WE'VE DONE A SIGNIFICANT JOB THIS YEAR, I THINK IN TRY TO GET BACK TO THAT PRE-PANDEMIC NUMBER. AND THEY CONTINUE TO

INCREASE THE GREATEST INCREASE WAS IN ADULT LITERACY. RECENT INNOVATIONS AT THE LIBRARY INCLUDE THE CHECK OUT CURB SIDE AND IMPLEMENTING A BATTERY RECYCLING PROGRAM.

THE LIBRARY NOW OFFERS TEEN TAKEOVER THE THIRD SATURDAY OF THE MONTH WITH PIZZA AND A MOVIE DISCUSSION. IT ALSO OFFERS ADULT PROGRAMS LIKE MAKER MONDAYS, AND THAT'S FOR ADULTS ON THE SECOND AND FOURTH MONDAY OF EACH MONTH AND THAT'S FOR CRAFTS AND YOU BRING YOUR OWN CRAFT IN. YOU CRAFT TOGETHER, YOU COULD HELP ON THE THINGS THAT YOU ARE WORKING ON OR THAT YOU ARE STUCK ON. TRIVIA NIGHT IS ON THE THIRD THURSDAY OF THE MONTH AT 6:30. THE LIBRARY OFFERS AFTER SCHOOL PROGRAM FROM 4-5:00, ON TUESDAYS THERE'S A BRICKS AND BOOKS PROMISE FOR AGES 10-12 AND THURSDAYS IS THE RAILROAD PROGRAM FOR THE YOUNGEST. AS PART OF THE COMMUNITY LIVING ROOM, THE LIBRARY ALSO OFFERS AS AN ART GALLERY TO DISPLAY CONTEST ENTRIES FROM THE ART'S AND HUMANITIES COMMISSION AND ARTIST GROUND TEXAS. IF YOU'LL HAVEN'T SEEN THOSE, YOU COULD COME LOOK.

FOR THEIR EFFORTS IN 2022 FISCAL YEAR, THE LIBRARY AGAIN, EARNED THE ACHIEVEMENT OF EXCELLENCE AWARD FOR THE 17TH YEAR IN A

THERE ARE PHYSICAL ADVANTAGES TO ALLOWING THE SINGLE WIDE GARAGE DOOR INSTEAD OF REQUIRING THE TWO SINGLE DOORS SIDE-BY-SIDE BECAUSE IT MAKE IT IS EASIER FOR THE USERS TO GET BIG VEHICLES IN AND THAT KIND OF THING. ON THE OTHER HAND, THE TWO SINGLE DOORS PROVIDE REDUNDANTSY, IF THE OPENING MECHANISM FAILED YOU COULD GET INTO THE GARAGE. SOME PEOPLE THINK THAT THE TWO SINGLE DOORS LOOK BETTER, BUT, OF COURSE, THAT'S SUBJECTIVE.

SO, WE'RE BRINGING FORWARD SEVERAL AMENDMENTS THAT WOULD CONFORM TO THE TEXAS LOCAL GOVERNMENT CODE AND TO BE MORE IN STEP WITH THE CURRENT AND EMERGING DESIGN TRENDS ARE IN RESIDENTIAL DEVELOPMENT HERE IN ROWLETT. SO, THE FIRST SECTION WOULD BE REGARDS TO BUILDING MATERIALS. BACK IN 2019, THE STATE LEGISLATURE ADOPTED HOUSE BILL 2439 AND IT WAS SIGNED INTO LAW, THIS DOES NOT PERMIT CITIES TO ENFORCE REQUIREMENTS FOR SPECIFIC FACADE MATERIALS. WE HAVE A SECTION THAT TALKS ABOUT THOSE THINGS BUT THE BIGGEST THING IN THERE IS THAT IT REQUIRES HOSE TO BE 100% MASON,

THE EFFECTIVE DATE OF THAT HOUSE BILL, THEREFORE WE RECOMMEND THESE REQUIREMENTS BE STRIPPED AWAY FROM THE CODE.

>> SECOND PART, WOULD BE THE SECTION CALLED ORIENTATION OF DWELLINGS TO THE STREET, THIS SECTION IS INTENDED TO DEMINUTISH THE PROMINENCE OF GARAGES WHEN THEY'RE LOCATED TOWARDS THE STREET SO THEY DO NOT BLOCK THE FRONT OF HOMES OR THE MAINE ENTRANCE. OUR CODE I REQUIRED TO HAVE HOMES REQUEST GARAGES SERVED OFF OF ALLEYS, AND IF THAT'S NOT THE CASE THEY ARE ALLOWED TO HAVE, THE GARAGE IS LOCATED ON THE FRONT BUT THEY HAVE A JNL HOOK ON THERE SO THAT THE GARAGE DOORS DON'T FACE TOWARDS THE STREET. AND THE THIRD PART IF THAT'S NOT POSSIBLE, THEN YOU MAY HAVE FRONT ENTRY. SO, THAT'S WHERE WE ARE RIGHT NOW. MOST OF THE HOME THAT IS WE'RE SEEING COME THROUGH OUR OFFICE AND COME TO THE PLANNING AND ZONING COMMISSION AND TO YOU, DO NOT HAVE REAR ALLEYS. SO, THEREFORE WE'RE IN A REALM WHERE WE ARE HAVING J AND L HOOKS. THE SPECIFIC REQUIREMENT SAYS THAT THE FRONT DOOR OF THE HOME MUST BE LOCATED WITHIN 8 FEET OF THE FRONT PLAIN WHEN YOU HAVE THE GARAGE THAT FUNCTIONS AS A J OR L HOOK DOES, THAT BECOMES THE FRONT PLAIN AND THAT COMPLIANCE IS BASICALLY IMPOSSIBLE TO DO.

SO, WE'RE RECOMMENDING TO REMOVE THAT SECTION FROM THE CODE THAT WOULD SPECIFY THE 8-FOOT DISTANCE FROM THE FORWARD BUILDING PLAN. AND THE LAST PART WOULD BE ABOUT GARAGES, SECTION 77508 B 3 HAS THE STATEMENT THAT THE WIDTH OF STREET FACING GARAGE DOORS IN RELATION TO THE WIDTH OF THE FACADE MAY BE NO MORE THAN 35% OF THE TOTAL LENGTH OF THE FACADE, THAT REQUIRES A A LOT OF MATH AND B DOESN'T MATCH UP WITH WHAT WE'RE SEEING TODAY. WORE STARTING TO SEE AND MORE COMMONLY SEEING NARROW LOTS AND WHICH THEN AGAIN WHICH MEANS MORE NARROW HOMES AND STREET FACING GARAGES ARE MORE COMMON.

SO, WE'RE PROPOSING TO HAVE A STANDARD TO ALLOW FOR THE STREET-FACING GARAGE DOOR TO BE A DOUBLE BAY GARAGE DOOR WITH THE WIDTH OF BETWEEN 16-18 FEET. AND SECONDLY, WE WOULD CLARIFY THAT THE MINIMUM DEPTH OF GARAGES WOULD BE 20 FEET AND THAT MEASUREMENT IS ON THE INTERIOR AND CURRENTLY THE CODE IS WRITTEN THAT IT'S 20 FEET OF DEPTH PER VEHICLE AND WHAT YOU HAVE SOMEONE LIKE ME, AND GETS OVERLY LOGICAL, IT MAY THINK THAT YOU NEED A CAR THAT'S 20 FEET IN DEPTH. SO THERE'S LESS NEED FOR INTERPRETATION WITH THAT PART OF THE CODE. WE HAVE RESIDENTS WHO HAVE SUBMITTED FOR BUILDING PLANS THAT ARE HAVE BEEN DELAYED DUE TO THESE REQUIREMENTS AND ALSO TO REDUCE THE COMMISSION COUNCIL REQUEST AND TIME SPENT ON REQUESTS FOR MODIFICATIONS ON A CASE BY CASE BASIS TO THESE STANDARDS AS WELL AS TO DO THIS NOW BECAUSE THIS IS SOMETHING THAT'S PRETTY MUCH READY TO GO AND DOESN'T NEED TO WAIT ON OUR MAJOR CODE UPDATE THAT'S COMING IN THE NEXT YEAR. AND I BELIEVE, THE PROCESS, THE NEXT PART OF THAT, SO, WE WOULD AMEND THE SECTION 508 TO REFLECT THESE PROPOSED CHANGES. AGAIN, IF COUNCIL COMES IT A CONSENSUS TO MOVE FORWARD WITH THIS, WE WOULD SUGGEST HAVING THAT PUBLIC HEARING AT OUR NEXT PLANNING AND ZONING COMMISSION MEETING ON APRIL 26TH AND BRING THAT BACK FOR COUNCIL CONSIDERATION ON MAY THIRD. WE'RE LOOKING TO BE IN CONFORMANCE WITH THE LOCAL GOVERNMENT CODE AND TO BE MORE IN STEP WITH CURRENT TRENDS.

AND OUR RECOMMENDATION WOULD BE TO PROCEED WITH THESE PROPOSED AMENDMENTS PROVIDED THERE'S CONSENSUS FROM THE COUNCIL TO DO SO. WITH THAT ANY QUESTIONS THAT YOU MAY HAVE.

AND WE'RE RUNNING INTO, YOU KNOW, YOU DON'T WANT GARAGES THAT COME OUT, AND I UNDERSTAND, HAVING THAT SNOUT THAT STICKS OUT, BUT, I THINK WITH RECENT, NEWER DESIGNS THAT YOU WILL SEE LESS AND LESS OF THAT AND YOU'LL SEE MORE PVS COMING YOUR WAY AS WELL. UM, BUDGET FOR PROJECTS, ON JANUARY THE 27TH OF 2021, CITY COUNCIL HELD A WORK SESSION WHERE IT WAS DECIDED THAT $181 $388, SO 8 ONE THOUSAND 388 WENT TO INCREASE THE FUND BALANCE TO ENSURE THAT THE CITY OF ROWLETT HAS THE NECESSARY FUNDING FOR DEBT SERVICE AND COUNCIL DEDICATED $100,000 TO COMPLETING IMPROVEMENTS AT WATERVIEW GOLF COURSE AND WE TALKED THROUGH A LONG LIST OF DIFFERENT PROJECTS AND WE'LL TALK ABOUT THOSE IN MAY, 2021, YOU MAY REMEMBER THAT COUNCIL APPROVED $30,000 TO COMPLETE SEVERAL PROJECTS AND WE'LL TALK MORE WITH THAT LIST AND WHERE WE ARE, AND THAT LEAVES US $70,000 TO CONTINUE TO FOCUS ON PROJECTS. ROUND ONE, THESE ARE THE PROJECTS THAT WERE APPROVED.
