IT DOES LEAVE DEEP, LASTING SCARS, MAKING IT HARDER TO LEARN IN SCHOOL, TO FORM TRUSTING RELATIONSHIPS, TO BUILD SELF-ESTEEM, AND TO ESCAPE CYCLES OF ABUSE LONG-TERM. DURING THE MONTH OF APRIL, WE RECOGNIZE NATIONAL CHILD ABUSE PREVENTION MONTH AND THE IMPORTANCE OF COMMUNITIES WORKING TOGETHER TO HELP FAMILIES THRIVE AND PREVENT CHILD MALTREATMENT. CASA IS A NONPROFIT ORGANIZATION THAT SEEKS TO TRAIN COMMUNITY MEMBERS TO BECOME COURT-APPOINTED SPECIAL ADVOCATES FOR CHILDREN IN THE FOSTER CARE SYSTEM. AS VOLUNTEERS, WE SERVE AS NONBIASED ADVOCATES FOR A

FOSTER CHILD'S EDUCATIONAL, EMOTIONAL AND PHYSICAL NEEDS WHILE THEY ARE IN THE CARE OF THE STATE . CASA ALSO MAKES RECOMMENDATIONS TO THE COURT REGARDING WHAT IS IN THE BEST INTEREST FOR THE FOSTER CHILD THAT HAS BEEN REMOVED FROM THEIR HOME THERE TO ABUSE OR NEGLECT. MANY CHILDREN IN CARE, IN MY EXPERIENCE, HAVE EXPERIENCED A CONSTANT REVOLVING DOOR OF DIFFERENT HOMES, DIFFERENT CARE LIVERS, OVERLOADED CASEWORKERS, ATTORNEYS AND THERAPISTS .THIS IS THE DISTINCTIVE OF A CASA VOLUNTEER. THEY TYPICALLY TAKE ONLY ONE CASE AT A TIME , INVESTING THEIR TIME IN REGULARLY-VISITING THAT CHILD, BUILDING RELATIONSHIP AND TRUST, AND REMAINING A CONSISTENT PRESENCE IN THEIR LIVES UNTIL THEIR CASE IS CLOSED. PRIOR TO MY INVOLVEMENT WITH CASA, CHILD ABUSE WAS SOMETHING THAT SEEMED FAR REMOVED FROM MY LIFE HERE, IN ROWLETT, BUT THE SAD REALITY IS THAT IT DOES OCCUR IN EVERY CITY AND TOWN, INCLUDING OUR OWN. WITH FAR MORE FREQUENCY AND DEVASTATION THAN MOST OF US EVER REALIZE. I BELIEVE THE MARK OF A TRULY EXCEPTIONAL COMMUNITY IS THE WAY -- IS SEEN IN THE WAY THEY CARE FOR THE MOST HORRIBLE AMONG THEM.

CERTAINLY, FOSTER CHILDREN ARE HELPLESS VICTIMS OF ABUSE AND NEGLECT, AMONG OUR MOST VULNERABLE, AND DESERVE TO BE SEEN, KNOWLEDGED AND PROTECTED SO, ON BEHALF OF LONE STAR CASA, I WANTED TO THANK YOU, THE MAYOR, THE CITY COUNCIL FOR YOUR SUPPORT AND PROCLAIMING APRIL AS CHILD ABUSE PREVENTION MONTH HERE, IN OUR HOMETOWN . AGAIN, MAJOR WARRANTS MAY BE APPROVE BID THE CITY COUNCIL FOLLOWING A RECOMMENDATION BY THE PLANNING ZONING COMMISSION. THESE MAJOR WARRANTS ARE REGARDING DEVIATIONS FROM THE DESIGN STANDARDS, AND THEY ARE CONSIDERED ON A CASE BY CASE BASIS BY STAFF, THE PLANNING ZONING COMMISSION, AND COUNCIL. BACK IN APRIL OF 2015, THIS PROPERTY WAS INCORPORATED INTO THE MUNICIPAL BOUNDARIES OF THE CITY FROM THE CITY OF DALLAS AFTER THE PURCHASE OF THE ROBERTSON PARK AND WAS ZONED AROUND THE FORM-BASED URBAN VILLAGE SUB DISTRICT WITHIN THE BAYSIDE DISTRICT, WHICH WAS SPECIALLY CREATED FOR THIS DISTRICT. THE URBAN VILLAGE DESIGNATION IS A MIXED USE, MORE INTENSE RESIDENTIAL AND COMMERCIAL DEVELOPMENT CHARACTERISTIC. THERE ARE SMALLER URBAN OPEN SPACES SUCH AS PLAZAS PARK, CONNECTED INTO THE LARGER CITY BY STREETS, TRAILS, BIKE LANES, AND PATHS.

WOULD ALSO NOTE SPECIFICALLY THAT APPENDIX 1.1, THE FORM-BASED CODE WHICH SETS FORWARD THE PERMITTED USES, DOES NOT PERMIT SELF-STORAGE. THE DEVELOPMENT PLAN IN AND BY ITSELF COULD BE APPROVED FOR THIS ALLOWING THIS AS A FLEXIBLE OR A MIXED USE STRUCTURE, AND WE'LL TALK A BIT MORE ABOUT THAT. HOWEVER, THE USE OF SELF-STORAGE WOULD NOT BE ABLE TO OCCUPY THIS BUILDING IF IT WERE TO BE CONSTRUCTED UNLESS THIS MAJOR WARRANT IS APPROVED. SPECIFICS TO WHAT IS BEING PROPOSED THIS EVENING, IT IS A SEVEN-STORY BUILDING WHICH WOULD BE 98 FEET IN HEIGHT, WRAPPING THE CORNER OF THE INTERSECTION. VEHICULAR ACCESS FROM DAL ROCK ROAD AS WELL AS AN EASEMENT TO THE WEST THAT CONNECTS THE ALREADY DEVELOPED HOTEL WITH THE TWO SMALLER RETAIL BUILDINGS. THE PROPOSED USES WOULD BE FOR THE GROUND FLOOR RESTAURANT OFFICE AT THE GROUND LEVEL. THE MIDDLE FLOORS, TWO THROUGH SIX, WOULD BE WHERE THE SELF-STORAGE WOULD BE LOCATED. AND THEN AN OFFICE USER OR USERS WOULD BE FOR THE SEVENTH, THE TOP FLOOR. AS WELL AS ON THE LOBBY IN THE MAIN OFFICE SPACE FOR THE SELF-STORAGE WOULD ALSO BE ON THE GROUND FLOOR ON THE DALROCK ROAD FRONTAGE. THE PARKING FOR THIS PROPOSED STRUCTURE AND DEVELOPMENT WOULD BE PARALLEL PARKING ON THE STREET, WHICH IS

TYPICAL, OF COURSE, FOR THE FORM-BASED CODE, SURFACE PARKING, AS WELL AS ONE LEVEL OF BELOW GROUND PARKING. THIS HERE IS THE SITE PLAN, AND I WILL WALK THROUGH THIS AS WELL.

SO HERE WE HAVE DALROCK ROAD, SUNSET BOULEVARD. THIS IS THE PROPOSED STRUCTURE. IT IS GENERALLY AN L-SHAPE IN FORM.

BEHIND IS WHERE THE PARKING IS BEHIND THE -- AND THEN THIS IS THE SURFACE LOT. UNDER THAT IS THE LEVEL OF PARKING. HERE IS THE ACCESS EASEMENT CONNECTING IT TO THIS IS THE HOTEL DEVELOPMENT TO THE WEST AS WELL AS THE RETAIL BUILDING HERE.

THESE ARE THE SCHEMATIC ELEVATIONS FOR THE PROPOSED BUILDING. THE EAST ELEVATION WOULD BE TOWARD DALROCK ROAD, THE SOUTH ELEVATION WOULD BE TOWARD I -30, NORTH ELEVATION TOWARD THE RAILROAD TRACKS AND THEN THE WEST ELEVATION WOULD BE TOWARD THE HOTEL AND THE REMAINDER OF THE BAYSIDE DEVELOPMENT. THIS IS A PERSPECTIVE AS WELL AS A MASTER STUDY THAT WOULD SHOW THEORETICALLY HOW THIS BUILDING WOULD RELATE IN PERSPECTIVE TO THE EXISTING DEVELOPMENT IN THE BAYSIDE DEVELOPMENT THERE. GOING ON TO THE SPECIFIC MAJOR WARRANTS, THE FIRST MAJOR WARRANT THAT WE WOULD ADDRESS HERE WOULD BE TO ALLOW FOR THE USE OF SELF-STORAGE AS A PERMITTED USE. AGAIN WOULD NOTE THAT THE FORM-BASED CODE DOES NOT ALLOW FOR SELF-STORAGE USE IN ANY OF THE DISTRICTS. THE LIKELY REASON FOR THAT IS, AS YOU SHOULD RECALL, THE FORM-BASED CODE IS INTENDING TO CREATE A PEDESTRIAN-ORIENTED, LESS AUTOMOTIVE DRAWN DEVELOPMENT, AND TYPICALLY SELF-STORAGE DEVELOPMENT THROUGH THEIR RECENT HISTORY, UP UNTIL THEIR RECENT HISTORY, ACTUALLY, ARE LAND-ORIENTED TYPES OF SERVICE. AS YOU CAN SEE, THIS IS SOMETHING THAT IS MULTISTORY AND THEREFORE DOES TAKE UP LESS LAND TYPE OF USE THERE. WOULD ALSO NOTE THERE ARE CURRENTLY NINE SELF-STORAGE FACILITIES WITHIN THE CITY, THE CLOSEST WITHIN THE CITY LIMITS WOULD BE APPROXIMATELY 2.8 MILES FROM THIS PROPERTY AT THE NORTHWEST CORNER. THIS IS PROPOSED TO BE AN ENCLOSED FACILITY WITH A PRETTY SUBSTANTIAL FORM THAT IS -- BUILDS CLOSE UP TO THE RIGHT OF WAY, DOES HAVE THE VEHICULAR REAR OF THE SITE, AS IS ALSO WHAT IS INTENDED WITH THE FORM-BASED CODE. DOES PROPOSE A MIX OF USES, WOULD MAINTAIN PEDESTRIAN ACCESSIBILITY FOR RESTAURANTS AND NEIGHBORHOOD SERVICES AT THE GROUND LEVEL AND AGAIN WOULD NOTE THAT THE FORM-BASED CODE DOES INTEND BUILD THAT IS DO NOT HAVE A SINGLE USE DOMINATING THEM, AND ALSO THAT ARE DESIGNED FOR TO ACCOMMODATE SEVERAL USES. THE SECOND MAJOR WARRANT THAT IS BEING REQUESTED IN REGARDS TO THE STREETSCAPE ELEMENTS ALONG BOTH SUNSET BOULEVARD AND DALROCK ROAD. THEY ARE PROPOSING SOME DEVIATIONS FROM THIS REGARDING THE SIZE AND PLACEMENT OF PARKWAY AND LANDSCAPING AND SIDEWALKS THE FORM-BASED CODE REQUIRES DIFFERENT SIDEWALK DEPENDING UPON THE PROPOSED USE AND THE BUILDING HEIGHT. SO IN THIS CASE A COMMERCIAL BUILDING GREATER THAN THREE STORIES IN HEIGHT REQUIRES A SIX-FOOT PARKWAY AND A 12-FOOT SIDEWALK.

SO WHAT THAT MEANS USING THE ILLUSTRATION ON THE RIGHT-HAND SIDE HERE, THE PARKWAY, IS WHAT IS NOTED HERE AS THE AMENITY ZONE, AND THAT IS SHOWN AS SIX FEET. YOU CAN SEE THAT TALLER BUILDING. THAT SIDEWALK IS LOCATED BETWEEN THE PARKWAY, AMENITY ZONE, AND THE BUILDING IN THERE. HERE IS THE CURRENT SITUATION OF SUNSET BOULEVARD. RIGHT NOW AS SUNSET BOULEVARD HAS BEEN CONSTRUCTED TO OBSERVE THE EXISTING DEVELOPMENT IN BAYSIDE. THESE DIMENSIONS, AGAIN, ARE CONSISTENT WITH THE STREETSCAPE ELEMENTS, WHICH HAS ALREADY BEEN INSTALLED TO DALROCK ROAD. THE APPLICANT WOULD ALSO PROVIDE A 10-FOOT PAVED AREA ALONG THE BUILDING ALLOWING FOR TWO SEPARATE PATHWAYS FOR PEDESTRIANS AS WELL AS FOR GATHERING SPACE OR SOCIAL SPACE FOR FOLKS THAT WOULD BE UTILIZING THIS

BUILDING. THIS SITUATION WOULD ALLOW FOR CONSISTENCY THROUGHOUT THE BAYSIDE DEVELOPMENT AS WELL AS TO ALLOW FOR THE EXISTING TREES AND CONCRETE TO REMAIN. STAFF RECOMMENDS FAVORABLY ON THIS REQUEST. THIS SLIDE HERE DOES SHOW A BLOW UP OF WHAT IS BEING PROPOSED IN HERE. YOU CAN SEE YOU HAVE THE BLUE IS THE EXISTING PAVEMENT CONDITION ALONG SUNSET BOULEVARD, WHICH PROVIDES AGAIN FOR THE PRIMARY, I WOULD SAY, I GUESS, THREE PEDESTRIAN WAY FOR THAT. AND THEN ALSO AS YOU CAN SEE, THE REDDISH, PINKISH AREA TOWARD THE BUILDING IS WHAT WOULD BE INSTALLED WITH THIS DEVELOPMENT THAT AGAIN SERVES THE REQUIREMENT AND INTENTION OF THE FORM-BASED CODE TO HAVE LIVELY STREETSCAPES ADJACENT TO BUILDINGS. THE FORM-BASED CODE OF COURSES FOR THE BUILDING CLOSER TO THE CURB. THERE ARE SOME ISSUES THAT MAKE THAT NOT REALLY POSSIBLE WITH THIS DEVELOPMENT. SECOND PORTION OF THIS WOULD BE THE STREETSCAPE ALONG DALROCK ROAD. THE INITIAL REQUEST WAS TO RETAIN THE CURRENT SIX-FOOT SIDEWALK ALONG DALROCK ROAD TO NOT PROVIDE THE SIX-FOOT PARKWAY AND ALSO TO NOT PROVIDE -- I'M SORRY, STREET TREES THAT WOULD BE PLANTED 25 FOOT ON CENTER. INSTEAD OF, THAT THE PROPOSAL WAS TO PROVIDE -- FOR THAT SIDEWALK LOCATION EXPANSION AS WELL AS THE FUTURE TREE PLANTINGS IN THE PARKWAY. THE JUSTIFICATION PROVIDED BY THE APPLICANT WAS THAT THE EASEMENT ON THE SITE AND THE BUILDING PLACEMENT DO MAKE THIS REQUIREMENT UNREASONABLE. WITH THAT I WILL TAKE THE OPPORTUNITY TO GO BACK TO THE SITE PLAN AND POINT OUT ALONG DALROCK ROAD YOU SEE A NUMBER OF THESE SQUIGGLY LINES IN HERE AND TEXT, THOSE ARE SEVERAL EASEMENTS, UTILITY EASEMENTS THAT ARE ALREADY IN PLACE BETWEEN DALROCK ROAD AND THIS BUILDING SITE MAKING IT VIRTUALLY IMPOSSIBLE, OF COURSE, FOR THIS BUILDING TO BE CLOSER TO THAT -- TO DALROCK ROAD. STAFF RECOMMENDS THAT A NEW EIGHT-FOOT SIDEWALK, WHICH WOULD BE LOCATED SIX FEET FROM THE BACK OF CURB WITH LIGHTING AND STREET TREES TO BE INSTALLED EVERY 25 FEET WOULD BE WITHIN THE PARKWAY, WOULD BE CONSTRUCTED WITH THIS DEVELOPMENT. APPLICANT HAS INDICATED THAT HE IS AMENABLE AND THE CLIENT ARE AMENABLE TO MEETING THIS REQUIREMENT OF THIS CONDITION, WHICH WAS ALSO RECOMMENDED BY THE PLANNING AND ZONING COMMISSION. MOVING ON TO THE THIRD MAJOR WARRANT, THIS IS IN REGARD TO THE CLIMATE FOR TREES IN PARKING ISLANDS LOCATED IN A PARKING AREA. THE APPLICANT HAS REQUESTED THIS BE WAIVED. THERE'S NOT ENOUGH DEPTH IN THE PROPOSED PARKING DEPTH TO SUSTAIN TREE GROWTH. IN NO PRACTICAL WAY TO IRRIGATE THE PLANTED AREAS. THE FORM-BASED CODE DOES REQUIRE THE PARKING LOT LANDSCAPING. I WOULD AGAIN NOTE WE HAVE ONE LEVEL OF UNDERGROUND PARKING HERE AND THEN THE SURFACE LOT ABOVE. THE RECOMMENDATION FROM STAFF WOULD BE FOR THE APPLICANT TO PURSUE ALTERNATE SHADE METHODS RATHER THAN WAIVE THE REQUIREMENT FOR THOSE TREES. FOURTH MAJOR WARRANT IS SPECIFICALLY REGARDING TO THE PARKING. THE APPLICANT IS REQUESTING THAT THERE WOULD BE ONE PARKING SPACE REQUIRED FOR EVERY 8,000 SQUARE FEET OF SELF-STORAGE. THE FORM-BASED CODE REQUIRES ONE PARKING SPACE FOR EVERY 300 SQUARE FEET OF GROSS FLOOR AREA FOR RETAIL, RESTAURANT, OFFICE USES. AND THEY WOULD COMPLY WITH THAT REQUIREMENT FOR THE PORTION OF THE PROJECT THAT WOULD HAVE THOSE USES. AS SELF-STORAGE IS NOT A PERMITTED USE WITHIN THE FORM-BASED CODE, THERE IS CLEARLY NO RATIO ESTABLISHED FOR PARKING PROVISION THERE.

WITHIN THE ROWLETT DEVELOPMENT CODE, THERE IS A RATIO FOR SELF-STORAGE THAT THERE IS ONE SPACE FOR EVERY 1,500 SQUARE FEET OF THE GROSS FLOOR AREA. AND THIS CHART BELOW LAYS OUT THAT IF WE WERE TO STRICTLY APPLY THE FORM-BASED CODE REQUIREMENT FOR THE PARKING, THERE WOULD BE COUNTERINTUITIVELY -- THEY WOULD REQUIRE APPROXIMATELY 500 PARKING SPACES FOR THIS. USING THE COMBINATION OF THE

FORM-BASED CODE FOR THE RETAIL AND COMMERCIAL SPACES COMBINED WITH THE ROWLETT DEVELOPMENT CODE FOR SELF-STORAGE, THAT WOULD YIELD A REQUIREMENT FOR 190 PARKING SPACES REQUIRED ON THE SITE. THE APPLICANT IS PROPOSING THAT THEY HAVE THE 1,000 TO 8,000 SQUARE FEET FOR THE RATIO, FOR THE SELF-STORAGE PORTION OF THE PROJECT, WHICH WOULD REQUIRE 15 SPACES FOR THAT USE, 112 FOR THE REMAINING, AND THEN WOULD HAVE 127 PARKING SPACES THAT WOULD BE REQUIRED ON THE SITE. STAFF RECOMMENDS THAT THERE IS A PARKING RATIO OF THE ONE TO 1,500 SET SDPORT WOULD ALLOW FOR FORTH AND WOULD ALLOW FOR ADDITIONAL PARKING. MAJOR WARRANT FIVE WOULD BE REGARDING THE GLASS THAT WOULD BE PLACED IN THE WINDOWS. THE APPLICANT HAS STATED THAT THE PURPOSE OF THIS REQUEST INTO HOW THEY'VE DESIGNED THIS DEVELOPMENT WOULD BE FOR AN OFFICE BUILDING APPEARANCE AND THEN PREVENTING THE VISIBILITY OF THE INDOOR SELF-STORAGE UNIT FROM THE PUBLIC VIEW. THE GLASS IS A PARTICULAR TYPE OF GLASS THAT IS OPAQUE, REQUIRED FOR USES WHERE SCREENING IS A DESIRABLE CHARACTERISTIC TO HIDE THINGS SUCH AS MECHANICAL SPACES AND INSULATION AS WELL AS CURTAIN WALLS WHERE THERE ARE NO WALLS OR STRUCTURAL MECHANICAL ELEMENTS BETWEEN FLOORS. THAT WOULD BE THE CASE WITH THIS SITUATION WITH THE SELF-STORAGE UNIT. THE REQUIREMENTS OF THE FORM-BASED CODE REQUIRE THAT ALL GLASS WINDOWS WILL BE HIGHLY TRANSPARENT AND THAT THERE SHOULD BE MORE VISIBILITY GOING THROUGH THAN WHAT THE GLASS WOULD ALLOW. AGAIN, KNOWING, EXCUSE ME, THE INTENDED USE OF FLOORS TWO THROUGH SIX, STAFF IS IN FAVOR OF APPROVING THIS REQUEST, PROVIDED AGAIN THAT THEY DO MEET THE REQUIREMENTS FOR TRANSPARENCY ON THE GROUND FLOOR FOR THE COMMERCIAL SPACES ALONG SUNSET BOULEVARD AND DALROCK AS WELL AS THAT IF THE USE SHOULD CHANGE THAT THE FLOORS BETWEEN FLOORS TWO AND SIX WOULD BE RETROFITTED WITH TRANSPARENT GLASS. SO THOSE ARE ALL OF THE WARRANTS THAT HAVE BEEN REQUESTED BY THE APPLICANT FOR THIS PROJECT. PLANNING ZONING COMMISSION DID HOLD A MEETING AND PUBLIC HEARING ON THIS ITEM ON MARCH 28TH OF THIS MONTH. THERE WAS A 5-2 VOTE RECOMMENDING THE FOLLOWING IN REGARD TO THIS REQUEST. THE FIRST MAJOR WARRANT TO APPROVE THE MAJOR WARRANT TO ALLOW FOR THE USE OF SELF-STORAGE.

SECONDLY, IN REGARDS TO THE STREETSCAPE ELEMENT THEY RECOMMENDED APPROVAL TO THE WARRANT TO APPROVE THE CHANGES TO THE STREETSCAPE ON SUNSET BOULEVARD, RECOMMENDED DENIAL OF THE REQUEST TO VARY THE REQUIREMENTS ALONG DALROCK ROAD, EXCEPT TO RECOMMEND THE INSTALLATION OF AN EIGHT-FOOT SIDEWALK, MINIMUM SIX FEET FROM THE BACK OF THE CURB, WHICH WOULD ALLOW FOR TREES AND LIGHTING TO BE INSTALLED WITHIN PARKWAY. THE APPLICANT IS AMENABLE TO THAT RECOMMENDATION REGARDING THE STREETSCAPE. THE PLANNING AND ZONING COMMISSION DID RECOMMEND APPROVAL OF THE MAJOR WARRANT TO WAIVE THE TREE REQUIREMENT IN THE PARKING ISLANDS AT THE GROUND LEVEL WHERE THERE IS STRUCTURE PARKING BELOW WITH THE CONDITION THAT THERE WOULD BE ALTERNATIVE SHADE ELEMENTS PROVIDED FOR THOSE PARKING SPACES THAT ARE EXPOSED.

FOURTH, THEY RECOMMENDED APPROVAL. FULL ON APPROVAL OF THE MAJOR WARRANT TO ALLOW A PARKING RATIO OF ONE TO 8,000 SQUARE FEET FOR THE ONE PARKING SPACE FOR EVERY 8,000 SQUARE FEET OF SELF-STORAGE USE. AND THEN LASTLY RECOMMENDED APPROVAL OF THE MAJOR WARRANT TO ALLOW FOR THE GLASS ON FLOORS TWO THROUGH SIX WITH THE CONDITION THAT THE WINDOWS WOULD BE RETROFITTED TO BE COMPLIANT WITH THE TRANSPARENCY STANDARD IN THE EVENT THAT THE USE CHANGES WITHIN THOSE LEVELS. IN REGARD TO THE PUBLIC NOTIFICATIONS THAT WERE DONE FOR THIS SITE THAT WERE SENT OUT MARCH 13TH OF THIS YEAR, THERE WERE TEN NOTICES SENT OUT AS REQUIRED TO PROPERTY OWNERS WITHIN 200 FEET, AND THERE WERE 13 COURTESY NOTICE SENT OUT TO PROPERTY OWNERS WITHIN 500 FEET. THERE WERE NO RESPONSES RECEIVED EITHER IN FAVOR OR IN OPPOSITION TO THIS REQUEST.

AGAIN, TO REMIND THE COUNCIL THAT THE FORM-BASED CODE SETS FORTH THE CONSIDERATIONS FOR THE APPROVAL OR DENIAL OF THE

MAJOR WARRANTS REQUESTED BY COUNCIL. AND THAT THE REQUESTED WARRANT WOULD RESULT IN AN IMPROVED PROJECT THAT WOULD BE AN ATTRACTIVE CONTRIBUTION TO THE DISTRICT. STAFF'S RECOMMENDATION ON THIS IS APPROVAL OF THE MAJOR WARRANT TO APPENDIX 1.1 TO ALLOW FOR THE USE OF SELF-STORAGE, SECONDLY TO APPROVE THE MAJOR WARRANT TO ARTICLES 2.4.4 AND 2.8.6 WHICH WOULD ALTER THE STREETSCAPE ELEMENTS. DENIAL OF THAT REQUEST FOR THE MAJOR WARRANT TO WAIVE THE STREET SAFE REQUIREMENTS ON DALROCK ROAD WITH THE RECOMMENDATION AN EIGHT-FOOT SIDEWALK BE INSTALLED, ALLOWING FOR TREES AND LIGHTING TO BE INSTALLED, WHICH MIRRORS WHAT THE PLANNING AND ZONING COMMISSION RECOMMENDED.
