3B. Consider approval of Final Plat Consider action to approve the Lakeview Business District Final Plat Phase 2. The approximately 16.798-acre tract is located at the northeast corner of the President George Bush Turnpike and Merritt Road situated in the James Hamilton Survey, Abstract No. 544, in the City of Rowlett, Dallas County, Texas.
4A. Conduct a public hearing and make a recommendation to City Council on a request by Scott Caruthers, on behalf property owner Melvin Bullitt for an amendment to the Bullitt Multisport Complex Regulating Plan, including warrants to allow for athletic fields and associated amenities. The site is located south of Old Princeton Road and North of Liberty Road and is addressed as 8700 Princeton Road in the James M. Hamilton Abstract Number 0544 in the City of Rowlett, Dallas County, Texas.
4B. Conduct a public hearing at and make a recommendation to City Council on a request by John Ercan Kilicer regarding a Special Use Permit to allow for an enclosed accessory structure with an area greater than 500 square feet on a property zoned Single Family (SF-40). The property is addressed as 3706 Castle Drive. The approximately 2.4-acre lot is situated northeast of the intersection of Castle and Merritt Road, in the City of Rowlett, Dallas County, Texas.
4C. Conduct a public hearing and make a recommendation to City Council on a request by Robert Vogtman regarding a Special Use Permit to allow for a Vapor Store on a property zoned General Commercial/Retail (C-2) District. The subject property is situated at 8120 Lakeview Parkway, Suite #200 in the City of Rowlett, Dallas County, Texas.
4D. Conduct a public hearing and make a recommendation to City Council on request by property owner, Sri Harsha Thotakura, Lakeview Biergarten, LLC to amend Ordinance No. 011-24 for a Planned Development (PD) District with an underlying base zoning of General Commercial/Retail (C-2) District for a food truck park, 2,220 square feet building and a dog park with amenities. The 3.19-acre property is located directly north of the intersection of Lakeview Parkway and Shipp Road, situated in the James Hobbs Abstract, in the City of Rowlett, Dallas County, Texas.
4E. Conduct a public hearing and make a recommendation to City Council regarding a request by Andrew Yeoh, Triangle Engineering, on behalf of property owner Jim Dorsey to 1) Rezone the subject property from Limited Commercial/Retail (C-1) District to Planned Development (PD) District with a base zoning of Limited Commercial/Retail (C-1) for Automatic Carwash 2) Approve Conceptual Plans to construct a carwash 3) Amend the official Zoning Map of the City. The property is located approximately 320 feet northeast of the intersection of Castle Road and Rowlett Road consisting of a 2.81 acre portion of the Bubbus Addition No.1, Lot 3, Block A of the Reason Crist Survey, Abstract No. 225 in the City of Rowlett, Dallas County, Texas.
4F. Conduct a public hearing and consider a recommendation to the City Council regarding an amendment to the comprehensive zoning ordinance at Section 77-900 “Nonconformities” at Section 77-902 “Regulations applicable to all nonconformities” of the Rowlett Development Code to allow replacement of existing nonconforming fences located in rear yards of double frontage lots.
4G. Conduct a public hearing and consider a recommendation to the City Council regarding an amendment to the comprehensive zoning ordinance at Section 77-301 “Table of Allowed Uses” at Table 3.1-1 as follows: (1) to only allow “Car wash, Self-service” and “Car wash, commercial” uses in Zoning Districts M-1 and M-2 with a Special Use Permit, and (2) to only allow “vehicle service and repair, light” use in Zoning Districts C-1, C-2, M-1, and M-2 with a Special Use Permit.
