THE PARKS AND RECREATION ADVISORY BOARD ALONG WITH THE PARKS AND RECREATION DEPARTMENT WILL HOST A CELEBRATION ON SATURDAY NOVEMBER 4 TO CELEBRATE PLANTING AND NURTURING TREES INCLUDING THE VARIOUS WAYS TREES AND ENRICH OUR LIVES AND STABILIZE OUR ENVIRONMENT.

TODAY THE OFFICIAL ARBOR DAY IS HELD ON THE FIRST FRIDAYIN NOVEMBER .

THANKS TO THE DIVERSITY OF THE STATE THAT CELEBRATES TEXAS COMMUNITIES THROUGHOUT THE FALLEN'S WINTER PLANTING SEASON. THIS YEAR MARKS HUNDRED AND 51ST ANNIVERSARY OF ARBOR DAY MAKING IT THE PERFECT TIME TO ENJOY THE GREAT OUTDOORS AND UNDERSTAND JUST HOW IMPORTANT AND TERRIFIC TREES ARE.I WILL READ THE PROCLAMATION.

WHEREAS IN 1870 2J STERLING PROPOSED A NEBRASKA PORT OF AGRICULTURE SPECIAL DAY BE SET ASIDE FOR PLANTING TREES AND WHEREAS THIS HOLIDAY CALLED ARBOR DAY WAS FIRST OBSERVED WITH MORE THAN A MILLION TREES IN NEBRASKA AND WHEREAS ARBOR DAY IS NOW OBSERVED THROUGHOUT THE NATION AND THE WORLD AND WHEREAS TREES CAN DECREASE THE EROSION OF AIRCRAFT SERVICE TOPSOIL TO REDUCE HEATING AND COOLING COSTS, MODERATE THE TEMPERATURE, CLEAN THE AIR, PRODUCE OXYGEN AND PROVIDE A HABITAT FOR WILDLIFE. PLANTING TREES ENCOURAGES AN ASPECT OF BEST MANAGEMENT PRACTICES AND WHEREAS TREES ARE A RENEWABLE RESOURCE GIVING

ALZHEIMER'S DISEASE IS A DEVASTATING DISEASE THAT IT AFFECTS THE CELLS OF THE BRAIN AND IS THE MOST COMMON CAUSE OF SEVERE INTELLECTUAL IMPAIRMENT IN OLDER INDIVIDUALS AND WHEREAS ALZHEIMER'S IS ONE OF THE TOP 10 LEADING CAUSES OF DEATH IN THE UNITED STATES IN THE FIFTH LEADING CAUSE OF DEATH AMONG ADULTS AGE 65 OR MORE. THE DISEASE INVOLVES THE PART OF THE BRAIN THAT CONTROLS THOUGHT, LANGUAGE AND SERIOUSLY AFFECT THE ABILITY TO CARRY OUT ACTIVITIES. THE CONSEQUENCES OF ALZHEIMER'S DISEASE TAKES CONTROL OF ITS VICTIMS FAMILIES AND FRIENDS. WHEREAS A NUMBER OF PEOPLE LIVING WITH THE DISEASE DOUBLES EVERY FIVE YEARS BEYOND AGE 65. COMMUNITY DEPARTMENT AND NEIGHBORHOOD SERVICES DIVISION RECEIVES MORE THAN 1300 CALLS WITH RELATED COMPLAINTS PERFORMING OVER 20,000 INSPECTIONS ANNUALLY. IT IDENTIFIES OVER 80% OF CASES.

THESE ARE WONDERFUL PEOPLE AND THEY ARE DOING A LOT TO KEEP OUR COMMUNITY LOOKING GOOD AND

IT DID NOT OFTEN RECEIVE RECOGNITION FOR THE JOB THEY DO IN IMPROVING LIVING AND WORKING CONDITIONS FOR RESIDENTS IN BUILDINGS IN OUR COMMUNITIES. THE ROLE OF MANY CODE OFFICERS HAS EXPANDED IN RECENT YEARS WITH THE INCREASED NUMBER OF FORECLOSED AND ABANDONED HOMES AND COMMUNITIES IMPACTING ECONOMICALLY. WHEREAS CODE ENFORCEMENT OF A SERIES ARE DEDICATED, THIS IS TRUE BECAUSE THEY ARE, AND QUALIFIED AND PROFESSIONALS. IT ENHANCES SENDING SECURITY'S SAFETY WITH PRESERVING PROPERTY VALUES. IT'S THROUGH HOUSING, ZONING, NUISANCE CODES AND ORDINANCES. AND WHEREAS CODE ENFORCEMENT OFFICERS OFTEN HAVE A HIGHLY VISIBLE ROLE THEY INTERACT WITH A VARIETY OF STATE OFFICIALS, COUNTY OFFICIALS, FIRST RESPONDERS, LEGISLATIVE BOARDS, COMMISSIONS, AGENCIES AND BODIES.

>> IS A POLICE OFFICER I DID SEE MANY VICTIMS OF POLICE VIOLENCE AND SOME PEOPLE WOULD BE SURPRISED TO KNOW THAT I MANY OF THEM WERE WOMEN. MALE VICTIMS OF DOMESTIC VIOLENCE ARE EVEN MORE SECRETIVE ABOUT IT THAN THEIR FEMALE COUNTERPARTS.

WOMEN ARE PRETTY GOOD AT HIDING IT. THIS IS A PROBLEM THAT OFTEN GOES UNDER THE RADAR. WE DON'T FIND OUT ABOUT IT UNTIL IT GETS TO THE POINT WHERE IT'S VERY SERIOUS. IN ADDITION TO DOING A POLICE OFFICER DEALING WITH THIS MY FIRST EXPOSURE TO DOMESTIC VIOLENCE IS WHEN MY AUNT WHEN I WAS A YOUNG CHILD LEFT HER HUSBAND WHO HAD BEATEN HER UP AND WHO HAD THREATENED HER LIFE.

SHE HAD TO FLEE TO MY PARENTS HOUSE TO PROTECT HERSELF AND HER CHILDREN.

IT CAME TO A SHOCK TO ME AS A CHILD BECAUSE MY FATHER WAS THE MOST GENTLE AND LOVING PERSON I COULD EVER IMAGINE. I CAN THINK OF PERSON WOULD ACTUALLY TURN TO PHYSICAL

VIOLENCE AGAINST THEIR OWN SPOUSE AND FAMILY AND THAT WAS SOMETHING FOR ME THAT WAS HARD TO COMPREHEND BUT I SAW A LOT MORE OF IT OVER THE YEARS. IN THE NAME OF THOSE CASES THAT IT RESULT IN A FATALITY. THAT'S GOOD BECAUSE IN MANY CASES IT DOES.

THIS MONTH IS USED TO ADVOCATE FOR THE VICTIMS ND SURVIVORS BY BRINGING TO LIGHT THE MULTIPLE FORMS OF DOMESTIC VIOLENCE AND SUPPORT RESOURCES TO HELP PEOPLE ESCAPE HARMFUL RELATIONSHIPS AND TO BREAK THE CYCLE OF ABUSE. THE ABUSER WOULD BE SO SORRY AND PROMISE NEVER EVER TO DO IT AGAIN AND THE VICTIM WOULD BE DRAWN BACK IN AND WE GO RIGHT BACK IN THE CYCLE WOULD START OVER AGAIN. PEOPLE NEED HELP TO GET OUT OF THAT CYCLE. THEY NEED A FRIEND. THEY NEED COMMUNITY RESOURCES.

THIS MONTH IS WHEN MANY ORGANIZATIONS AS WELL AS MUNICIPAL STATE AND FEDERAL BODIES BRING HEIGHTENED ATTENTION TO DOMESTIC VIOLENCE. DOMESTIC VIOLENCE AWARENESS DAY IS OCTOBER 20 AT 2023.WE WORKED TO BRING ATTENTION TO THE WIDESPREAD DAMAGE THAT THIS TYPE OF ABUSE CAN CREATE. PLEASE JOIN THE CITY AND BRING DOMESTIC VIOLENCE TO LIGHT AND NOT HIDE IT BECAUSE IT IS A DIFFICULT SUBJECT FOR ANYONE TO TALK ABOUT AND FOR ANYONE TO REVEAL TO THE WORLD. NOW I WILL READ THE PROCLAMATION.

WHEREAS DOMESTIC VIOLENCE IS A GRAVE AND PERVASIVE ISSUE THAT AFFECTS INDIVIDUALS REGARDLESS OF THEIR GENDER, AGE, RACE OR SOCIOECONOMIC STATUS. ADDRESSING THIS ISSUE MUST ENCOMPASS THE SCOPE EXPERIENCE SO THAT MANY SURVIVORS ARE HERE.

IT PROVIDES AN OPPORTUNITY FOR OUR COMMUNITY TO COME TOGETHER AND RAISE AWARENESS OF THE DEVASTATING IMPACT OF DOMESTIC VIOLENCE OF INDIVIDUALS AND FAMILIES.

WHEREAS WE ACKNOWLEDGE THAT DOMESTIC VIOLENCE IS NOT ONLY A PRIVATE MATTER BUT IT IS A PUBLIC HEALTH CONCERN THAT REQUIRES PUBLIC HEALTH SUPPORT FROM THE COMMUNITY.

AS DEVELOPMENT PROGRESSED WE WERE GETTING MORE AND MORE RUNOFF.

THE FIRST HOME WAS BUILT IN 95 AND IT CONTINUED UNTIL EARLY 2000.

THE INCREASE VOLUME OF RUNOFF FROM PHASE 1 WAS INCREASED SUBSTANTIALLY.

ONE THING THAT WAS NOTED BY THE CITY OF ROWLETT OR THE DEVELOPER IS THERE WAS EXTENSIVE EROSION AT THE END OF THAT SHORELINE. THEY PUT THEM IN AND THEY PUT ROCKS. WE STILL SEE EXTENSIVE ACCELERATED EROSION.

I'VE ALSO HEARD THE SAYING THAT UNLESS THE CITY'S DOWNTOWN. UNLESS IT'S DOWNTOWN NEITHER WILL THE REST OF THE COMMUNITY. I REALLY BELIEVE THAT TOO. I TRULY BELIEVE THAT DOWNTOWN

IS THE HEART OF THE COMMUNITY. >> I REALLY BELIEVE THAT GOING TO THIS PROCESS WILL HOPEFULLY HELP US TO FIND OUT WHO WE ARE AS A COMMUNITY. NOT JUST IN OUR DOWNTOWN.

OUR CURRENT STRATEGIC PLAN FOR DOWNTOWN I PERSONALLY DO NOT BELIEVE SERVES THE DOWNTOWN TODAY AND THAT'S ALSO BECAUSE IT STATED. WHAT CAME OUT OF THE CURRENT STRATEGIC PLAN IN MY OPINION AGAIN WAS A STRATEGIC FAILURE. THE VILLAGE OF ALL THAT IS TAKING UP SOME REAL ESTATE AND UTILIZING ALMOST EVERY INVESTMENT LEAVING MOSTLY NOTHING ELSE RATHER DOWNTOWN PROJECTS TO DEVELOP. WE CAN DO BETTER AND I FEEL LIKE THIS PROCESS WILL IDENTIFY THOSE AREAS WHERE WE CAN ENHANCE OUR DOWNTOWN NOT JUST FOR THE SHORT QUICK WINS BUT ALSO FOR THE LONG TERM STRATEGIC VISION FOR WHAT WE

WANT TO BE NOT JUST IN OUR DOWNTOWN BUT AS A COMMUNITY. >> I WANT TO SAY THAT I UNDERSTAND COUNCILMEMBER BOWERS AND THE CONCERNS IN TERMS OF THE BUDGET.

WE DEFINITELY HAVE MANY NEEDS THAT ARE HIGH PRIORITIES. I ALSO HAVE CONFIDENCE IN THE DEVELOPMENT.THEY ARE NOT EXPERTS OR FOCUSED SPECIALIZING IN DEVELOPING DOWNTOWN.

I THINK AS THE MAYOR SAID STAFF HAS NOT BEEN ABLE TO DO THIS BEFORE.

EVEN IF STAFF IS ABLE TO DO THIS I DON'T THINK STAFF HAS THE TIME AND THE RESOURCES TO DO THIS PLANNING PROCESS. STAFF WILL BE VERY MUCH INVOLVED AND WILL CERTAINLY BE TASKED WITH IMPLEMENTING THE PLAN. I THINK THAT WE NEED THIS BECAUSE DOWNTOWN IS REALLY IMPORTANT IN TERMS OF OUR WHOLE ECONOMIC DEVELOPMENT STRATEGY.

DOWNTOWN IS THE HEART OF A CIT . YOU HAVE TO PAY ATTENTION TO THAT PART. MY ONLY CONCERN ABOUT APPROVING THIS TONIGHT IS THAT WE DO HAVE A BRAND-NEW ECONOMIC DEVELOPMENT COMMUNITY ENGAGEMENT DIRECTOR WHO HASN'T HAD A CHANCE TO REALLY BE INVOLVED IN THIS. I'D LIKE TO KNOW FROM THE CITY

THAT BEING SAID I THINK REGARDLESS OF THAT THIS IS AN INVESTMENT DOWNTOWN. I THINK IT WILL BENEFIT THE TRICK WILL BE ENSURING THAT WE FOLLOW-UP AND WE ENGAGE THE PLAN AND WE ARE SUPPORTIVE OF IT AS THE COUNCIL AND LEADERS OF THE COMMUNITY. IT'S GOING TO TAKE DRIVE AND COMMITMENT.
