WITH A RIBBON CUTTING CEREMONY POINT THIS MARKS THE COMPLETION OF PHASE TWO OF THE KIDS KINGDOMS IMPROVEMENTS. ARTIFICIAL TURF AND SIGNIFICANTLY INCREASED SHADE THROUGHOUT THE PARK.

ESPECIALLY IN AREAS DESIGNED FOR OUR YOUNGEST VISITORS. SEVERAL MAJOR PARK FACILITIES WERE ALSO RECONDITIONED AS PART OF THIS PHASE. PHASE TWO BRINGS A NUMBER OF NEW AND ENHANCED PLATE FEATURES, INCLUDING A NEW NET CLIMBER WITH A BRIDGE TO THE WATER TOWER AND A GIANT SLIDE. NEW SWINGS AND SHADED SWING AREAS, A MUSIC PLAY ZONE WITH INTERACTIVE INSTRUMENTS, AND UPGRADED SLIDES, CLIMBING NETS, STEP PODS, SPINNERS, AND PLAY SURFACES ACROSS THE PLAYGROUND. THIS FOLLOWS PHASE ONE WHICH WAS COMPLETED IN JUNE, WHICH FOCUSES ON REFURBISHING THE MAIN PLAY STRUCTURE. TOGETHER, BOTH PHASES HAVE MEANINGFUL IMPROVEMENTS ACROSS THE ENTIRE PARK. THAT RESPONSE IS UNACCEPTABLE. COMMUNICATION MATTERS. WHEN A CITY POSITIONS ITSELF AGAINST RESIDENTS RATHER THAN ALONGSIDE US, OUR TRUST ERODES. INSTALLING TALL WOOD FENCES ON THESE SMALL CORNER LOTS WHEN HOMES ARE BUILT ALMOST ON THE ROAD WILL SIGNIFICANTLY REDUCE SIDELINES. THIS CREATES AN INCREASED RISK FOR VEHICLE ACCIDENTS, PROPERTY DAMAGE, AND POTENTIAL INJURY TO PEDESTRIANS, CHILDREN, AND PETS. THESE ARE PREVENTABLE HAZARDS THAT THE CURRENT CODE WAS INTENTIONALLY DESIGNED TO AVOID THESE NEIGHBORHOODS WERE PLOTTED AND PERMITTED WITH SAFETY IN MIND BECAUSE OF THE SMALL LOT SIZE AND NARROW STREETS, AND IF BUYERS WANTED A WOOD FENCE, THEY COULD HAVE BOUGHT ANY HOME THAT WAS NOT LOCATED ON A HARD CORNER. ZONING CONFIRMED THAT 3108 BOB WAS ACTUALLY APPROVED IN ERROR. THERE IS ACTUALLY NO STREET OR ALLEY THERE. THAT BACKYARD BACKS UP TO ANOTHER BACKYARD, SO THERE IS NO SAFETY ISSUE IN THAT LOCATION. THE FORM-BASED CODE NEIGHBORHOODS FUNCTION DIFFERENTLY THAN LEGACY NEIGHBORHOODS IN ROWLETT. APPLYING THE SAME FENCE ALLOWANCES IGNORES CONSTRAINTS AND SAFETY BUILT INTO THE DESIGN. CHANGING THE STANDARD WOULD UNDERMINE THE PURPOSE OF THE CODE AND CREATE PERCEIVABLE SAFETY RISKS FOR RESIDENTS. FOR THESE REASONS, I URGE THE COUNCIL TO VOTE NO ON ANY PROPOSAL THAT WOULD ALLOW TALL, SOLID WOOD FENCES ON ANY CORNER LOTS AND CODE BASED NEIGHBORHOODS.
