LAST YEAR WE DELIVERED 2.3 -- MILLION GALLONS OF WATER. THE AD VANCEED TRAFFIC MANAGEMENT SYSTEM IS NEARLY COMPLETE. THE ATS ALLOWS STAFF TO MONITOR TRAFFIC SIGNALS THROUGHOUT CITY. CHANGE TIMING REMOTELY, TROUBLESHOOT REMOTELY WHEN ALARMS ARE RECEIVED AND VIEW THE VIDEO VEHICLE DETEXT. ADDITIONAL SIGNAL IMPROVEMENTS WILL BEGIN IN NOVEMBER ON STATE 66 AFTER THE GRANT WAS GRANTED A HIGHWAY SAFETY IMPROVEMENT GRANT. THE GRANT WILL BE USED TO REPLACE THE SIGNAL HEADS AT EACH INTERSECTION ALONG STATE HIGHWAY 66. THE 2019 WE LOOKED AT SEVERAL OPTIONS THAT RESULT IN ROUGH THINK SAME AMOUNT OF IMPROVEMENT FUND OVER A NINE YEAR PERIOD. THAT CONSIDERABLY LOW TERSE AMOUNT OF CASH EACH YEAR. IN THE TEND CITY APPROVED A STRATEGY THAT INCREASES FUTURE BOND ISSUE SHAWNS FROM 5 MILLION TO 7 MILLION A YEAR AND REDUCES CASH CAPITAL FOR MAINTENANCE. WITH A LIFE OF MORE THAN 20 YEARS AND CASH FOR PROJECTS LESS THAN 20 YEARS SUCH AS PAINTING A WATER TOWER. THIS STRATEGY RESULTED IN A REDUCTION IN THE MONTHLY WATER RATE OF $5.50 PER CUSTOMER WITHOUT SACRIFICING OUR CAPITAL NEEDS. OUR FINAL STRATEGIC PRIORITY IS TO PROMOTE OPERATIONAL EXCELLENCE. THIS MEANS WE'RE A HIGH PERFORMING ORGANIZATION THAT DELIVERS EXEMPLARY SERVICE. 3,074 APPLICATIONS LED TO 76 NEW FULL TIME EMPLOYEES LAST YEAR. THOSE EMPLOYEES WERE PROVIDED WITH 25 EMPLOYEE ENGAGEMENT EVENTS. BUILDING EMPLOYEE COMRADERY. WE PROVIDED 2.3 BILLION-GALLONS OF WATER TO CUSTOMERS WITH 1,500 USING OUR AUTOMATED METER INFRASTRUCTURE SYSTEM. 20 ACTIVE GRANTS SAVED CITIZENS OVER $3 MILLION. CYBER SECURITY BLOCKED 2.4 MILLION EMAILS CONTAINING POTENTIALLY MALICIOUS CONTENT AND 4.5 MILLION EMAILS WERE PROCESSED. OPERATIONAL EXCELLENCE STARTS WITH HIGH STANDARDS. ACCREDITATION PROVIDE EACH DEPARTMENT OPPORTUNITY EVALUATE WHAT WE DO AND HOW WE DO IT MEASURED AGAINST RECOMMENDED STANDARDS OF EXCELLENCE ENSURE WE'RE PROVIDING THE RIGHT SERVICE THE RIGHT WAY. IT DOESN'T HIT JUST PRIVATE SECTOR. THE TOTAL COST THIS YEAR ALONE IS $86 MILLION. TO COMBAT THESE THREATS ROWLETT PROVIDES MULTIPLE LINES OF DEFENSE. IN ADDITION THE CITY BEGAN ROBUST TRAINING PROGRAM FOR CITY EMPLOYEES LAST YEAR TO HELP DETECT FISHING AND OTHER SCHEMES. SPEAKING OF TECHNOLOGY ROWLETT IS ONE OF 70 CITIES IN TECHS TO USE FLEX NET TECHNOLOGY AND ONE OF 600 NATIONWIDE. THROUGH THE AMI SYSTEM OUR CITIZENS HAVE WATER USAGE INFORMATION AT THEIR FINGERTIPS INCLUDING SETUP USAGE ALERTS AND LEAK DETECTION. IT ALLOWS CUSTOMERS TO BE IN CHARGE OF THEIR USAGE AND BE EQUIPPED WITH INFORMATION TOOTHY CAN DRIVE THEIR WATER USE DECISION.
