THE PURPOSE OF THAT WORK SESSION IS TO TALK THROUGH WHAT THE BOARD HAS DONE, ACCOMPLISHED IN THE LAST YEAR, WHAT THEIR FOALS ARE GOING FORWARD AT THE END YOU'LL SEE BUDGET REQUESTS OF THE SLIDE SHOWS AND WE DISCUSS THOSE IN DETAILS DURING OUR BUDGET MEETINGS, THIS WAY YOU HAVE A SNAP SHOT OF WHERE WE ARE AND WHERE WE'RE GOING. SO, THE GOLF ADVISORY BOARD AND WE ACT IN AN ADVISORY CAPACITY TO PROVIDE OBSERVATIONS AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL REGARDING THE OPERATIONS AND MAINTENANCE OF THE MUNICIPAL GOLF COURSE, WHICH IS MUNICIPAL AND OWNED BY THE CITY. THE MISSION OF THE GOLF ADVISORY BOARD IS TO PROSIDE A CAT LIST

TO THE ECONOMIC DEVELOPMENT. THIS IS A GREAT ASSET TO THE COMMUNITY. IT'S A VERY EXPENSIVE ASSET, IT HAS A TREMENDOUS AMOUNT OF INFRASTRUCTURE INVOLVED IN IT, BUT IT IS REALLY A NICE GOLF COURSE. WATER VIEW GOLF PROVIDES A DIFFERENTIATOR FROM OTHER SUBURBS AND THE GOLFING EXPERIENCE IS GETTING BETTER AND BETTER EVERY TIME. PROMOTE HEALTHY LIVING. WE ALSO PROVIDE A SAFE AND REGIONAL DESTINATION, PROVIDE OPEN SPACES AND AMENITIES AND IT'S A LARGE PART OF THE WATERVIEW. COMMUNITY. QUALITY LIFESTYLES FOR RESIDENTS INCLUDING SENIORS. WATERVIEW GOLF COURSE, SO, THE CITY OF ROWLETT OWNS THE GOLF COURSE, THE CITY HAS A LONG TERM LEASE AGREEMENT TO OPERATE THE COURSE, AND THE LEASE IS A TURN KEY LEASE THAT PROVIDES FOR THE OPERATING AND MAINTENANCE OF THE COURSE, THE LEASE EXTENDS TO 2030 WITH TWO 5-YEAR EXTENSIONS.

BRIAN, DOES THE CONTRACT ACTUALLY END IN 2030?

>> SO, AMERICAN GOVERNMENT CORPORATION PAYS THE CITY OF ROWLETT $250,000 PER YEAR WHICH OFFSETS THE CAPITAL DEBT WHICH IS THE BOND EQUIVALENT OF $250,000. ROWLETT PARTNERS WITH AMERICAN GOLF TO COMPLETE CAPITAL AND MAINTENANCE PROJECTS WHICH WILL EXTEND THE LIFE OF THE INFRASTRUCTURE. AS RELATED TO THE CONTRACT ALL CAPITAL PROJECTS MUST BE AGREED UPON BY BOTH THE CITY OF ROWLETT AND THE AMERICAN GOVERNMENT CORPORATION.

THE CITY OF ROWLETT MUST NOT INTERFERE WITH THE DAY-TO-DAY OPERATIONS AND MAINTENANCE OF THE COURSE. THAT'S REALLY HARD.

THE CITY MANAGER'S OFFICE ENSURES COMPLIANCE OF THE CONTRACT WITH AMERICAN GOLF, THE GOLF ADVISORY BOARD REVIEWS CITIZEN'S FEEDBACK WITH THE BOARD AND WATERVIEW GOLF STAFF AND MAKES RECOMMENDATIONS TO THE CITY COUNCIL. THE GOAL IS TO INCREASE ROUNDS TO PLAY AT THE COURSE AND ENCOURAGE ABC TO FOLLOW THE CONTRACTUAL MAINTENANCE STANDARDS. BRIEF HISTORY SEPTEMBER 1, 2009, THE CITY OF ROWLETT ENTERED INTO A CRUELTY WITH THE AMERICAN GOLF CORPORATION. IN OCTOBER OF 04 YEAR YEAR AMERICAN GOLF FILED LAWSUIT ALLEGING BREACH OF CONTRACT RELATED TO PULVERIZING GRASSES. I READ THIS. AND I

WANTED TO ASK WHAT THAT MEANS. >> THAT'S THE WORDS IN THE SETTLEMENT AGREEMENT, SO THAT'S WHAT I USED.

>> SO IN APRIL OF '06 THE CITY OF ROWLETT AND AMERICAN GOLF ENTERED INTO A SETTLEMENT AGREEMENT. AND IN FEBRUARY OF '07 THE CITY OF ROWLETT AND AMERICAN GOLF ENTERED A DEVELOPMENT AGREEMENT FOR IMPROVEMENTS IN NATIVE AREAS.

THIS WAS A BIG DEAL WITH THE WATERVIEW COMMUNITY. WHEN THE GOLF COURSE WAS ORIGINALLY BUILT, OUTSIDE THE GOLF CART PATHS THROUGH THE FENCE LINES WAS SUPPOSED TO BE NATIVE GRASSES AND THAT WAS SUPPOSED TO BE JUST A NATIVE BERMUDA AND BUFFALO GRASS, AND FOR SOME REASON IT DIDN'T TAKE. SO, WHAT WE ENDED UP WITH DALLAS GRASS AND IT WAS AWFUL. AND SO, AS THE WATERVIEW DEVELOPMENT CONTINUED TO GROW AND PEOPLE MOVED IN, THAT BECAME A BIG DEAL BECAUSE WE HAD GRASS THIS TALL OUTSIDE OF OUR FENCES BEFORE YOU COULD SEE THE GOLF COURSE. SO WHEN THAT AGREEMENT CAME IN THEY DECIDED TO PUT IT BACK AS

BERMUDA AND BUFFALO GRASS. IN 2014 THE AMENDMENT TO THE LEASE, AMERICAN GOLF PAID THE CITY OF ROWLETT $2500000 MILLION TOM REDUCE THE CITY OF ROWLETT DEBT. AND ENCLOSING THE PAVILION. IF YOU GUYS HAVE BEEN HERE FOR AWHILE OR NOT, WE ORIGINALLY HAD A 50 BY 50 PAVILION OUTDOORS AND IT HAPPENED TO BE ON THE WEST SIDE OF THE BUILDING. AND, IN THE SUMMERTIME, EVEN THOUGH YOU HAD SHADE, IT WAS ALMOST UNUSABLE. I MEAN, IT WAS JUST A LOT UNDER THERE, IT WAS INCREDIBLE. SO, IT MADE IT DIFFICULT FOR GETTING TOURNAMENTS AND THINGS OF THAT NATURE. AT THAT POINT IN TIME, IN 2014, WE ENCLOSED THAT PAVILION AND IT TURNED OUT FANTASTIC, I MEAN, IT'S REALLY A NICE VENUE. IT HAS A GREAT AIR CONDITIONING SYSTEM AND IT HAS REALLY GOOD AUDIO VIDEO SETUP. IT'S A VERY CONFIGUREABLE ROOM.

IT'S REALLY A NICE AMENITY TO THE GOLF COURSE. IN 2018, THE BOND APPROVED REPLACING ALL THE GRASS GREENS WITH TIP EAGLE BERMUDA, THE GREENS WERE OVER 20 YEARS-OLD AT THAT TIME AND QUITE HONESTLY, THEY WERE IN PRETTY BAD SHAPE. WE WENT THROUGH A LOT OF BACK AND FORTH ON DECIDING WHAT GRASSES TO PUT ON THE GREENS, BUT, EVENTUALLY WE ENDED UP WITH THE EAGLE. AND IN 2019, THE CITY OF ROWLETT AND AMERICAN GOLF REDESIGNED THE LAYOUT AND INSTALLED NEW LINERS AND PREMIERE WHITE SAND. AND IF YOU GO OUT THERE TODAY, WITH THE FAIRWAYS AS GREEN AS THEY ARE, AND THE WHITE SAND AS FAIR AS IT IS, IT IS BEAUTIFUL TO LOOK AT, REALLY STUNNING. IN 2018 THE CITY FUNDED A LONG TERM CAPITAL MAINTENANCE PLAN AND TREE PLAN. SO, WHAT'S HAPPENING AT WATERVIEW GOLF COURSE AS FAR AS THE METRICS, WHAT WE'RE SHOWING HERE IS THE NUMBER OF TOURNAMENTS THEY HAVE HAD. AND THIS IS KIND OF WRAPPED AROUND COVID-19, YOU'LL SEE THE NUMBERS PRIOR TO COVID-19 WERE HIGH AND LOW DURING COVID AND THEY'RE NOW GETTING PRETTY HIGH AGAIN. ROUNDS PLAYED IN 2018, 30,963.

IF I REMEMBER, THE LARGEST NUMBER OF ROUNDS WE HAD WAS LIKE 55,000 OR SOMETHING LIKE THAT, IT WAS REALLY HIGH. AND QUITE HONESTLY, IT WAS HIGH TORE SO MANY YEARS IT WAS PUTTING SO MUCH PRESSURE ON THE GOLF COURSE AND MADE IT DIFFICULT TO MAINTAIN THE GOLF COURSE BECAUSE OF THE TRAFFIC.

WERE CLOSE TO 48. >> 42. LARRY'S CORRECT, 42.

>> DURING COVID WE WENT DOWN TO 15,000 AND IN 2020 PEOPLE STARTED TO COME OUT AND 35,487, AND, IN 2021, WE HAD 35,457, THOSE ARE GOOD NUMBERS, I MEAN, THAT'S A LOT OF ROUNDS OF GOLF.

AND THE GOLF COURSE CAN SUSTAIN THAT TRAFFIC PRETTY WELL. THEY HAVE A MEMBERSHIP PROGRAM OUT THERE IN 2018 IT WAS $772, AND IN 2022 IT'S CURRENTLY AT $600. SO, THAT'S WHERE THEY PAY A MEMBERSHIP FEE AND GET REDUCED RATES FOR GREEN FEES AND THINGS OF THAT NATURE. PAVILION RENTALS IN 2018 WAS 21. IN 2022, WE HAVE NINE COMPLETED AND THERE FRIDAY SATURDAY AND MONDAY, THERE WERE SIX FULL TOURNAMENTS OR HALF TOURNAMENTS IN THOSE DAYS. PRETTY SIGNIFICANT NUMBERS, THAT'S WHERE YOU GET THE PAVILION RENTALS FOR THE TOURNAMENTS. ACCOMPLISHMENTS, JANUARY 2021 CITY COUNCIL ALLOCATED $100,000 FOR REPAIRS AND INFRASTRUCTURE AT WATERVIEW GOLF COURSE THAT'S SOMETHING THAT THIS GOLF COURSE NEEDED FOR A LONG TIME. IN MAY OF 2021 WE RECOMMENDED FIVE PROJECTS TO CITY COUNCIL FOR APPROVAL, PROJECTS INCLUDED THE PARKING LOT, STRIPING AND LINING, RESTROOM REMODELING.

OUT ON THE GOLF COURSE. >> THE ON COURSE REST ROOMS.

>> MONUMENT REPLACEMENT AND WORK ON VENT COVER WHICH IS ON THE TOP OF THE ROOF NOT LOOKING TOO GOOD. THOSE PROJECTS ARE NEARING COMPLETION. I THINK THE ONLY ONE WE HAVE LEFT IS THE

REPLACEMENT. >> YEAH. BUT WE HAVE THE MONUMENTS IN PRETTY GOOD SHAPE EXCEPT FOR TWO OF THEM AND WE'RE WORKING ON THOSE TWO. MARCH OF 2022, DRAINAGE REPAIRS ON HOLE NUMBER 6 WAS APPROVED BY CITY COUNCIL AND THAT PROJECTS WAS COMPLETED WITHIN TWO WEEKS, BY APRIL OF 2022. AND THAT WAS VERY MUCH NEEDED. CONTINUED PARTICIPATION IN RECOMMENDATIONS TO ENSURE THE COURSE WAS IN COMPLIANCE WITH EXHIBIT F, WHICH IS THE STANDARDS THAT AMERICAN GOLF IS SUPPOSED TO MAINTAIN THE GRASS AND THE TRAPS AND THINGS AROUND THE GOLF COURSE IS WHAT EXHIBIT F IS. AMERICAN GOLF PERFORMED SIGNIFICANT WORK ON THE CART PATHS DUE TO THESE COMPLIANCE REQUIREMENT. IN JANUARY 2022 A REMEDIATION TREE PLAN SUBCOMMITTEE WAS FORMED BECAUSE OF AN THEY HAD TO REMOVE A LOT OF TREES IN THE EASEMENTS.

AS A PART OF THAT, THEY REPLACED A LOT OF THOSE TREES AND WE FORMED A COMMITTEE THAT'S GOING OUT TO LOOK AT WHERE WE SHOULD REPLACE THE TREES AND EASEMENTS VETS AND WE HAVE A MASTER TREE PLAN AND LARRY IS GOOD AT FOLLOWING THAT AND PUTTING THE RIGHT TREES IN THE RIGHT SPOTS. SO, WE'RE IN THE PROCESS OF DOING THAT RIGHT NOW. SO, I INSERTED A COUPLE OF SLIDES TO KIND OF SHOW YOU GUYS A LITTLE BIT ABOUT SOME OF THE INFRASTRUCTURE THINGS THAT COME UP AND YOU KNOW, WHAT THEY KIND OF LOOK LIKE BEFORE AND WHAT THEY LOOK LIKE AFTER. SO, THE TOP ONE ARE OLD SAND TRAPS, THE OLD GROUND SAND, THEY WERE WASHED OUT BAD, THE DRAINAGE WAS HORRIBLE, AND THE LINEAGE WAS DONE AND IN THE BUNKER TO SEPARATE THE SAND FROM THE BLACK DIRT THERE'S A LINER TO KEEP THAT SEPARATE AND THEN THERE'S DRAINAGE UNDERNEATH THAT TO DRAIN THE WATER OUT OF THUGS TRAPS OTHERWISE THEY BECOME LAKES. YOU COULD SEE THE ONE ON THE TOP LEFT BECAME A LAKE AND FINALLY JUST EVAPORATED. SO, WE WENT BACK WHEN WE DID THE GOLF COURSE RENOVATION 3 YEARS AGO AND WE PUT IN NEW BUMPER LINERS, AND WE PUT IN WHITE SAND AND ALL THE DRAINAGE WAS REDONE AT THAT TIME. THAT WAS AN INFRASTRUCTURE THING THAT WE DID AND TOOK CARE OF. AND THE WALLS ON THE SECOND SET OF PICTURES ARE THE WALLS AT THE CORNER OF LIBERTY GROVE AND WATERVIEW PARKWAY. . THEY GOT TO THE POINT TO WHERE THE MARINE WOOD WALLS WERE COLLAPSING AND WE WERE AFRAID IF WE GOT A HEAVY RAIN OR SOME SITUATION THAT THEY WOULD JUST SLIDE OFF INTO THE LAKE. SO, WE CAME UP WITH A NEW MATERIAL THAT WAS BRAND NEW AT THE TIME. IT'S A CONCRETE WALL THAT LOOKS LIKE STONE. AND THE REASON WE CHOSE THAT IS BECAUSE THIS GROUND IS SO EXPANSIVE HERE THAT IF YOU DON'T HAVE SOMETHING THAT GOES FIRST OF ALL, HEAVY DUTY, SECOND OF ALL, HAS THE AVAILABILITY TO EXPAND AND CONTRACT WITH THE SOIL, THEN IT'S JUST GOING TO BREAK APART. AND THIS IS ACTUALLY BUILT IN BLOCKS, EVEN THOUGH IT LOOKS LIKE INDIVIDUAL STONES, THOSE BLOCKS WEIGH ABOUT 2200 POUNDS A PIECE AND THEY'RE WELL ENGINEERED. AND THAT WALL WILL BE THERE AND THE NEW WALLS THAT WE PUT IN AS A PART OF THE GOLF COURSE RENOVATION WILL BE THERE 50 YEARS FROM NOW. SO, WE REALLY TRIED DO IT RIGHT WHEN WE REPLACED THE INFRASTRUCTURE AND NOT PUT SOMETHING IN THAT NEEDS TO BE REPLACED IN 10 YEARS. AND THE BOTTOM ONE WAS, YOU KNOW, WHEN I FIRST MOVED IN, THIS WAS A LAKE ON HOLE NUMBER TWO IF YOU GUYS ARE FAMILIAR WITH THE COURSE AT ALL. THIS WAS OUR SIGNATURE HOLE FOR A LONG TIME. WHEN I MOVED IN, THAT'S WHAT THE LAKE LOOKED LIKE ON THAT HOLE, AND IT WAS SO OVERGROWN WITH WILLOW TREES THAT STANDING ON THE T-BOX YOU REALLY DIDN'T KNOW THERE WAS A LAKE THERE, THAT'S HOW BAD IT WAS. SO, WHAT WE DETERMINED IS THAT THE ON COURSE LAKES DIDN'T HAVE ANY KIND OF CIRCULATION AT ALL. SO, ONCE WE GOT THIS LAKE CLEANED UP, WE WENT BACK AND PUT A FOUNTAIN AND A CIRCULATING PUMP IN THERE SO IT MAKES IT MUCH EASIER TO MAINTAIN THE QUALITY OF THE LAKES. THAT WAS WHAT IT LOOKED LIKE BEFORE AND THE RIGHT PICTURE IS WHAT IT LOOKED LIKE AFTER WE WERE DONE. SO, WHAT THIS BOARD IS REALLY COMING TO YOU GUYS WITH ALL THE TIME IS, PLEASE, CONTINUE TO FUND OUR INFRASTRUCTURE CHANGES, YOU KNOW. THIS GOLF COURSE IS 22 YEARS-OLD AND THERE ARE THINGS

BREAKING AND COLLAPSING AND NEEDS REPAIR ALL THE TIME. IT'S JUST LIKE A HOUSE, WHEN YOU FIRST BUILD IT YOU DON'T HAVE TO DO ANYTHING FOR A FEW YEARS, BUT YOU GET TO 10 YEARS YOU HAVE TO REPLACE THE SPRINKLING STUFF, THE AIR CONDITIONS AND ALL THE THINGS THAT ARE PART OF THE INFRASTRUCTURE. WE'VE DONE CALCULATIONS AND I HAVE NUMBER FROM THE CITY OF GARLAND, AND THE CITY OF GARLAND WAS FUNDING THEIR GOLF COURSES TO THE TUNE OF $150,000 PER YEAR PER GOLF COURSE COURSE, LAST YEAR, YOU GUYS FUNDED US ONE HUNDRED THOUSAND DOLLARS, AND WE GOT INFRASTRUCTURE PROJECTS DONE SO HE WE WOULD LIKE TO CONTINUE TO MOVE FORWARD WITH THOSE. ALL RIGHT, GOALS FOR 2022 AND 2023, CONTINUE TO ENSURE COMPLIANCE WITH EXHIBIT F 2, THAT'S THE STANDARDS THAT AMERICAN GOLF IS SUPPOSED MAINTAIN THE GOLF COURSES AND WE STAY ON TOP OF THAT ALL THE TIME. CONTINUE TO HAVE EXHIBIT F STANDARDS EXHIBIT F, WAS PUT TOGETHER WITH THE CONTRACT THAT AMERICAN GOLF SIGNED 20 YEARS AGO. THAT'S WHEN EXHIBIT F WAS ORIGINALLY PUT TOGETHER. THE STANDARDS THAT GOLF COURSES ARE MAINTAINED BY HAVE CHANGED. WE HAVE A DOCUMENT WHERE WE'RE TRYING TO UPDATE EXHIBIT F TO NEWER STANDARDS. AND DEVELOP GUIDELINES FOR THE CITY FUNDED MAINTENANCE PROJECTS AT WATERVIEW GOLF COURSE.

RECOMMEND MAINTENANCE PROJECTS FOR FUNDING BY THE CITY OF ROWLETT OR JOINT FUNDING FOR AMERICAN GOLF FOR THE GOVERNMENT COURSE AND RECOMMEND SUPPORT THE GROWTH OF WATERVIEW GOLF COURSE THROUGHOUT THE CITY. SO, FUTURE CONCERNS, AMERICAN GOLF CORPORATION ON GOING ADHERENCE TO THE MAINTENANCE STANDARDS WHICH IS EXHIBIT F. KEEP AMERICAN GOLF CORPORATION IN COMPLIANCE WITH THEIR LEASE AGREEMENT REGARDING MAINTENANCE AND OPERATIONS. THE FOCUS ON THE UPKEEP OF THE INFRASTRUCTURE WHICH IS WHAT WE'RE VERY MUCH CONCERNED ABOUT. AND REMEMBERING THE CITY OF ROWLETT'S MISSION FOR WATERVIEW GOLF COURSE.
