HEAVENLY FATHER WE HAVE THE FREEDOM AS SHOWN TODAY TO GET OUT AND VOTE TO EXPRESS OUR RIGHT TO EXPRESS OUR VOTES AND THANK YOU FOR THE RIGHT TO PARTICIPATE IN THAT TIME HONORED EVENT. AND OUR FISHES ITEM FOR TONIGHT IS 3A WHICH IS THE ROWLETT VETERANS RECOGNITION PROGRAM AND TONIGHT WE'LL BE HONORING JIM BE KATZENBERGER. GOOD TO SEE YOU.

SO TONIGHT WE CONTINUE THE TRANSITION OF HONORING ROWLETT'S VETERANS. OUTREACH CENTER, THIS PROGRAM IS A TESTAMENT TO YOU'RE GRATITUDE AND COMMITMENT TO THOSE WHO HAVE SERVED OUR NATION. IT IS WITH GREAT HONOR THAT WE RECOGNIZE OUR 30TH VETERAN MR. JIM KATZENBERGER, EXEMPLIFIES COURAGE AND PATRIOTISM OF THE HIGHEST ORDER.

EACH ACKNOWLEDGMENT OF SPIRIT OF UNITY AND RESILIENCE THAT DEFINES OUR COMMUNITY. COMMITMENT AND SUPPORT TO REMEMBER OUR VETERANS. I WOULD NOW TURN IT OVER TO CHRIS KAZAR, I MIGHT HAVE TO TURN IT OVER TO THIS LITTLE ONE, SHE HAS A LOT OF COMMITMENT TO THIS.

FOR THE LAST FIVE YEARS THE VETERANS RESOURCE OUTREACH CENTER, ALSO KNOWN AS THE VROC HAS PARTNERED WITH THE CITY OF ROWLETT TO BRING ATTENTION TO THE VETERANS AND HONOR THEM FOR BOTH THE SERVICE TO OUR COUNTRY AND THE COMMUNITY.AND CHOOSING THE RECIPIENT WE LOOK FOR A MULTITUDE OF VARIABLES FOR BOTH THEIR TIME IN THE SERVICE AS WELL AS THEIR TIME AS THEY GOT DISCHARGED. WE ARE PROUD TO ANNOUNCE THAT THIS INDIVIDUAL WAS BUSY ON BOTH FRONTS.ENLISTING IN THE U.S.

NAVY IN 1987, HE DID HIS BASIC TRAINING AT U.S. GREAT LAKES, HE

SERVED ON THE U.S.S. HALSEY, AND FINISHED HIS SERVICE AS GUNNER'S MATE. HE RECEIVED AN HONORABLE MEDICAL DISCHARGED. HE RECEIVED THE ARMED FORCES EXEXPEDITIONARY MEDAL. HE AND HIS WIFE BOUGHT A HOME HERE IN ROWLETT, HE BECAME ACTIVE INTO THE CITY, GOT ONTO AND CHAIRED THE ARNTS AND HUMANITIES ADVISORY BOARD AND DURING HIS TIME ON THE BOARD THEY STARTED THE PUBLIC ART PROGRAM, ULTIMATELY ADDING PIECE TO PLACES LIKE THE ROWLETT COMMUNITY CENTER, OUR LOCAL HOUSES AND BLUE BONNET PARK WHO IS THE HOME OF THE PHOENIX. MANY KNOW JIM AS THE BIRDMAN.

WHERE HE AND HIS WIFE CHRISTY WENT ON TO START THE HIGH GATE ANIMAL RESCUE, A 501 C 3 ANIMAL RESCUE, THEY TAKE IN PAIR ROTS AND A LOT OF VARIETY OF BIRD SPECIOUSPECIES WITH HOPE OF RETG THEM TO THEIR OWNERS. JIM IS A STRONG SUPPORTER OF OUR VETERANS, A STRONG SUPPORTER OF THE VROC.

OVER THE LAST SEVERAL YEARS HE HAS RAISED THOUSANDS OF DOLLARS TO HONOR THE VETERAN COMMUNITY. WE APPRECIATE THAT, THANK YOU SO

RZ COTES. IN THE 20 YEARS THAT THE ORGANIZATION HAS BEEN AROUND IT HAS AWARDED OVER 350,000 QUILTS OF VALUE TO VARIOUS INDIVIDUALS, TO GIVE THEM THANKS AGAIN FOR THE SERVICE THAT THEY'VE PROVIDED.

THE ORGANIZATION AS I MENTIONED HAS BEEN AROUND FOR ABOUT 20 YEARS. IT WAS STARTED BY THE MOTHER OF A BLUE STAR -- A BLUE STAR MOM WHOSE SON WAS IN IRAQ AT THE TIME. SHE WAS HAVING A DREAM ONE NIGHT AND IN THIS DREAM AS I MENTIONED HER SON WAS IN IRAQ AT THE TIME BUT IN HER DREAM SHE SAW A YOUNG SOLDIER ON THE EDGE OF HIS BED AT NIGHT IN DISTRESS. IT WASN'T HER SON BUT JUST THIS IMAGE IN HER MIND. YOU KNOW HOW DREAMS GO, YOU KIND OF CATCH SOMETHING AND THEN YOU LOSE TRACK OF WHAT'S GOING ON AND THEN SOMETHING ELSE HAPPENS IN THE DREAM.

SO THE NEXT PART THAT SHE REMEMBERED IN THE DREAM WAS THAT THE YOUNG SOLDIER WAS COVERED IN A QUILT AND HE WAS AT EASE.

MS. ROBERTSON BEING THE FOUNDER OF THE ORGANIZATION, SHE WAS A QUILTER SO THAT SENT A VERY CLEAR MESSAGE TO HER THAT PROVIDING QUILTS FROM INDIVIDUALS FROM CIVILIANS FROM VOLUNTEERS COULD PROVIDE COMFORT AND HEALING FOR THOSE WHO HAVE TOUCHED BY WAR. AND WITH THAT SHE STARTED THAT FOUNDATION. AS I MENTIONED IT'S BEEN AROUND FOR 20 YEARS. IT'S AN ALL VOLUNTEER ORGANIZATION. DIFFERENT PEOPLE PIECE, START, QUILT, SOME PEOPLE IS THEIR MAIN ROLE IS TO COME DO AND DO PRESENTATIONS. I'VE BEEN ABLE TO DO MANY PARTS OF THAT AND IT'S BEEN A GREAT HONOR.

IT'S BEEN VERY REWARDING, ACTUALLY, TO START THE ART PROJECT WITH JEFF AND WORK THROUGH THAT, AND LEARN HOW THE CITY WORKS, MAKE SOME GOOD FRIENDS AND I'VE RAISED BOTH MY KIDS HERE. AND MY SON IS ACTUALLY IN THE ARMY STATIONED IN HAWAII NOW. HE'S A COMBAT MEDIC.

SO I COULDN'T CLOSE THE DEAL FOR NAVY.

SO CHRIS WILL BE HAPPY TO THAT. BUT THAT'S PRETTY MUCH -- I DIDN'T HAVE A REAL DIGNIFIED CAREER, THEY FOUND OUT I HAD ASTHMA AND THEY MADE IT WORSE WITH THE JOB I HAD.

BEFORE I GOT STARTED THEY WERE ASKING ME TO STEP ASIDE BUT I WOULD HAVE STAYED FOR 20 YEARS. I HAD REALLY A GOOD TIME BEING OUT AT SEA GETTING TO SEE THE DIFFERENT PLACES WE WENT AND JUST THE WORLD WAS JUST A DIFFERENT PLACE BACK THEN.

YOU COULD GO PLACES AND HAVE FUN AND NOT REALITY BE TOO WORRIED ABOUT IT. BUT YOU ALWAYS HAD TO LOOK OVER YOUR SHOULDERS IN SOME OF THE PORTS WE WENT.

BUT IT WAS A PRETTY GOOD EXPERIENCE ALL THE WAY AROUND FOR ME. BUT I REALLY DO APPRECIATE IT.

COMMUNITIES THROUGHOUT TEXAS IN SHOWING APPRECIATION FOR DEDICATED MUNICIPAL JUDGES, COURT CLERKS, COURT ADMINISTRATORS AND MARSHALS WHO COMPRISE THE TEXAS MUNICIPAL COURTS FROM NOVEMBER 6TH THROUGH 10TH, 2023.

MUNICIPAL COURT WEEK IS A GREAT TIME TO NOT ONLY RECOGNIZE HOW MUCH MUNICIPAL COURTS DO BUT TO SHARE WITH THE PUBLIC THE IMPORTANT ROLE THAT LOCAL COURTS AND THEIR PERSONNEL PLAY IN THE CRIMINAL JUSTICE SYSTEM IN THE LARGER COMMUNITY.

HISTORICALLY, MUNICIPAL COURTS WEEK IS PROCLAIMED THE FIRST FULL WEEK OF NOVEMBER EACH YEAR. THE WEEK GIVES CITY COUNCILS ACROSS TEXAS THE OPPORTUNITY TO RECOGNIZE THE IMPORTANT WORK OF MUNICIPAL COURTS AND THE COURT EMPLOYEES WHO WORK TIRELESSLY PROMOTING PUBLIC CONFIDENT AND THE INTEGRITY AND IMPARTIALITY OF THE JUDICIARY. OVER 100 COURTS THROUGHOUT THE STATE OF TEXAS REGULARLY PARTICIPATE IN MUNICIPAL COURTS WEEK. MORE INFORMATION MAY BE FOUND AT THE TEXAS MUNICIPAL COURTS EDUCATION CENTER AT WWW.TMCEC.COM. I JUST WANT TO SAY TO JUDGE KILGORE AND TO ALL OF HIS STAFF AND ALL THOSE WHO WORK IN OUR COURT SYSTEM THAT I REALLY APPRECIATE ALL OF THE IMPROVEMENTS AND ENHANCEMENTS THAT HE'S BROUGHT TO THE COURT AND I KNOW THAT HE ALWAYS GIVES HIS TEAM THE CREDIT.

AND I THINK THAT'S JUST SUCH A WONDERFUL THING.

HAVING BEEN A POLICE OFFICER, I KNOW THAT IN SOME COURTS, IN SOME CASES AND SOME CITIES, THE COURT AND THE POLICE DEPARTMENT, ALTHOUGH ON THE SAME TEAM AND WORKING TOWARD THE SAME GOALS, SOMETIMES HAVE AN ALMOST ADVERSARIALLY RELATIONSHIP.

I THINK JUDGE KILGORE HAS DONE AN EXCELLENT JOB OF FOSTERING A GREAT RELATIONSHIP WITH OUR POLICE DEPARTMENT, AS WELL AS WITH OUR PUBLIC. AND THAT'S NOT ALWAYS AN EASY THING TO DO WHEN YOUR DEPARTMENT IS ONE THAT ADMINISTERS JUSTICE.

AND MOST OF THE THINGS YOU SEE ARE PEOPLE THAT DON'T REALLY WANT TO BE THERE. BUT BECAUSE OF THE -- FROM THE TOP DOWN, ATTITUDE AND ATMOSPHERE THAT HAS BEEN CREATED IN OUR COURT SYSTEM, I THINK THAT WEIGH HAVE AN EXEMPLARY MUNICIPAL COURT. NOW I'LL READ THE PROCLAMATION.

IF I CAN GET IT OPEN. WHEREAS, MUNICIPAL COURTS PLAY A SIGNIFICANT ROLE IN PRESERVING PUBLIC SAFETY AND PROMOTING QUALITY OF LIFE IN TEXAS, AND WHEREAS, MORE PEOPLE COME IN CONTACT WITH MUNICIPAL COURTS THAN ALL OTHER TEXAS COURTS COMBINED, AND UNDER PUBLIC IMPRESSION OF THE TEXAS JUDICIAL SYSTEM IS LARGELY DEPENDENT UPON THE PUBLIC'S EXPERIENCE IN MUNICIPAL COURT AND WHEREAS THE CITY OF ROWLETT HOSTS THE ROWLETT MUNICIPAL COURT AND STATE LAW AUTHORIZES A MUNICIPALITY TO APPOINT A JUDGE FOR A TERM OF OFFICE THE ROWLETT MITCH COURT IS A STATE COURT AND ITS MEMBERS ARE MEMBERS OF STATE JUDICIARY. SET FORTH IN THE TEXAS CODE OF CRIMINAL PROCEDURE AND OTHER LAWS OF THE STATE OF TEXAS, AND WHEREAS, THE CITY OF ROWLETT IS COMMITTED TO THE NOAKS THAT OUR LEGAL SYSTEM IS BASED ON THE PRINCIPLE THAT AN INDEPENDENT, FAIR AND COMPETENT JUDICIARY WILL INTERPRET AND APPLY THE LAWS THAT GOVERN US AND THAT JUDGES AND PERSONNEL SHOULD COMPLY WITH THE LAW AND ACT IN A MANNER THAT PROMOTES PUBLIC CONFIDENCE IN THE INTEGRITY AND IMPARTIALITY OF THE JUDICIARY AND WHEREAS, ROWLETT MUNICIPAL JUDGES ARE NOT POLICY MAKERS FOR THE CITY OF ROWLETT BUT ARE BOUND BY THE LAW, AND THE CANONS OF JUDICIAL CONDUCT AND ARE REQUIRED TO MAKE DECISIONS INDEPENDENT FROM CITY OFFICIALS AND 70 EMPLOYEES AND WHEREAS THE CITY COUNCIL RECOLLECTION THAT THE CONSTITUTIONAL LAWS OF THE STATE OF TEXAS, CONTAIN LAWS FOR ALL DEFENDANTS INCLUDING INDIGENT DEFENDANTS AND SUPPORTS THE ROWLETT MUNICIPAL COURT IN COMPLYING WITH SUCH REQUIREMENTS, NOW I ON BEHALF OF BLAKE MARGOLIS, CITY OF ROWLETT AND THE CITY COUNCIL DO HEREBY RECOGNIZE NOVEMBER 6TH THROUGH 10, 2023 AS MUNICIPAL COURT WEEK. THIS IS YOUR ENTIRE COURT BEHIND YYOU BY THE WAY, A MOST EXCELLET GROUP OF FOLKS. IF YOU LOOK AT THE WIRING

DIAGRAM OF THE COURT, IT IS TECHNICALLY JUDGE LEE'S COURT.

SHE DOES AN EXCELLENT JOB. WE GOT EVERYTHING FINALIZED, HE LEFT AND HE TURNED AROUND AND HE CAME BACK AND HE WALKED UP TO THE BENCH AND HE SAID I WANT TO TELL YOU HOW IMPRESSED I AM WITH THE WAY THINGS RAN AROUND HERE, AND THE WAY EVERYBODY TREATED ME AND THE WAY THINGS WORKED. THAT HAPPENS ON A FREQUENT NUMBER OF TIMES. I GET TO WATCH THE PEOPLE AT THE WINDOW AND THE NUMBER OF COMPLIMENTS THAT THE COURT GETS AND THAT WE GET FOR THE WAY THEY'RE TREATED IN THE COURT, IS VERY HEARTWARMING AND IT'S VERY IMPORTANT.

THE -- AS THE POLICE HAVE BEEN ABLE TO STAFF UP AND EXPAND THEIR PROACTIVE POLICING, THEY'VE BEEN BUSY DELIVERING INVITATIONS TO CERTAIN FOLKS PASSING THROUGH ROWLETT.

AND AS I'VE MENTIONED DURING THE WORK WEEK THING CONVERSATION A WHILE BACK, ALL OF MY CUSTOMERS ARE THERE BY INVITATION.

SO -- AND IT'S WHEN PEOPLE COME AND HAVE TO PAY MONEY AND THEY'RE STILL HAPPY, WE GET A LOT OF HAPPY FACES OF PEOPLE PAYING MONEY, THAT'S PRETTY GOOD.

AND THESE ARE THE FOLKS THAT MAKE IT HAPPEN.

MARY LEE, STEP UP. MARY LEE HATES TO BE IN THE SPOTLIGHT BUT SHE'S THE COURT ADMINISTRATOR AND LIKE I SAID THIS IS HER COURT. AND TO GIVE YOU SOME PERSPECTIVE, WE JUST A SHORTLY WHILE AGO WENT THROUGH NUMBERS FOR LAST FISCAL YEAR. THE NUMBER OF CASES THANKS TO THE PROACTIVE WORK OF THE POLICE, WERE UP 37%.

THAT IS 9600 PLUS CASES IN ONE YEAR.

THAT'S A LOT OF WORK. THAT'S A LOT OF PAPER.

THAT'S A LOT OF COMPUTER WORK. AND AT THE END OF THE DAY, AFTER ALL THESE FOLKS GET THROUGH PROCESSING IT, IT HAS TO END UP ABSOLUTELY LETTER PERFECT TO MEET THE STATE REQUIREMENTS.

AND PEOPLE HAVE BEEN WORKING REALLY HARD.

I'M HERE TONIGHT TO PRESENT TO YOU PROPOSED BUDGET AMENDMENTS FOR THE FY 2023 ADOPTED BUDGET. THE FUNDS INCLUDED IN TONIGHT'S PROPOSED AMENDMENTS WERE IDENTIFIED AS PART OF OUR YEAR END SIGNALS TO ENSURE COMPLIANCE WITH BOTTOM LINE EXPENSE APPROPRIATIONS. REFUSE FUND THE COST OF FCC SERVICES HAS EXCEEDED BUDGETED EXPENDITURES DUE TO INCREASED VOLUME AND CHANGE OF CUSTOMER MIX.

WE ARE PROPOSING TO INCREASE OUR SOLID WASTE COLLECTION EXPENDITURE BUDGET BY $32,000 AND TO INCREASE CORRESPONDING REVENUE COLLECTED FROM FEES AND CHARGES BY THE SAME AMOUNT.

THERE WILL BE NO IMPACT TO FUND BALANCE AS A RESULT OF THIS ADJUSTMENT. IN OUR SELF ENSURED EMPLOYEE BENEFITS FUNDS EXPENSES THIS YEAR HAVE EXCEEDED LEVELS, PARTICULARLY UNDER THE STOP LOST THRESHOLD.

THIS GRAPH SHOWS HOW OUR CLAIMS EXPENSES IN FISCAL YEAR 2023 COMPARED MONTH TO MONTH TO THE PREVIOUS THREE YEARS.

ALSO SHOWN ARE TOTAL CLAIMS EXPENSES FOR FY 2023 COMPARED TO THE PRIOR THEY YEARS. WE ARE PROPOSING TO INCREASE OUR EXPENDITURE BUDGET TO ABSORB THE ADDITIONAL $770,000 IN EXPENSES INCURRED. TO PARTIALLY OFFSET THIS IMPACT WE ARE PROPOSING TO RECOGNIZE $625,000 TO CAPTURE ALL UNBUDGETED REVENUE RECEIVED FROM REIMBURSEMENT FROM OUR STOP LOSS CARRIER FOR SOME OF OUR HIGH DOLLAR CLAIMS AS WELL AS INCREASE PRESCRIPTION REBATES. THIS ADJUSTMENT WILL USE $145,000 OF FUND BALANCE, REDUCING THE FUND BALANCE TO $1,389,471. THIS CONCLUDES MY PRESENTATION.

THAT'S NUMBERS BASED ON OUR POPULATION AND AS SUCH, WHEN THE COUNCIL HAS A MAJORITY VOTES FOR A MEMBER TO SERVE ON THAT BOARD OF DIRECTORS, THOSE 95 VOTES ARE CAST. OUT OF THE OTHER CITIES, I'M NOT SURE HOW MANY OF THE OTHER CITIES WOULD BE VOTING FOR THE ROCKWALL -- I'M SORRY THAT WAS FOR THE ROCKWALL COUNTY CENTRAL APPRAISAL DISTRICT. AND SO I'M NOT SURE HOW MANY OF THE OTHER ENTITIES ARE VOTING ON THE BOARD OF DIRECTORS HERE.

BUT I DID SPEAK WITH FRANK NEW, THE ROCKWALL COUNTY JUDGE ABOUT THIS, AND ASKED FOR HIS ADVICE. AND WHAT HE KNEW ABOUT THESE MEMBERS, ULTIMATELY ROCKWALL COUNTY COMMISSIONERS COURT VOTED FOR TIM HARTLEY WHICH WAS THE FIRST PERSON IN THE PACKET.
