THIS PROCLAMATION ACKNOWLEDGES HER EXTRAORDINARY LIFE, AND HER LASTING LEGACY AS A SYMBOL OF RESILIENCE, PROGRESS, AND CIVIC SPIRIT. FAMILIES, STAFF, AND CHILDREN WERE DISPLACED, DISRUPTED , AND PUT AT SERIOUS RISK. THE CLOSURE WHICH OCCURRED TWO WEEKS AGO DISPLACING UP TO 200 CHILDREN AND APPROXIMATELY 100 FAMILIES FROM THEIR BELOVED DAYCARE. PRIMROSE SCHOOL HAS BEEN A CORNERSTONE FOR EARLY EDUCATION IN ROWLETT. THE CURRENT OWNERS HAVE BEEN OWNERS FOR OVER 20 YEARS. THEY SERVE CHILDREN FROM 8 WEEKS OLD, PRIVATE KINDERGARTEN TO EARLY ELEMENTARY, AND SUMMER CAMPS.
THIS DOES NOT JUST DISPLACE THOSE CHILDREN , THE FAMILIES RELY ON THAT TEAR DURING THE INTERIM PERIOD BETWEEN SCHOOL SESSIONS. THE CITY LEADERSHIP CLAIMS THAT ROWLETT IS A CITY OF DESTINATION FOR YOUNG FAMILIES. FAILING TO ADDRESS THE DAYCARE ISSUES WILL HAVE THE OPPOSITE EFFECT, YOUNG FAMILIES MAY RELOCATE TO ROWLETT, BUT THEY WILL BE FACED WITH FINDING EDUCATION OUTSIDE OF THESE CITY LIMITS. THIS SHIFT WOULD DVERT FUNDS PREVIOUSLY ALLOCATED TO ROWLETT TO OTHER LOCATIONS. THE IDEA BEHIND THIS ORDINANCE IS THAT ANY HOUSING FINANCE CORPORATION THAT'S EXTRA TERRITORIAL, MEANING OWNED AND OPERATED BY AN ENTITY OUTSIDE THE CITY WOULD BE REQUIRED TO RECEIVE PERMISSION FROM THE CITY TO DO AN HFC-TYPE DEVELOPMENT WITHIN OUR CITY LIMITS.
AS SUCH, THAT'S IN LINE WITH LEGISLATURE -- LEGISLATION THAT'S BEEN PASSED.
THE IDEA THERE BEING THAT WE DON'T WANT HOUSING FINANCE CORPORATIONS GOING ROGUE IN OTHER CITIES, OTHER MUNICIPALITIES, PURCHASING PROPERTIES AND PULLING THOSE PROPERTIES OFF OF TAX ROLES WITHOUT THAT PARTICULAR MUNICIPALITY'S AWARENESS.
