ITEM 2 A IS THE ANNUAL PRESENTATION OF THE BALLOT, DIVERSITY, EQUITY AND INCLUSION COMMISSION. DOES ANYONE FROM THE AUDIENCE WISH TO SPEAK ON THIS ITEM?

SEEING IT ON LET'S GET STARTED. >> THANK YOU MAYOR AND COUNCIL.

WE ARE EXCITED TO BE HERE WITH YOU TONIGHT. WE WANT TO DISCUSS THE ACCOMPLISHMENTS OVER THE LAST YEAR, AND SHARE FEEDBACK.AS ALWAYS I WANT TO LEAD WITH OUR MISSION. WE AS MEMBERS OF THE DIVERSE POPULATION WE EXIST TO PROVIDE CREATIVE IDEAS AND FEEDBACK TO CELEBRATE AND FOSTER MUTUAL RESPECT, INTEGRITY AND FAIRNESS IN THE RELIC COMMUNITY. BASICALLY WE ARE UNIQUELY AND PURPOSELY EQUIPPED TO PROVIDE FEEDBACK ON ISSUES IN OUR COMMITTEE. I WILL ASK EACH MEMBER TO INTRODUCE THEMSELVES WE ARE SPARSE TONIGHT BUT THE SWITCH TO A MONDAY THROUGH EVERYONE OFF. QUICKTIME SUSAN THE VICE CHAIR OF THE ROW THAT DIVERSITY.

I CAME TO THE COMMISSION IN 2020. ONE OF THE PRINCIPAL THINGS THAT BROUGHT ANY AWARENESS WAS GEORGE FLOYD ALSO I HAVE A GAY SON AND THOSE ARE MY TWO

PASSIONS THAT MAKE THIS WORK HERE WORTH IT. >> I'VE BEEN ON THE COMMISSIONS IN 2019 AND WHAT BROUGHT ME TO THIS COMMISSION IS FOR THE EQUITY AND INCLUSION OF EVERYONE ESPECIALLY ON THE SELF ADVOCATE OR THIS COMMUNITY.

>> NOW WE WILL MOVE ON TO DISCUSSING OUR ACCOMPLISHMENTS. IN THE PACKET YOU RECEIVED A COPY OF OUR PLAN OF WORK FOR FY 2023. THE PLAN INCLUDES A TABLE WITH THE PLAN WORK ITEMS FOR THE YEAR. IT'S A SECTION DETAILING THE ACCOMPLISHMENTS AS THEY RELATE TO EACH OF THOSE WORK ITEMS. THAT THE FULL ACCOUNT OF HER ACCOMPLISHMENTS AS FAR AS THIS YEAR. RATHER THAN READ THROUGH THE DOCUMENT WHAT I WANT TO DO TODAY IS HIGHLIGHT HOW THESE ACCOMPLISHMENTS TIE INTO THE BIGGER PICTURE. THIS ENCOMPASSES EVERYTHING AND HAS A ROLE TO PLAY IN ACHIEVING THE PRIORITIES. AS SUCH WE NOT ONLY WORK AND SERVICE TO OUR MISSION BUT TO THE OVERALL STRATEGIC PLAN FROM ALL THAT. FIRST AND FOREMOST WE STRIVE TO CHAMPION INCLUSIVE GOVERNMENTS. THIS IS A PRIORITY YOU THINK. IN FACT IN THE STRATEGIC PLANS THIS IS SPECIFICALLY MENTIONED UNDER THIS PRIORITY. ONE OF THE EFFORTS THIS YEAR IS A SUPPORT INCLUSIVE GOVERNANCE. WE DID THIS BY DISSEMINATING INFORMATION FROM COUNTY ELECTIONS OFFICES TO VOTERS. INCLUDING VOTER REGISTRATION BOOTS AT EACH OF OUR EVENTS.

ND ADVOCATING FOR THE LOCATION WITHIN OUTLET. IN ADDITION OUR CONTINUED ADVOCACY FOR IMPROVEMENTS TO CURBSIDE VOTING ACCESS RECEIVED ATTENTION AT THE STATE LEVEL THE COMMISSIONER WAS INVITED TO TESTIFY IN PERSON FOR THE HOUSE SELECTION COMMITEE WHICH REQUIRES VOTING LOCATIONS IN TEXAS AND A DESIGNATED PARKING SPACE FOR CURBSIDE VOTING.

SB 477 WHICH IS THE ANNUAL BILL TO THE HOSPITAL WAS SIGNED INTO LAW IN JUNE AND IS EFFECTIVE IMMEDIATELY. ANOTHER ACTION WE COMPLETED THIS YEAR FOR INCLUSIVE

GOVERNANCE WAS TO PROVIDE FEEDBACK ON AN RECOMMENDATION TO CREATE A TITLE VI NOTICE COMMISSION POLICY. THE POLICY WAS A MINISTER DEADLY APPROVED IN JUNE 2023.

>> WE ALSO FOCUS A LOT OF EFFORTS ON CULTIVATING A SAFE AND WELCOMING COMMUNITY.

THE PUBLIC SAFETY IS ENSURING PUBLIC CONFIDENCE AND TRUST IN THE CITY GOVERNANCE AND INSTITUTIONS. IN ORDER TO BE SAFE PEOPLE NEED TO FEEL SAFE.

AS WE ENGAGE PEOPLE NEED TO FEEL WELCOMED. ONE OF THE MECHANISMS WE UTILIZED AS THE PROCLAMATIONS ALONG WITH OUR CORRESPONDING WATER TOWER.

WE DID A BROAD RANGE OF THE RECOGNITIONS. ONE THAT I WANT TO MAKE A SPECIAL NOTE OF IS THE FANTASIA AWARENESS FUND PROCLAMATION WHICH IS A PARTNERSHIP WITH COMMUNITY MEMBERS ON ENDER. IT WAS THE FIRST OF ITS KIND IN THE WORLD WITH THE RECOGNITION BY THE NETWORK AND IT WAS WATCHED BY THEIR MEMBERS ACROS .

WE'VE HAD A SPECIAL GUEST NUNEZ WHO CAME FROM THE UK WITH THE PROCLAMATION.

>> ANOTHER NOTABLE FIRST IS A JEWISH-AMERICAN HERITAGE MONTH PROCLAMATION.

WE GROW IN COLLABORATION WITH THE DALLAS JEWISH COMMUNITY PCOUNCIL AND THAT FEATURE DIVERSIFICATION BY A RABBI. ANOTHER NOTABLE ONE WAS THE SENIOR CITIZENS GAME WHICH WE

DID IN PARTNERSHIP WITH THE SENIOR ADVISORY BOARD. >> WE ALSO TENDED TO BUILD OUR RELATIONSHIP WITH THE POLICE DEPARTMENT. YOU MAY REMEMBER WE WORKED CLOSELY WITH THOSE INITIATIVES AND WE ARE NOW PARTNERING WITH CHIEF DUNNING AS WELL AND WE'RE MEETING NEXT WEEK TO TALK ABOUT SOME THINGS AND WE ARE REALLY EXCITED ABOUT THAT.E ARE ALSO HAPPY TO REPORT THAT THE APPLICANT CONCERNS AROUND THE CRISIS ASSISTANCE COORDINATOR BEING UNDERUTILIZED LAST YEAR. WE FOUND THIS YEAR THAT SHE SEEMS TO BE FULLY ENGAGED AND

WE ARE REALLY EXCITED TO HEAR THE THOUGHTS AND THE RESULTS. >> ANOTHER WAY WE HELP ENSURE THAT COMMUNITY MEMBERS FEEL WELCOME IS TO HAVE A PRESENCE IN CITY EVENTS AND ACTIVITIES.

WE CIVILLY CONVERSE WITH MEMBERS OF THE FARMERS MARKETS. OUR PRESENCE HELPS STRENGTHEN THE NEIGHBORHOOD ABILITY DEMONSTRATING CITY EVENTS ARE FOR MANY MEMBERS OF OUR COMMUNITY. AND THEN OF COATHERE ARE EVENTS THAT SERVE ENHANCE QUALITY OF LIFE FOR EVERYONE AND IT PROVIDES THE FIRST CUTCOMMUNITY CULTURAL AND EDUCATION EVENTS.

THREE THIS YEAR AS WE MASSIVE GROWTH IN ATTENDANCE CELEBRATING 100 ATTENDEES IN THE PREVIOUS YEAR, TO 300 THIS YEAR.THE MARTIN LUTHER KING CELEBRATION DAY EVENT GREW FROM JUST 30 ATTENDEES IN ITS INAUGURAL YEAR TO 200 THIS YEAR.

THE JUNETEENTH WALK BLOPARTY BOASTED 300 ATTENDEES UP FROM 100 AND PREVIOUS YEAR.

IN ADDITION WE ADDED NEW EVENTS THIS YEAR. TASTE THE PRIDE WHICH HAD OVER 300 ATTENDEES IN ITS INAUGURAL NIGHT EVENT. IT'S ONE OF THE FIRST CITIES IN THE AREA TO CELEBRATE PRIDE AND ATTRACT ATTENDEES FROM ACROSS THE METROPLEX.

IT'S STRONG THAT OUR VENDORS SOLD OUT. >> WE ATTRIBUTE THE INCREASE IN OUR EVENTS TO PUBLIC FACTORIES. WE PUT A LOT OF FOCUS ON COMMUNICATION EFFORTS BY INCREASING BOTH THE FREQUENCY AND THE CHANNELS THROUGH WHICH WE DID THE COMMUNICATION. I ALSO WANT TO GIVE A SHOUT OUT TO THE DEPARTMENT ESPECIALLY HANNAH ANDREW WHO HELPED US DO SOME OF THOSE THINGS. IT WAS SUPER HELPFUL AND THEY'VE BEEN SHARING OUR POSTS ON THE RELEVANT PAGE WITH HELPS US AS WELL.

WE ALSO ADDED FOCAL POINTS TO OUR EVENTS. FOR JUNETEENTH WE HAD A HEADLINER OF BAND. IN THE FUTURE WE ARE HOPING TO INCORPORATE FOR ADVOCATE EVENTUALLY WILL WILL ALSO BE THATHEADLINER ITEM FOR THAT EVENT .

AS MENTIONED ABOVE ALL THAT CONTINUES TO ATTRACT ATTENTION FROM SURROUNDING COMMUNITIES AS A LEADER IN THIS SPACE. ALSO SERVES TO FOSTER ECONOMIC VITALITY.

IT'S A STUDY THAT SUPPORTS DI FROM THOSE AND RAISES COMMUNITY PROFILES.

A SPECIAL NOTE THIS YEAR, OUR DIC HAS GAINED RECOGNITION FOR THE TEXAS COMMISSION IT HOSTS UP PANEL AT THE NORTH SUMMIT THIS YEAR. AS A RESULT OF THE SUCCESS OF THAT PANEL IT HOSTED A ROUNDTABLE EVENT. THAT SESSION THEY PARTICIPATED ON THE BEST PRACTICE PANEL ALONGSIDE PANELISTS FROM THE CITIES OF FORT WORTH, ARLINGTON AND SURROUNDING NATIONS. WE ALSO SURROUNDED THE BEST PRACTICES TO OUR ADEA TOOLKIT.

THIS YEAR WE CONTINUED OUR PARTNERSHIP WITH THE COMMUNITY DEVELOPMENT TEAM TO SUPPORT EQUITABLE INFRASTRUCTURE. AS THE COUNCIL IS ACUTELY AWARE THIS PROJECT IS IMPACTING HISTORICAL BLACK COMMUNITIES AND ROUND THAT. WE WANT TO MAKE SURE THIS PROCESS IS HANDLED WITH CARE AND IS A CITY TAKE APPROPRIATE STEPS TO PRESERVE THE CITY.

WE'VE BEEN PRESENT AT THE PUBLIC INPUT MEETINGS THROUGHOUT THE YEAR TO UNDERSTAND THE NEEDS OF THE IMPACTED COMMUNITIES AND TO HELP ENCOURAGE THEIR PARTICIPATION IN THE PROCESS. THIS IS ONGOING AND WILL CONTINUE TO PLAY A ROLE OF THEM FORWARD. LAST BUT NOT LEAST WE ARE ALSO WORKING TO PROMOTE OPERATIONAL EXCELLENCE. BOTH WITHIN OUR COMMISSION AND AS THE CITY AS A WHOLE.

WE ARE NOW DOCUMENTING IN OUR PLAN OF WORK WHICH IS SEEN IN THE PACKET.

WE'VE ALSO BEEN WORKING ON DOCUMENTING ROLES AND RESPONSIBILITIES IN PREPARATION FOR UPCOMING HANDOFF. EXTERNALLY WE PASSED A RESOLUTION RECOMMENDING THE FULL-TIME STAFF POSITION TO FOCUS ON PEOPLE AND CULTURE AS PART OF THE FY 2024 BUDGET.

WE TALK A LITTLE BIT MORE ABOUT THAT IN A MINUTE. AS I MENTIONED WE DO HAVE AN UPCOMING HANDOFF FOR THOSE THAT HAVE BEEN AROUND LONG ENOUGH TO COUNT THIS IS MY THIRD PRESENTATION.I'M NOT GOING TO HIM HIS PRESENTATION OFF TO OUR VICE CHAIR TO TALK ABOUT THE

NEXT TOPIC. >> LOOKING AT THE FY 2024 BUDGET REQUEST WE ARE REQUESTING $4000. THERE IS NO CHANGE IN THIS FROM THE PREVIOUS YEAR.

IN ADDITION WE HAVE OUR EVENTS BUDGET. THESE HAVE BEEN PREVIOUSLY OCCURRING. THEY WERE JUST NOT PREVIOUSLY INCLUDED IN THE BUDGET AS ONE BIG LUMP. THEY WERE KIND OF BEING PUT TOGETHER HOWEVER IT COULD BE WORKED OUT WITH AND FUNDING. THIS YEAR IT'S BEEN CHANGED TO MAKE IT MORE IN LINE WITH KEEPING TRACK FINANCIALLY SO. THIS IS NOT ACTUALLY A CHANGE ALTHOUGH IT IS NEW TO INCLUSION IN THE BUDGET. THESE EVENTS HAVE BEEN GOING ON FOR THE LAST COUPLE OF YEARS.

FINALLY WE ARE STILL LOOKING AT THEIR REQUEST FOR AN HR SPECIALIST STAFF POITION.

WE KNOW THAT THIS IS PRESENTED PREVIOUSLY AND DUE TO THE CURRENT BUDGET SITUATION THE COUNCIL NEVER CONSIDERED THIS REQUEST. WE THINK THIS IS A MISSED OPPORTUNITY HOWEVER AND HERE'S WHY. WHEN YOU LOOK AT BASED ON NUMBERS WE RECEIVED FROM THE HR DIRECTOR AND MAY THE FY 2020 THROUGH PROJECTED TURNOVER RATE IS 13.69% WHICH IS IN LINE WITH THE LAST FIVE YEARS. COUNSEL HAS TAKEN STEPS TO ADDRESS THIS TURNOVER BY INCREASING BASE PAY AND ADDING A MORE FLEXIBLE SCHEDULE WITH A FOUR-DAY WORKWEEK. WHILE THESE ARE ABSOLUTELY AGGRESSIVE NECESSARY THEY STILL HAVE NOT SIGNIFICANTLY MOVED THE NEEDLE ON TURNOVER. WE BELIEVE THAT HAVING AN HR SPECIALIST FOCUS ON PEOPLE AND CULTURE CAN MOVE TO A CULTURE OF BELONGING.

EMPLOYEES THAT FEEL ASSAULT STRONG SENSE OF BELONGING HAVE A 50% TURNOVER RISK.

LOOKING THAT THIS STATISTICS A LONG TIME TO TURNOVER COSTS THAT THIS COULD EASILY PAY FOR ITSELF AND SAVE THE CITY MONEY. COMPANIES THAT ARE HIGHLY INCLUSIVE ARE HUNDRED AND 20% MORE LIKELY TO HIT THE FINANCIAL TARGET MAKING A FOCUS ON DNA NOT ONLY THE RIGHT THING TO DO BUT ALSO WRITE FOR SUCCESS OF THE ORGANIZATION. IF THAT IS NOT ENOUGH INCENTIVE

30 YEARS STUDIES CONTINUE TO SHOW A POSITIVE CORRELATION BETWEEN THE FIRST TEAMS AND PERFORMANCE. I CAN ALSO TELL YOU THIS IS SOMETHING PROSPECTIVE EMPLOYEES ARE LOOKING FOR ESPECIALLY THE YOUNGER GENERATIONS WHICH I KNOW HAS BEEN AT PARTICULAR PAIN POINT FOR THE CITY. ACCORDING TO THE STATISTICS FOR THE NATIONAL ASSOCIATION OF COLLEGES AND EMPLOYERS POST ARTICLE OVER 79% OF NEW GRADUATES SURVEYED CONSIDERED THIS ISSUE TO BE VERY IMPORTANT. SPEAKING OF NEW GRADUATES, THIS IS WHERE I BRAG ABOUT MY CHILDREN. SPECIFICALLY MY SON CAMPBELL WHO A FEW WEEKS AGO COMPLETED HIS MASTERS DEGREE FROM AMERICAN UNIVERSITY IN WASHINGTON DC. THEY ARE EXTREMELY INTERESTED IN KNOWING ABOUT POTENTIAL EMPLOYERS DI. SO COUNSEL, WE KNOW THAT THIS BUDGET IS CHALLENGING.

THERE ARE A LOT OF NEEDS FOR THE CITY BUT WE BELIEVE THIS IS A CRITICAL ONE AND WE ASK THAT
