DISCUSS RESOLUTION AMENDING THE CITY OF ROWLETT BOARDS AND COMMISSIONS HANDBOOK TO AMEND SECTION 5, CONDITIONS RELATING TO THE ROWLETT COMMUNITY ACTIVE DISASTER COMMITTEE. IS ANYBODY

MANAGEMENT COORDINATOR? >> THANK YOU, MAYOR AND COUNCIL, WE'RE BACK HERE TONIGHT TO DISCUSS THE AGENDA ITEM FROM LAST WEEK OR THE LAST MEETING. I DO WANT TO START THAT DISCUSSION BY BRIEFLY GOING OVER THE COADS HISTORICAL BACKGROUND AND WE HAVE ALL OF COUNSEL WHO WAS NOT HERE TO UNDERSTAND WHAT THE COAD IS AND WHY WE ESTABLISHED IT. THE COAD HAS IT'S ROUTES WITH THE COMMUNITY BASED LAUNCH AND RECOVERY COMMITTEE WITH THE MISSION TO CREATE DISASTER SERVICES FOR INDIVIDUAL FAMILIES SUFFERING FROM THE TORNADO. AFTER FINISHING THAT MISSION, THE LTST DISSOLVED. WHILE THERE WAS A DESIRE TO FORM. HOWEVER, SEVERAL MEMBERS DID COORDINATE TO PROVIDE ASSISTANCE TO COMMUNITIES AFFECTED BY HURRICANE HARVEY INCLUDING SENDING DONATED RESOURCE TOSS CROSBY. FAST FORWARD TO 2019 I WAS FORTUNATE TO BE IN CHAMBER'S COUNTY AFTER TROPICAL STORM IMELDA. A GREAT EXPERIENCE.

UPON RETURNING FROM THAT DEPLOYMENT, I CALLED UP A COMMITTEE WHICH INCLUDED MYSELF, AND MICHAEL REPRESENTING THE CHAMBER OF COMMERCE, WILLIE LONING WITH THE RTCC AND THE CITY MANAGER'S OFFICE. AND MI MISSY TOWNSEND, TO. IN ESTABLISHING THE COAD. WHILE THE COAD ISN'T PERFECT IT'S BASED ON BEST PRACTICES, AND THAT WAS THE INTENT. THE COMMITTEE STARTED TO MEET IN NOVEMBER OF 2019 AND WE HAD A SOMEWHAT MORE EXTENDED PROCESS TO ESTABLISH THE COAD, BUT, COVID-19 HIT AND WE WERE FORCED TO SPEED UP THAT PROCESS. WITHIN A WEEK OF ESTABLISHING IT, WE WERE ABLE TO START TO PROVIDE PANDEMIC RELATED ASSISTANCE TO THE COMMUNITY. SO, VERY GOOD PROCESS FOR THE COAD. AGAIN, THE COAD IS BASED ON THE LTRC WHICH INCLUDES A STRUCTURE, I'M NOT GOING TO GO THROUGH EVERY AGENCY LISTED ON HERE, I JUST WANTED THAT AS A COMPARISON FOR YOU. HOWEVER, I WILL POINT OUT THAT THE EIGHT PERMANENT AND SEVEN TERM BASED MEMBERS HERE DO REPRESENT THE GREATEST CONCENTRATION AND DIVERSITY OF RESOURCES WITHIN THE COMMUNITY WHICH IS ESSENTIAL FOR DISASTER RECOVERY. I ALSO WANTED TO POINT OUT THAT THE LTRC IS A CONUPON -- COMPONENT OF THE COAD. SO, THE PURPOSE OF THE COAD, I'M GOING TO HAVE TO READ THIS, THE PURPOSE IS TO PROVIDE A STRUCTURED COOPERATION, COMMUNICATION, COORDINATION FOR COMMUNITY STAKEHOLDER, I.E., SYNERGY. IN ADDITION TO THAT, IT SERVES AS A PERMANENT OVERSIGHT STRUCTURE FOR THE CITY'S FIDUCIARY AGENT WHICH WE DID USE FOR THE LTRC AND WE SIGNED AN MLU WITH THEM FOR THE COVID-19 PANDEMIC AND CONTINUE TO USE THEM. THIS STRUCTURE AND THE PURPOSE HELPS US ENSURE THAT THERE'S AN EFFECTIVE, EFFICIENT AND EQUITABLE USE THROUGHOUT ALL DISA DISASTERS IN TERMS OF MITIGATION. I HAVE A D STRUCTURE OF WHAT IT WAS LIKE BEFORE AND AFTER THE COAD. THAT STRUCTURE ON THE LEFT IS WHAT I SEE IN EVERY COMMUNITY THAT DOESN'T HAVE THE STRUCTURE, YOU HAVE GROUPS OPERATING SEPARATELY AND THERE'S NOT A LOT OF EFFECTIVE USE OF RESOURCES WITHIN THE COMMUNITY. SO. THAT

BRINGS US TO TONIGHT'S DISCUSSION, THAT IS THE CHALLENGE THAT THE COAD HAS FACED. WE STARTED OFF OPERATING IN A VIRTUAL CAPACITY BECAUSE THE GOVERNOR DECIDED TO LIFT CERTAIN PROVISIONS OF THE TEXAS OPEN MEETING ACT TO ALLOW US TO DO BUSINESS IN A VIRTUAL CAPACITY. I'M NOT GOING TO GO OVER THE WHOLE EXPLANATION OF THIS CHART, BUT, AS A SUMMARY, THE COAD HAS MADE A QUORUM FOR 21 OUT OF 27 MEETINGS, AND YOU COULD SEE THROUGH JUNE OF 2021 WE WERE VERY CAPABLE OF ESTABLISHING THAT QUORUM, HOWEVER, AFTER THOSE PROVISIONS, THAT SUSPENSION OF THOSE PROVISIONS WAS LIFTED, THIS COAD DID START STRUGGLING WITH ACHIEVING THAT ATTENDANCE REQUIREMENT. COAD MET SEVERAL TIMES SINCE LAST YEAR TO DISCUSS THAT ISSUE AND WE IDENTIFIED THE FOLLOWING SOLUTIONS TO THE ATTENDANCE. FIRST CHANGING MEETING TIMES AND DATES TO BETTER ALIGN WITH PEOPLE'S SCHEDULES, WE'VE IMPLEMENTED THAT, IT'S HELPED SOMEWHAT, IT DOESN'T SHOW IN THE NUMBERS BUT WE GOT A POSITIVE RESPONSE FROM THE MEMBERS. THE OTHER OPTIONS WAS RETURNING TO A VIRTUAL MEETING OPTION AND OTHERS WERE APPOINTMENT OF ORGANIZATIONS NOT INDIVIDUALS. THE MARRY AND COAD LEADERSHIP WORKED ON AND RECOMMENDED RESOLUTION TO AMEND THE BOARD'S AND COMMISSIONS HANDBOOK. THOSE AMENDMENTS WOULD DO FIVE THINGS, ALLOW THE APPOINTMENT OF ORGANIZATIONS FOR THE COAD, ALLOW MEMBERS TO MEET VIRTUALLY, ELIMINATE THE COAD TO MEET A MINIMUM SIX TIMES A YEAR, WE'RE AN AS-NEEDED ON-CALL ORGANIZATION T ELIMINATE THE REQUIREMENT THAT MEMBER REPRESENTATION BE RESTRICTED TO ROWLETT RESIDENTS OR REGISTERED VOTERS IN THE CITY. AND ALLOW MEMBER REPRESENTATIVES TO SERVE

ON OTHER CITY BOARDS AND COMMISSIONS. I'LL LEAVE THAT. >> MAYOR MARGOLIS: ALL RIGHT.

THANK YOU FOR THAT PRESENTATION, YOU DID A REALLY GOOD JOB OF EXPLAINING A LOT OF IT. YOU KNOW, ONE OF THE BIGGEST AND IMPORTANT THINGS FOR ME ON THIS IS THAT, UM, WE NOT APPOINT INDIVIDUALS TO THIS GROUP, BUT THAT WE APPOINT ORGANIZATIONS. WE HAVE REPRESENTATIVES FROM THE ORGANIZATIONS WHO ATTEND BUT THEY'RE NOT APPOINTED INDIVIDUALS, THEREFORE THERE'S NOT A QUORUM PRESENT. SO, IN ORDER TO CONTINUE BUSINESS AND EVEN TO JUST BE ABLE TO APPROVE MINUTES WE HAVE TO HAVE THE QUORUM. AND SO THAT'S WHY, IT WAS THE MAIN REASON FOR THE RECOMMENDATION ON THE ORGANIZATIONAL APPOINTMENTS RATHER THAN THE INDIVIDUAL APPOINTMENTS. AND THEN, UM, LIKE, ED STATED, THESE ARE FULL-TIME STAFF MEMBERS, MOST OF THEM ARE, AND, YOU KNOW, BEING ABLE TO ACCOMMODATE THOSE SCHEDULES AND DO IT IN A WAY THIS IS FLEXIBLE, I.E. VIRTUAL MEETINGS, WHEN NEEDED, YOU KNOW, THAT'S NOT YOUR FIRST WAY TO GO, BUT IF YOU DETERMINE THAT IS THE BEST WAY FOR THIS CERTAIN MEETING ON THIS MONTH, THEN THE OPTION IS AVAILABLE. THAT WAY WE COULD CONTINUE TO GET THROUGH THINGS. ESPECIALLY IF WE'RE IN THE MIDDLE OF DISASTER RECOVERY MODE AND WE ARE ALL DOING OUR OWN THINGS AND IT IS NOT EASY TO GET EVERYBODY IN ONE ROOM AT THAT POINT, IT IS EASIER TO HAVE THE VIRTUAL MEETINGS IN THOSE CIRCUMSTANCES TO GET BUSINESS DONE. SO, THOSE ARE THE HIGHLIGHTS, AGAIN, POINTING OUT WHAT ED SAID, SO, ARE THERE ANY QUESTIONS, CONCERNS, COMMENTS ON
