THE REASON I'M HERE THIS EVENING TO INTRODUCE MYSELF.

I'M A CITY COUNCI CANDIDATE FOR PLACE 5.

I WANT TO KIND OF COME BEFORE YOU, GIVE YOU A LITTLE IDEA OF WHAT I AM AND WHAT I HAVE BEEN INVOLVED IN SO FAR.

I HAVE BEEN ON THE PARKS AT VISERY BOARD FOR THE LAST THREE YEARS. I'M THE VICE CHAIRMAN OF THAT BOARD. IN THAT TIME, A COUPLE OF THINGS THAT I HAVE DONE, IF YOU ARE FAMILIAR WITH WITH CITY ARBOR DAY, TREE GIVE-AWAY LAST YEAR, I SECURED THOSE TREES FROM ENCORE.

I LED THE DISTRIBUTION OF THOSE TREES.

HERE RECENTLY, YOU MAY HAVE SEEN ON THE CITY WEBSITE, OUR FIRST ANNUAL SAND BASS TOURNAMENT. THAT IS SOMETHING I CAME UP WITH REALLY AS A WAY FOR CITIZENS-- IT IS SOMETHING THAT DOESN'T REQUIRE A BOAT OR SPECIALIZED EQUIPMENT.

IT WAS OPEN TO ALL CITIZENS. IT WAS EMBRACED BY THE PARKS DEPARTMENT. THAT WILL BE COMING UP IN TWO WEEKS. AND THEN THE LAST-- UP WITH OF THE REASONS I GOT ON THE PARKS BOARD WAS BECAUSE OF THE NATURE TRAIL. LOVE USING THE NATURE TRAIL.

I HAD GOTTEN IN REALLY BAD SHAPE.

IN THE LAST THREE YEARS, I HAVE BEEN PUSHING, PUSHES, PUSHING AND BEGINNING TODAY, WORK BEGINS ON THE NATURE TRAIL FOR THE REHABILITATION OF IT WHICH WILL TAKE ABOUT TWO WEEKS.

VERY HAPPY ABOUT THAT. I HAVE ALSO BEEN ON THE COMMUNITY INVESTMENT-- COMMUNITY TASK FORCE.

AND AS YOU ALL ARE AWARE, WE HAVE... WE PULLED THE CITIZENS, PUT TOGETHER RECOMMENDATIONS FOR THE UPCOMING BOND ELECTION ON MAY 6. ON THAT ELECTION, YOU WILL SEE THE JUSTICE CENTER, ANIMAL SHELTER, AND THEN ALSO PHASE TWO AND THREE OF THE PARK WHICH I COMPLETELY SUPPORT.

THEN FINALLY, I WAS ON THE CHARTER REVIEW COMMISSION.

SO WE WENT THROUGH THE LANGUAGE, SOME OF THE LANGUAGE THAT WILL BE ON THE MAY 6 BALLOT AS SOME OF THE CHANGES THERE.

AND SO THAT IS REALLY-- I DON'T WANT TO GET UP HERE AND MAKE A BIG CAMPAIGN SPEECH. OBVIOUSLY, I FELT LIKE IT WAS A GOOD OPPORTUNITY TO GET IN FRONT OF YOU, GIVE YOU THE OPPORTUNITY TO SEE WHO I AM AND KIND OF WHAT I'M ABOUT.

The subject property is located at the northeastern corner of Main Street and President George Bush Turnpike part of the Thomas Lumley Survey Abstract No.789 in the City of Rowlett, Dallas County, Texas]

INDIVIDUAL CONSIDERATION. ITEM 4-A, CONSIDER AND MAKE A RECOMMENDATION TO CITY COUNCIL ON THE REQUEST BY BILL THOMAS ENGINEERING CONCEPTS AND DESIGN ON BEHALF OF THE PROPERTY OWNER FIRST BAPTIST CHURCH OF ROWLETT FOR THE APPROVAL OF A TREE REMOVAL PERMIT ON PROPERTY ZONED COMMERCIAL/RETAIL HIGHWAY, C-3 DISTRICT. AND GENERAL OFFICE 0-2 DISTRICT.

THE SUBJECT PROPERTY IS LOCATED AT THE NORTHEASTERN CORNER OF MAIN STREET IN PRESIDENT GEORGE BUSH TURNPIKE, PART OF THE THOMAS LUMLEY SURVEY. IN THE CITY OF ROWLETT.

DALLAS COUNTY, TEXAS. YES, SIR.

>> GOOD EVENING, MADAM CHAIR, MEMBERS OF THE PLANNING AND ZONING COMMISSION. I'LL BE PRESENTING THE TREE REMOVAL PERMIT TONIGHT. SO JUST SOME BACKGROUND ON THIS SITE. ON DECEMBER 14, 2021, THE PLANNING AND ZONING COMMISSION APPROVED THE SITE DEVELOPMENT PLAN WHICH WAS APPROXIMATELY 41,700 SQUARE FEET FOR RELIGIOUS ASSEMBLY. AND ADDITIONALLY, WITH THE ASSOCIATED PARKING ON THERE AS WELL.

THE APPLICANT IS REQUESTING A TREE REMOVAL PERMIT TO REMOVE 23 PROTECTED TREES. JUST TO NOTE, SECTION 77504H4E OF THE RDC STATES THAT FOR EACH INCH OF PROTECTED TREES SAVED, THE APPLICANT SHALL RECEIVE A CREDIT OF ONE CALL PER INCH THAT HAS DOES NOT HAVE TO BE MITIGATED.

THE NEXT LINE, I HAVE A BREAKDOWN OF ALL THE TREES.

ESSENTIALLY, THERE IS 158 TREES ON SITE.

WHICH EQUATES TO 2,748 INCHES. THE TOTAL PROTECTED INCHES ON SITE WOULD BE 2,607 WHICH WOULD BE 117 TREES.

THIS PROPOSED TREE REMOVAL PERMIT, THE APPLICANT IS REQUESTING TO REMOVE 23 TREES WHICH WOULD EQUAL 346 CALL PE PERIINCHES BEING REMOVED. THE TOTAL INCHES TO BE SAVED FROM THERE WOULD BE 2,261. THAT WOULD EQUAL 94 TREES THAT THEY ARE SAVING. ESSENTIALLY, BECAUSE THEY HAVE MORE TOTAL PROTECTED INCHES SAVED, THEY WOULD NOT HAVE TO MITIGATE FOR THE 346 INCHES THAT ARE BEING REMOVED.

HERE I'M JUST SHOWING THE SITE PLAN.

ESSENTIALLY, IT HAS A BREAKDOWN OF THE TREES THAT ARE ON THE SITE. 23 OF THOSE WOULD BE REMOVED, AND THE REST WOULD BE-- THEY WORKED DILIGENTLY TO TRY TO KEEP AS MANY TREES AS THEY COULD. SO CONSIDERATION: THE PLANNING AND ZONING COMMISSION MAY RECOMMEND THE TREE PERMIT IF IT DETERMINES THAT ONE, THE REMOVAL OF THE TREE IS NOT RECENTLY REQUIRED IN ORDER TO CONDUCT ANTICIPATED ACTIVITIES.

TWO, THE PURPOSE OF THE INTENT APPLICANTS.

OUR RECOMMENDATION ACTION WOULD BE APPROVAL OF THE TREE REMOVAL PERMIT. THEY DID KEEP IN GOOD FAITH AND TRY TO KEEP AS MANY TREES AS POSSIBLE ON SITE.

AND THEY ARE PLANTING ADDITIONAL TREES AS WELL.

TAKING DOWN THE TREES? >> TYPICALLY, THEY USUALLY COME IN AT THE SITE DEVELOPMENT PLAN. AROUND THAT TIME, THEY START TAKING THEM. THEY WOULD SUBMIT THE TREE REMOVAL PERMIT. WHAT THEY CAN'T REMOVE ARE PROTECTED TREES. NOW, IF SOMEBODY TRIED TO DO WORK BASED OFF THAT SITE DEVELOPMENT PLAN, FROM WHAT I HAVE SEEN HERE, THE TREES THAT ARE PROTECTED, THEY SHOULD NOT BE REMOVING. THOSE WERE CALLED OUT ON THE SITE DEVELOPMENT PLAN THAT WAS APPROVED IN 2021.

FOR STAFF. SO IT IS MY UNDERSTANDING IN READING THE PACKAGE, THAT CONCERNING HACKBERRY TREES, IF THEY ARE LESS THAN 11 INCHES, THEY ARE NOT PROTECTED.

CALLED OUT. >> TO JOHN'S POINT, IF ANY OF THOSE TREES OR NONPROTECTED TREES HAVE BEEN REMOVED, THAT IS NOT AN ISSUE. WHETHER THEY HAVE BEEN TAKEN DOWN TO THIS POINT. OR EVEN GOING FURTHER.

I NOTICE THAT ON THE TREE INVENTORY, THERE WERE A LOT OF HACKBERRIES BEING LEFT ON THE SITE.

AND MY ONLY CONCERN WITH THAT IS THAT SPECIFICALLY, THE HACKBERRY IS NOT A VERY GOOD TREE AT ALL. THE PROBLEM WITH LEAVING THOSE KIND OF-- THAT KIND OF TRASH SPECIES OR WEED KIND OF TREE ON YOUR SITE IS THAT IT KIND OF CANNIBALIZES THE LIGHT AND THE CANOPY FOR OTHER BETTER QUALITY TREES TO BE ABLE TO GROW AND EXPAND, SO I GUESS WHAT I'M SAYING IS, YOU KNOW, I DON'T HAVE A PROBLEM IF THE DEVELOPER GOES AHEAD AND TRIMS SOME OF THOSE. IN FACT, I WOULD LOVE FOR SOME OF THOSE TREES THAT ARE LARGER THAN 11 INCHES, ESPECIALLY IF THEY ARE POSITIONED NEXT TO LARGER QUALITY TREES LIKE OAKS OR PECANS OR SOMETHING LIKE THAT, TO BE TAKEN DOWN.

THAT IS, YOU KNOW, A LITTLE OFF THE SUBJECT.

THE POINT IS I WOULD LOVE TO SEE THOSE HACKBERRIES OUT OF THERE.
