IN TERMS OF THE INCOME ELIGIBILITY, 80% OF DALLAS, WHICH IS THE METROPOLITAN AREA WE LOOK TOWARD FOR HUD, FOR 2025 WAS APPROXIMATELY $117,300. AS YOU CAN SEE BASED UPON THE HOUSEHOLD SIZE, THERE IS PROPORTIONS BROKEN OUT BASED UPON 80% OF THOSE HOUSEHOLDS. SO INDIVIDUALS BENEFITING FROM CDBG FUNDS MUST MEET THESE THRESHOLDS OR IT'S ASSUMED THAT WITHIN AN AREA THAT'S SERVICING THESE AREAS THAT PREDOMINANT NUMBER OF RESIDENTS WILL MEET AND CLASSIFY WITHIN THIS INCOME RANGE. SO THE PURPOSE OF THE CAPER. IT PROVIDES AN OVERALL EVALUATION OF FEDERALLY FUNDED ACTIVITIES AND ACCOMPLISHMENTS TO HUD AND. AND FOR THE COMMUNITY, THE PREVIOUS ALLOCATION FROM THE PREVIOUS PROGRAM YEAR. IT'S PREPARED FOR PUBLIC REVIEW AS NOTED BY THE MAYOR. THIS IS A PUBLIC HEARING. SO YOU WILL NOTICE IN THIS SLIDE, AND I WILL PROVIDE A COPY OF IT FOR YOU. ADMINISTRATION, PUBLIC SERVICE, AND PUBLIC FACILITIES. FOR THIS PARTICULAR ALLOCATION, THE COUNCIL APPROVED $12,000. FOR SALVATION ARMY, THE COUNCIL APPROVED $333,903. FOR PUBLIC FACILITIES, THE COUNCIL PRIORITIZED RECONSTRUCTION OF ALLEY. ALLOCATED THE BULK OF OUR ALLOCATION, $195,405. NOW THOSE WERE THE ALLOCATIONS. WHAT THE CAPER REQUIRES IS FOR US TO REPORT OUT BASED UPON THAT ONE YEAR, WHERE THE MONEY WAS ACTUALLY SPENT. SO OF THAT $60,125, WE SPENT THE MAJORITY OF THAT MONEY AND A REMAINING BALANCE OF $306. FOR PUBLIC SERVICE, THE POLICE DEPARTMENT SPENT ALL THE FUNDING WITH THE EXCEPTION OF $111. FOR SALVATION ARMY, ALTHOUGH THEY WERE ALLOCATED $33,000, FOR THAT ENTIRE YEAR, THEY ONLY SPENT $340. I MIGHT GO INTO A LITTLE BIT OF DETAIL IN TERMS OF MY RESEARCH OF THAT A LITTLE LATER ON. FOR PUBLIC FACILITIES FOR THE ALLEY PROJECT, AS IT'S NOTED HERE, THERE WERE $0 SPENT. THE REASON WHY $0 WERE SPENT, WE [00:35:02] DID DO AN ALLEY PROJECT IN 2025, HOWEVER, WE HAD UNUSED CDBG MONEY FROM TWO PRIOR YEARS, WHERE WE HAD MONEY THAT WAS LEFT OVER. SO FROM THIS PROGRAM YEAR OF 2024, WE SPENT APPROXIMATELY $72,018. SO FOR PUBLIC SERVICE, FOR ADMINISTRATION, IF THERE'S ANY MONEY THAT'S LEFT OVER, IT CANNOT BE CARRIED OVER TO THOSE SUBRECIPIENTS. THAT MONEY HAS TO BE REPROGRAMMED. IT CAN ONLY BE REPROGRAMMED FOR PUBLIC FACILITIES. BECAUSE IN HUD'S VIEW, THAT'S PRIMARILY WHERE MOST OF THE MONEY SHOULD BE GOING TO IMPACT THE DIFFERENCE IN THE COMMUNITY. SO APPROXIMATELY $195,405 WILL BE REPROGRAMMED FOR A FUTURE PROJECT THAT WE'VE IDENTIFIED BASED UPON A PRIORITY LIST THAT PUBLIC WORKS HAS ALREADY PRODUCED. NOW I MENTIONED EARLIER WITH THE SALVATION ARMY, THEY WERE ONLY ABLE TO SPEND $340. IN MY CONVERSATION WITH THE SALVATION ARMY. WHAT THEY INDICATED WAS THERE WAS A LACK OF BEING ABLE TO EXECUTE A CONTRACT, AND THERE WERE SOME CAPACITY ISSUES AT SALVATION ARMY THAT PREVENTED THEM FROM ENACTING THIS PARTICULAR PROGRAM. >> EXECUTED CONTRACT BETWEEN WHO? SO AFTER THE GOVERNMENT OPENED, THEN WE HAD TO GO THROUGH THE PROCESS OF, AND I THINK YOU SIGNED THE LETTER THE OTHER DAY, CERTIFYING ME AS THE ENVIRONMENTAL COMPLIANCE OFFICER. NOW THAT THAT HAS BEEN EXECUTED, NOW WE CAN ENTER INTO A CONTRACT WITH THEM. PRIOR TO THIS MEETING, HI A CONVERSATION WITH THE SALVATION ARMY. WE HAD A KICKOFF MEETING WITH THOSE IN HOUSE BETWEENING POLICE DEPARTMENT OF PUBLIC WORKS TO MAKE SURE EVERYONE WILL UNDERSTAND. SO BARRING THOSE THE IMPEDIMENT OF THE GOVERNMENT SHUTDOWN, EVERYBODY IS ON TRACK TO SPEND MONEY IN THIS FISCAL YEAR. THE ACTUAL MONEY SPENT FROM PROGRAM YEAR 2024 WAS $0 FOR THE ALLEY PROJECT. WE DID SPEND MONEY AND CONSTRUCTED DANA ALLEY, WHICH YOU'LL SEE SHORTLY. BUT THAT USED FUNDING FROM TWO PREVIOUS FISCAL YEARS. I'LL HAVE THE BREAK DOWN LISTED HERE. SO PROGRAM YEAR 2023, $175,000 WAS USED AND SOME CHANGE. PROGRAM YEAR 2024, $2,000 WERE RESPECTFULLY USED. I CAN TELL YOU JUST BASED UPON THOSE NUMBERS. THOSE WERE LEFTOVER FUNDING AMOUNTS THAT WERE NOT SPENT IN SOME OF THESE OTHER CATEGORIES. IT HAD TO BE REPROGRAMMED. SO THAT WAS A TOTAL OF $198,545. THAT WAS THE EXACT COST TO DO THE DANA ALLEY RECONSTRUCTION PROJECT. SO WHAT WE HAVE NOW FOR 2024 WHEN WE ANTICIPATE PUBLIC WORKS WILL GET THEIR PROJECT UNDERWAY. NOW THAT PROJECT IS GOING TO TAKE A LITTLE BIT LONGER BECAUSE THE ENVIRONMENTAL DOCUMENTATION TAKES APPROXIMATELY THREE MONTHS FOR HUD TO APPROVE ONCE IT'S SUBMITTED. IT'S A CONSTRUCTION [00:40:03] PROJECT. THEY GO THROUGH A RIGOROUS REVIEW TO MAKE SURE THERE WON'T BE ANY IMPACT ON THE ENVIRONMENT, SO IT REQUIRES A LONGER REVIEW. OUR CONTRACTORS ACTIVITIES INVOLVE REMOVAL AND CLEARANCE OF THE EXISTING ALLEY AND DRIVEWAY PAVING, MEANING PORTIONS OF THE ALLEY. YOU HAVE TO THINK ABOUT YOUR DRIVEWAY IN THE ALLEY. WE COULDN'T JUST IMPROVE THE ALLEY WITHOUT IMPROVING THE DRIVE TO THE ALLEY. AND SO THERE WERE A COUPLE OF AREAS WHERE WE HAD TO REPLACE APPROXIMATELY 270 SQUARE YARDS OF DRIVEWAY PAVEMENT. WE REPLACED ONE STORM, AND THEN WE PERFORMED ALL OF THE EXISTING RIGHT OF WAY, THE WORK WITHIN THE RIGHT OF WAY. THE PROJECT WAS COMPLETED OCTOBER OF 2025. YOU CAN SEE THE AFTER PICTURES. QUITE THE CONTRAST. NOW, AS IT RELATES TO HOUSEHOLDS THAT WERE ASSISTED. I MENTIONED THE POLICE DEPARTMENT AND THEIR ADVOCACY IN TERMS OF DEALING WITH CRIME PREVENTION ACTIVITIES PARTICULARLY IN AND AROUND THE LIBRARY. SO WHEN WE WOULD LOOK AT POTENTIAL INDIVIDUALS THAT WERE ASSISTED OR IMPACTED APPROXIMATELY 1,300 INDIVIDUALS WERE TOUCHED. NOT PHYSICALLY, BUT IMPACTED BY THE OUTREACH OF THE POLICE DEPARTMENT. THERE ARE A TOTAL OF 205 HOUSEHOLDS WITHIN THE CENSUS TRACK, AND APPROXIMATELY 20 OF THOSE HOUSES DIRECTLY BENEFITED FROM THIS ALLEY RECONSTRUCTION. THESE ARE HOUSES THAT ARE LOCATED ON EITHER SIDE. NOW OBVIOUSLY THERE CAN BE A LOT MORE THAN THAT, BUT DIRECTLY BENEFITED WERE THE 20 HOUSES THAT ARE ON EITHER SIDE OF THE DRIVEWAY. SO AS I CLOSE, I THOUGHT IT WAS HELPFUL TO KIND OF TALK TO COUNCIL ABOUT WHAT WE'VE KIND OF LEARNED HAVING PUT THIS PROCESS IN PLACE. SO ' HAVING KICKOFF MEETINGS, AND POLICE CHIEF CAN TELL YOU, WE WERE ON TEAMS MAYBE, BUT WE HAD A KICKOFF MEETING TO TALK ABOUT THE PRIORITIES, MAKING SURE EVERYBODY IS RAMPED UP ONCE THEY GET THEIR SUBRECIPIENT CONTRACT, AND THEY'RE ABLE TO START SPENDING THE FUNDING.
