MICHAEL GALLOPS. >> JUST WANT TO THANK YOU FOR BEING HERE TONIGHT TO HONOR MICHAEL. THE CITY INSTITUTED THE VETERAN'S RECOGNITION PROGRAM FIVE YEARS AGO UNDER THE FORMER MAYOR, TAMMY BASHIAN WHO WANTED THE CITY TO RECOGNIZE THE LIFE AND THE SERVICE TO OUR COUNTRY AND COMMUNITY OF ROWLETT'S VETS. AND, MICHAEL WILL BE THE 25TH VETERAN ROWLETT VET THAT WE'VE RECOGNIZED. AND ONE OF THE REASONS FOR DOING THIS AND SOMETHING THAT I'M GOING TO DO IS, UM, SINCE WE STARTED THIS PROGRAM WE'VE LOST FIVE OF THE VETERANS THAT WE PREVIOUSLY RECOGNIZED. THEY HAD LIVES, THEY SERVED THIS COMMUNITY, AND THEIR COUNTRY HONORABLY. AND, UM, I USED TO TALK TO THE MAYOR, FORMER MAYOR, AND THE CURRENT MAYOR ABOUT HOW IMPORTANT IT IS FOR US TO REMEMBER THEM AND THEIR SERVICE AND THEIR LIVES, SO THEY JUST DON'T, UM, GO OUT INTO OBSCURITY, AND SO, THE WAY WE DO THAT IS, WE SAY THEIR NAME. SO, TONIGHT, WE'RE HERE TO BRING ATTENTION AND HONOR TO ONE OF OUR MOST IMPACTFUL CITIZENS AND I'LL TELL YOU, OF ALL THE ONES THAT WE'VE HAD, THE NEXT CLOSEST BEING MR. KILGORE OF OUR CITIZENS WHO ARE PART OF OUR ROWLETT VET SHALL TO HAVE THE MOST IMPACT IN OUR COMMUNITY, AND MR. GALLOPS IS DEFINITELY THAT. UM, MICHAEL'S LIFE HAS ALWAYS REVOLVED AROUND SERVICE TO COMMUNITY AND COUNTRY. WE'LL TOUCH ON HIS MILITARY, IN '86 HE ENLISTED IN THE U.S. AIR FORCE [00:10:02] WHERE HE SERVED THREE YEARS AS A FIRE-FIGHTER. THAT WAS IN THE AIR FORCE BASE IN OKLAHOMA. IN '89 HE LEFT THE AIR FORCE AND ENROLLED IN THE AIR FORCE ROTC IN THE SAN ANGELO STATE UNIVERSITY WHERE HE RECEIVED A BACHELOR IN SCIENCE. UPON GRADUATION, MICHAEL RETURNED TO ACTIVE DUTY UNTIL HIS DISCHARGE IN 1998. AFTER SEPARATING FROM THE AIR FORCE, MICHAEL SERVED AS A ROYALTY CITY COUNCIL MEMBER FOR SIX YEARS AND SERVED AS THE MAYOR PRO TEM. MICHAEL SERVED AS A MEMBER OF THE COMMUNITY FIRST RESPONSE TEAM AND WAS ONE OF THE FIRST RESPONDERS ON SCENE AFTER THE EF 4 TORNADO THAT TORE THROUGH ROWLETT IN OCTOBER OF 2015. MICHAEL SERVED AS ABAMBASSADOR WHERE HE WAS HONORED WITH THE OUTSTANDING SERVICE AND LEADERSHIP AWARD. OVER THE YEARS, MICHAEL HAS SERVED ON THE EMERGENCY PREPAREDNESS COUNCIL, THE ROWLETT CITIZENS COUNCIL BOARD, THE LEGISLATIVE COALITION OF THE NORTH TEXAS CRIME COMMISSION. THE ADVISORY BOARD OF THE MEN AND LADIES OF ON E AND THE FREEDOM CHURCH BOARD OF DIRECTORS. AND THAT'S WHAT HE'S DONE IN THE PAST. MICHAEL CURRENTLY SERVES AS A CEO OF THE ROWLETT AREA CHAMBER AND BUSINESS CENTER WHERE HE IS IMPLEMENTED AND RECOGNIZED FOR HIS ADVOCACY AND EFFORTS AND WORKFORCE TRAINING THEY OFFERED TO THE COMMUNITY. WHILE CEO, MICHAEL EARNED HIS IOM DESIGNATION TO THE CHAMBERS INSTITUTE FOR THE ORGANIZATIONS MANAGEMENT PROGRAM AND RENTEDLY LED THE CHAMBER TO ACHIEVE IT'S FIRST EVER U.S. CHAMBER FOUR-STAR ACCREDITATION. AND THAT'S A FEET ITSELF, I'LL TELL YOU, THERE'S ONLY A HANDFUL IN THE U.S. IF THAT'S NOT ENOUGH, MICHAEL RECENTLY EARNED A MASTERS OF SCIENCE IN ECONOMIC DEVELOPMENT AND ENTREPRENEURSHIP AND HAS COMPLETED THE REQUIREMENTS FOR THE TEXAS DESTINATION MARKETER DESIGNATION FROM THE TEXAS ASSOCIATION OF CVBS, OF WHICH, THAT'S A CONVERSATION FOR TOMORROW. HE CURRENTLY SERVES ON THE BOARD OF SEVERAL NON-PROFIT ORGANIZATIONS INCLUDING LIFE MESSAGE, THE ARMATURE COMMUNITY THEATER IN ROWLETT, THE GARLAND ISD EDUCATION FOUNDATION, THE MEMORIAL PARK FOUNDATION AND IS CHAIR IN THE COMMUNITY ACTIVE IN DISASTERS, HE IS VICE-PRESIDENT OF THE ORGANIZATIONS ON THE BOARD OF TEXAS CHAMBER OF COMMERCE EXECUTIVES AND THE SECRETARY OF THE BOARD OF NORTH TEXAS CHAMBER EXECUTIVES AND HERE COMES THE PART THAT WILL FLOOR YOU ABOUT MICHAEL. MICHAEL IS A RESIDENT OF ROWLETT AND A HUSBAND OF JILL GALLOPS, TOGETHER THEY HAVE 10 CHILDREN, SEVEN GIRLS AND THREE BOYS AND 11 GRA 11 GRANDCHILDREN. MICHAEL AND JILL ARE DEDICATED TO PROGRAMS THAT SERVE ROWLETT, ESPECIALLY THOSE THAT HELP CHILDREN AND FAMILIES. MICHAEL AND JILL HELPED SEVERAL CHILDREN THROUGH SOME OF THE MOST DIFFICULTY TIMES OF THEIR LIVES, AS FOSTER PARENTS THEY HAD 10 FOSTER CHILDREN IN THEIR HOME ALONG WITH SEVEN OF THEIR OWN. THEY WORKED AND MENTORED THE BIOLOGICAL PARENTS OF SEVERAL OF THOSE CHILDREN SO THAT THEY COULD RETURN TO THEIR FAMILIES. THREE OF THE 10 CHILDREN WERE ADOPTED FROM THE FOSTER CARE SYSTEM. SO, I GO BACK TO THE FIRST PART, TONIGHT, WE'RE HERE TO BRING ATTENTION AND HONOR TO ONE OF OUR MOST EXACTFUL SR. CITIZENS. AND OUR NEXT ROWLETT VET. IT WAS STARTED BY A BLUE STAR MOM WHOSE SON WAS SERVING IN IRAQ AT [00:15:04] THE TIME. AND I'LL JUST, MAKE THE READER'S DIGEST VERSION OF THE DREAM THAT SHE HAD. SHE HAD SEEN IN A DREAM ONE NIGHT THAT A YOUNG MAN AND IT WASN'T NECESSARILY HER SON, BUT, A YOUNG MAN WHO WAS SERVING IN A COMBAT AREA WAS UP AT NIGHT UNABLE TO GO BACK TO SLEEP, STRESSING. SHE COULD SEE, YOU KNOW, IN THE BODY LANGUAGE THAT HE WAS VERY, VERY ANXIOUS, AND YOU KNOW HOW YOU HAVE A DREAM AND YOU'RE KIND OF IN AND OUT OF IT. FIRE-FIGHTER CANCER AWARENESS MONTH PROVIDES FIRE-FIGHTERS THE NECESSARY TOOLS AND GUIDANCE TO DEVELOP LIFE-SAVING PROTOCOLS FOR CANCER PREVENTION AND SUPPORT THOSE WITH A CANCER DIAGNOSIS WITHIN THEIR DEPARTMENTS. THE NATIONAL INSTITUTE OF OCCUPATIONAL SAFETY AND HEALTH'S 2010 MULTIYEAR STUDY IDENTIFIED THAT FIRE-FIGHTERS HAVE A NINE% GREATER CHANCE WITH BEING DIAGNOSED WITH CANCER AND A 14% GREATER CHANCE OF DYING FROM CANCER THAN THE GENERAL, U.S. POPULATION. IN 2006, A TEAM OF RESEARCHERS FROM THE UNIVERSITY OF CINCINNATI LET BY GRACE LA MASTERS RELEASED A STUDY COME PRIZED OF 32 STUDIES FROM ACROSS THE UNITED STATES AND SEVERAL OTHER COUNTRIES. THE STUDY FOUND A DIRECT CORRELATION BETWEEN THE CHEMICAL EXPOSURES FIRE-FIGHTERS EXPERIENCE ON THE JOB AND THEIR INCREASED RISKS FOR CANCER. THE FINDINGS WERE ALSO RESPONSIBLE FOR HELPING TO TRIGGER THE INTERNATIONAL AGENCY NOR RESEARCH ON CANCER TO CLASSIFY THE OCCUPATIONAL EXPOSURE AS A FIRE-FIGHTER AS POSSIBLY CARCINOGENIC TO HUMANS. CANCER FOR FIRE-FIGHTER SUNSHINE THE LEADING CAUSE OF THE SERVICE. ALMOST 75% OF THE NAMES ADDED TO THE WALL, 348 OUT OF 469 WERE MEMBERS WHO HAD DIED FROM OCCUPATIONAL CANCER. BRINGING INCREASED PUBLIC AWARENESS TO OCCUPATIONAL CANCER IN THE FIRE SERVICE WILL HELP TO GENERATE GREATER LEGISLATIVE SUPPORT FOR STATES TO ESTABLISH GREATER PROGRAMS FOR DISABILITIES FOR THOSE AFFECTED BY THE FIRE-FIGHTERS CANCER. WHEREAS ROWLETT FIRE-FIGHTERS SERVE OUR COMMUNITY BY PUTTING OUR SAFETY ABOVE THEY ARE OWN, WORKING LONG SMOKE, SOOT AND OTHER COARCINOGENS. AND 49 STATES AND 12 PROVIDENCES RECOGNIZE CANCER AS A WORKEST COMPENSATION CLAIM FOR FIRE-FIGHTERS AND WHEREAS FIRE-FIHTER OCCUPATIONAL CANCER IS THE LEADING CAUSE OF DEATHS IN PROFESSIONAL FIRE-FIGHTERS AND REACHED EPIDEMIC LEVELS, ACCORDING TO RESEARCH, FIRE-FIGHTERS HAVE A 9% GREATER CHANCE OF BEING DIAGNOSED WITH CANCER AND A 14% GREATER CHANCE OF DYING FROM CANCER THAN THE GENERAL POPULATION. A LITTLE BACKGROUND, AS MANY OF YOU KNOW, DART HAS BEEN WORKING ON THIS FOR AWHILE, THEY INCLUDED IN THEIR FY '23 BUDGET TO INCLUDE EXCESS SALES TAX REVENUE THAT WOULD THEN BE ALLOCATED TO DALLAS CITIES, ROWLETT WOULD BE ONE. THESE FUNDS FUND PROJECT THAT IS SUPPORT DART'S PUBLIC TRANSPORTATION SYSTEM AND SUPPORT COMPLIMENTARY TRANSPORTATION. BECAUSE WE'RE A ROWLETT CITY, BECAUSE DART IS A ROWLETT CITY, WE WERE FUNDED $5,328,000. AND IT'S GOING TO BE FUNDED TO ROWLETT ON A REIMBURSEMENT BASIS. SO, FOR ALL PRACTICAL PURPOSES, ONCE THE ILA IS APPROVED AND ALL THE THINGS ARE WORKED OUT WITH DART, THEN, WE WILL SUBMIT AN APPLICATION WITH COUNCIL. WE'LL SUBMIT AN APPLICATION TO DART, DART WILL APPROVE OR DENY OR ASK FOR MODIFICATIONS TO THAT AND ONCE THEY APPROVE IT, THEN THEY REIMBURSE US THE FUNDS AS WE SPEND THEM. AS WE SUBMIT INVOICES. THE ILA THAT WE'RE ASKING FOR APPROVAL TONIGHT REALLY JUST OUTLINES THE TERMS OF THE AGREEMENT. AND DART HAS REQUESTED THAT THE DART MEMBER CITIES HAVE THAT APPROVED BY JANUARY THE 31ST. US AND GARLAND ARE TWO OF THE FIRST TO GET IT IN FRONT OF COUNCIL, I THINK WE BOTH DID IT THIS WEEK. BUT, THIS IS OUR LAST COUNCIL MEETING FOR THE MONTH. ONCE THE ILA IS APPROVED AND FINALIZED BY DART, WE WILL COME BACK TO YOU CAN COUNCIL, IN A WORK SESSION WITH RECOMMENDED PROJECTS. SO, WE HAVE TO REALLY CONFIRM WITH THEM WHAT THAT MEANS. WITH A THOSE THINGS MEAN. HERE IS THEIR FUNDING CRITERIA AS THEY [00:45:03] OUT-LYNN IT IN THE ILA. THEY DEFINE THE PUBLIC TRANSPORTATION SYSTEM AS ALL PROPERTY OWNED OR HELD BY DART INCLUDING VEHICLE PARKING AREAS, FACILITIES AND FACILITIES NECESSARY OR CONVENIENT FOR THE BENEFICIAL USE OF AND THE ACCESS OF PERSONS AND VEHICLES TO PUBLIC TRANSPORTATION. REAL PROPERTY FACILITIES AND EQUIPMENT FOR THE PROTECTION AND ENVIRONMENTAL ENHANCEMENT OF THOSE FACILITIES AND PROPERTY HELD IN ACCORDANCE WITH CONTRACT MAKING SUBJECT TO THE CONTROL OF OR REGULATION BY DART AND THE COMPLIMENTARY TRANSPORTATION SERVICES INCLUDE SPECIAL TRANSPORTATION SERVICES FOR PERSONS WHO ARE ELDERLY OR HAVE DISABILITIES, MEDICAL TRANSPORTATION SERVICES ASSISTANCE IN STREET MODIFICATIONS AS NECESSARY TO ACCOMMODATE THE PUBLIC TRANSPORTATION SYSTEM. AND ANY OTHER MODIFICATIONS TO IMPROVE THE PUBLIC TRANSPORTATION SYSTEM. MOST OF THESE PROJECTS WILL BE HOW DOES DART FINALLY DEFINE THESE THINGS, THEY HAVEN'T WAIVERED MUCH ON THE CRITERIA, THEY HAVE WAIVERED ON SOME OF THE OTHER ITEMS SUCH AS REPORTING CRITERIA, AND OTHER STUFF, THIS WILL PLAY OUT IN THE NEXT COUPLE OF WEEKS, BUT, THIS IS THEIR FIRST GLANCE ON IT AND ONCE WE HAVE A BETTER IDEA FROM DART WHAT THEY WILL FUND AND CONSIDER, THEN, WE WILL BE ABLE TO PUT PROJECTS TOGETHER THAT MEET THAT CRITERIA, RIGHT? FOR EXAMPLE, INDUSTRIAL, RIGHT THERE IN THE DART STATION AREA MIGHT BE A PROJECT. IS MILLER ROAD? WELL, MAY BE. WE HAVE THERE'S GOING TO BE A LOT OF FEELING TO SEE REALLY WHAT WILL QUALIFY AND WE WANT TO MAKE SURE THAT WITH WE SUBMIT SOMETHING TO DART WE HAVE A GREAT PROJECT, RIGHT. WE ALREADY HAVE SOME OF THESE THINGS IN THE WORKS SO WE WANT TO BE SURE TO GET THAT PROJECT. SEVERAL OF THE CITY MANAGERS ARE HAVING CONVERSATIONS AMONG THEMSELVES INCLUDING OUR CITY MANAGER BRIAN TO AMEND SOME OF THE LANGUAGE, ONE TO POTENTIALLY CLAIRE SOME OF IT. A LOT OF WHAT DART HAS COME BACK WITH IN THESE AMENDMENTS IS MORE CLARIFICATION ON REPORTING PROCESS. YES. THEY WERE IN THE MEETING THIS WEEK TO CLARIFY THAT. UM, STAFF THOUGHT IT WAS IMPORTANT TO GET IT IN FRONT OF COUNCIL, WE WILL NOT SUBMIT THIS UNTIL WE KNOW WHAT THOSE AMENDMENTS ARE. SO, IF COUNCIL APPROVES THIS TONIGHT, WE WILL SIT ON THAT. IF THERE ARE MAJOR CHANGES WE'LL BRING THAT BACK TO COUNCIL IN A MEETING IN FEBRUARY. IF THERE ARE MINER, HOUSEKEEPING TYPE CHANGES THEN BRIAN HAS THE ABILITY TO EXECUTE THAT CONTRACT AND MOVE FORWARD. WE JUST DON'T WANT TO MISS THE JANUARY 31ST DATE. THEY LOCK IT IN HARD WITH THE FINAL DEADLINE. THAT'S WHERE WE ARE TO THIS AND BRIAN CAN ADD ADDITIONAL NEXT STEPS AGAIN. THE PAVING COMPANY IS CURRENTLY CONSTRUCTING THE MILLER PHASE TWO WIDENING PROJECT. THAT PROJECT LIMITS EXTENDS FROM GLENHILL DRIVE WHICH IS WEST OF THE MILLER ROAD AND CHIESA ROAD INTERSECTION ALL THE WAY BACK EAST TO DALROCK ROAD. A 2018, IT IS A 2018 COMMUNITY INVESTMENT BOND PROJECT. COUNCIL AWARDED TISIO THE CONTRACT WORTH $11,989,595 IN APRIL OF '22 AND THAT PROJECT INCLUDES THIS 54-INCH STORM DRAIN WHICH IS ENCASED IN A 74-INCH STEEL CASING PIPE THAT CROSSES UNDER THE DART RAILROAD TRACKS ON MILLER ROAD AND OUTFALL TOSS LAKE RAY HUBBARD AT PADDLE BOAT PARK. THE CITY EXECUTED A LICENSED AGREEMENT WITH DART IF 2012 TO INSTALL THIS STORM DRAIN UNDER THE RAILROAD. HERE IS AN IMAGE OF THE PROJECT AREA AND, WE ARE TALKING ABOUT, THIS IS THE 54-INCH STORM DRAIN THAT COMES OUT OF THE MILLER ROAD WIDENING PROJECT AND, THE DART TRACKS ARE RIGHT HERE. SO, WE HAVE ELECTED TO MOVE THIS 54-INCH STORM DRAIN 10 FEET SOUTH, BECAUSE, DURING PREPARATIONS TO BEGIN CONSTRUCTION OF THIS PROJECT, WE DID TALK WITH THE KAYAK CROSSING OUTPOST OWNER TO DELAY MOVING SOME OF THOSE ONCOR POWER POLL IN FRONT OF THAT PROPERTY TO THE EDGE OF THE 15-FOOT RIGHT-OF-WAY DEDICATION WHICH IS CONVEYED TO THE CITY BY THE FINAL CROSSING OUTPOST FINAL PLAT. PART OF THE LOGIC THAT WENT INTO THAT DECISION IS THAT TISIO HAD THOUGHT THAT THEY COULD INSTALL THE STORM DRAIN WITHOUT INTERFERENCE BY THOSE POWER POLLS BUT THEY HAVE LOCKED CLOSER AT THIS, AND NOW SAY THAT THE STORM DRAIN ALIGNMENT IS TOO CLOSE TO THE POWER POLLS WITHOUT AFFECTING THE POLL'S STABILITY AND IN ORDER FOR ONCORE TO BUTTRESS THE POLLS THEY CAN DAMAGE THE OUTPOST KAYAK PROPERTY. UNTIL THEN, INSTEAD OF RENEGOTIATING WITH KAYAK CROSSING OUTPOST, WE WILL MOVE THE STORM DRAIN, NEEDED THE FUTURE RUNWAY IS DESIGNED OR THE EFFECTIVENESS OF THAT DRAIN WILL BE ADVERSELY AFFECTED BY THIS MOVE. DART HAS PREPARED A NEW LICENSE AGREEMENT TO REPRESENT [01:00:01] THE NEW LOCATION, THE REVISED LOCATION OF THAT STORM DRAIN UNDER THEIR TRACKS. THE MAIN HIGHLIGHTS OF THIS AGREEMENT ARE THAT WE HAVE TO RESPECKED STANDARDS OF CARE DURING CONSTRUCTION, OPERATIONS AND MAINTENANCE OF THE STORM DRAIN SO THAT WE DO NOT DAMAGE DART'S PROPERTY AND FACILITIES AND WE ALSO TAKE RESPONSIBILITY AND LIABILITY TO REPAIR AND CORRECT SUCH DAMAGE IN THE EVENT ANY DAMAGE OCCURS. THE INSTALLATION AND MONITORING OF SACRIFICIAL TO PROTECT THE PIPE AGAINST CORROSION AND THEY HAVE ALSO IMPOSED A $5 MILLION GENERAL LIABILITY INSURANCE COVERAGE NAMING DART AS AN ADDITIONAL SURED AND THEY ARE REQUIRING THAT WE REQUIRE STANDARDS AND ACTS INCLUDING A SUPER FUND ACT. THAT WOULD COME AT THE SOUL DISCRETION OF DART AND AT THE EXPENSE OF THE CITY AND WE MUST SUBMIT ASPHALT DRAWINGS TO DART WITHIN 50 DAYS AFTER WE COMPLETE THE STORM DRAIN INSTALLATION.
