YOU SHOULDN'T BE EXPECTED TO SHOULDER EVERY PIECE OF AGING INFRASTRUCTURE ACROSS ROWLETT TO FIDELITY AND PERPETUITY IMMEDIATELY EITHER. BUT WHEN WE'RE BOTH RIGHT, I THINK LEADERSHIP NEEDS TO STEP IN AND COME UP WITH A THIRD SOLUTION, YOU KNOW, SOMETHING THAT IS FAIR, SUSTAINABLE, AND SOMETHING THAT DOESN'T FEEL LIKE WE'RE PITTING OUR CITIZENS AGAINST THEIR GOVERNMENT, BECAUSE IN A LOT OF WAYS, WHAT I THINK WE'RE SEEING IS A BREAKDOWN IN ACCOUNTABILITY. WE FEEL THAT WE ARE NOW BEING TOLD WE'RE ON OUR OWN. WE CAN'T HAVE NICE THINGS, BECAUSE WE LIVE IN A NEIGHBORHOOD THAT LACKS AN HOA AND THAT WAS OUR CHOICE. WHEN I MOVED TO ROWLETT, I THOUGHT IT WAS GOING IN THE RIGHT DIRECTION. THIS IS FIVE YEARS AGO. I SAW A VISION, I SAW A DEVELOPMENT, I SAW INVESTMENT. I BELIEVE IN THAT. BUT IT'S NOT JUST ABOUT ATRACTING NEW RESIDENTS AND NEW INVESTMENT, IT'S ABOUT NOT ABANDONING COMMUNITIES THAT HELPED BUILD THIS CITY INTO WHAT IT IS TODAY. SO LET'S PRETEND FOR A MOMENT THAT THE AMBIGUITY IN MY E-MAIL IS GOING TO TURN OUT IN FAVOR OF THE CITY AND NOT US. I WON'T BE SURPRISED BY THAT. I THINK SUBDIVISIONS LIKE LAKE BEND, WHICH SIT RIGHT ON A MAIN THOROUGH FAIR IN OUR GREAT CITY ARE EXCEPTIONS TO YOUR MAINTENANCE OBLIGATIONS AND NOT THE RULE. THE MAIN REASONS I CHOSE LAKE BEND ESTATES WERE THE BEAUTIFUL SCENERY AROUND THE LAKE, THE QUALITY OF THE HOMES BEING BUILT, THE FACT THAT LAKE BEND ESTATES DID NOT HAVE A HOMEOWNER'S ASSOCIATION, THE FACT THAT THE CITY OF ROWLETT HAD AGREED TO MAINTAIN THE LAKE BEND ESTATES SCREENING WALL, ALONG DELL ROCK ROAD, LAKE BEND ESTATES PROXIMITY TO INTERSTATE 30, AND THE FACT THERE WAS ONLY ONE APARTMENT BUILDING IN ROWLETT IN 1991. I WANTED TO LIVE IN A CITY COMPRISED OF HOMEOWNERS WHO PLANNED ON STAYING AND BUILDING ROWLETT INTO A BEAUTIFUL, STABLE, THRIVING COMMUNITY. BEFORE MAKING MY FINAL DECISION ON PURCHASING A HOME, I HAD SEVERAL MEETINGS IN 1991, WITH RICHARD CLIFFTON, A FOX AND JACOBS SALES REPRESENTATIVE. SEVERAL YEARS AGO, THE CITY HAS MAINTAINED THIS WALL. THEY HAVE FIXED IT WHEN THERE HAVE BEEN CAR WRECKS. JUST BASIC CRUMBLING OF THE WALL DUE TO THE DROUGHT THAT WE HAVE EXPERIENCED. AS YOU CAN SEE HERE, IT IS A YELLOW LIGHT IN THE IMAGE, BUT THESE ARE RBG LIGHTING THAT WILL BE INSTALLED. SMART DESIGN, AND DURABLE INFRASTRUCTURE. THE SCOPE OF THIS PROJECT IS ABOUT .7 MILES OF LIGHTING ACROSS SKYLINE TO COMMERCE. 78 TO 100 STEEL POLES SPACED OVER 45 TO 110 FEET. WE'RE LOOKING AT 7500 RGBW LAMPS. ABOUT 24-INCH SPACE. WE LOOKED AT THAT PREVIOUSLY ON THE ENHANCEMENTS PACKAGE. IT WAS A FOOT OF SPACING OR THREE FOOT SPACING. ACTUALLY BREAK EVEN ON WHICH ONE YOU PREFERRED MORE, EVEN THOUGH THERE WASN'T A LIGHTING DIFFERENCE. BUT THEY MET US IN THE MIDDLE AT 24-INCH SPACING ON THE LIGHTS THEY PROVIDE. THE GRID SYSTEM WILL BE GUIDE WIRES THAT ARE STRUNG ON A SYSTEM FROM POLE TO POLE. EACH POLE WILL BE ABOUT 16 FEET HIGH. THIS SYSTEM WILL ALLOW FOR THE [01:20:02] ATTACHMENT OF THE LIGHTS THROUGHOUT THE SYSTEM WITHOUT EXTENSIVE DRAG ON THE LINE. MEANING THAT WHEN WE INSTALL THE 16-FOOT POLE WITH THAT GUIDE WIRE SYSTEM, YOU'RE LOOKING AT ABOUT 15-FOOT HEIGHT DISTANCE ON THAT, WHICH MEETS THE REGULATIONS. SO THE FURTHER DESIGN FEATURES, NO CENTER POST IN THE ROUND ABOUT. THAT GIVES US 60 DAYS FOR THE PROJECT DURATION OF THE INFRASTRUCTURE INSTALLATION. SO THE POLES AND THE GUIDE WIRES ARE ACTUALLY THE SIMPLEST PART OF THIS, WHEN YOU LOOK AT THE INSTALLATION FACTORS. THEY WILL BE INSTALLED WITH YOUR TYPICAL MOUNTING BOLTS ON TO THE CONCRETE WHERE THEY CAN AND THEN THEY HAVE A SPECIAL SITUATION FOR THE MEDIAN ON THE DOWNTOWN CORE, WHERE THERE IS LANDSCAPING THERE. THAT STRATEGIC PLAN TALKS ABOUT THE EFFORTS THAT WE ARE TAKING AS A COMMUNITY TO ENHANCE AND GROW OUR DOWNTOWN. TO BRING VALUE TO IT. I PULLED UP THAT DOWNTOWN PLAN TODAY AND I DID A CONTROL F FOR THE NERDS IN THE ROOM, THAT MEANS FIND IN THE DOCUMENT. I LOOKED FOR THE WORD LIGHTING. I FOUND THE WORD LIGHTING 75 TIMES. 65 TIMES. SORRY. I BROKE IT DOWN. 65 TIMES. THERE WERE 16 OF THOSE INSTANCES WERE ON THIS ONE PAGE THAT IS TITLED, DOWNTOWN LIGHTING. THERE WERE 49 OTHER INSTANCES OF IT ELSEWHERE IN THE PLAN. OF THAT, 14 OF THOSE INSTANCES WERE INCLUDED IN THE COMMUNITY FEEDBACK PORTION OF THE DOWNTOWN PLAN. SO IT'S IN THE PLAN. THERE ARE DIFFERENT SEGMENTS. EVERY YEAR, THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ALLOCATES ITS ANNUAL ALLOTMENT OF FUNDING THROUGH OUR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. THIS PROGRAM IS IDENTIFIED FOR ENTITLEMENT COMMUNITIES, THOSE ARE COMMUNITIES THAT ARE AT LEAST 50,000 RESIDENTS AND POPULATION OR MORE AND OUR POPULATION, WE ARE DESIGNATED AS AN ENTITLEMENT COMMUNITY. HUD HAS THREE NATIONAL OBJECTIVES. THEY INCLUDE DIRECTLY ASSISTING LOW INCOME PERSONS AND THIS IS INDIVIDUALS, HOUSEHOLDS THAT ARE LESS THAN 80% OF THE MEDIAN INCOME. THE SECOND OBJECTIVE IS ELIMINATING SLUM AND BLIGHT. AND THE FINAL IS IN INSTANCES OF URGENT NEED, A COMMUNITY MAY USE THE FUNDING FOR DISASTER RELIEF. WHAT'S PREDICATED ON USING THE FUNDING IS BEING ABLE TO TARGET THE FUNDING IN CENSUS TRACKS. IN A MOMENT, I WILL SHOW YOU THE LATEST CENSUS TRACTS FOR THE CITY OF ROWLETT. AS PART OF THE REQUIREMENT, EACH MUNCIPALITY HAS TO PREPARE A FIVE-YEAR CONSOLIDATED PLAN AND ONE YEAR ANNUAL ACTION PLANS THAT ACTUALLY CARRY OUT THE PLANS ON AN ANNUAL BASIS AND IDENTIFIES HOW THE FUNDING WILL BE SPENT. AS IT RELATES TO THE ELIGIBLE CENSUS TRACTS. THE CITY OF ROWLETT HAS TWO CENSUS TRACTS WHERE THE RESIDENTIAL POPULATION IS AT OR ABOVE 51% LOW TO MODERATE INCOME. I WILL NOTE BASED UPON THIS LATEST ILLUSTRATION HERE THE MAJORITY OF THOSE CENSUS TRACTS INCLUDE GREAT PORTIONS, LARGE PORTIONS OF LAKE ROY HUB BART. 51% OR GREATER IN TERMS OF LOW TO MODERATE INCOME, OUR NUMBERS ARE REDUCED DOWN TO WHERE WE CAN INCLUDE CENSUS TRACTS THAT HAVE AN INCOME RATIO OF 38.2% OR HIGHER. AND SO THAT'S WHAT YOU SEE ON THIS MAP BEFORE YOU. AS IT RELATES TO THE PUBLIC FACILITIES, AREAS, AND BENEFITS, AS WAS MENTIONED JUST BY THE MAYOR, DOWNTOWN ROWLETT, IS CONSIDERED ONE OF THE ELIGIBLE CENSUS TRACTS. IN ADDITION TO SOME OTHER CENSUS TRACTS, JUST IN AND AROUND THE ENTIRE NEIGHBORHOOD. SO, NORTH, SOUTH, EAST, AND WEST. WHEN WE LOOK AT THE INCOME ELIGIBILITY, HUD MENTIONS THAT FOR COMMUNITIES IN DALLAS COUNTY, WE MUST USE THE AVERAGE OF 80% OF DALLAS' METRO, 2025, MEDIAN FAMILY INCOME. THIS IS ALSO KNOWN AS AREA MEDIAN INCOME. WHICH FOR A FAMILY OF FOUR IS 117,300. THERE ARE ELIGIBILITY CAPS SPECIFIC TO THE ADMINISTRATION AND THE PUBLIC SERVICE ACTIVITIES, ADMINISTRATION OBVIOUSLY IS FOR INDIVIDUALS WHO ARE RESPONSIBLE FOR ADMINISTERING THE PROGRAM, AND THEN PUBLIC SERVICE ARE FOR NONPROFIT ORGANIZATIONS OR ORGANIZATIONS THAT MAYBE TAKEN ON BY CITY DEPARTMENT WHERE THEY ARE PROVIDING A PUBLIC SERVICE, BUT AGAIN, THESE ACTIVITIES ARE OCCURRING WITHIN THOSE ELIGIBLE CENSUS TRACKS. AND SO RESPECTFULLY, THE CAPS FOR ADMINISTRATION BASED UPON THE TOTAL ALLOCATION AMOUNT IS UP TO 20%. THE CAP FOR PUBLIC SERVICE IS CAPPED AT AMOUNT OF 15%. THERE IS NO CAP FOR PUBLIC FACILITIES ACTIVITIES. SO JUST LOOKING AT THE CONSOLIDATED PLAN, WE ARE CURRENTLY IN THE FINAL YEAR OF OUR 2020-2024 CONSOLIDATED PLAN. 2024, ENDING IN WHAT WE WOULD CONSIDER THE END OF OUR FISCAL YEAR 2025. HUD HAS A PROGRAM YEAR THAT IS ALWAYS ONE YEAR BEHIND OUR FISCAL YEAR. SO, THE CONSOLIDATED PLAN THAT IS COMING BEFORE YOU THIS EVENING IS FOR A FIVE-YEAR PERIOD AND THEN THE ACCOMPANYING ACTION PLAN IS FOR 2025, WHICH WE WILL GET INTO SHORTLY. BASICALLY, THE CONSOLIDATED PLAN, ACCESS AFFORDABLE HOUSING NEEDS AND MARKET CONDITIONS AND TO MAKE [02:05:02] DATA DRIVEN PLACE BASED INVESTMENT DECISIONS. THE IMPORTANCE OF UNDERSTANDING WHERE YOUR ELIGIBLE CENSUS TRACTS ARE LOCATED, WHICH IS A TARGET FOR WHERE YOU CAN SPEND THE FUNDING. IT ALLOWS FOR NEEDS ASSESSMENT TO OCCUR. THIS IS BASICALLY THE ANALYSIS THAT IS DONE ONCE WE LOOK AT THE DATA. DEVELOP A STRATEGIC PLAN, AND THEN BRING FORWARD YOUR ANNUAL ACTION PLANS EVERY YEAR. SO, FOR THE ANNUAL ACTION PLAN, WHICH IS AN INDIVIDUALIZED PLAN BASED UPON THE ACTUAL PROGRAM YEAR, WE IDENTIFIED THE THREE CATEGORIES THAT HUD HAS ALLOWED US TO DO SO. PUBLIC SERVICE ACTIVITIES, PUBLIC FACILITIES ACTIVITIES AND ADMINISTRATION. WE HAVE RECEIVED A PROPOSAL AND THIS COUNCIL HAS AWARDED FUNDING FOR SALVATION ARMY. THIS YEAR RECEIVED A PROPOSAL AND REQUEST WAS FOR $23,600. IN ADDITION, THE ROWLETT POLICE DEPARTMENT HAS PROVIDED DOWNTOWN SAFETY AND SECURITY, PARTICULARLY AROUND OUR LIBRARY AREA AND THEY HAVE REQUESTED AN ADDITIONAL $12,000 COMING FROM THE PUBLIC SERVICE ALLOCATION AMOUNT. FOR PUBLIC FACILITIES, WE JUST RECENTLY TALKED ABOUT DOWNTOWN STREET LIGHTS, IN ADDITION PART OF WHAT WAS CALLED OUT IN THE DOWNTOWN STRATEGIC PLAN OR ACCESSIBLE CROSSWALKS AND SIDEWALKS, THIS IS A FUNDABLE ACTIVITY, AS IS OUTLINED WITH THE HUD REGULATIONS AND SO THERE'S BEEN AN ALLOCATION OF $99,000 FOR THAT PARTICULAR TYPE OF ACTIVITY. AND THEN FOR SALARIES FOR STAFF AND CONSULTANTS, ADMINISTERING THE PROGRAM, WE BUDGETED AN AMOUNT OF $34,925. THIS IS A PROPOSED TOTAL ALLOCATION OF OUR BUDGET FOR OUR 2025 ANNUAL ACTION PLAN. SO THE NEXT STEPS FOR COUNCIL TO CONSIDER AS WE CONDUCT THE PUBLIC HEARING, SHOULD THE CONSOLIDATED PLAN AND THE ACTION PLAN BE APPROVED BY COUNCIL TONIGHT, WE WILL SUBMIT THAT TO HUD FOR APPROVAL. WE DO NOTE, HOWEVER, WHEN WE'RE FUNDING THOSE TYPES OF INFRASTRUCTURE PROJECTS, IT SOMETIMES TAKES A COUPLE YEARS OF ALLOCATIONS OF FUNDING BECAUSE THEY ARE SUCH LARGE PROJECTS.
