THE REASON IS BECAUSE WE HAVE A CRUST ON THE TOP OF THE DIRT.WHEN IT RAINS, IT BREAKS DOWN A LITTLE MONEY, BUT THEN IT ALL RUNS OFF TO THE DRAINS AND GOES TO THE LAKE. SO, NONE OF THE WATER IS PENETRATING THIS COMPACTED SOIL TO HELP CREATE MOISTURE DOWN DEEP INTO THE SOIL WHERE THE IRRIGATION LINES ARE.
