MOST OF YOU KNOW THAT I HAVE SERVED AS AN IN TWO DIFFERENT CITIES AND TECHNOLOGY SECTOR AND I'M FAMILIAR WITH THE CHALLENGES OF BEING A FEMALE IN ALL OF THE MALE-DOMINATED ROLES. MY PRIMARY VOCATION WAS A VOCATION -- WAS IN FACT, STORY TELLING. I WANTED TO BE A WRITER AND IF I EVER GROW UP, I STILL WANT TO DO IT. I WROTE MAGAZINE ARTICLES AND BOOKS FOR I.T. WHAT WOULD HAPPEN IF SOMEONE DID VIOLATE THE TERMS AND RULES. SO, ONE OF THE THINGS THAT THE COUNCIL DID DISCUSSION THEY WANTED US TO LOOK AT THE POSSIBILITY OF DOING A 6 MONTH PILOT PROGRAM INSTEAD OF A 1 YEAR CONTRACT WITH THE COMPANIES. WE HAVE CONTACTED ALL OF THE COMPANIES THAT GAVE US PROPOSALS AND THEY WERE NOT WILLING A 6 MONTH CONTRACT. BECAUSE OF THE COSTS THERE WERE WILLING TO THE A 1 YEAR CONTRACT. WE DID CHECK ON THAT. AND THAT'S THE ANSWER WE GOT BACK. STAFF IS RECOMMENDING THAT WE USE RENTAL-SCAPE THEY WERE THE COMPANY THAT SEEMED TO HAVE THE BEST INFORMATION AND WE ARE PROPOSING THAT WE USE THEM FOR A 1 YEAR PILOT PROGRAM TO HELP TO IDENTIFY THE SHORT-TERM RENTALS AND TO HELP US FIND OUT HOW MUCH MONEY THEY ARE ACTUALLY COLLECTING IN FEES THAT WE CAN MAKE SURE THE HOTEL TAXES WITH PROPERLY PAID. [00:55:03] AFTER 1 YEAR, WE WILL COME BACK AND LOOK AND SEE IF THIS PROGRAM IS WORKING? IT IS EFFECTIVE? NATURALLY, PEOPLE GOT UPSET ABOUT THAT. AND PEOPLE CAME IN HERE AND SAID WE NEED TO BAN THEM. WE CAN'T DO THAT. I WANT PEOPLE TO UNDERSTAND THAT THE COURTS SAY, NO, WE CANNOT DO THAT. WE HAVE ENGAGED NEAL SHAFFER TO ENGAGE IN THE UP-SIZING OF THE INFRASTRUCTURE STARTS AT THE LAKESHORE, GOES ACROSS THE ROAD AND NORTH TO 66 AND EAST ALONG 66 TO DOW ROCK ROAD AND NORTH TO PRINCETON. AND THAT WOULD BE COMING FROM THE WEST HERE AND IT GOES LIKE THIS. THE RED LINE IS GOING TO BE RELOCATED. AND IT CONTINUES UP DOW ROCK. SO BECAUSE NEAL SHAFFER IS INVOLVED WITH THAT UTILITY DESIGN, WE ENGAGED NEAL TO RELOCATE THE UTILITIES NEAR THE INTERSECTION IN ADVANCE TO THE PROJECT. SO, WHEN IT BECAME APPARENT THAT CHICK-FIL-A'S PLANS AND OUR PLANS CAME TOGETHER, THAT THEY CONSTRUCT THE MAIN AND THE CITY REIMBURSE CHICK-FIL-A WHAT WOULD OTHERWISE BE THE 8 INCH MAIN AND THAT WE WOULD CONSTRUCT. THAT IS 450 FEET OF A PUBLIC 15-INCH GRAVITY WASTE WATER MAIN THEY WOULD BE ABLE TO CONNECT TO THAT. AND STUB OUT THE WASTE WATER MAIN ON EACH END. I WILL GO BACK HERE. SO, ON THIS END AND ON THIS END THEY ARE GOING TO STUB IT OUT. AND THEN WHEN WE COME IN AND BUILD OUR 15 INCH MAIN, WE CAN CONNECT THE CONSTRUCTION CONTRACT AND THE BID PROJECT SPECIFICALLY EXCLUDE THIS PERFORMANCE THAT CHICK-FIL-A IS BUILDING. AND JUST FOR THE RECORD, ROWLETT DEVELOPMENT CODE IN THAT REFERENCE SECTION, 807, H2 C, REQUIRES AN AGREEMENT BETWEEN THE CITY THAT REQUIRES A REIMBURSEMENT. AND SO, THAT CALCULATES OUT TO BE, EXCUSE ME, 150 THOUSAND TOTAL FOR THE INSTALLATION OF THE 15 INCH. THE COST DIFFERENCE CHICK-FIL-A IS -- AND THE CITY'S PORTION IS 13260 DOLLARS. >> AND SO FUNDING FOR THIS PROJECT WE CAN -- WE ARE PLANNING -- THIS PART OF THE PROJECT IS PART OF THE LARGER 66 SEWER LINE PROJECT. AN AITEM TO AWARD THAT THE RELOCATION OF THE LINES WAS ON TONIGHT'S AGENDA. AND THE REIMBURSEMENT, IT IS AN EXPENSE TO THE CITY, IT REDUCES OUR CONSTRUCTION COSTS WHICH ARE, WHICH AMOUNT TO A SAVINGS OF 137 THOUSAND DOLLARS. IN THE SEWER EAST 66 SEWER LINE, SS, 1134. THERE ARE AVAILABLE FUNDS 1.38 MILLION DOLLARS. AND IF WE TAKE OUT THE COSTS FOR THE REIMBURSEMENT, THAT WILL LEAVE A BALANCE OF 1.37 MILLION DOLLARS. >> SO, STAFF RECOMMENDS THAT THE COUNCIL APPROVING AUTHORIZING THE MAYOR TO EXCUSE THE FACILITY'S AGREEMENT BETWEEN THE CITY OF ROWLETT AND CHICK FILL LAY, 13 THOUSAND 260 DOLLARS TO HAVE THE MAIN.
