REPORT FOR THE PERIOD ENDING MARCH 31ST, 2022, AND THE ITEM IS PRESENTED BY OUR FINANCES DIRECTOR, WENDY BAGET.

>> GOOD LUCK EVENING, COUNCIL, TONIGHT'S FINANCIAL REPORT PRESENTATION IS FOR THE PERIOD ENDING MARCH 31ST, 2022, WHICH IS THE SECOND QUARTER MUCH OUR FISCAL YEAR IN 2022. THIS REPORT WAS REVIEWED AND MUCH MORE EXTENSIVE DETAIL WITH THE FINANCES COMMITTEE, ON MAY 3RD. OVERALL, THE CITY IS REPORTING $79 MILLION FOR THE SECOND QUARTER OF FISCAL YEAR 2022, EXCEEDING THE FORECAST BY $3 MILLION OR 4% PRIMARILY DUE TO HIGHER THAN ANTICIPATED SALES TAX REVENUE AND THE TIMING OF PROPERTY TAX RECEIPTS YEAR TO DATE. THE CITY IS REPORTING EXPENSES OF APPROXIMATELY $59 MILLION FOR THE FISCAL YEAR WHICH IS ABOUT $1.7 MILLION OR 3% BELOW FORECAST PRIMARILY DUE TO GENERAL PURCHASES IN THE GENERAL FUND AND THE WATER AND SEWER FUNDS. PROPERTY TAXES REPRESENT ALMOST 60% OF THE GENERAL FUND REVENUE BUDGET AND ARE COLLECTED PRIMARILY IN DECEMBER AND JANUARY OF EACH FISCAL YEAR. THE CITY COLLECTED $31 MILLION IN GENERAL FUND PROPERTY TAX REVENUE IN THE SECOND QUARTER WHICH IS ABOUT $691,000 OR 2% AHEAD OF FORECAST FOR THE YEAR THIS IS DUE TO A SLIGHTLY HIGHER COLLECTION RATE THROUGH THE MONTH OF MARCH AND REVENUES RECEIVED THROUGH UNBUDGETED PROTEST VALUES FOR THE BEGINNING OF THE FIGURE CAT YEAR. SALES TAX IS COLLECTED BY THE STATE COMPTROLLER AND REPRESENT 15% OF THE GENERAL REVENUE BUDGET AND ARE AN IMPORTANT CATER OF ECONOMIC HEALTH FOR THE CITY. THE REPORT SHOWS THAT THE CITY HAS COLLECTED $4 MILLION THROUGH THE SECOND QUARTER WHICH INCLUDES AN ESTIMATE FOR THE MONTH OF MARCH RESULTING IN REVENUE EXCEEDING FORECASTS FOR SALES TAX BY $532,000 OR 14%. SINCE THAT REPORT DATE WE'VE RECEIVED EXCITING RESULTS FROM THE STATE COMPTROLLER FOR THE MONTH OF MARCH OF $883,000. AND THIS PUTS US AT $675,000 OR 18% ABOVE FORECAST FOR THE MARCH QUARTER END. INFLATION HAS LEAD TO INCREASED SALES TAX DOLLARS IN ROWLETT'S REVENUE STREAM. WATER REVENUES REPRESENT ALMOST 60% OF THE UTILITY FUND REVENUE BUDGET AND COVER THE COST OF WATER ACQUISITION FROM THE NORTH TEXAS MUNICIPAL WATER DISTRICT. AS OF THE QUARTER END, WATER REVENUES WERE UNDER FORECAST BY 3% FOR THIS TIME OF YEAR. IT'S ALWAYS NICE TO HAVE A GOOD HEAD START WHEN WE ENTER INTO THE SUMMER MONTHS AND WE ALWAYS LIKE TO HEAR THAT NEWS, BUT THIS WILL BE ONE OF THOSE YEARS WHERE WE HOPE THAT THE SUMMER WATERING ACTIVITY PULLS US THROUGH TO MEET THE YEAR-END FORECAST BY THE TIME WE REACH DECEMBER. THE GOOD NEWS IS 3% IS NOT IT TOO FAR HAND AND WE HAVE A VERY FINANCIALLY STABLE WATER AND SEWER FUND BUT WE WILL CONTINUE TO MONITOR THESE REVENUES THROUGHOUT THE SUMMER MONTHS. SEWER REVENUES REPRESENT 40% OF THE UTILITY FUND BUDGET. AND SERVICES PAID TO THE CITY OF GARLAND. THE CITY HAS EARNED $6 MILLION IN SEWER FEES TRUE THE SECOND QUARTER WITH REVENUE RIGHT AT FORECAST. NOW, TAKING A LOOK AT OUR TWO LARGEST OPERATING FUNDS, OVERALL, GENERAL FUND REVENUES WERE $2 MILLION ABOVE FORECAST FOR THE QUARTER END. THERE WERE 3 AREAS OF REVENUES THAT DEFINE THESE RESULTS. TWO OF WHICH WE HAVE ALREADY DISCUSSED WHICH IS THE TIMING OF THE PROPERTY TAX REV NEWS AND THE GROWING TAX REVENUES AND THE THIRD IS BUILDING FEES AS OUR COMMUNITY CONTINUES TO GROW, GENERAL FUND EXPENSES WERE $1 MILLION BELOW FORECAST, OF THIS AMOUNT, THE MAJORITY IS DUE TO NORMAL TIMING AND A WIDE RANGE OF SUPPLY PURCHASES AND PROFESSIONAL SERVICES AS NEW YEAR CONTRACTS HAVE BEEN PROCURED AND SUMMER PROJECT EVENTS. THE REMAINING ARE NEW POSITIONS ADDED IN THE FISCAL YEAR 2020 BUDGET AND TOOK TIME TO ADVERTISE, ENTER VIEW AND ON BOARD DURING THE FIRST QUARTER OF THE FISCAL YEAR.

OVERALL, WATER AND SEWER FUND REVENUES WERE $281,000 BELOW FORECAST ATTRIBUTABLE TO THE LOWER CUSTOMER DEMAND DURING THE PRIMARY MONTHS OF OCTOBER AND NOVEMBER AS A RESULT OF THE HIGHER THAN USUAL RAINFALL DURING THOSE MONTHS AS WELL AS A SMALL DROP IN DEMAND ME FEBRUARY. EXPENSES WERE $606,000 BELOW FORECAST IN THE WATER AND SEWER FUND AS A RESULT

OF PERSONNEL VACANCIES DURING THE FIRST TWO QUARTERS OF THE FISCAL YEAR, LOWER THAN FORECASTED WASTE WATER TREATMENT COSTS AND TIMING OF LARGE PURCHASES AND PROFESSIONAL SERVICES AS NEW YEAR CONTRACTS WERE SECURED. AND WE TYPICALLY SEE THESE LOWER THAN FORECASTED EXPENSES IN CONTRACTS AND SUPPLIES AND PERSONNEL SERVICES FOR BOTH THE GENERAL FUND AND THE WATER AND SEWER FUND FOR THE FIRST TWO QUARTERS OF THE FISCAL YEAR, IT CATCHES UP DURING THE SUMMER AND WE USUALLY GET CLOSER DURING THE END OF THE FISCAL YEAR.

>> TO FINISH OUT TONIGHT'S PRESENTATION, OTHER FISCAL YEAR 2022 FISCAL FUNDS, THE DEBT SERVICE, DRAINAGE, REF FUSE, ECONOMIC DEVELOPMENT, AND GOLF FUNDS MET OR EXCEED THE THE RECOMMENDED. OR ABOUT 12% DUE TO UNUSUALLY HIGH HEALTH BENEFIT CLAIMS DURING THE FIRST QUARTER INCLUDING 4 SUBSTANTIAL CLAIMS INCURRED IN THE FIRST QUARTER AS SHOWN BY THE BLEW LINE AT THE BOTTOM OF THE SLIDE THERE. STOP LOSS REIMBURSEMENTS FOR SOME LARGE BENEFIT CLAIMS HAVE PUT ROVE KNEWS ABOVE FORECAST OVERALL BUT NOT QUITE ENOUGH TO BALANCE THIS YEAR'S ACTIVITY COMPLETELY OUT. THE GOOD NEWS IS, AGAIN, SURPLUS FUND BALANCE FROM LAST YEAR AND LOWER BENEFIT PAYMENTS THAT WE HAVE SEEN IN THE SECOND QUARTER HAVE ALLOWED THE VAPID TO BALANCE OUT OVERALL FOR THE QUARTER END AND MAINTAIN A 90 DAY RESERVE BALANCE FOR THE FUND AS WELL. IN APRIL, CITIZENS PACKED THE CITY COUNCIL CHAMBERS EXPRESSING OPPOSITION TO THIS DEVELOPMENT ALONG WITH SUPPORTED FACTS AND DATA, YET YOU VOTED TO GO ALONG WITH THE DEVELOPMENT, POINTING OUT THAT P & Z VOTED TO DENY IT. THERE'S NOT ONE THAT MENTIONED. PAGE 47 OF THE PLAN SHOWS FUTURE LAND USE FOR LIGHT INDUSTRIAL COLOR CODED FOR THE WEST OF LAKE VIEW PARKWAY. PAGE 32 OF THE PLAN STATES CLEARLY THAT 76.9 PERCENT IS STILL APPROPRIATE FOR THE FUTURE, THE VISION IS DEFINED AS MAJOR EMPLOYMENT HUB WITH A MIX OF OFFICE COMMERCIAL, RETAIL, SINGLE FAMILY RESIDENTIAL AND MIXED USE DEVELOPMENT.
