>> JUST HOPE YOU ALL SURVIVED LAST NIGHT, WE DID A LOT OF WORK IN THE GARDEN TODAY HELPING CHURCH MEMBERS. I JUST GOT BACK FROM WICKENBURG, ARIZONA. I WENT TO WORK LAST WEEK AND IT'S SO GOOD TO BE HOME, IT'S GOOD TO BE HOME TO A CITY AND TOWN YOU LOVE. I'VE LIVED HERE FOR 43 YEARS AND I'D DIDN'T HAVE A GROCERY STORE LOVES OUR NEIGHBORS AND SO THIS IS OUR HOME AND WE ARE HAPPY TO BE HERE. I KNOW FOR A FACT THAT EACH OF YOU ALL HAVE A HOME IN A NEIGHBORHOOD YOU LOVE. IT'S A WONDERFUL CITY ON A BEAUTIFUL CITY AND WE LOVE BEING HERE. I KNOW IT SEEMS LIKE TO ME LIKE YOU ALL IN THE CITY JUST ABSOLUTELY IGNORED THE NORTHEAST SIDE OF THE CITY, AS FAR AS BEAUTIFICATION. WE HAVE A 2 MILLION SQUARE-FOOT TRUCKING THING GOING IN AND EVERYTHING ON OUR SIDE OF TIME AND WE ARE MISSING A GREAT OPPORTUNITY FOR A PERFECT GREENBELT BETWEEN MERRIMAN PARK AND FLAMINGO. IT'S JUST SUCH A BEAUTIFUL PLACE AND IT IS SO MUCH NATURE , IT AFFECTS ME IN THE WAY I LOOK OUT INTO MY PROPERTY EVERY DAY AND IT JUST MAKES A BIG DIFFERENCE AND I KNOW IF YOUR OLD COMMUNITY IS BEAUTIFUL, YOU LOVE IT AND WE LOVE OURS. I WANT YOU TO KNOW HOW MUCH IT MEANS TO US TO BE ABLE TO SEE THOSE TREES GROWING AND IT IS BEAUTIFUL. WHEN I SAID I GOT BACK, I JUST GOT BACK YESTERDAY, IT WAS A 20 HOUR DRIVE. I WENT BACK TO CHECK EVERYTHING AND I HAD TWO DEAD SQUIRRELS IN MY WATER TROUGH WHICH IS NORMAL BUT I DO HAVE A STICK IN THERE SO IF THEY GET IN THERE THEY CAN CLIMB OUT BUT IT DIDN'T TAKE 20 MINUTES FOR SEVEN BUZZARDS TO BE ON THOSE SQUIRRELS. THOSE TREE PARKS ARE FULL OF SQUIRRELS, WE ALL HAVE SQUIRRELS, IT'S FULL OF BUZZARDS AND AISLES. OWLS. THEY ARE FEDERALLY PROTECTED BUT I KNOW YOU CAN COME UP WITH SOMETHING SO PUT YOUR HEADS TOGETHER AND THINK OF WHAT IT MEANS TO US AND WHAT IT WOULD MEAN TO YOU IF YOU BACKED UP TO THIS NEW PLAN YOU HAVE INDIVIDUAL HOMES AND I KNOW BEHIND MY PROPERTY AT THE END OF MY FENCE THERE IS A LITTLE GOLD DESK, SHOULD'VE TAKEN A PICTURE, IT SAYS DALLAS PROPERTY. RIGHT IN THAT CREEK, I'M SURE YOU WILL DEAL WITH US SOMEHOW OR SOME WAY BUT YOU ARE REALLY DEPRIVING BOTH OF THESE NEIGHBORHOODS. OF THE -- >> I LIVE AT 6109 SAN MARINO DRIVE IN THE MARINER CO. SUBDIVISION. CURRENTLY THE HLA PRESIDENT AS WELL. WE ARE NOTIFIED BY OUR MARINERS PARK PRESIDENT AS WELL ABOUT THE INFORMATION REGARDING THE NEW DEVELOPMENT AND MUCH TO THE PREVIOUS GENTLEMEN'S COMMENTS, WE HAVE ALREADY KIND OF EXPERIENCE TO THE NORTH OF US THE WAREHOUSE DISTRICT THAT IS GOING IN. THERE WAS PRETTY MUCH NOTHING THAT COULD BE DONE ABOUT THAT BASED ON HOW THE WHOLE SITUATION WENT. THE OTHER SITUATION IS WHEN YOU LOOK AT WHERE THE DEVELOPMENT IS PLANNED AND THAT IS TO THE SOUTH OF US AND THAT BECOMES HOMES OR TOWNHOMES THAT STATISTIC SHOW AS SOON AS THOSE PROPERTIES ARE DATED OFF, THERE IS NOTHING TO RESTRICT FROM SELLING THOSE TWO INVESTORS. WE ARE ALREADY DEALING WITH THE SITUATION OF HIGHER RENTAL OCCUPANCY IN OUR HOMES WITHIN THE SUBDIVISION AND THE ISSUES THAT COME WITH THAT. THAT BECOMES ANOTHER SITUATION WHERE THOSE PROPERTIES TEND TO GO TO TO PROGRAMS BECAUSE THEY ARE SMALLER AND SQUARE FOOTAGE AND THE PRICE POINTS ARE AT A POINT WHERE MOST INVESTORS KIND OF SNAP THOSE UP. I CURRENTLY WORK FOR A MORTGAGE COMPANY AND ABOUT 14 TO 15 PERCENT OF TOWNHOMES USUALLY GO TO AN INVESTOR, EVEN F THERE THEY ARE DATED OFF AND SOLD. EVEN THOUGH THEY ARE FOR SALE THEY TEND TO GO TO INVESTORS AND WHEN I MENTIONED THE PROPERTIES IN OUR NEIGHBORHOOD THAT WE ARE DEALING WITH, EVERY HOME THAT COMES FOR SALE IS BEEN SOLD TO AN INVESTOR IN THAT INVESTOR AND TURN PUT THAT PROPERTY UP FOR LEASE. WE HAVE DEALT WITH EVERYTHING FROM SECTION 8 TO TENANTS THAT DO NOT COMPLY WITH OUR A RULES AND WE FILL THIS PART OF ROWLETT WE LIVE IN IS BEING IGNORED BY THE CITY WHEN YOU HAVE RESORTS GOING IN IN ONE PART OF THE CITY AND OTHER DEVELOPMENTS BEING DONE ON THE MAIN BOULEVARD AND WHERE THE WATER VIEW AREAS. WE CHOSE TO LIVE HERE JUST LIKE EVERY OTHER CITIZEN AND WE ASK TO NOT HAVE TO DEAL WITH SOME OF THE THINGS THAT COME WITH PUTTING THOSE TYPES OF PROPERTIES. IF THERE'S GOING TO BE ANYTHING THERE, WE PREFER TO BE SINGLE FAMILY HOMES. GIVE US A CHANCE.

IT'S A LOT OF HOMES ON A HEAVILY WOODED PROPERTY AND THIS IS AN AREA LAW THAT PROPERTY. YOU CAN SEE IT IS FILLED WITH TREES THAT HAVE BEEN THERE FOR 70+ YEARS. AGAIN, IT'S NOT AN AGENDA ITEM BUT AGAIN I WANTED TO PUT IN FRONT OF YOU SO YOU ARE AWARE OF IT COMING OUT BECAUSE THERE A LOT MORE THINGS WE HAVE TO TALK ABOUT THAT WILL NEED MORE THAN THREE MINUTES APIECE. I'M SURE I'M SURE MANY OF YOU ARE FAMILIAR WITH THE 2019 COMPREHENSIVE PLAN UPDATE. LOOK AT THIS AS A GUIDANCE, THE CITY SPENT A LOT OF MONEY ON A GOOD CONSULTANT TO GET THAT PLAN UP TO DATE WHICH WE USE TAXPAYER DOLLARS FOR. OBVIOUSLY IT HELPS PROVIDE KIND OF A GOOD STRUCTURE OF HOW TO MOVE FORWARD , TALKS ABOUT FUTURE LAND USE, HOW WE WILL USE IT. IT TALKS ABOUT HOW TO BUILD EFFICIENTLY ON SMART. FUTURE LAND USE AND RECOMMENDATIONS FOR THE DEVELOPMENT. IT TALKS ABOUT THE ULTIMATE BUILD AT CAPACITY.THIS IS A SNIPPET OF THAT FUTURE LAND USE PLAN THAT TALKS ABOUT THE STATE RESIDENTIAL WHICH IS 20,000 SQUARE FEET OR LARGER AS OPPOSED TO 9000 OR LESS. THIS IS WHAT WE'VE BEEN TOLD. IT TALKS ABOUT THE BUILDOUT CAPACITY LEE, BASICALLY THE NUMBER OF RESIDENTS THE CITY CAN SUPPORT IN THIS AREA AND HOW WE CAN PROVIDE ADEQUATE SERVICE BASED ON THE POPULATIONS, THE GROWTH, AND BASICALLY HOW THE CITY IS GROWING. WE HAVE SEEN THAT CHANGE AS WE HAVE COME ALONG WITH A LOT OF DEVELOPMENTS. IT'S NICE TO HAVE SOME NEW DEVELOPMENTS BUT WHAT GOES AGAINST YOU ALL'S CODE IS BASICALLY CLEARCUTTING AND ENTIRE PROPERTY TO BASICALLY PUT IN A LOT OF HOMES. I KNOW IT'S HARDER BUT IF YOU DO MAKE THOSE LARGER THERE IS A LOT MORE OPPORTUNITY TO PROVIDE A LITTLE MORE SPACE TO HELP BENEFIT BOTH PARTIES. YOU KNOW I WANTED TO POINT OUT THERE ARE ALSO IMPLEMENTATION GOALS THAT THE COMPREHENSIVE PLAN PROVIDES TO ENSURE ORDERLY GROWTH AND SUPPORT INFRASTRUCTURE WITHIN THE CITY. REFERENCING THE FUTURE LAND USE PLAN AND DAILY DECISIONS AND REGARDING DEVELOPMENT AND BASICALLY I KNOW WE CAN DO A LOT OF GOOD THINGS IN ROWLETT. WE'VE SEEN THIS IN THE PAST, SHYING AWAY FROM THAT.
