COUNCIL MEMBER SHOOP. >> GOOD EVENING, EVERYBODY I WANT TO THANK COUNCIL MEMBER FOR ALLOWING ME TO READ THIS PROCLAMATION, SHE WAS ORIGINALLY GOING TO DO IT AND SHE BROUGHT THE SPEECH. THIS MEANT A LOT TO ME.

MY DAD WAS A CAREER MILITAY OFFICER IN THE AIR FORCE.

I WAS BORN AT TRAVIS AIR FORCE BASE, BOTH OF MY BROTHERS WERE BORN IN MOROCCO AND MY SISTER WAS BORN AT DELAWARE AIR FORCE BASE, BASICALLY I LIVED ON MILITARY INSTALLATION UNTIL I WAS 10 YEARS OLD AND WE MOVED TO GREENVILLE TEXAS.

THIS MEANT A LITTLE BIT TO ME SO I ASKED COUNCIL MEMBER SCHINDLER IF I DO THIS AND SHE GRACIOUSLY ALLOWED ME TO.

EARLIER THIS MONTH ON VETERANS DAY WE RECOGNIZE THOSE WHO SERVED OUR COUNTRY IT WAS A BEAUTIFUL AND WELL-DESERVED CEREMONY, WE HONOR A SPECIFIC VETERAN HERE BIMONTHLY AS PART OF OUR VETERANS RECOGNITION PROGRAM.

THOSE WHO CARRY THE TITLE OF SOLDIER, SAILOR, AIRMAN, AND COAST YOU'RE NOT THE ONLY ONES WHO SERVED AND DESERVE OUR RECOGNITION AND RESPECT, BINDER MILTARY MEN AND WOMEN STAND THEIR FAMILIES, SPOUSES, PARENTS, CHILDREN, BROTHERS, PARENTS AND CHILDREN WHO STAY AT HOME AND KEEP THE HOUSEHOLD RUNNING WHO WERE THERE WITH WORDS OF ENCOURAGEMENT AND EMPATHY AND LOVE WHEN THE GOING GETS TOUGH.

NOVEMBER IS ALMOST OVER, THIS MAY SEEM A LITTLE AFTER-THE-FACT BUT WE STILL THINK IT IS IMPORTANT TO DO THIS, REGARDLESS OF THE DATE IT IS NOT TOO LATE TO SAY THANK YOU FOR LOVING AND SUPPORTING OUR SERVICEMEN AND WOMEN TO SOMEONE WHOSE FAMILY MEMBER IS OR HAS BEEN IN THE MILITARY.

THOSE WHO DEAL WITH THE LONELINESS DURING LONG DEPLOYMENT AND LIVE WITH THE RISK AND WORRIES AND UNCERTAINTY THEY ALSO SERVE JUST A DIFFERENT WAY.

THE DEVELOPMENT PLAN WAS APPROVED FOR THE FIRST PHASE WHICH IS UNDER CONSTRUCTION AT THE CORNER OF MAIN AND THE FRONTAGE ROAD THAT IS 325 MULTI-FAMILY UNITS.

THE SUBJECT PROPERTY HERE WAS APPROVED MAY 10, 2022 FOR 340 MULTI-FAMILY UNITS AND THEN THE LAST ACTION ON THIS WAS BY THE PLANNING AND ZONING COMMISSION WHICH RECOMMENDED APPROVAL OF THE TREE REMOVAL REQUEST WITH FIVE IN OUR.

A LITTLE BIT MORE BACKGROUND ON THE PLANNING AND REQUIRED APPROVAL FOR THIS PROJECT, THE DRAINAGE PLAN HAS BEEN APPROVED FOR THE ENTIRETY OF THE DOWNTOWN EAST PROJECT WHICH BASICALLY STRETCHES FROM MAIN STREET DOWN TO THE PROPERTY AT THE HARD CORNER OF MILLER IN THE FRONTAGE ROAD OF 190.

THE IMPROVEMENTS THAT ARE REQUIRED UNDER THIS PLAN WOULD INCLUDE IMPROVEMENTS TO THE DRAINAGE CHANNEL THAT ACTUALLY GOES ACROSS OR UNDER THE TURNPIKE AS WELL AS CROSSES UNDER MILLER HEIGHTS, THOSE ARE ADDITIONAL BOX CULVERTS WHICH ARE BEING INSTALLED RIGHT NOW AS WELL AS STABILIZATION OF THE HEADWATERS TO THE NORTH OF MILLER HEIGHTS DRIVE BEFORE THAT FLOW ENTERS INTO THE BOX CULVERTS.

THE FORM-BASED CODE AUTHORIZES CREDITS FOR MITIGATION FOR SAVING OR PRESERVING ANY PROTECTED TREES AS WELL AS FOR TREES PLANTED WITH DEVELOPING ALONG THE STREETS WITHIN THE OPEN SPACES AND ALONG ANY TRAILS.
