GRACIOUS GOD, WE GIVE THANKS FOR MANY BLESSINGS. WE ARE GRATEFUL FOR THE WARMTH THAT SURROUNDS US IN THE MIDST OF THIS INCREDIBLE COLD WEATHER THAT WE ARE HAVING, AND WE PRAY FOR THOSE IMPACTED THE MOST. TIMES LIKE THIS REMIND US OF THE NEED FOR COMMUNITY. AND WE GIVE THANKS FOR MAKING SURE THAT THIS COLD SNAP CAUSES THE SMALLEST IMPACT POSSIBLE.

FOR THE EMERGENCY MANAGEMENT TEAM AND THE MANY PEOPLE WHO FOCUS ON THOSE WHO HAVE INCREASED NEEDS AT THIS TIME, WE ARE GRATEFUL FOR THEIR EFFORT. WE TRUST GOD THAT YOU WILL WORK THROUGH US TO BE SURE THAT OUR NEEDS ARE TENDED TO.

THIS WAS INITIATED WITH THE VETERANS OUTREACH AND RESOURCE CENTER. THE PROGRAM IS A TESTAMENT TO OUR UNWAVERING GRATITUDE AND COMMITMENT TO THOSE WHO HAVE SERVED OUR NATION. IT IS WITH GREAT HONOR THAT WE RECOGNIZE OUR 31ST VETERAN, MR. EDGAR MARVIN HALL, WHO SERVED IN THE UNITED STATES ARMY. HIS SERVICE , LIKE THOSE BEFORE HIM, EXEMPLIFIES COURAGE AND PATRIOTISM OF THE HIGHEST ORDER. WE ARE NOT JUST RECOGNIZING A VETERAN TONIGHT. WE ARE CELEBRATING HIS PERIOD OF SERVICE, COMMITMENT, AND SACRIFICE. 1945. SO, MR. HALL, IN OCTOBER OF 1955, AT THE AGE OF 20, WAS ACTUALLY DRAFTED INTO THE ARMY TO SERVE IN THE VIETNAM ERA.

WE HAVE NOT HAD MANY OF THOSE, SO WE ARE ALWAYS HONORED TO HAVE ONE FROM SUCH A COMBAT OF TIME. WE ARE WELCOME TO HAVE THEM HERE. HE WAS STATIONED IN LOUISIANA, WHERE HE DID HIS BOOT CAMP. IN JANUARY, 1966, HE WAS TRANSFERRED TO FORT LEONARD WOOD IN MISSOURI, HE WAS ASKED TO TEACH GEOLOGY . I DO NOT KNOW WHAT THAT IS ALL ABOUT. MAYBE YOU CAN SAY A FEW WORDS AND TELL US WHAT THAT IS ALL ABOUT.

APPARENTLY HE WAS BROUGHT INTO WORK AT A LOCAL ROCK QUARRY. IN OCTOBER, 1966, HE WAS ASSIGNED IN VIETNAM TO THE BIG RED ONE INFANTRY DIVISION AS A TRUCK DRIVER. AND AN INFANTRYMEN.

THE BIG RED ONE OF COURSE IS ONE OF THE ONES THAT HAD TO ENGAGE IN ALL OF THE ACTIVITY. SO IN JANUARY, 1967, MR. HALL, I NEED TO GO BACK AGAIN, HE WAS ASSIGNED TO THE IRON TRIANGLE WHICH AGAIN WAS WHERE THAT WAS ALL AT. IT IS A BLESSING YOU MADE IT OUT SAFELY. HE WAS THE RECIPIENT OF THE COMBAT INFANTRY BADGE AND HE RECEIVED IT FOR BEING IN ACTIVE COMBAT AND UNDER FIRE FOR AT LEAST 30 CONSECUTIVE DAYS. HARD TO IMAGINE WHAT THAT WAS LIKE, FOR 30 STRAIGHT DAYS. FOR HIS SERVICE IN THE ARMY IN ADDITION TO HIS CID AWARD, HE RECEIVED THE ARMY COMMENDATION MEDAL, THE VIETNAM SERVICE MEDAL AND TWO BRONZE SERVICE STARS. THE VIETNAM CAMPAIGN MEDAL AND THE GOOD CONTACT, THAT , THE GOOD -- THE ONE IS CALLED THE GOOD CONDUCT MEDAL AWARD.

THE TIMELINES IN THE VIETNAM WAR, USUALLY ONE YEAR IN SERVICE OVERSEAS. HE WAS IN FOR IT IS EXACTLY ONE YEAR AND 11 MONTHS. HE WORKED AS A PLANT ENGINEER IN ALUMINUM, FOR 26 YEARS, THEN THEN WENT ON TO WORK IN FORT WORTH AS A COMBUSTIBLE ENGINEER, WHEN HE RETIRED FROM WORK IN 1998. MR. HALL AND HIS WIFE, MARLENE, MET ON A BLIND DATE IN THE EARLY '70S . LAST YEAR, THEY CELEBRATED THEIR 50TH WEDDING ANNIVERSARY. WHAT A MILESTONE. THEY HAVE ONE DAUGHTER, FOUR GRANDCHILDREN, AND ONE GREAT -GRANDSON. MR. HALL AND HIS WIFE HAVE LIVED IN ROWLETT FOR 32 YEARS. FOR HIS LEISURE TIME, HE ENJOYS WATCHING OLD MOVIES , WORKING ON HIS 1987 MUSTANG, AND PLAYING WITH HIS GRANDSON. THAT SAYS A LOT, THAT HE HAS BEEN HERE THIS LONG. 32 YEARS. SO, THAT BEING SAID, UNDERSTAND, I TRY TO INTERPRET HIS BIOGRAPHY THE BEST I CAN.

THERE ARE SOME THINGS THAT I DID NOT PUT IN THERE, BUT I WILL MAKE REFERENCE TO THE FACT THAT, WHEN HE WAS AT THE END OF THIS TIME, HE CAME IN AS A WELDER, WHICH I DID NOT INCLUDE IN THE INITIAL PIECE, THANKS TO HIS FATHER, WHO OBVIOUSLY HELPED EDUCATE HIM. AND THE WORDS HE USED, BECAUSE OF THAT, HE GOT TRANSFERRED OUT OF THE COMBAT AREA , AND YOU WERE SLEEPING ON A COT. HE CONSIDERED IT TO BE THE LOCAL HILTON. I CAN ONLY JUST IMAGINE THAT. I AM A VOLUNTEER WITH THE QUILTS OF VALOR FOUNDATION, AN INTERNATIONAL FOUNDATION THAT WAS STARTED ABOUT 20 YEARS AGO AND THE MISSION OF THE ORGANIZATION IS TO PROVIDE QUILTS OF COMFORT AND HEALING TO THOSE WHO HAVE BEEN TOUCHED BY WAR. THE ORGANIZATION WAS STARTED BY A WOMAN, HER SON AT THE TIME WAS IN, WAS IN THE SERVICE. HE WAS DEPLOYED IN IRAQ. HER NAME IS CATHERIE ROBERTS. DURING THAT TIME THAT HE WAS IN IRAQ, SHE HAD A DREAM ONE NIGHT. IN THIS DREAM, SHE SAW A YOUNG MAN IN A MILITARY SITUATION, PROBABLY, MAYBE BETTER THAN THAT HOT THAT YOU GOT TO SLEEP ON FOR A WHILE.

BUT IN THE DREAM, IT WAS NOT HER SON BUT SHE SAW THE YOUNG MAN DISTRESSED AND UP AT NIGHT, YOU KNOW HOW YOU GO IN AND OUT OF A DREAM, YOU GO IN AND OUT AND THEN IT COMES BACK, AND THE NEXT VISION SHE REMEMBERED, IS THIS YOUNG MAN WAS COVERED BY A QUILT, WHO WAS USING THE STRESS. AND SHE IS A QUILTER. MS. ROBERTS HAD THE IDEA TO PUT TOGETHER THIS ORGANIZATION WHERE INDIVIDUALS WOULD PROVIDE QUILTS.

VOLUNTEERS WOULD CONSTRUCT QUILTS AND THEN AWARD THE QUILTS TO INDIVIDUALS WHO HAVE BEEN TOUCHED BY WAR. A QUILT OF VALOR UNEQUIVOCALLY SAYS THANK YOU FOR YOUR SERVICE, SACRIFICE, AND YOUR VALOR IN SERVING OUR NATION. THE FIRST QUILT OF VALOR WAS AWARDED IN NOVEMBER, 23 -- 2003, TO A YOUNG SOLDIER WHO HAD LOST HIS LEG IN IRAQ THAT SINCE THEN , THE MOVEMENT HAS SPREAD ACROSS THE NATION AND BEYOND. THE LAST TIME I CHECKED, I THINK ABOUT 370,000 QUILTS HAD BEEN AWARDED SINCE THE INCEPTION OF THE ORGANIZATION. WHAT I HAVE FOR YOU HERE TODAY IS YOUR OWN QUILT OF VALOR THAT WE WOULD LIKE TO PROVIDE YOU. AND I AM GOING TO ASK, IF YOU RECOGNIZE MS.? -- THIS? YOU CAN COME UP, WILLIE, IF YOU WOULD LIKE.

HUSBAND KNEW HOW MANY UNFINISHED PROJECTS I HAD. LAUGHTER ] THIS MADE IT REALLY SPECIAL WHEN I FOUND OUT ABOUT HIM GETTING THE AWARD. AND I ACTUALLY KNOW WILLIE FROM A SEWING GROUP, LOCALLY, WHICH IS AWESOME. IF WE CAN WRAP HIM IN THIS, I WOULD LOVE TO BE PART OF THIS. IT WORRIES ME THAT THE OTHER PROJECTS THAT HAVE BEEN DONE BY THIS COMPANY HAVE, IF NOT TURNED INTO OUTRIGHT RENTALS, MOST OF THEM ARE LLCS AND THEY ARE OCCUPIED BY PEOPLE WHO ARE NOT RELATED. IT IS EFFECTIVELY WHAT OTHER PEOPLE ARE PAYING TO LIVE THERE. I KNOW THE SHAPE AND THE SIZE OF THIS PARTICULAR PROPERTY PRESENTS A BIG CHALLENGE AND LIMITS WHAT CAN BE BUILT THERE.

I UNDERSTAND THE CURRENT ZONING OF GENERAL OFFICE, RIGHT NOW , IS NOT A POPULAR THING BECAUSE OF ALL OF THE WORK AT HOME. YOU COULD ARGUE THAT A LOT OF COMPANIES ARE BACKING OFF FROM THAT. BRINGING PEOPLE BACK TO THE OFFICE. BUT, THAT IS NEITHER HERE NOR THERE . I STILL DO NOT LIKE THE DENSITY. IT IS BETTER THAN THE FORMER PROPOSAL, ABSOLUTELY.

SO I WOULD LIKE TO SEE MORE REALLY HIGH-END HOMES IN THE CITY. I AM CONCERNED ALSO ABOUT THE TRAFFIC IMPACT. THAT IS REALLY ONE OF MY BIGGEST CONCERNS. WE HAVE MAIN STREET, AS WAS SAID, IT IS GOING TO BE REALLY HARD, OR IMPOSSIBLE, TO EXPAND THAT IN THE FUTURE, SO WE HAVE THIS GOING INTO THE PROPERTY.
