2A, EXECUTIVE SESSION. WE WILL MOVE ON TO 4, PRESENTATIONS. START WITH 4A, PRESENTATION OF ROWLETT VETERANS RECOGNITION PROGRAM.

THIS IS PROBABLY THE MOST SPECIAL PART OF ANY OF OUR MEETINGS. IT'S A CHANCE WHEN WE TAKE TO RECOGNIZE THE VETERANS FROM OUR COMMUNITY.

THIS VETERAN IS EXTRA SPECIAL. BRUCE, I WANT TO SAY BEFORE WE GET STARTED, THAT I DID ASK ALISA AND SHE WANTED ME TO DO IT. SHE WORE MARINE CORPS COLORS.

RED AND YELLOW. THAT'S AWESOME.

A LITTLE BACKGROUND ON OUR VETERANS RECOGNITION PROGRAM. THE CITY STITUTED THIS PROGRAM TO SHOW APPRECIATION WHO HAVE DEDICATED TIME AND SERVICE TO OUR NATION.

ASSISTING WITH THE RECOGNITION IS THE VETERANS OUTREACH CENTER.

THE RECOGNITION PROGRAM ALSO HELPS TO BRING AWARENESS TO ISSUES IN OUR COMMUNITY. WHAT IS BEING DONE AND WHAT IS STILL NEEDED.

I AM HONORED TO CONTINUE RECOGNIZING VETERANS AT CITY COUNCIL MEETINGS.

THE 42ND VETERAN IS MAJOR BRUCE THOMPSON-BOWERS. HE SERVED IN THE MARINE CORPS.

I'M GOING TO INVITE CHRIS TO TALK A LITTLE BIT MORE ABOUT MR. BOWERS AND DELIVER A BIO.

>> GOOD EVENING. TO START WITH, MY GRANDDAUGHTER WHO LIKES TO COME DOWN, SENDS HER APOLOGIES.

SHE LOVES DOING THESE THINGS. SHE COULDN'T BECAUSE SHE'S MOVING IN HER BROTHER. NOT SURE THAT'S A GOOD IDEA.

THEY ARE ALL YOUNG AND ALLED ADVENTUROUS. SHE'S SAID TO EXTEND APOLOGIES SHE COULDN'T BE HERE TO DELIVER THIS MOMENT.

I WILL BE MORE THAN HAPPY TO DELIVER IT.

OUR 42ND -- THIS TALLIES UP TO BE QUITE A FEW YEARS.

WE ARE BLESSED. WE ARE BLESSED WHEN IT COMES TO HELPING AND BEING A PART OF THOSE WHO GIVE MORE BACK TO OUR COMMUNITY, WHICH IS THE CASE HERE THIS EVENING.

BRUCE THOMPSON- BOWERS' LIVE HAS BEEN DEFINED BY

SERVICE, ADVENTURE AND DEVOTION TO FAMILY AND COMMUNITY. BORN IN SOUTHERN CALIFORNIA, BRUCE JOINED THE UNITED STATES MARINE CORPS IN 1967, TWO WEEKS AFTER HIS 17TH BIRTHDAY.

HE COMPLETED BOOT CAMP IN SAN DIEGO, AND IN 1968 DEPLOYED TO VIETNAM. HE SERVED AS A TRUCK DRIVER DURING HIS FIRST TOUR OF DUTY. AFTER RETURNING HOME, BRUCE SERVED IN THE MARINE CORPS RESERVE AT A RECRUITING DEPOT IN OAKLAND, CALIFORNIA.

IT WAS THERE HE LEARNED HE COULD BECOME AN OFFICE WE ARE A TWO- YEAR DEGREE, A CHALLENGE HE TOOK ON WITH DETERMINATION. EARNING HIS ASSOCIATE DEGREE, HE RETURNED TO ACTIVE DUTY THROUGH THE OFFICERS CANDIDATE SCHOOL BECOMING WHAT THE CORPS PROUDLY CALLS A MUSTANG. A MARINE WHO BEGINS ENLISTED AND LATER EARNS A COMMISSION. I HAD JUST RECENTLY HEARD ABOUT THAT. DIDN'T KNOW THAT UNTIL RECENTLY. YOU ARE FIRST ONE WE RECOGNIZED I KNOW OF.

HE ROSE TO RETIRE AS MAJOR. HIS CAREER TOOK HIM ACROSS THE GLOBE. AFTER OCS, HIS OFFICER ASSIGNMENT WAS IN OKINAWA, JAPAN. FOLLOWED BY DEPLOYMENT TO SAIGON, DURING THE FINAL EVACUATION IN APRIL 1975.

BACK IN THE U.S. , HE SERVED PRIMARILY IN SOUTHERN CALIFORNIA, INCLUDING THE MARINE CORPS RECRUIT DEPOT IN SAN DIEGO AND CAMP PENDLETON. ALONG THE WAY, HIS WORK EVEN LED HIM TO SERVE AS A CONSULTANT FOR THE POPULAR 1980S TELEVISION SERIES "MAJOR DAD. " THIS IS OUR FIRST HOLLYWOOD VETERAN, I CAN TELL YOU. NEVER HD ONE BEFORE. I LOVE THESE FIRSTS.

FOR HIS SERVICE, HE RECEIVED THE NAVY COMMENDATION MEDAL, NATIONAL DEFENSE MEDAL, SEA SERVICE DEPLOYMENT RIBBON, COMBAT ACTION RIBBON, LETTER OF PREEGSATION, NAVY UNIT ACCOMMODATION. NAVY ACHIEVEMENT MEDAL AND HUMANITARIAN MEDAL. HE RECEIVED THE ARMED FORCES MEDAL, THE REPUBLIC OF VICE-PRESIDENT CROSS OF GALLANTRY AND THE REPUBLIC OF VIETNAM CIVIL ACTION UNIT CITATION.

THAT'S A FEW THINGS. ALL RIGHT.

WHEN BRUCE RETIRED FROM THE CORPS, HE TURNED HIS ATTENTION TO THE SEA. PURCHASING A 35- FOOT SAIL BOAT, HE SAILED EXTENSIVELY ALONG THE PACIFIC COAST AND COMPETED IN THE PACIFIC CUP RACE TO HAWAII. THIS IS OUR FIRST SAILOR IN THIS INTERPRETATION. MADE VOYAGES ALONG THE COAST OF MEXICO AND CALIFORNIA. IN 2000, WHILE WORKING AT WEST MARINE IN SAN DIEGO, BRUCE MET ALISA, HIS BOSS.

>> SHE STILL IS.

>> OF COURSE, THE LOVE OF HIS LIFE.

THEY MARRIED IN 2002 AND SHARED THE ADVENTURE OF SAILING TOGETHER, INCLUDING IN THE GULF OF MEXICO. IN 2012, THEY SETTLED IN ROWLETT, TO BE CLOSE TO HER AGING PARENTS.

BRUCE IS A PROUD FATHER TO HIS DAUGHTER LAURA AND GRANDFATHER TO HIS TWO BELOVED GRANDDAUGHTERS.

HIS LIFE IS A TESTAMENT TO COMMITMENT, COURAGE AND UNSHAKABLE SENSE OF PURPOSE.

VALUES THAT HAVE LEFT A LASTING MARK ON EVERYONE FORTUNATE TO KNOW HIM.

IT SPANS ALL DEMOGRAPHICS. THERE'S MEN WHO ARE INVOLVED WITH QUILTS OF VALOR AS WELL. THAT'S FUN TO KNOW THAT. I MENTIONED LAST MONTH -- THE MONTH BEFORE WHEN I WAS HERE THAT WE RECENTLY GOT A GROUP STARTED HERE ROWLETT THAT MEETS EVERY MONTH TO WORK ON QUILTS OF VALOR.

I HAVE BEEN REALLY -- IT'S REALLY FILLED ANY HEART TO HAVE THAT OPPORTUNITY.

SHE ACTUALLY MADE THE QUILT FOR HIM, WHICH WAS VERY COOL. THEN SINCE THEN, THIS LITTLE BUSYBODY, MISS WILLIE, SHE HAS PROVIDE FOUR MORE QUILTS. WE ARE HAPPY TO HAVE HER HELPING WITH US.

THE BOARD IS MADE AWARE THERE'S A MASTER PLAN IN JULY AND SEVERAL CONCERNS WERE RAISED AT THAT MEETING.

THE FEELING WAS THAT THE PLAN LACKED KEY ELEMENTS NEEDED TO MAKE THE PARK A COMPLETE SUCCESSFUL PARK.

WHILE REPRESENTATIVES STATED THE LANDSCAPE ARCHITECTS WERE A PARTPART OF TEAM, IT DIDN'T REFLECT A COHESIVE OR WELL- DESIGNED SPACE.

THE PROGRAMMING BETWEEN THE BUILDING AND PARK ALMOSTS ARE ALMOST NON-EXISTENT. WHAT'S MISSING ARE MOST BASIC NEEDS WHICH PROVIDE SHADE PAVILIONS, PLAYGROUNDS AND SMALLER COMMUNITY SERVING AMENITIES. THESE ARE THE AMENITIES NECESSARY FOR THE SURROUNDING NEIGHBORHOOD WHICH THIS PARK WILL SERVE.

THE DESIGN RAISED MANY CONCERNS. THERE'S A TRAFFIC CIRCLE AND BRIDGE ACROSS A RETENTION PAND THAT MAY LOOK APPEALING ON PAPER BUT IS UNNECESSARY. IT WOULD EDGE COURAGE THE PARK TO BE USED AS A CUT-THROUGH. THE CENTRAL ACCESS DOES NOT PROVIDE A FUNCTIONALITY TO CONNECT THE PARK AND DOESN'T ALLOW FOR A CLEAR LINE OF SIGHT BECAUSE OF THE PLACEMENT OF TREES AND SIDEWALKS.

THE PUBLIC SPACE OUTSIDE CITY HALL FEELS NOT CONNECTED, IT WOULD ALLOW THE DOWNTOWN TO FUNCTION ACTION THE MAIN ATTRACTION.

THERE ARE CONCERNS REGARDING THE FUNDING.

THE PLAN IS ABOUT $2 MILLION OVER THE PROPOSED $4 MILLION BUDGET. IN JULY, IT WAS MENTIONED THAT THE TREE FUND HAD $250,000 AVAILABLE TO OFFSET THE COSTS. THAT WAS HELPFUL.

IT WOULD BE BETTER IF THERE WAS MORE MONEY IN THAT TREE FUND AND NOT BEING SO LENIENT ON ANY SORT OF TREE MITIGATION REQUIREMENTS. THOSE FUNDS COULD BE REALLOCATED, FOR IMPROVEMENTS WITHIN THE PARK.

THAT WOULD HELP ENHANCE OUR PARK SYSTEM. IT REQUIRES THOUGHTFUL INTEGRATION OF LAYOUT, PROGRAM AND USER NEEDS. I WANT TO EMPHASIZE LANDSCAPE ARCHITECT LEADERSHIP. IF THIS IS THE RESULT OF A LANDSCAPE ARCHITECT'S INVOLVEMENT RATHER THAN JUST AN ARCHITECT, I WOULD STRONGLY CONSIDER THAT THE CITY BRING IN SOMEBODY NEW TO ENSURE THIS PARK AND MUNICIPAL CORE JUST EAST OF DOWNTOWN BECOMES FUNCTIONAL, CONNECTED AND COMMUNITY FOCUSED.

THREE SECTIONS WITHIN THE MASTER FEE SCHEDULE ARE PROPOSED TO BE ADJUSTED TONIGHT OF THE REVENUE PROJECTIONS WITHIN THE FISCAL YEAR 2026 PROPOSED BUDGET THAT YOU HAVE RECEIVED, INCLUDES THE CHANGES THAT ARE BEING PROPOSED IN TONIGHT'S PRESENTATION.

SOLID WASTE, CHANGES TO REFLECT THE REMEMBER MAGSS PRESENTED BY STAFF AND AGREED BY COUNCIL AT THE JULY 12 COUNCIL BUDGET STRATEGY SECTION. IT REFLECT PASSING THROUGH THE REPUBLIC SERVICE CONTRACT INCREASES OF 7% FOR THE ADJUSTED BULK SERVICES PLUS AN ANNUAL 5% CONTRACTUAL CPI INCREASE. THESE CHANGES IN FEES REPRESENT A 10% INCREASE TO RESIDENTIAL CUSTOMERS, EQUATING TO $2 PER MONTH FOR RESIDENTS WITH ONE POLLY CART AND 11% INCREASE TO COMMERCIAL CUSTOMERS.

UTILITY SECTION, CHANGES TO WATER AND SEWER RATES REFLECT THE RECOMMENDATIONS PRESENTED BY CITY'S RATE CONSULTANT AND AGREED BY COUNCIL AT THE JULY 12 COUNCIL BUDGET STRATEGY SESSION AS WELL. THE RATE CHANGES REFLECT PASSING THROUGH CONTRACT INCLEESS FROM THE NORTH TEXAS MUNICIPAL WATER DISTRICT FOR OUR WATER SUPPLY AND THE CITY OF GARLAND FOR OUR WASTE WATER TREATMENT. THESE CHANGES IN FEES REPRESENT AN 8% WATER RATE INCREASE AND 10% WASTE WATER INCREASE TO RESIDENTIAL AND COMMERCIAL CUSTOMERS.

USING THESE PROPOSED RATES, A RESIDENTIAL CUSTOMER WOULD SEE ABOUT A 9% OR $11 INCREASE IN THEIR BILL.

ADDITIONAL, EACH YEAR THE BUDGET PROCESS, DEPARTMENTS REVIEW THEIR FEE SCHEDULES.

TO ENSURE THE FEES THAT THEY CHARGE ARE SUFFICIENT TO COVER THE COST OF THE SERVICE THAT THEY PROVIDE AND ALSO IF IT'S IN LINE WITH OUR SURROUNDING CITIES. THE MISCELLANEOUS SECTION OF THE MASTER FEE SCHEDULE INCLUDES 56 EXISTING FEES THAT ARE ADMINISTEED BY VARIOUS DEPARTMENTS THROUGHOUT CITY.

WITHIN THE SECTION, THE LIBRARY IS PROPOSING TO CREATE A NEW $3 DAMAGE FEE TO BE ASSESSED WHEN REPAIR OF LIBRARY MATERIALS THAT ARE RETURNED NEED TO BE REPAIRED BUT A FULL REPLACEMENT IS NOT NECESSARY.

ANYBODY WHO WAS DRIVING THROUGH OUR NEIGHBORHOODS NOTICED THAT. WITH THAT CAME AN ADDITIONAL COST. I WANT TO APPLAUD OUR CITY MANAGER AND RICK, WHO IS OUR REPRESENT TICK FROM REPUBLIC, FOR WORKING HARD TO HAMMER OUT A SOLUTION.

IT WAS A MAJOR PROBLEM THAT WE WERE FACING.

UNFORTUNATELY, IT MEANT THAT WE HAD INCREASED COSTS AS A RESULT.

ALONG WITH OUR ANNUAL RE- UP OF THE CONTRACT WITH THEM, A 5% RATE INCREASE, THAT RESULTS IN THE BIG INCREASE THAT YOU SAW ON THE SCREEN OF 10%.

WATER AND SEWER IN THE SAME WAY HAVE SHOWN INCREASES. BETWEEN THE NORTH TEXAS MUNICIPAL WATER DISTRICT AND THE CITY OF GARLAND, HAVING THE COST INCREASES WITH THE COST OF DOING BUSINESS FOR THEIR RESPECTIVE ORGANIZATIONS IT MAKES IT DIFFICULT FOR US TO PUT OUR RESIDENTS IN THAT POSITION. BUT WE HAVE NO OTHER CHOICE. OUR CITY HAS CHOSEN TO MITIGATE AS MUCH AS POSSIBLE THE COST INCREASES ASSOCIATED WITH WATER AND SEWER. WE HAVE USED OUR FUND BALANCE.

WE ARE TO THE POINT WHERE THAT'S NO LONGER SUSTAINABLE. THAT HAS TO BE PASSED ALONG TO RESIDENTS. IT'S NOT A DECISION WE TAKE PLEASURE TO RAISE RATES. UNFORTUNATELY, IT'S A COMPONENT OF WHAT WE HAVE TO DEAL WITH AS FAR AS PAYING FOR THE COST OF SERVICES.

WE INDICATE THE LOCATIONS CITYWIDE IN THE MAPS TO THE LEFT. THE PROPOSED BUSINESS WILL OCCUPY APPROXIMATELY 1,000 SQUARE FEET.

YOU HAVE PEOPLE HANGING AROUND. BECAUSE YOU HAVE MULTIPLE PEOPLE WORKING, HAVE ONE PERSON OR TWO PEOPLE FOCUSING ON THE BUSINESS ASPECT AND YOU HAVE ANOTHER PERSON THAT'S BASICALLY STOCKING, CREATING ORDER AROUND THE STORE. THEN OUTSIDE OF THE STORE AS WELL. ONE OF THE THINGS THAT HE DOES DO AS WELL IS HE HAS A LOT OF COMMUNICATION WITH THE PEOPLE WHO ARE HANGING AROUND.

THE COMMUNITY MEMBERS WHO ARE HOMEOWNERS IN THE LONG TIME, THEY ARE CONCERNED ABOUT THE HEALTH AND SAFETY OF THE COMMUNITY.

IT CONFLICTS WITH THE ZONING INTENTIONS. IT DOESN'T REFLECT THE FAMILY FRIENDLY ENVIRONMENT.

APPROVING THIS SPECIAL PERMIT SETS A PRECEDENT TO BUSINESSES ALLOWING THEM TO MOVE INTO AREAS THAT THE CITY CAREFULLY PLANNED FOR MORE RESPONSIBLE DEVELOPMENT.

USING 26-YEAR- OLD MARINER PARK AS A REASON FOR EXCEPTION IS NOT ACCEPTABLE. THE COMPREHENSIVE PLAN WAS WRITTEN TO ESTABLISH FUTURE STANDARDS AND GIVE A METRIC FOR CURRENT DECISIONS.

THE CURRENT PLANNING RESTRICTIONS IN PLACE LAW FOR RESPONSIBLE DEVELOPMENT, WHICH WOULD MAINTAIN THE AESTHETIC OF THE COMMUNITY. APPROVING THIS DEVELOPMENT WOULD NOT ONLY CAUSE OBSTRUCTION OF FOREST LAND BUT THE TRAFFIC THAT WOULD RESULT WOULD EXACERBATE ISSUES ALL OVER ROWLETT.

THIS DEVELOPMENT CAN RESULT IN 100 MORE VEHICLES WAITING AT THE GEORGE BUSH HIGHWAY 66 TURNAROUND. YOU HAVE A CHANCE RIGHT NOW TO PREVENT FURTHER COMPOUNDING THIS ISSUE. AS A RESIDENT, I MOVED TO ESCAPE THE CONCRETE LIVING CONDITIONS OF SOME OTHER METRO AREAS. I CAN SAY THAT THE NATURAL GENE SPACE AND THE COMPREHENSIVE DEVELOPMENT PLAN TO PROTECT THE VISION OF WHAT ROWLETT WILL LOOK LIKE HELPED US MAKE THE DECISION TO MOVE OUR.

THE FACT IS, THE LEGAL SITUATION IS, IT IS ZONED AS SF9.

THOSE ARE THE PROS. THOSE ARE THE THINGS THAT I REALLY -- I THINK ABOUT. THAT I TRY TO BALANCE.

WHEN I TRY TO BALANCE THAT WITH, IT'S AS AN ENVIRONMENTALIST AND AS SOMEBODY WHO IS INVOLVED IN THIS -- HAS BEEN INVOLVED PROFESSIONALLY AT THIS FOR YEARS, WHAT IS THE PRICE AND WHAT IS THE WORTH OF A LARGE PIECE OF HARDWOOD BOTTOM LAND THAT EXISTED IN THIS CITY? I THINK WHAT WE'RE LOOKING ATAT HAS TAKEN SOME STEPS IN THAT DIRECTION. THE ADDITION OF THE BLOCK OF PARKLAND THAT WOULD EFFECTIVELY SAVE THOSE TREES IS GREAT. BUT I THINK WE CAN -- I WOULD ASK THAT THE DEVELOPER CONSIDER ADJUSTING SOME OTHER THINGS WITHIN THE DEVELOPMENT TO ACCOUNT FOR SOME OF THESE OTHER VARIANCES THAT ARE BEING ASKED FOR.

I BELIEVE AS A CITY, WE HAVE COMPROMISED MANY, MANY TIMES ON OUR COMPREHENSIVE PLAN.

WHEN WE LOOK AT OUR COMPREHENSIVE PLAN AND SEE SF9 AND WE SEE ESTATE LOT ZONING, THAT'S THE DIRECTION WE WANT TO GO IN.

WHAT WE'RE DOING IS ALMOST STAYING ON THE SAME PANEL. I STRUGGLE A LOT WITH THE STREET LENGTH, BECAUSE I LIVE IN A NEIGHBORHOOD WHERE WE HAVE A LONG STREET. CARS GO VERY FAST DOWN THAT STREET. IT'S A NEIGHBORHOOD WITH A PARK NEXT TO IT, ADJACENT TO IT, LIKE THIS WILL BE. THERE'S REAL CONCERN ABOUT WHAT THAT WILL LOOK LIKE IN TERMS OF SAFETY AND OTHER THINGS. I STRUGGLE WITH THE GARAGE SITUATION. I THINK THAT'S TOTALLY SOLVABLE WITH THE RIGHT ORIENTATION OF HOMES AND THE RIGHT LOT SITUATIONS.

I STRUGGLE WITH THE ENTRYWAY. I THINK THE ORDINANCE IS CLEAR ABOUT WHAT IT SHOULD LOOK LIKE ON THE ENTRYWAY.

THERE'S DISAGREEMENT ABOUT ACCOMPLISHING THE SQUARE FOOTAGE VERSUS THE ORIENTATION.

TO ME, THAT IS A PART OF OUR DEVELOPMENT CODE FOR A REASON.

COMPROMISING ON THAT AND CONTINUING TO COMPROMISE ON SO MANY OTHER THINGS AT THE SAME TIME IS DETRIMENTAL.

I DEFINITELY APPRECIATE THE WORK THAT YOU ALL HAVE DONE AND THE DEVELOPMENTS YOU BUILT OUT. THERE ARE MANY, MANY DEVELOPMENTS THAT HAVE COME AND ARE OF A BENEFIT TO OUR CITY, I BELIEVE.

I ALSO SEE DOWNSIDES TO SOME OF THOSE. F1 THE DEVELOPMENT ALONG WOODSIDE, CARS ALONG THE STREET ALL THE TIME ON THAT DEVELOPMENT, THERE'S BECAUSE THERE'S INSUFFICIENT PARKING IN THE DRIVEWAYS. SEEING THAT FRONT ENTRY GARAGE WITH CARS ALONG THE STREET AND KNOWING YOU ARE ASKING FOR A NARROW STREET WIDTH, ESPECIALLY TOWARD THE EAST, ALSO GIVES ME CONCERN. ABOUT THE SPEEDING CARS AND OTHER THINGS LIKE THAT. I CAN'T SUPPORT THIS DEVELOPMENT IN THE CURRENT ORIENTATION.

IN 2020, THE BOARD OF DIRECTORS ADOPTED A RESOLUTION TO BUILT THE CURRENT BUILDING THAT WE ARE IN. WE DID NOT FINISH THE SECOND FLOOR TO MITIGATE COSTS THERE.

TO WITHHOLD FUNDS THAT WOULD NEED TO BE BORROWED TO BUILD. HERE WE ARE TODAY, NEEDING TO FINISH THE SECOND FLOOR. AS THE COUNTY HAS CONTINUED TO GROW BY LEAPS AND BOUNDS, WE HAVE GONE BEYOND THE PARCEL COUNT, THE PROJECT CITIZEN COUNT FOR ROCKWALL COUNTY WE PROJECTED IN 2020 WHEN WE CAME BEFORE THE COUNCIL FOR THE RESOLUTION TO BUILD THAT BUILDING. HERE WE ARE NEEDING TO ADD STAFF TO CONTINUE TO FACILITATE THE APPRAISAL DISTRICT'S OPERATIONS AS IN ACCORDANCE WITH TEXAS PROPERTY TAX CODE. TO FINISH THE SECOND FLOOR IS NECESSARY TO HOUSE OUR STAFF IN ONE BUILDING VERSUS HAVING TO BE BROKE UP IN A COUPLE OF BUILDINGS.

THE COST OF THE RESOLUTION IS NOT TO EXSEAT $500,000.

THERE'S NOT A BUDGET IMPACT TO ANY OF OUR ENTITIES FOR 2026 OR ANY YEARS MOVING FORWARD BECAUSE OF THIS PROJECT.

WE ARE ASKING FOR A RESOLUTION GIVING US, APPROVING THE RESOLUTION TO FINISH THAT FLOOR SO WE CAN CONTINUE TO SERVE OUR IES AS WE DO.
