WE ALSO NEED MORE TIME TO LOCATE A GENERAL APPRAISER THAT'S CERTIFIED, WE'VE HAD A LOT OF ISSUES FINDING SOMEONE BECAUSE OF THE REAL ESTATE MARKET BOOM MOST OF THE APPRAISERS HAVE TOLD US THAT IT CAN TAKE YOU KNOW, NORMALLY UP TO 30 DAYS, SOMETIMES 90 DAYS TO GET A FULL REPORT ON AN APPRAISAL, AND WE NEVER RECEIVED THE SET APPRAISAL LETTER FROM THE ATTORNEYS OR THE DEVELOPERS. I DON'T KNOW IF I HAVE ENOUGH TIME, BUT, ANOTHER REASON IS BECAUSE WE HAD WE RECEIVED, WE WERE GIVEN A 50% REDUCTION IN VALUE OF THE EASEMENT AND IT DOES NOT REFLECT THE VALUE 3 OF PARCEL THAT'S BEING TAKEN. HERE'S A LETTER DATED AUGUST 9TH, 2021, FROM RICHARD JONES STATING THE KAYAK CROSSING OUTPOST LOCATED AT 6917 MILLER ROAD IS A PRIVATE BUSINESS LOCATED ON PRIVATELY OWNED LAND AND IS THE RESPONSIBILITY FOR THE OF THE OWNER TO BE ADA COMPLIANT. THE CITY STAFF HAS STARTED PLAYING WITH WORD GAMES WITH THE ORDINANCE PROVIDED FOR ME TO BUILD MY FACILITY AND OPERATE PADDLE POINT PARK. DEFINE PRIVATE DRIVES, ACCESS EASEMENT AND FIRE LANES USED IN THE ORDINANCE, NO RESPONSE WAS RECEIVED. BY I THINK CHANGING THE WORDING AND INTENT OF THE ORDINANCE, STAFF BECOMES CLOSE TO ALTERING THIS DOCUMENT WHEN USING IT AS THEIR EXCUSES. PADDLE POINT PARK IS ADA COMPLIANT. PLEASE, PUT YOUR TIME AND EFFORTS INTO CHANGING THAT ZONING BACK SO FAMILY STATUS AND BE A PLACE- THAT WE WANT TO RAISE OUR FAMILIES IN. THE PROGRAM WILL ALLOW FOR ONLY ESSENTIAL REPAIRS REQUIRED TO COMPLY WITH THE INTERNATIONAL PROPERTY MAINTENANCE CODE AND STAFF HAS REVIEWED OVER THE LAST FEW YEARS WE'VE HAD SEVERAL REQUESTS FROM PEOPLE SAYING WE WOULD LIKE TO GET HELP BUT THE CITY CURRENTLY DOESN'T HAVE A PROGRAM THAT ALLOWS FOR THAT HELP. SO, THIS DONATION WOULD ALLOW FOR SOME FUNDING TO BE AVAILABLE FOR CERTAIN CRITICAL HOME REPAIRS THAT WE HAVE NOT HAD NOT PAST. AND WHAT WE'VE HAD TO DO IN THOSE SITUATIONS IN THE PAST, SINCE NO MONEY'S BEEN AVAILABLE IS DIRECT THOSE RESIDENTS TO EITHER RELIGIOUS ORGANIZATIONS OR HABITAT FOR HUMANITY WHEN WE TALK ABOUT THE IPMC WHICH IS THE INTERNATIONAL PROPERTY MAINTENANCE CODE, IT REQUIRES A BATH TUB OR A SHOWER IN EVERY HOME, IT REQUIRES A LAVATORY, A WATER CLOSET AND A KITCHEN SINK.

THOSE ARE THE MINIMUM PLUMBING REQUIREMENTS FOR ALL HOMES. IT ALSO REQUIRES HOT AND COLD RUNNING WATER. AND, SO IT WOULD REQUIRE A WATER HEATER. IT ALSO REQUIRES IN THAT CODE FOR FOR THE HEATING, VENTILATION, AND AIR CONDITIONING SYSTEM TO BE ABLE TO MAINTAIN A TEMPERATURE OF 68 IN THE WINTERTIME AND NO MORE THAN 78 IN THE SUMMERTIME. IT DOES REQUIRE CERTAINLY ELECTRICAL REQUIREMENTS TO COMPLY WITH THE MINIMUM SAFETY REQUIREMENTS THAT ARE EXPECTED ON A HOME. THE DONATION WILL ASSIST HOMEOWNERS TO MAINTAIN SAFE AND SANITARY LIVING CONDITIONS IN HOMES. STAFF PREPARED A POLICY THAT WOULD ALLOW FOR QUALIFICATIONS AND FOR US TO DETERMNE WETHER OR NOT THEY MEET THOSE QUALIFICATIONS. THOSE CRITERIA ARE IDENTICAL TO PREVIOUSLY WITH THE SIDEWALK ASSISTANCE PROGRAM. IT DOES REQUIRE THE RESIDENT LIVE IN ROWLETT, IT REQUIRES THE APPLICANT TO BE A PROPERTY OWNER, AND OWN THAT HOME THAT THEY LIVE IN IN ROWLETT. THEY ARE REQUIRED TO VIOLATE OR NOT COMPLY WITH THE REQUIREMENT OF THE INTERNATIONAL PROPERTY MAINTENANCE CODE THAT'S REQUIRED. AND THEIR ANNUAL HOUSEHOLD INCOME CANNOT EXCEED $71,200. AND, IN THIS PROGRAM, WE WOULD PROVIDE FOR A MAXIMUM ASSISTANCE PER HOMEOWNER FOR $6,000. AND IF THE COST OF

THE REPAIR DOES EXCEED $6,000, THEN THE HOMEOWNER WOULD HAVE TO COME UP WITH THE ADDITIONAL FUNDS. THE SALE AND DELIVERY OF SUCH BONDS. >> GOOD EVENING, I'M HERE TO TOSS THE 2022 GO AND WATER AND SEWER ISSUESANCES. THE CITY PLANS TO ISSUE $4.2 MILLION IN GO BONDS IN THE BOND ISSUANCE APPROVED BY VOTERS IN 2021.

TYPICALLY, WE WOULD HAVE CONDUCTED OUR WORK SESSION WITH COUNCIL TONIGHT AND BROUGHT IN THE FINAL ORDINANCES AT THE NEXT COUNCIL MEETING BUT THIS YEAR WE'RE PROPOSING A DIFFERENT ORDINANCE APROOFING THE SALE OF BONDS WILL BE BE DISCUSSED LATER IN THE PRESENTATION. IN 2021, ROWLETT CITIZENS AUTHORIZED $21,785,000 IN GO BONDS AND THIS INCLUDED $19.5 MILLION IN PAVING AND DRAINAGE IMPROVEMENTS AND $2.3 MILLION IN PUBLIC SAFETY IMPROVEMENTS. WE ISSUED THE FIRST ROUND OF BONDS LAST YEAR IN THE AMOUNT OF $10,466,000. AND THIS YEAR WE PLAN ON ISSUESLE NEXT ROUND IN THE AMOUNT OF $4.2 MILLION IN GO

BONDS. >> OUR LONG-TERM WATER AND SEWER PLAN IS TO ISSUE 7 MILLION IN WATER AND SEWER BONDS TO SPROERT GOETHE AND DEVELOPMENT AND THIS IS CALCULATED INTO THE CITY AND WATER STUDY. THIS COVERS A VARIETY OF PROJECTS WHICH INCLUDE EX-PACKS OF WATER AND SEWER LINES AND LIFT STATION EVENTS WHICH WERE REVIEWED IN TONIGHT'S WORK SESSION. TONIGHT WE'RE PROTOESING A PARAMETER BOND SAIL FOR GO OR WATER SEWER BONDS ADOPTED BY COUNCIL. WE WOULD TYPICALLY HAVE BROUGHT YOU THE ORDINANCE. HOWEVER, DUE TO MARKET VOLATILITY AND EXPECTED RATE HIKES AND AFTER THE FED MEETING TAKING PLACE ON JUNE FIFTEENTH AND 16TH, WE'RE PROPOSING A PARAMETER TONIGHT INSTEAD WHICH WILL DELEGATE TO APPROVE THE SALE ONLY IF THE CONDITIONS SET FORTH IN THE PARAMETER ORDINANCES ARE MET. THIS WILL ALLOW US TO GET AHEAD OF THE INTEREST RATE HIKE RATHER THAN BEING LOCKED IN ON A PRICE ON THE DAY OF THE COUNCIL MEETING. THE MAXIMUM TRUE INTEREST COST OF 5%, A MAXIMUM PRINCIPLE AMOUNT FOR THE GO BONDS IN THE AMOUNT OF $3.4 MILLION.

FINAL MATURITY DATES FOR THE BONDS IS FEBRUARY 15TH, OF 2022, AND THE WATER SEWER BONDS ARE MARCH 1ST, OF 2022. AND THE EXPIRATION DATE OF THIS DELEGATED AUTHORITY IS ON DECEMBER 7TH OF 2022. THE AND THAT'S THE CONCLUSION OF TONIGHT'S PRESENTATION AND WE'RE READY FOR COUNSEL'S ACTION UNLESS THERE ARE ANY QUESTIONS.
