EXCITING FIRST ITEM. YOU WILL BE ENTERTAINED BY FOUR A, PRESENTED BUDGET UPDATE BASED ON THE COMPREHENSIVE MONTHLY FINANCIAL REPORT FOR THE PERIOD ENDING JUNE 30TH, 2024.

PROVIDING THIS UPDATE IS OUR DIRECTOR OF FINANCE.

>> WE ARE ALWAYS SO EXCITED. WE HEAR THIS EVERY QUARTER. GOOD EVENING, COUNCIL. TONIGHT'S BUDGET UPDATE IS BASED ON THE FINANCIAL REPORT FOR THE PERIOD ENDING JUNE 30TH WHICH IS OUR THIRD QUARTER OF THE FISCAL YEAR. THIS REPORT WAS REVIEWED IN MUCH MORE DETAIL WITH OUR FINANCE COMMITTEE YESTERDAY AFTERNOON FOR TONIGHT'S PRESENTATION. OVERALL THE CITY IS REPORTING REVENUES OF 116 MILLION, EXCEEDING THIRD QUARTER FORECAST BY 4%, ABOUT $5 MILLION. THIS IS PRIMARILY DRIVEN BY INCREASED REVENUES IN THE GENERAL FUND AND ALSO EMPLOYEE BENEFITS FUND. WE ARE ALSO REPORTING EXPENSES OF 98 MILLION WHICH IS 3% OF FORECAST AND ALSO PRIMARILY DRIVEN BY THE GENERAL FUND, AS WELL. PROPERTY TAXES ARE AN IMPORTANT PART OF OUR BUDGET. REPRESENT 60% OF THE GENERAL FUND REVENUE. AND SERVE AS A PRIMARY FUNDING SOURCE FOR THE GENERAL GOVERNMENT. WITH PROPERTY TAXES DUE ON JANUARY 31ST OF EACH OF THE MAJORITY OF OUR PROPERTY TAX REVENUE HAS ALREADY BEEN COLLECTED THIS YEAR. AS OF JUNE 30TH ABOUT 435,000 OR ABOUT 1% ABOVE FORECAST. THIS IS DUE TO THE PROTEST VALUES BEING SETTLED BY THE APPRAISAL DISTRICTS BY THE END OF THE CALENDAR YEAR. SALE TAXES COLLECTED BY THE STATE COMPTROLLER REPRESENT ABOUT 15% OF THE GENERAL FUND REVENUE BUDGET. THE CITY COLLECTED 2.4 MILLION DURING THE THIRD QUARTER WITH OUR YEAR-TO-DATE SALES TAX REVENUE EXCEEDING OUR FORECAST BY ABOUT 285,000 OR 4%. OVERALL GENERAL FUND REVENUES ARE 3.5 MILLION ABOVE FORECAST. AS PREVIOUSLY NOTED, PROPERTY TAX REVENUE ACCOUNTS FOR 435,000 OF THIS AMOUNT AND THE SALES TAX REVENUE ACCOUNTS FOR 285,000. OTHER TOP CONTRIBUTORS ARE OUR INTEREST EARNINGS. THIS IS A RESULT OF THE INVESTMENT MARKET. BUILDING PERMITS AND OUR GAS FRANCHISE FEES AS A RESULT OF THE 2023 WINTER STORM. IS AN ANNUAL PAYMENT AND IT IS ONE YEAR LAG SO WE GOT OUR PAYMENT FOR THE 2023 GAS FRANCHISE FEE IN 2024. GENERAL FUND EXPENSES ARE 2.1 MILLION BELOW FORECAST WITH JUST OVER 40% OF THIS ATTRIBUTED TO PERSONNEL VACANCIES. ADDITIONALLY SERVICES AND SUPPLIES ARE LOWER THAN FORECAST BY MERELY DUE TO THE TIMING OF SOME FIRE SUPPLY PURCHASES, VARIOUS SOFTWARE PURCHASE CONTRACT RENEWALS, SEASONAL MOWING COSTS, AND RECREATIONAL COST TO THE SUMMERS CLOSURE OF OUR WET ZONE

WATERPARK. THIS ALSO REFLECTS $180,000 OF SAVINGS THROUGH JUNE AS A RESULT OF IMPLEMENTING THE NEW STRATEGY APPROVED BY COUNCIL TO FUND OUR FIRE CAPITAL IMPROVEMENT THROUGH THE INS TAX RATE THIS YEAR. MOVING ON TO THE UTILITY FUND. WATER REVENUES REPRESENT ALMOST 60% OF THE UTILITY FUND REVENUE BUDGET AND THEY COVER THE COST OF THE WATER ACQUISITION FROM THE NORTH TEXAS MUNICIPAL WATER DISTRICT.

AS OF JUNE WATER REVENUES ARE 700,000 OR 5% BELOW FORECAST.

AS WE DISCUSSED IN THE MIDYEAR BUDGET UPDATE WE DETECTED A NEATER ISSUE AFFECTING OUR WATER AND WASTEWATER SALES THIS YEAR. THIS IS GOING TO BE DISCUSSED FURTHER AND INCLUDED IN MORE DETAIL IN TONIGHT'S INDIVIDUAL CONSIDERATION ITEM.

REVENUES REPRESENT ABOUT 40% OF THE UTILITY FUND REVENUE BUDGET. COVER THE COST OF SEWER TREATMENT PAGE OF THE CITY OF GARLAND. REFLECTING THIS A NEATER ISSUE AS A WATER SALES, THE WASTEWATER REVENUES ARE 4% OR 410,000 BELOW FORECAST AS OF THE QUARTER AND. OVERALL, AS OF THE THIRD QUARTER, UTILITY FUND REVENUES ARE 718,000 BELOW FORECAST REPRESENTING SHORTFALL IN BOTH THE WATER AND SEWER REVENUES. THIS IS BEING OFFSET PRIMARILY BY OUR INTEREST EARNINGS. EXPENSES ARE 131,000 ABOVE FORECAST PRIMARILY DRIVEN BY AN INFILTRATION ISSUE AFFECTING OUR WASTEWATER TREATMENT COST WITH THE CITY OF GARLAND. THE GOOD NEWS IS WE ARE ACTIVELY MITIGATING BOTH OF THESE ISSUES. DUE TO THE HEALTH OF OUR WATER AND SEWER FUND THESE ISSUES ARE NOT AFFECTING UTILITY RATES PROPOSED IN FISCAL YEAR 25 BUDGET. TO FINISH OUT TO MY FINANCIAL PRESENTATION IN THE OTHER MAJOR FUNDS OF THE CITY THE REFUSE FUND EXPENSES ARE 60,000 FOR BOTH FORECAST AND THIS IS INCREASED VOLUME OF TRASH SERVICE. YOU CAN SEE THE COST OF THIS IS OFFSET BY THE INCREASED REVENUES ASSOCIATED WITH BILLING THOSE SERVICES. AND THE DRAINAGE FUND REVENUES ARE LOWER THAN FORECAST DO TO DELAY THE IMPLEMENTATION OF THE NEW COMMERCIAL DRAINAGE RATES FOR THE FISCAL YEAR. THIS IS PARTICULARLY BEING OFFSET BY EXPENSES BETWEEN 77,000 LOWER THAN FORECAST AS OF THE QUARTER END. FINALLY, THE DEBT SERVICE ECONOMIC DEVELOPMENT AND EMPLOYEE HEALTH BENEFIT FUNDS ALL MET OR EXCEEDED THE REVENUES THAT WERE BUDGETED AND ARE ALL WITHIN BUDGETED EXPENSES AS OF THE END OF THE QUARTER. AS WITH THESE FUNDS AND ALL OF THE REST OF THE FUNDS WE WILL CONTINUE TO MONITOR ALL OF THEM AND BRING FORTH A YEAR AND BUDGET AMENDMENT IF THAT IS NECESSARY.

CONGRESS DESIGNATED AUGUST 26 AS WOMEN'S EQUALITY DAY IN 1971 IN RECOGNITION OF THE RATIFICATION OF THE 19TH AMENDMENT GRANTING WOMEN THE RIGHT TO VOTE. WE HAVE HAVE THE RIGHT TO VOTE SINCE 1920, BUT IN MY MOM'S GENERATION AND DEFINITELY IN MY GRANDMOTHER'S GENERATION IT WAS UNUSUAL FOR A WOMAN TO BE ABLE TO EVEN WORK OUTSIDE OF THE HOME. IN MY GENERATION THAT STARTED TO CHANGE DRASTICALLY. NOW WE CAN BE POLICE OFFICERS, PILOTS, ELECTED TO PUBLIC OFFICE. WE CAN DO ALL OF THE THINGS THAT IN THE PAST WOMEN RARELY IF EVER WERE ABLE TO DO. WHEN I BECAME A POLICE OFFICER IN THE 1980S ABOUT 7% OF ALL LAW ENFORCEMENT OFFICERS WERE WOMEN. TODAY THAT HAS INCREASED SIGNIFICANTLY HERE IN ROWLETT WE HAVE MANY GREAT FEMALE POLICE OFFICERS WHO DO THEIR JOBS JUST AS WELL OR BETTER THAN THE MEN. NOW LET ME READ THE PROCLAMATION. IT WAS ONLY TWO DAYS, BUT IT WAS A VERY INTENSE TWO DAYS.

APPROXIMATELY 100 DELEGATES WHO WERE SELECTED BY THE PRESIDENT TO REPRESENT OUR CITIES AND CURRENTLY 1174 MEMBER CITIES WITH OVER 16,000 INDIVIDUAL CITY OFFICIALS. SO IT WAS AN HONOR NOT JUST FOR ME PERSONALLY, BUT FOR THE CITY OF ROWLETT TO BE SELECTED TO BE REPRESENTED TO HELP SET POLICY ON THE POSITIONS THAT THEY WILL TAKE IN THE LEGISLATIVE SESSION. WE ADDRESSED ABOUT 150 PAGES OF SO-CALLED FIXED POLICIES. THESE ARE ISSUES THAT ADVOCATES FOUR OR AGAINST EVERY YEAR. EVANS CITY REPS HAVE THE OPPORTUNITY TO INTRODUCE OUR OWN PROPOSED POLICY POSITIONS FOR THE LEAGUE TO ADOPT AND ADD TO ITS LEGISLATIVE AGENDA AND ALSO TO MAKE AMENDMENTS TO THOSE FIXED POLICIES. ONE TO AMEND THE POSITION ON HOUSING FINANCE CORPORATIONS AND ONE THAT DEALT WITH OPPOSING LEGISLATION THAT WOULD RESTRICT MENISCAL AUTHORITY RELATED TO REGULATION OF SINGLE-FAMILY HOMES BY INSTITUTIONAL INVESTORS AND SUPPORT LEGISLATION THAT WOULD REDUCE OR ELIMINATE NEGATIVE IMPACTS ON CITIES AND HOMEBUYERS OF INSTITUTIONAL INVESTORS. THIS IS SOMETHING THE COUNCIL WILL BE CONSIDERING A REAL SOLUTION FOR LATER IN THIS MEETING. LATER IN THE SESSION THE DELEGATION VOTED TO ADD THE ISSUE OF SHORT-TERM RENTALS TO THE INSTITUTIONAL INVESTOR SUBCOMMITTEE SCOPE OF AUTHORITY. THEY WILL GIVE US THE 4661 METERS AND PARTICIPATE IN INSTALLING THEM AS WELL. THIS IS ANOTHER WAY OF LOOKING AT IT. WE HAVE THOSE METERS THAT ARE ZERO READ. THEN I THEY IDENTIFIED METERS THAT HAVE FAILED OR ARE SUSCEPTIBLE TO FAILING. ABOUT 60% OF THE ZERO READ METERS ARE IN THIS GROUP.

ABOUT 1682. SO THIS WILL ARE ABOUT 900 METERS OUT THERE THAT ARE NOT INCLUDED IN THE REPLACEMENT SCHEDULE THAT WE WILL HAVE TO ADDRESS SEPARATELY FROM THIS. THIS TAKES A BIG CHUNK OF THAT. IT ALSO TAKES A BIG FUTURE RISK OUT OF OUR INVENTORY. IN THIS CASE THEY ARE PROVIDING THE METERS UP FRONT. ALREADY GIVEN US ABOUT 2600 METERS. HAVE THEM IN STOCK NOW.
