I KNOW YOU GUYS DEAL SO MUCH WITH OUR NEIGHBORHOODS. ONE OF THE GOALS IN OUR STRATEGIC PLAN IS STRENGTHEN NEIGHBORHOOD LIVABILITY. ONE OF THE WAYS WE ARE LOOKING TO DO THAT IS TO STRENGTHEN OUR NEIGHBORHOOD ASSOCIATIONS AND NEIGHBORHOOD LEADERSHIP.

I HAVE IN THE PAST DONE A LEADERSHIP SUMMIT. NEIGHBORHOOD LEADERSHIP SUMMIT.

I HAD MAYBE 10 PEOPLE THERE. IT WAS TWO YEARS AGO. I HAVE BEEN COLLABORATING AND WORKING WITH THE CITY OF GARLAND AND THE CITY OF PLANO. I'M REALLY EXCITED THAT WE ARE GOING TO DO A JOINT NEIGHBORHOOD SUMMIT NOVEMBER 9. IT'S GOING TO BE IN PLANO AT THE COLLEGE CONFERENCE CENTER. SPRING CAMPUS. 8:30 UNTIL 12:30.

BASICALLY, WHAT THIS IS, IT IS JUST AN OPPORTUNITY TO HAVE SOME LEARNING SESSIONS AND TO NETWORK WITH YOUR PEERS IN DIFFERENT NEIGHBORHOODS ACROSS THE NORTHEAST DFW AREA.

I'M REALLY EXCITED ABOUT IT. WE WILL HAVE A KEYNOTE SPEAKER AND WE WILL HAVE TWO DIFFERENT BREAKOUT SESSIONS. YOU HAVE A CHOICE OF SIX DIFFERENT TOPICS.

YOU WOULD BE RESPONSIBLE FOR CONFERENCE REGISTRATION AND YOUR HOTEL AND MEALS AND STUFF, BUT IT IS A GREAT WAY -- I WENT TWO YEARS AGO AND IT WAS IN BIRMINGHAM, ALABAMA.

THEY HAD 500 PEOPLE FROM THE NEIGHBORHOODS IN BIRMINGHAM AT THAT CONFERENCE.

IT WAS AMAZING THE ENERGY AND EXCITEMENT FOR PEOPLE WHO REALLY WANT TO CONNECT WITH THEIR NEIGHBORS. I KNOW THAT YOU GUYS KNOW HAVING A CONNECTED NEIGHBORHOOD IS A WAY TO HAVE A REALLY SAFE AND WELCOMING NEIGHBORHOOD. I JUST WANTED TO LET YOU GUYS

I WORKED ON THE PREVIOUS IMPACT FEE STUDY IN THE 13 TIMEFRAME. WHAT I'M GOING TO GO OVER TODAY IS WHAT IS AN IMPACT FEE. HOW MANY HAVE BEEN INVOLVED IN AN IMPACT FEE STUDY PREVIOUSLY?

THIS IS NEW. A FEW OF Y'ALL? >> WE DID SOMETHING ABOUT FOUR

OR FIVE YEARS AGO. I THINK ME AND LISA. >> I RECOGNIZE YOU.

I WILL TALK ABOUT YOUR ROLE. SPECIFIC ACTIONS WE WILL ASK FOR Y'ALL TO DO.

WHY ARE WE UPDATING? A LITTLE BIT OF THE METES AND BOUNDS.

THE DEAL IS TO GIVE AN OVERVIEW OF THE REPORT. HE GOT THE REPORT AND WILL GO THROUGH THE METHODOLOGY AND A LITTLE BIT ABOUT NEXT STEPS. WHAT IS AN IMPACT FEE? WHEN GROWTH COMES INTO A CITY THEY PUT DEMANDS ON INFRASTRUCTURE CITY.

THE THOUGHT BEHIND THE IMPACT STUDY IS WHAT IS THE COST FOR THE GROWTH.

COVER COSTS ASSOCIATED WITH THE GROWTH. IT'S GOVERNED BY CHAPTER 395 OF THE TEXAS CODE. IT'S AN INTERESTING FACT. IMPACT FEE STATUTE FOR THE STATE OF TEXAS IS THE LONGEST OF ANY STATE. SOME OF THE THE REASON WE DO THINGS WAY REDUCE THE STATE TELLS US TO DO THAT. TEXAS HAS TWENTYSOMETHING PAGES. IT WAS INITIATED BY THE HOMEBUILDERS ASSOCIATION AND DEVELOPERS. CITIES WERE CHARGING FEES WITHOUT A FORMULA.

THE STATE LAW OUTLINES THE FORMULA. I WILL GO THROUGH THAT A LITTLE BIT WITH YOU. IT OUTLINES WHAT WE DO. IT DETERMINES A FAIR SHARE.

WHAT IS THE FUTURE GROWTH COSTS AND HOW THEY WOULD PAY FOR THAT.

IT'S A ONE-TIME FEE. I THINK THAT'S AN IMPORTANT ITEM.

I USUALLY PUT ONE-TIME FEE ONLY FOR NEW DEVELOPMENT. THIS IS WHEN A DEVELOPMENT COMES INTO PLAY THE BUILDING PERMIT. THEY PAY AN IMPACT FEE ONE-TIME. WHAT COSTS ARE RECOVERABLE? IF YOU THINK ABOUT IT, IF THE CITY IS TAKING ON A PROJECT, CONSTRUCTION, PLANNING, SURVEYING AND ENGINEERING AND ACQUISITION ASSOCIATED COSTS. FINANCING. IF YOU BUY A HOME, YOU DON'T NECESSARILY PAY THE PRICE OF THE HOME. WHEN YOU GET YOUR BILL, LOVE THAT GOES TOWARDS INTEREST. THE SAME AS FUNDING CAPITAL PROJECT SO WE CAN CLEAR THE COSTS ASSOCIATED WITH THAT. WE CAN ALSO INCLUDE COSTS FOR STATE AND FEDERAL ROADWAYS IF YOU CHOOSE TO PARTICIPATE IN ROADWAY. OFTEN TIMES CITIES PARTICIPATE ON STATE ROADWAYS AT 20 TO 50 PERCENT. JUST THE CITY'S COSTS.

WE ARE NOT CHARGING THE STATES COSTS. THE IMPACT FEES IS FOR CAPACITY IMPROVEMENT PROJECTS. WHAT THAT MEANS IS IF YOU HAVE A WATER LINE THAT'S 8 INCHES AND SOME REASON IT'S NOT WORKING WELL, YOU CAN'T GO AND REPLACE IT WITH AN EIGHT INCH WATER LINE. HAS TO B-12 INCH WATER LINE. IF YOU HAVE A ROAD LINE THAT YOU WANT TO REPAVE OR FILL THE POTHOLES, TAKING THE TWO LANE ROADWAY AND GOING TO FOUR LANE ROADS. PROJECTS HAVE TO BE IDENTIFIED ON THE CAPITAL IMPROVEMENT PLAN. THIS ISN'T AN OPERATION MANAGEMENT THING.

IN THE EIGHT INCH WATER LINE, IF YOU ARE GOING TO BUILD IT TO 12 INCH WATER LINE, COULD USE

IMPACT FEES, YOU JUST CAN'T COVER THE WHOLE COST. HAVE TO DISCOUNT THE EIGHT INCH WATER LINE ALREADY. WE HAVE TWO LANES WIDENING TO FOUR LANES AND WE HAVE TO DISCOUNT THE COST THAT ARE OUT THERE. IT'S NOT THE FULL COST OF EVERYTHING. IT'S THE GROWTH AND CAPACITY COST.

THE OTHER JEFF'S TIME ON THIS PROJECT CAN'T BE RECOVERED. STATE LAW DOES NOT ALLOW US TO PUT CITY STAFF TIME FOR THE ADMINISTRATION OPERATION COSTS FOR THIS PROGRAM.

ALL THE COSTS AND PROCEEDS GO STRAIGHT INTO THOSE RECOVERABLE COSTS AND NOT INTO STAFF TIME.

ANYTHING NOT ON THE CIP WE CAN'T PAY FOR THAT SERVICE. WHAT IS YOUR ROLE? IMPACT FEES HAVE BEEN AROUND FOR SOME TIME. WHEN YOU FIRST IMPACT THE FUTURE ROLE IS A LITTLE DIFFERENT. WHEN WE ARE UPDATING IT, YOUR ROLE HAS THE SAME PROCEDURE IT'S JUST NOT AS LONG OR AS COMPLICATED.

YOU ARE NOT UPDATING THEM AND YOU HAVE TO LEARN LITTLE THINGS.

WE WILL PRESENT WITH THE LAND-USE ASSUMPTIONS ARE. WILL PRESENT THE DRAFT OF THOSE TONIGHT. WE WILL TELL YOU HOW IN THE PAST THEY HAVE FILED THE WRITTEN COMMENTS AND OTHER CITIES HAVE FILED THE WRITTEN COMMENTS BECAUSE THERE'S MULTIPLE WAYS TO DO THAT. IF SOMETHING IS GOING ON, IF YOU NEED TO UPDATE, LIKE THE PREVIOUS UPDATE, IT WAS INCORPORATED INTO THE IMPACT FEE SO WE CAN POTENTIALLY USE THOSE FUNDS TO RECOVER THAT.

THAT WAS GIVEN TO US TO REVISE IMPACT SEE STUDY. THAT'S KIND OF THE LAST BULLET.

IF THERE'S SOME REASON TO UPDATE BEFORE FIVE YEARS, YOU'RE THE SIGNBOARD THAT TELLS US TO UPDATE IT BEFORE FIVE YEARS.
