GOOD EVENING, MAYOR AND COUNCIL. THIS IS THE FOURTH QUARTER INVESTMENT REPORT FOR THE PERIOD ENDING SEPTEMBER 302019. OUR INVESTMENT OBJECTIVES FOR OPERATING AND DEBT SERVICE FUNDS ARE FIRST AND FOREMOST SAFETY THAN LIQUIDITY TO ENSURE WE HAVE THE CASH FLOW THAT WE NEED AND FINALLY THE RATE OF RETURN. PERFORMANCE MEASURES ARE ESTABLISHED AS SHOWN FOR BOTH SHORT-TERM AND LONG-TERM INVESTMENT. THE SHORT-TERM RATE OF RETURN SHOULD RECEIVE THE WEIGHTED AVERAGE RETURN OF THE LOCAL GOVERNMENT INVESTMENT IN THE LONG TERM WE USE THE ONE TO THREE YEAR TREASURY INDEX AS OUR BENCHMARK.

ECONOMIC INDICATORS FOR THE FOURTH QUARTER INCLUDED A FALLING UNEMPLOYMENT RATE DOWN FROM 3.7 TO 3.5 PERCENT. A FALLING GROSS DOMESTIC PRODUCT FROM 3.1 PERCENT TO 2.0 PERCENT, IN THE CONSUMER PRICE INDEX RISING FROM 1.6 PERCENT TO 1.7 PERCENT.

OUR FOLIO SHOWS THAT THE CITY'S INVESTMENTS MET OR EXCEEDED CREDIT QUALITY AND COMPOSITION LIMITS DURING THE FOURTH QUARTER OF THE FISCAL YEAR 2019. ADDITIONALLY, LIQUIDITY WAS MET AT APPROXIMATELY 58 PERCENT OF THE PORTFOLIO WAS LIQUID. TO TALK A LITTLE BIT ABOUT THE CITY'S RATE OF RETURN AND PERFORMANCE MEASURES, THE 2018TH GEO BOND HAD A YIELD TO MATURITY OF TO .02 PERCENT, THE 2019 GEO BONDS HAD A YIELD TO MATURITY OF 1.83 PERCENT, THE FULL FUNDS AT 2.45 PERCENT, LONG-TERM AT 2.32, TEXTS PULL AT 2.18 WITH OVERALL WEIGHTED AVERAGE MATURITY TO YIELD OF 1.98 PERCENT. THIS WAS A DECREASE OF 2.06 PERCENT OR EIGHT BASIS POINTS OVER THE LAST QUARTER. THE PERFORMANCE MEASURES WERE POSITIVE, THE PULLED FUNDS RETURN WAS TO .45 PERCENT OUTPERFORMING THE QUARTER BENCHMARK WITH THE LONG-TERM INVESTMENT RETURN OF .5 PERCENT WHICH WAS ON PAR FOR THE QUARTER AND UNDERPERFORMED THE BENCHMARK BY .16 PERCENT FOR THE YEAR. I BELIEVE THIS IS MY SECOND TIME THIS YEAR. GLAD TO BE BACK WITH YOU AGAIN.

WENDY IS PULLING UP OUR REPORT HERE. CAN ADVANCE BY CLICKING? THANK YOU. WHAT YOU HAVE BEFORE YOU IS YOUR PERFORMANCE REPORT FOR SEPTEMBE.

THE BEGINNING OF THE REPORT IS A LOT OF WORDS THERE. I ABSOLUTELY WILL NOT READ THAT TO YOU, THANKFULLY. AS WENDY MENTIONED, THE STORAGE FOR THE QUARTER WERE STRONG LABOR NUMBERS GROWTH AND INFLATION. LABOR MARKET IS DOING VERY WELL HERE IN THE UNITED STATES BUT WE ARE PRETTY MUCH AT OUR BEST UNEMPLOYMENT LEVEL THAT WE HAVE HAD IN 50 YEARS NOW. GROWTH IS ACTUALLY COME IN FOR THE THIRD QUARTER.

THIS REPORT HAS THE SECOND QUARTER NUMBER. GROWTH FOR THE THIRD QUARTER CAME IN JUST UNDER 2 PERCENT AT 1.9 PERCENT. THAT IS A GRADUAL SLOWDOWN THAT WE HAVE SEEN NOT JUST DOMESTICALLY BUT WE HAVE BEEN EXPERIENCING GLOBALLY.

WE ARE STARTING TO SEE MORE OF THAT DOMESTICALLY. NO BIG SURPRISE THERE.

ON THE INFLATION FRONT, THE INFLATION IS STILL VERY MUTED UNDER 2 PERCENT COMING IN AT ABOUT 1.8 PERCENT. FOR THE QUARTER. HOWEVER WE HAVE HAD THE PAST FEW QUARTERS A DECLINE IN INTEREST RATES THAT YOU WILL SEE ON THE BOTTOM LEFT MATRIX HERE.

WE HAVE FED TWO RATE CUTS PRIOR TO THIS REPORT THIS YEAR BY THE FEDERAL RESERVE TO HELP STIMULATE GROWTH AS THE ECONOMY CONTINUES TO SLOW DOWN. WE HAVE HAD ONE MORE RATE CUTS SINCE THIS REPORT COMMAS OF THE OVERNIGHT RATES ARE IN THE 1.5 PERCENT TO 1.75 PERCENT RANGE YOU WILL SEE THAT REFLECTED MOST PREVALENTLY IN YOUR TEXT POOL YIELD.

THAT IS BECAUSE OF -- THAT RATE WILL DECLINE A BIT. HOWEVER, ON THE TOP RIGHT YOU WILL SEE THE YIELD CURVE WHICH HAS BEEN INVERTED. INVERSION SIMPLY MEANS THAT THE SHORTER END OF THE YIELD CURVE IS HIGHER THAN THE LONGER AND. WITH THE RATE CUT THAT OCCURRED TWO WEEKS AGO, WE ARE PRETTY MUCH BACK TO A NORMAL YIELD CURVE.

THE SHORTER END OF THE CURVE HAS LOWERED AND THE FURTHER LONGER AND OF THE CURVE HAS CONTINUED TO TREND UPWARDS, SO WE ARE BACK TO A NORMAL SHAPE YIELD CURVE AS WE MOVE FORWARD THROUGH THE END OF THE YEAR INTO 2020. LOOKING AT YOUR PORTFOLIO, TALK A LITTLE BIT ABOUT ON PAGE 8, SUMMARY OF THE PORTFOLIO LOOKING AT THE END OF JUNE VERSUS THE END OF SEPTEMBER.

FOR THE DIFFERENT ACCOUNTS THAT WE FOCUS ON FOR THE CITY. 2018TH GEO BONDS AS YOU CAN SEE, THOSE HAVE BEEN GRADUALLY SPENT DOWN OVER THE YEAR. WE DO HAVE SOME SECURITIES IN THAT PORTFOLIO, JUST UNDER $1 MILLION. 2019 GEO BOND FUNDS, THOSE CAME OVER THE SUMMER, THOSE HAVE BEEN INVESTED ACCORDING TO CASH FLOWS.

WE WORKED WORK VERY CLOSELY WITH WENDY AND HER STAFF TO ENSURE THAT WE HAD THOSE INVESTED ACCORDING TO WHAT THE PROJECTED CASH FLOWS ARE FOR THE CONSTRUCTION SCHEDULE.

THE POOLED FUND, THE THIRD LINE ITEM, THAT IS SHORTER FUND TERMS ZERO TO ONE YEAR IT RANGE PART NOT NECESSARILY NEEDED FOR LIQUIDITY, NOT REALLY PART OF THE LONGER-TERM POOLED FUND.

THE LONG-TERM POOLED FUND, THOSE ARE YOUR ONE TO THREE YEAR BENCHMARK FUNDS.

AS WENDY MEANT MENTIONED, WE MANAGED TO THOSE THROUGH THE ONE THROUGH THREE TREASURY BENCHMARK. IN POOLED -- THOSE ARE THE 58 PERCENT.

READILY AVAILABLE FOR ACCOUNTS PAYABLE, PAYROLL, ETC. THROUGH THE CALENDAR YEAR.

THIS NEXT SLIDE SHOWS A BREAKDOWN OF THE PORTFOLIO FROM INVESTMENT SECURITY TYPE PERSPECTIVE. THE MANAGED PORTION OF THE FUNDS ARE IN TREASURIES, AGENCIES AND SMALL COMPONENT OF COMMERCIAL PAPER. COMMERCIAL PAPER IS THE ONLY REAL A CREDIT EXPOSURE THAT YOU HAVE IN THE PORTFOLIO. THE REMAINDER OF THE PORTFOLIO IN TREASURIES AND AGENCIES. THE LIQUIDITY FUNDS ARE IN AMERICAN NATIONAL BANK OF TEXAS, OF COURSE THAT IS COLLATERALIZED DEPOSIT IN A BANKING INSTITUTION.

TEXT POOL AAA RATED GOVERNMENT FUND. VERY HIGH CREDIT RATING FOR THE PORTFOLIO. PORTFOLIO MATURITY DISTRIBUTION, PRETTY SPREAD BETWEEN SIX MONTHS GOING OUT TO TWO TO THREE YEARS. AGAIN, THAT IS THE COMBINATION OF THE POOLED FUNDS AS WELL AS THE LONG-TERM POOLED FUNDS. PRETTY NICELY SPREAD AS YOU CAN SEE ACROSS THE BOTTOM FROM SIX MONTHS OUT TO TWO TO THREE YEARS. LOOKING AT THIS LIED ON THE LEFT SIDE, A LITTLE BIT ABOUT THE PARTICULAR PERFORMANCE OF THE LONG-TERM POOLED FUND.

AS YOU CAN SEE IT MATCHES THE BENCHMARK RATE THIS QUARTER CORPORATE DOESN'T ALWAYS HAPPEN. SOMETIMES IT'S A LITTLE BIT LESS THAN THE BENCHMARK, SOMETIMES IT'S A LITTLE MORE. IT DEPENDS ON HOW WE ARE WAITING THE DIFFERENT MATURITIES OF THE PORTFOLIO AND SECURITIZED. PORTFOLIO EARNINGS FOR THE QUARTER ON THE LONG-TERM POOLED FUND CAME IN AT 132,000. AGAIN, THAT IS THE CHANGE IN VALUE PLUS THE INTEREST EARNED THERE. LINE THREE PLUS LINE FIVE.

THE POOLED FUNDS, SAME TYPE OF REPORT HERE. THESE ARE THE ZERO TO ONE YEAR FUNDS. THE DURATION OF THOSE FUNDS IS POINT TO FIVE SO JUST REALLY ABOUT THREE TO FOUR MONTHS THERE, NOT GOING OUT FAR AT ALL. THE LION'S SHARE OF THESE FUNDS IS 75 PERCENT OF THEM ARE IN COMMERCIAL PAPER. THAT IS A SMALL AMOUNT OF CREDIT EXPOSURE THAT YOU HAVE. VERY GOOD PICKUP AND IS ZERO TO ONE YEAR RANGE VERSUS COMPARABLE MATURITY TREASURIES. EARNINGS FOR THAT PORTFOLIO JUST OVER 38,000 FOR THE QUARTER.

SEPTEMBER 11, 2009 HE DEPLOYED TO IRAQ IN SUPPORT OF OPERATION IRAQI FREEDOM, WHERE HE RAN RECOVERY MISSIONS AND COMBAT SITUATIONS AS A MEMBER OF THE FOURTH STRYKER BRIGADE COMBAT TEAM. HE TOOK PART IN THE LAST PATROL.

WHEN YOU GET A CHANCE TO SPEAK YOU COULD TELL US WHAT THAT WAS. SECOND DEPLOYMENT TOOK PLACE IN 2014, 2015, WHERE HE RAN OPERATIONS FOR CONVOYS. I WILL LET YOU TALK ABOUT THE STUFF THAT YOU DO AT HOME. I JUST WANTED TO MENTION THIS BRIEFLY.

JUST VERY QUICKLY, DURING HIS TIME IN SERVICE IN THREE ARMY COMBINATION METALS, FIVE ARMY ACHIEVEMENT METALS, TWO NONCOMMISSIONED OFFICER PROFESSIONAL DEVELOPMENT RIBBONS , ONE MERITORIOUS UNIT ACCOMMODATION METAL, ONE IRAQI CAMPAIGN MEDAL WITH ONE CAMPAIGN STAR, TWO OVERSEAS SERVICE RIBBONS, ONE MULTINATIONAL FORCE AND OBSERVERS RIBBON, ONE GLOBAL WAR ON TERRORISM SERVICE MEDAL, THREE ARMY GOOD CONDUCT METALS, NATIONAL DEFENSE METAL, ONE ARM SERVICE RIBBON, MECHANICS BAD, DRIVERS BAD, AND ONE EXPERT MARKSMANSHIP BADGE.

HE IN MY OPINION HAD A VERY DISTINGUISHED AND HONORABLE MILITARY CAREER.

FOR ME NOW, WHAT MAKES THIS EVEN BETTER IS I GET TO TALK TO DAN OR TEXT WITH HIM ON A FAIRLY REGULAR BASIS THROUGH THE VETERANS RESOURCE AND OUTREACH CENTER.

WHAT ENDEARS ME TO DAN AND HAS FOR A WHILE IS HIS WILLINGNESS AND DESIRE TO GIVE BACK TO THE COMMUNITY. RECENTLY, WE DID A BIG PROJECT FOR DONALD PEARSON IN CONJUNCTION WITH HOME DEPOT FROM, PRETTY AMBITIOUS ONE -- DAN AND ONE OF HIS ARMY BUDDIES THEY WERE UP IN THE ATTIC DOING ONE OF THE HARDER JOBS THAT DAY. SINCE THEN, NOT ONLY DID IT HELP MR. PEARSON, BUT MISSED HER BILL RICE ANOTHER ONE OF OUR HONOREES, HE IS GETTING UP THERE AS WELL. DAN WENT OUT TO HIS HOUSE COME HE DOESN'T THINK ANYBODY NEW ABOUT THAT BUT HE WENT OUT TO BUILD HOUSE AND TOOK CARE OF A COUPLE OF CONSTRUCTION PROJECTS FOR HIM. MORE RECENTLY, HE HAS BEEN CALLING ME AND SAYING, I HAVE SOME WORK IF YOU HAVE SOME VETERANS THAT NEED PART-TIME JOBS.

SOME STUFF TO PUT THEM TOGETHER. WE BEGAN TO FEED PEOPLE AND DAN PUT TO WORK AND WE HAVE A COUPLE OF GOOD SUCCESS STORIES SO FAR. AND THEN TO TOP IT OFF, THE OTHER DAY, LAST WEEK HE SENT ME A MESSAGE SAYING THAT AT HIS PRIMARY EMPLOYMENT, HE HAD FIVE OR SIX JOB OPENINGS THERE, LOOKING TO PUT VETS TO WORK. HE SAID IF YOU HAVE ANYBODY COME AND JUST SO HAPPENED THAT WE DID HAVE SOMEBODY, THAT WE WOULD SEND THEM HIS WAY. I DON'T KNOW HOW THAT'S WORKING OUT BUT THE THING IS THAT DAN WANTS -- HE HAS A HEART FOR HELPING VETERANS AND THAT INJURES ME TO HIM. CONGRATULATIONS AGAIN, BROTHER. WELL-DESERVED.
