THIS BEAUTIFUL PAIR OF KITTIES. THESE BEAUTIFUL GIRLS CAME TO THE SHELTER IN SEPTEMBER AFTER THEIR OWNER HAD TO BE MOVED TO A FULL-TIME CARE HOME AND WAS UNABLE TO CARE FOR HER ANIMALS.

THESE TWO CAN BE SHY AT FIRST. THEY ARE VERY AFFECTIONATE ONCE THEY TRUST YOU. THEY HAD MINOR SKIN ISSUES.

THEIR FUR IS GROWING BACK NICELY NOW.

THEY ARE HEALTHY, FULLY VACCINATE AND SPAYED.

THEY ARE SOMEWHERE BETWEEN 6-8 YEARS OLD.

NOT TOO YOUNG. BUT STILL HAVE LOVE TO GIVE.

THESE ARE A BONDED PAIR. THEY NEED TO GO TO A HOME TOGETHER. THEY ARE GOOD.

BEGINNING THIS MONTH, THE DATES AND THE TIMES ARE CHANGING. THE BRIDGE WALK WILL BE HELD ON THE THIRD SUNDAY OF EACH MONTH AT 3:30 P.M. AND THIS WILL ALLOW MORE PEOPLE TO PARTICIPATE. THE APPLICANT IS REQUESTING INCREASED FENCE HEIGHT AS AN ALTERNATIVE FENCING MATERIAL TO PROVIDE ENHANCED SECURITY MEASURES TO PROTECT THESE FACILES. ON THE RIGHT SIDE, YOU WILL SEE THE LOCATION. AND FURTHER I'LL SHOW YOU A MORE DETAILED PLAN IN THE NEXT FRAME. A LITTLE BACKGROUND ON THIS PROJECT. MANY OF YOU ARE FAMILIAR ALREADY. AND THEN THERE WERE AMENDMENTS TO SAID REGULATING PLAN BACK IN 2021.

AND 2022. BOTH CONTAINING MAJOR WARRANTS.

AND SIGNIFICANT CHANGES TO USES AND REALLY THE PHASING OF THE PROJECT. AND SO THAT BRINGS US TO SEPTEMBER 26. NOW MORE SPECIFIC TO THIS PROJECT. WHICH IS A DEVELOPMENT PLAN THAT IS LOCATED FROM AT THE NORTHEAST OF THE SITE.

AND THIS DEVELOPMENT PLAN FOR THE INFRASTRUCTURE FACILITY WAS APPROVED PENDING THE REQUESTED MAJOR WARRANTS.

SO ONCE THESE ARE APPROVED, THE DEVELOPMENT PLAN ITSELF WILL BE APPROVED COMPLETELY. ONE ASPECT OF THE DEVELOPMENT, DO NOT MEET THE REQUIREMENTS OF THE FORM-BASED CODE.

THE CITY COUNCIL MUST TAKE ACTION ON MAJOR WARRANTS FOLLOWING THE RECOMMENDATION. THIS IS A LITTLE BIT OF A BETTER SITE PLAN. KIND OF SHOWING THE FENCE ENCLOSURE IN RELATION TO THE PROPERTY BOUNDARY AS WELL.

ADJOINING PROJECTS. IN THE MAT REE THAT.

AND THE PARKING LOT THERE ON THE RIGHT SIDE.

AND THEN FUTURE DEVELOPMENT TO THE SOUTH AND SOUTHWEST.

AND OF COURSE, THE I-30 CORRIDOR THERE AT THE NORTH SIDE.

THE MAJOR WARRANT, IT IS... IT STATES THAT A FENCE WILL BE A MAXIMUM OF SIX FEET IN HEIGHT. AND CONSTRUCTED OF MASONRY, METAL PICKET, GLASS OR OTHER APPROVED MATERIALS.

WOOD AND CHAIN-LINK FENCES ARE PROHIBITED UNLESS FULLY COVERED BY LANDSCAPE. SECTIONS 78, # 1 OF THE ROWLETT CODE OF ORDINANCES STATES THAT RAZOR WIRE IS A PROHIBITED FENCING TERLG. TODAY'S REQUEST IS TO INCREASE THE HEIGHT OF THE PROPOSED PERIMETER CHAIN LINK FENCE FROM SIX FEET TO EIGHT FEET AND TO ALLOW FOR AN 18-INCH COIL OF RAZOR WIRE ON THE TOP OF THE FENCE.

THIS WILL RESULT IN A TOTAL FENCE HEIGHT OF APPROXIMATELY 9.5 FEET. THE ILLUSTRATION SHOWS THE RELATIONSHIPS BETWEEN THE MATERIALS.

A LITTLE BIT OF WHAT IS BEING... THE CONTEXT OF WHAT'S BEING LOOKED AT TODAY. THIS FACILITY WILL CONTAIN TWO FIBER HUTS. THE TWO LARGE RECK TANGLINGS THERE ON THE RIGHT SIDE. WHICH WILL BE APPROXIMATELY 22 FEET BY TEN FEET. AND WHICH WILL BE ABOUT EIGHT FEET AND FOUR INCHES TALL. AND THEN THAT SMALL RECTANGLE THERE ON THE LEFT SIDE WILL BE A BACK-UP GENERATOR.

APPROXIMATELY THREE FEET BY TEN FEET.

THESE WILL, ALL THREE OF THESE ELEMENTS WILL BE ON A CONCRETE SLAB. SURROUNDED BY THE SECURITY FENCE THAT WE ARE LOOKING AT TODAY. AND SO WE HAVE SPOKEN ABOUT THE ELEVATED EIGHT-FOOT HEIGHT. WHICH, PER THE FORM-BASED CODE WOULD REQUIRE THE FULL SCREENING WITH LANDSCAPING.

AND VISIBILITY OF THE PROPOSED IMPROVEMENTS WOULD BE LARGELY LIMITED TO THE I-30 FRONTAGE AND PUBLIC ACCESS TO THE FACILITY WOULD BE PROHIBITED. SO ESSENTIALLY, THE FACILITY ITSELF IS SET BACK ENOUGH WHERE IT IS NOT GOING TO BE IN IMMEDIATE... AN IMMEDIATE EYESORE OR REALLY GOING TO BE ANYWHERE NEAR IMMEDIATE FOOT TRAFFIC OR PEDESTRIAN TRAFFIC.

IT IS DIRECTLY ADJACENT TO THE I-30 FRONTAGE WHICH DOES HAVE A TRAIL OR AT LEAST IN THE FUTURE PLANS, DOES HAVE A FUTURE TRAIL.

THAT WOULD TYPICALLY BE LIMITED TO BIKING AND PEOPLE REALLY MOVING THROUGH... EITHER FROM ROCKWALL OR TOWARD ROCKWALL.

MAJOR WARRANTS MAY ONLY BE APPROVED BY CITY COUNCIL.

THE FORM-BASED CODE STATES THE FOLLOWING CONVERSATIONS.

NUMBER ONE, THE REQUESTED WARRANT MEETS THE GENERAL INTENT OF BOTH THE FORM-BASED CODE AND THE URBAN VILLAGE DISTRICT.

THE URBAN VILLAGE DISTRICT, TO AVOID CONFUSION, ARE THE STANDARDS THAT ARE STIPULATED FOR THE BAY-SIDE DISTRICT OR THE SPECIAL BAY-SIDE DISTRICT. THE REQUESTED WARRANT WILL RESULT IN AN IMPROVED PROJECT WHICH WILL BE AN ATTRACTIVE CONTRIBUTION TO THE VILLAGE DISTRICT.

AND THE REQUESTED WARRANT WILL NOT PREVENT THE REALIZATION OF THE INTENT. SO THOSE ARE THE THREE PARAMETERS WE ADDED. THE SPECIFIC DISTRICTS.

THOSE ARE TYPICALLY THE THREE CONVERSATIONS THAT THE CODE SETS FORWARD FOR CONVERSATION OF MAJOR WARRANTS.

NOTIFICATIONS WERE SENT OUT OF 200 AND 500-FOOT BUFFER.

WE ARE HONORED TONIGHT ABABLE TO WELCOME A NEW ASSOCIATE JUDGE. THE COURT GOVERNANCE COMMITTEE, AFTER WE MADE THE RECOMMENDATION TO HIRE JUDGE KILGORE WENT BACK AND REP VIEWED AND REALIZED THERE WAS A NEED FOR ANOTHER ASSOCIATE JUDGE. WE HAVE BROUGHT FORWARD A VERY STELLAR CANDIDATE IN ASHLEY MCSWAIN.

SHE IS A ROWLETT RESIDENT AS WELL.

SHE HAS A LOT OF YEARS OF SERVICE.

BOTH AS AN ATTORNEY AND AS A JUDGE.

IN OTHER CITIES. THE COURT'S GOVERNING COMMITTEE HAD A CHANCE TO SIT DOWN WITH HER AND TALK TO HER.

WE THINK SHE IS GOING TO BE AN EXCELLENT ADDITION TO OUR COURT STAFF. SO IF THERE IS ANY QUESTIONS, I WOULD BE HAPPY TO ANSWER THEM NOW.

SHE WAS VERY PERSONABLE, VERY KNOWLEDGEABLE.

I LIKE THAT SHE GREW UP IN ROWLETT, THAT SHE HAS A LONG HISTORY WITH OUR CITY AND KNOWS OUR CITY.

I LIKE HER BACKGROUNDST, THAT SHE IS STARTED OUT WORKING WITH THE POLICE DEPARTMENT AS A 911 SUPERVISOR.

THAT SHE HAS BEEN A PROSECUTOR. SHE HAS BEEN AN ENTREPRENEUR.

I THINK SHE BRINGS A GREAT BACKGROUND HERE.

I ALSO TOOK THE LIBERTY OF TALKING TO SOME PEOPLE WHO HAVE WORKED WITH HER WHO ARE MUTUAL ACQUAINTANCES OF OURS AND GOT GLOWING RECOMMENDATIONS. I AM FULLY IN SUPPORT OF APPOINTING HER AS ASSOCIATE JUDGE.

WHEN I GOT THE PACKET, I SAW WE WERE APPOINTING A JUDGE, AND THE CHARTER HAS THE FULL COUNCIL APPOINTING THE JUDGE.

I DID NOT SEE ANY MATERIAL LIKE WE WOULD HAVE SEEN WITH APPOINTING THE CHIEF JUDGE IN TERMS OF RESUME OR EXPERIENCE AND THINGS LIKE. THAT NOW, I KNOW YOU GUYS HAVE DONE YOUR DUE DILIGENCE. IN THE FUTURE, I WOULD LIKE TO SEE THAT KIND OF INFORMATION COME FORWARD WITH THE PACKET.
