUSE I LACKED CONFIDENCE IN THE DECISIONS MADE. FOR SEVERAL YEARS, COUNCIL MEMBER GRUBISICH HAS ELECTED TO WITH HOLD INFORMATION. AS A RESULT MEMBERS OF COUNCIL MYSELF INCLUDES WERE COMPLETELY UNAWARE OF THE COMPLAINTS FILED AGAINST THE JUDGE AND THE TOXIC CULTURE TO THE CHIEF GODFREY. WHEN CONSI CONSIDERING ALLEGATIONS BEFORE US, AND IN MY ATTEMPT OF BRINGING THIS PERSPECTIVE, I'M THE RECIPIENT OF FALSE ALLEGATIONS.
