RECOGNIZING LAW AND FORSTMANN PERSONNEL DURING THIS TIME EACH YEAR ALSO BRINGS ATTENTION TO SERVING FAMILIES, EXCUSE ME, SURVIVING ONLY MEMBERS OF OFFICERS AND TO THE NATIONAL POLICE OFFICERS MEMORIAL WHICH IS LOCATED IN WASHINGTON DC AND ENDED THROUGH PRIVATE DONATIONS AS WELL AS YOUR TAX DOLLARS. FEW CITIZENS UNDER UNDERSTAND HOW DEMAND IS THE WORK OF AN OFFICER IS IT REQUIRES DILIGENCE, DEDICATION, QUALITY THAT OUR DETENTION OFFICERS DISPLAY AS THEY TACKLE THE CHALLENGES AND OPPORTUNITIES DAILY IN MANAGEMENT OF INMATE POPULATION. OUR DETENTION OFFICERS MUSTER A CAN-DO WORKPLACE, MAKING THE BEST USE OF AVAILABLE RESOURCES, BEING AN IMPORTANT PART OF THE CRIMINAL JUSTICE SYSTEM IN STRIVING FOR EXCELLENCE IN EVERYTHING THAT THEY DO. THERE IS NOT A DAY AT THE DEPARTMENT THAT OUR DETENTION OFFICERS DO NOT MAKE A DIFFERENT IN THE LEVEL OF POLITY POLICING EVIDENT IN THE CITY OF ROWLETT. THE ROWLETT DETENTION FACILITY IS DAFT BY DEDICATED, WELL-TRAINED DETENTION OFFICERS WHO ARE TASKED WITH DIVIDING FOR THE SUPERVISION AND SECURITY OF INMATES 24 HOUR PER DAY. OUR DETENTION FACILITY LIKE ANY SIMILAR FACILITY DOES CARRY A LEVEL OF RISK INHERENT IN ITS DAILY OPERATIONS. ALTHOUGH THEY PERFORM THEIR DUTIES OUTSIDE OF DIRECT PUBLIC VIEW THEY ARE DEDICATED TO PROVIDING THE BEST POSSIBLE SERVICE THEY CAN TO THE COMMUNITY AND ENVIRONMENT THAT COULD QUICKLY TURN DANGEROUS. EACH YEAR THE FIRST FULL WEEK OF MAY IS RECOGNIZED AS NATIONAL CORRECTIONAL OFFICERS WEEK AND IT IS A TIME TO RECOGNIZE THE AND WOMEN WHO WORK EACH DAY IN JAILS, DETENTION FACILITIES AND RISEN MAINTAINING SECURITY AND PROVIDING SAFEGUARDS TO THE COMMUNITY. NOT ONLY IS IT DRIVING SOME OF THE RETAIL AND OTHER TYPES OF AMENITIES WE WILL SEE IN THIS AREA BUT ALSO AS ANOTHER REASON FOR NOT ONLY ONE HOTEL, TWO HOTELS AND MORE THAN THAT JUST BECAUSE OF THE AMOUNT OF TRAFFIC THAT THIS PARTICULAR PROJECT WILL BRING IN. IN ADDITION, OFF OF THE SOUTHWEST CORNER THIS IS WHERE YOU WILL SEE THE TOWNHOME IN THE MULTI-FAMILIES THAT WILL BE BUILT. THOSE PROJECTS ARE UNDERWAY THERE THAT'S WHERE YOU SAW THE 389 MILLION SOME OF IT IS THOSE PROJECTS THERE IN ADDITION THOSE COMING BACK ON THE NORTH SIDE THE FOUR-DAY PROJECT IS ALSO STARTING THERE AS WELL. SECOND PHASE WHICH IS REALLY DAYS 1B INCLUDES THE BIG RESORT [01:20:06] AND CONFERENCE CENTER AND IS EXPECT TO START WITHIN TWO YEARS AFTER THE START OF THE FIRST HOTEL. AT THE TIME OF THE AGREEMENT IT SAYS ANY EXCESS ABOVE THE AMOUNT THAT IS GOING TO BE FUNDED FOR THE CONFERENCE CENTER WE SHARED WITH THE DEVELOPER SUBJECT TO CITY APPROVAL. IN OTHER WORDS WE ENVISION IT WOULD GO TO PAY OR AMENITIES AND INFRASTRUCTURE SUCH THAT WE HAVE DOWN THERE. THAT WOULD BE SHARED. THE CITY HAVE TO APPROVE THAT. THE DEVELOPER CONSTRUCTS THE PROJECT INCLUDING AMENITIES WITH 450 ROOMS. IT DEDICATES ONE SURE FIRE STATION. THE CITY WOULD MAINTAIN THE PERCENT OF THE PROPERTY TAX, 1/7 OF THE HOTEL LODGING, 100 PERCENT OF SALES TAX, 100 PERCENT OF MIXED BEVERAGE, WATER AND SEWER IMPACT FEES, ROADWAY IMPACT FEES JUST TO CLARIFY THESE ARE PRIVATE ROADS. THIS IS ANOTHER THING THAT THETHE DEVELOPER ASKED FOR. THEY WILL HAVE A PUBLIC PURPOSE, IT'S IMPORTANT TO THEM THAT THESE ROADS BE EITHER. THE CITY COMMITTED TO ASSURING REVENUE BONDS FOR THE CONFERENCE ENTER AND I HAVE ONE TYPE 13.4 MILLION TOWARD SPECIFIED OFF-SITE PUBLIC UTILITY IMPROVEMENT. THERE WERE FIVE PROJECTS UNDER THAT FOUR OF THOSE HAVE BEEN BUILT AND WE HAVE ONE LESS PROJECT WHICH IS THE WATERLINE DOWN DELL ROCK. THAT IS STILL YET TO BE DONE THE ONLY PROJECT LEFT. SO, THE AMENDMENT TONIGHT WHAT IT DOES IS ON THE PROJECT FUND THE STATE REVENUES IT REMOVES THE DISCRETION OF THE CITY TO HAVE TO APPROVE THE REDEVELOPMENT FOR THE AMENITIES. AGAIN STATE REVENUES WERE DESIGNED TO DO THIS AND YOU WILL HAVE TO REMEMBER GOING ASK SOME YEARS AGO THERE WAS EVEN A QUESTION TO WHETHER OR NOT THERE WOULD BE -THE ECONOMICS OF THE OBJECT WOULD BE ENOUGH TO USE ONCE OR A $50 MILLION CONFERENCE CENTER. MOVE FORWARD SEVERAL YEARS WITH THE MARKET WE ARE IN NOW, THE PROJECT IS BELIEVED TO SUPPORT $80 MILLION IN BONDS AND REMEMBER, THAT IS JUST A PART AMOUNT TO BE ISSUED. THIS WOULD BENEFIT THE PROJECT IS $7 MILLION. THE CITY WOULD STILL MAINTAIN 50 PERCENT. WE WOULD ISSUE ROAD IMPACT FEES BUT AGAIN THE ROADS ARE GOING TO BE PRIVATE SO WE WILL NOT HAVE TO MAINTAIN THEM. THE CITY WOULD CONTRIBUTE WATER IMPACT FEES WHICH IS DESIGNED TO SUPPORT THE DOLL ROCK LINE AND INFRASTRUCTURE. AGAIN, THE CITY MAINTAINS A SALES TAX OF 100 PERCENT. MAINTAIN SEWER IMPACT FEES OF 100 PERCENT. THE WATER IMPACT FEES WILL GO AND WE WOULD STILL HAVE 1/7 OF THE HOTEL LODGING. AGAIN, WE WOULD INCREASE THE POTENTIAL AMOUNT THAT WE COULD ISSUE WITH REVENUE BONDS. AGAIN, IT HAS TO BE SUPPORTED THE ECONOMICS OF THE PROJECT TO $82 MILLION AND 13 POINT $1 MILLION OF THE OFF-SITE PUBLIC UTILITY IMPROVEMENT. I WANT TO TALK ABOUT WHAT THIS. WHEN YOU LOOK AT A PROJECT OF THIS SIZE I HAVE OFTEN COINED THIS AS A CITY WITHIN US THAT HE, EVERYTHING THAT YOU WOULD WANT TO HAVE IN THIS PROJECT WILL BE ON SITE. SO, JUST FOR EFFICACIOUS AND, THE STATE CONTRIBUTION TO THIS PROJECT, I'M SORRY I HAVE THAT ON THE CHEAT SHEET, $143 MILLION THE STATE WILL STILL GET THE REVENUE ABOUT 142 MILLION OF STATE REVENUES WILL BE USED FOR THIS AND ESSENTIALLY THAT IS HOW WE ARE GOING TO BE FINANCING THE CONFERENCE CENTER PLUS A LOT OF THE AMENITIES THAT WE DESIRE. OUR WASHING THAT WE ATTRIBUTE TO THIS PROJECT IS $89 MILLION AND AGAIN IT IS TO ENSURE THAT YOUR ADDING THE AMENITIES THAT WE WANT. THAT IS TO PERCENT OF PROPERTY HOTEL OCCUPANT IN THE CITY WOULD ALWAYS RETAIN 100 PERCENT OF SALES TAX. $4.8 MILLION. OUR ONGOING REVENUE ONCE THIS IS BUILT OUT IS RIGHT AT 17 MILLION. I WOULD GUESS INFLATION AT THAT TIME IT WOULD VERY WELL BE NORTH OF 20 MILLION BUT FOR RIGHT NOW OUR ESTIMATE IS $16.9 MILLION. THIS IS A SIGNIFICANT ECONOMIC PROJECT. A LEGACY PROJECT ROWLETT AND THERE'S A LOT AT THE. MUST TALK ABOUT THE SPECIFICS OF THE PROJECT. WHAT WAS IMPORTANT TO THE DEVELOPER AS THEY CAME TO US LAST FALL WAS THE PHASING OF THIS PROJECT. MY CONTRIBUTION WILL COME BACK OVER TIME IT OUTLINES THE CITY WILL HIRE A PARTY UNITY TO DO THE CIVIL THING AND FIRE PLAN AGAIN IS A 80. I DON'T WANT TO HIRE A BUNCH OF PEOPLE THAT I WILL HAVE TO LAY OFF IN THREE YEARS SO IT MAKES SENSE TO HAVE A THIRD PARTY DO THIS. 6.5 ACRES OF A DIVISION. WHAT WE ARE AFTER IS THE TRADEMARK. AS A PART OF THIS PROJECT THE 21 ACRE WE KNOW WHERE THAT WILL BE IN THE OFF-SITE BOAT RAMP I WANT TO CLARIFY BECAUSE THAT WAS BROUGHT UP AS WELL. THIS WAS A REQUEST ORIGINALLY BY THE DEVELOPER THAT IF THE CITY WAS INTERESTED IN BUILDING AND OFFRAMP SOMEWHERE ELSE THEY WOULD CONTRIBUTE TO $250,000 OF THAT. THE MARINA HAS PLEDGED TO REENTER $50,000 FOR THAT SAME PROJECT. IT MIGHT NOT HAPPEN. BUT IF THE CITY DECIDED IT WAS APPEALING AND WANTED TO DO THAT, THEY WOULD PHAVE A COMMITMENT FROM BOTH TH MARINA AND THE SAPPHIRE BAY DEVELOPER TO CONTRIBUTE UP TO $600,000. AGAIN, THAT IS SOMETHING FOR US TO THAT ARE IN THE FUTURE. THE AMENDMENT TO THE HOTELS. AGAIN THIS IS THE CLARIFICATION BETWEEN THE SIZE OF THE HOTELS, THE NUMBER OF ROOMS AND AGAIN WE ARE WITH THE DEVELOPERS PROPOSING TO HOTELS AND WHAT THE AGREEMENT DOES IS GIVE THEM STABILITY IN TERMS OF WHICH ONE WOULD GO FIRST. AGAIN, I WANT TO MAKE THIS CLEAR. THE CITY OF ROWLETT IMPETUS FOR THIS IS THAT IF THE SMALLER ONE WAS FIRST IN THE LARGER FACILITY WAS NOT BUILT WITHIN THE TWO YEARS THAT WE ARE SPEAKING TO THE CITY WOULD NOT CONTRIBUTE TOWARDS ISSUING REVENUE BOND. THIS IS SO WE CAN MAKE SURE THE ENTIRE VISION IS COMPLETED. THAT IS WHY YOU ARE DOING THIS. THE CITY IS VERY CONCERNED THAT SPLITTING THE SOUTH AND STARTING WITH ONE OVER THE OTHER WOULD ENSURE THAT THE OTHER ONE WOULD NOT BE BUILT OR MAY NOT BE FELT AND WE WANTED TO MAKE SURE THAT WE PUT ENOUGH DISINCENTIVE IN THEIR SO THAT THEY WOULD WANT TO DO THIS. AGAIN, IF THEY DON'T THIS REVENUE IS A HUGE PART OF THIS PROJECT. AGAIN, $143 MILLION IN STATE REVENUE AND THEY WOULD BE GIVING UP A BIG AMOUNT OF THAT WITH NOT MOVING FORWARD WITH THE SECOND HOTEL. WE WOULD ISSUE BONDS INITIALLY AT THE PHASING HOLDS OUT IF THEY DECIDE THEY WANT TO DO PHASE I A THEY WANT TO DO A SMALLER HOTEL WE WOULD DO UP TO 32 MILLION. RIGHT NOW IT IS HOVERING AROUND 26 $3 MILLION AND REMEMBER THAT WOULD BE PART. INTEREST WOULD BE MORE THAN THAT WITH THE INTEREST. AND THEN ALSO THE PROVISION IN THERE THAT THE SECOND ONE WOULD HAVE TO BEGIN WITHIN TWO YEARS OF THAT PROJECT AS WELL. FINANCING. WE WOULD BE ENVISIONING WITH THIS TWO INSTANCES TOTALING $82 MILLION. AGAIN, THE ECONOMICS HAVE TO WORK WITH THIS. THESE ARE REVENUE BOND. I WANT TO MAKE THIS DISTINCTION. IN A GO BOND OR CERTIFICATE OF OCCUPANCY, THE CITY PUTS ITS FULL FAITH AND CREDIT BEHIND IT AND THAT IF THE TAXES AREN'T THERE TO PAY FOR IT WE FIND THE MONEY TO PAY FOR IT. IN A REVENUE BONDS WHAT IT MEANS IS THE REVENUE [01:35:02] FROM THE PROJECT IS GOING TO GO TO PAY FOR IT. IF THAT DOESN'T HAPPEN, FIRST, THEY GO TO THE RESERVES SET FOR THAT BOND AND PULL FROM IT. SECONDLY, THEY GO DOWN THE LIST ON HOW THEY ARE GOING BE FINANCED. A FULL CREDIT OF THE CITY IN GENERAL OBLIGATION BONDS WILL HAVE THE ABSOLUTE HIGHEST ON TRADING AND THEIR WORK THE LOWEST INTEREST RATE. AND A REVENUE BOND IS BASED ON THE PLEDGE OF THOSE REVENUES MEANING THAT THE BOND RATING MIGHT NOT BE AS HIGH, THE INTEREST RATE MIGHT BE HIGHER BUT IT'S ALL ABOUT HOW YOU MAKE THESE PROJECTS WORK. THE CITY WOULD NOT NECESSARILY DO A FULL FAITH CREDIT BOND ON THIS PROJECT. THE MAJOR CHANGE IN TERMS OF THE THESE CONTRIBUTION THIS IS THAT WE WENT TO THE BEVERAGE TAX THE WATER IMPACT FEE, PARTICULARLY TO HELP DALROCK WATERLINE PROJECT AND ROAD IMPACT FEES HERE THE CITY WOULD HAVE TO MAINTAIN THOSE FUNDS. SECONDLY WE HAVE A SECTION ENTITLED ORIENTATION OF DWELLING TO THE STREET. THIS [02:45:02] IS INTENDED TO ENSURE THAT GARAGE IS WHEN LOCATED DO NOT OBSCURE THE FRONT OR THE ENTRANCE OF THE HOME. THERE IS A SECTION IN THERE THAT REQUIRES THE FRONT DOOR WILL BE WITHIN EIGHT THE MOST FORWARD FACING HOUSE. THE TREND AND DESIGNEDDESIGNS HAVE CHANGED RECENTLY SO THAT THOSE NEW HOME IN ROWLETT DO NOT HAVE REAR ALLEYS WHICH WITHIN THE TWO GARAGE IS CLOSER TO THE STREET OR THE SECOND PART TWO THAT WOULD A HOOK ROGER WHICH IS A GARAGE THAT DOES NOT HAVE THEIR DOORS FACING TOWARDS THE STREET.
