WE DO THIS ONCE EVERY COUPLE OF MONTHS AND WE ARE FORTUNATE, THE SECOND TIME IN THE HISTORY OF DOING THIS PROGRAM, WE RECOGNIZE A HUSBAND AND WIFE COMBO OF VETERANS. THAT IS EXTRA SPECIAL, YOU HAVE A DOUBLE DOSE OF SPECIAL. A LITTLE BIT OF BACKGROUND INFORMATION, WE WANTED TO TURN THE PROGRAM OVER FOR A BRIEF BIOGRAPHY. IN 2017, IN ORDER TO SHOW APPRECIATION TO MEMBERS OF OUR COMMUNITY WHO HAVE DEDICATED TIME AND SERVICE TO OUR NATION, ASSISTING IN THE SELECTION AND RECOGNITION IS THE VETERANS OUTREACH CENTER, THE ROWLETT RECOGNITION PROGRAM BRINGS AWARENESS TO VETERANS IN OUR COMMUNITY, WHAT IS BEING DONE, AND WHAT IS STILL NEEDED.

GOOD EVENING AND WELCOME TO THIS MONTH'S VETERANS RECOGNITION, HONORING OUR 44TH AND 45TH VETERAN OF THE YEAR, HONOREES AND ANOTHER MARRIED COUPLE, WHO BOTH SERVED DURING THE VIETNAM WAR ERA AND BOTH SERVED IN THE UNITED STATES AIR FORCE, MASTER SERGEANT ROBERT WONDERS AND HIS WIFE NANCY HAVE FIVE CHILDREN, THEY WERE BORN IN FOUR DIFFERENT COUNTRIES, SEVEN GRANDCHILDREN AND 10 GREAT-GRANDCHILDREN. MR. WONDERS ENLISTED ON MAY 29TH, 1959, RIGHT OUT OF HIGH SCHOOL AT THE AGE OF 17. DUE TO A STEEL MILL STRIKE IN PENNSYLVANIA, HE SERVED 2.5 YEARS AS A RADAR NAVIGATION TECHNICIAN AND CROSSTRAINED INTO THE CALIBRATION FIELD, HE SPENT THE NEXT 19.5 YEARS AS A TECHNICIAN, A TECHNICAL INSTRUCTOR AND A TECHNICAL WRITER. MR. WONDERS HAD TWO OVERSEAS ASSIGNMENTS WITH THE AIR FORCE SECURITY SERVICE, HE RETIRED JULY 31ST , 1980 FROM THE AIR FORCE SECURITY SERVICE, AS AN EQUIPMENT MONITOR, AND MS. WONDERS WAS BORN IN 1944 IN 1964 SHE LEFT INDIANA AND MOVED TO CALIFORNIA WHILE HER SISTER'S HUSBAND WAS DEPLOYED OVERSEAS WHERE SHE DECIDED TO JOIN THE AIR FORCE, IN SEPTEMBER, SHE DID HER BASIC TRAINING. SHE DID ACCOUNTANT FINANCE SCHOOLING SUPPORT .

>> TO JOIN THE COMMUNITY AND HONORING TWO OF OUR DISTINGUISHED VETERANS , I WANT TO TAKE A MOMENT TO TELL YOU ABOUT QUILTS OF VALOR, AN INTERNATIONAL ORGANIZATION WHOSE MISSION IT IS TO PROVIDE QUILTS OF COMFORT AND HEARING TO THOSE WHO HAVE BEEN TOUCHED BY WAR, THE ORGANIZATION WAS STARTED IN 2003 BY A BLUE STAR MOM, CATHERINE ROBERTS, AND AWARDED QUILTS AS OF THIS MONTH. IT CAME TO HER LITERALLY IN A DREAM. AT THE TIME, HER SON, NOT , WAS DEPLOYED IN IRAQ. A DREAM, SHE SOUGHT A SOLDIER SITTING WITH WAR DEMONS CLUSTERED AROUND HIM, DRAGGING HIM DOWN INTO THE EMOTIONAL GUTTER, THEN AS IF VIEWING A MOVIE, SHE SAW THE NEXT SCENE, HIM WRAPPED IN THE QUILT . HIS WHOLE DEMEANOR CHANGED FROM ONE OF DESPAIR TO ONE OF HOPE AND WELL-BEING. THE QUILT HAD MADE THIS DRAMATIC CHANGE. THE MOTION -- MESSAGE WAS , QUILTS EQUAL HEALING.
VOLUNTEERS DONATED TIME AND MATERIALS TO MAKE A QUILT.
PERHAPS ONE PERSON OR GROUP WOULD PIECE THE TOP , OTHERS WOULD PRESENT IT, ALL THE STEPS COULD BE DONE BY THE SAME PERSON OR GROUP. SHE SAW THE NAME FOR THIS SPECIAL GROUP , AND BEGAN TO CALL IT QUILTS OF VALOR, UNEQUIVOCALLY, THANK YOU FOR YOUR SERVICE, SACRIFICE, AND VALOR THE FIRST QUILTS OF VALOR WAS AWARDED IN NOVEMBER 2003 , TO A YOUNG SOLDIER FROM MINNESOTA WHO HAD LOST HIS LEG IN IRAQ. SINCE 2003, THE QUILTS OF VALOR MOVEMENT HAS SPREAD ACROSS THE NATION AND BEYOND.
TODAY, IN CONJUNCTION WITH OUR LOCAL, THIS LOCAL VETERANS PROGRAM, AND THROUGH THE EFFORTS OF OUR NEWLY-FORMED QUILTS OF VALOR GROUP CALLED A HEART FOR PATRIOTS, WE ARE HONORED TO BE OFFERING QUILTS OF VALOR , HERE IN ROWLETT , TO ROBERT DAVID WONDERS AND NANCY SUE WONDERS, THROUGH THESE QUILTS, YOU MAY BECOME PART OF OUR QUILT FAMILY. THE FOURTH AND FINAL QUARTER OF THE 2025 FISCAL YEAR, THIS REPORT WAS REVIEWED IN EXTENSIVE DETAIL THIS AFTERNOON WITH THE CITY'S FINANCE COMMITTEE. OVERALL, THE CITY EARNED OR RECEIVED $157 MILLION FOR FISCAL YEAR 2025, THIS AMOUNT IS 4% HIGHER THAN THE REVISED OPERATING BUDGET, $150 MILLION, EXPENSES TOTALED $145 MILLION FOR THE YEAR, WHICH IS $4 MILLION OR 3% LESS THAN THE REVISED BUDGET OF $150 MILLION, THE NET BUDGET SURPLUS FOR THE YEAR FOR FISCAL YEAR 25 WAS DRIVEN PRIMARILY BY THE GENERAL FUND AND THE MEDICAL CLAIM REIMBURSEMENT RECEIVED BY INSURANCE AND FROM THE EMPLOYEE BENEFITS FUND. PROPERTY TAXES REPRESENT ALMOST 60% OF THE CITY'S MAIN OPERATING FUND WHICH IS THE GENERAL FUND REVENUE BUDGET, SERVING AS THE PRIMARY FUNDING SOURCE FOR THE GENERAL GOVERNMENT. THE CITY ELECTED $43 MILLION IN PROPERTY TAX REVENUE, EXCEEDING THE BUDGET BY 1%, THIS ATTRIBUTED TO INCREASED TAXABLE VALUES AFTER WE RECEIVE THE CERTIFICATION, DUE TO PROTESTS BEING SETTLED IN BY THE END OF DECEMBER AND SLIGHTLY HIGHER COLLECTION RATE . SALES TAXES ARE COLLECTED BY THE STATE COMPTROLLER REPRESENTING ALMOST 15% OF THE GENERAL REVENUE BUDGET, THE CITY COLLECTED $10 MILLION, EXCEEDIG THE BUDGET BY JUST OVER $100,000, OR 1%. OVERALL, GENERAL FUND REVENUE FINISHED THE FISCAL YEAR $5.7 MILLION ABOVE ABOVE IT -- BUDGET.

OTHER TOP CONTRIBUTORS INCLUDE HIGH INTEREST EARNINGS DRIVEN BY FAVORABLE INTEREST MARKETS, ONE TIME MISCELLANEOUS REVENUES FOR DELINQUENT PILOT PAYMENTS , AS WELL AS REIMBURSEMENT FOR DAMAGED ASSETS THROUGHOUT THE YEAR. INCREASED AMBULANCE FEES DUE TO HIGHER ACTIVITY LEVELS, AND PERMIT REVENUE DUE TO THE TIMING OF LARGER PROJECTS COMING ONLINE , GENERAL FUND EXPENSES ARE $3 MILLION OF BELOW BUDGET , PERSONNEL VACANCIES, WE SAW PURCHASE SERVICES AND SUPPLIES FROM LESS TRAINING ACTIVITY THROUGHOUT THE YEAR AS WELL AS CIVIL MAINTENANCE AND STREET REPAIRS THAT WERE TIED TO CIP-FUNDED PROJECT, FAVORABLE GASOLINE AND A SERIES OF SMALLER EFFICIENCIES THROUGHOUT THE CITY . I DO WANT TO MENTION, AT YEAR END ABOUT $400,000 OF THE OVERALL SAVINGS HAS BEEN MOVED OVER INTO THE FISCAL YEAR '26 BUDGET, AND INVOICES THAT WERE NOT RECEIVED UNTIL AFTER THE FISCAL YEAR WAS CLOSED. MOVING TO THE UTILITY FUND, WATER REVENUES ACCOUNT FOR 60% OF TOTALLY THAT MEGAN TOTAL REVENUE, COVERING THE COST OF WATER PURCHASED FROM THE NORTH TEXAS MUNICIPAL WATER DISTRICT.
YOUR END REVENUES CAME IN AT ABOUT 4% BELOW BUDGET. THAT VARIANCE WAS DRIVEN BY TWO PRIMARY FACTORS, FIRST, CONTINUED EVALUATION AND ADJUSTMENTS RELATED TO THE METER CHANGE OUT PROGRAM. THIS AFFECTED THE BILLING. WEATHER CONDITIONS MODERATED OUR WATER DEMAND THROUGHOUT THE SUMMER.

RESIDENTS ARE NOT EXPECTING TO LIVE NEXT TO SEWER GAS, MOST OF US HAVE THE SAME PROBLEM, THE MESSAGE WE ARE RECEIVING IS THAT WE ARE EXPECTED TO TOLERATE THESE CONDITIONS THAT DID NOT EXIST BEFORE INFRASTRUCTURE FAILURES OCCURRED, NOT REASONABLE, NOT FAIR, AT THE SAME TIME DEEPLY CONCERNING THAT THE CITY MOVE FORWARD WITH BUILDING A MUNICIPAL COMPLEX, WHY? WHY WOULD THE CITY INTEND TO DELIVER ANYTHING THAN A PARK THAT VOTERS EXPLICITLY APPROVED AND FUNDED THROUGH A BOND WITH A CLEAR EXPECTATION THAT THE PARK WOULD REMAIN 100% PARKLAND AND BE APPROVED FOR PUBLIC USE ? IT UNDERMINES VOTER TRUST AND DISREGARDS THE INTENT OF THE PEOPLE WHO LIVE THERE. THAT IS NOT RIGHT ESPECIALLY WHEN WE ARE BEING TOLD THERE IS NOT ENOUGH MONEY FLEXIBILITY OR OPTIONS , TO ADDRESS ISSUES. WE CANNOT BE TOLD THAT FIXING CORE INFRASTRUCTURE IS TOO DIFFICULT WHILE SIMULTANEOUSLY PURSUING A MAJOR MUNICIPAL PROJECT .
FURTHER, WE CANNOT MAINTAIN THE INFRASTRUCTURE WE HAVE NOW, WHY ON EARTH WOULD YOU DREAM OF BUILDING MORE THAT WE CANNOT MAINTAIN? THERE ARE PLENTY OF VIABLE LOCATIONS. PERHAPS ONE THAT YOU HAVE NOT THOUGHT OF YET, WHY DON'T YOU GO BY ONE OF THE MANY OF THE WAREHOUSES ON 190 FOR WHEN YOU MUNICIPAL COMPLEX. THERE ARE NOT PLENTY OF PARKS, ROW LIT -- LLCS NEEDS TO RESTORE RESPECTIVE NEIGHBORHOODS, HONOR THE BOND THAT VOTERS PASSED AND STOP ASKING RESIDENTS TO ACCEPT LESS WELL PROJECT TO PUSH FORWARD THE DO NOT ALIGN WITH THEIR MOST BASIC NEEDS. IT IS HAVING A SIGNIFICANT IMPACT ON OUR CHURCH AND THE SURROUNDING COMMUNITY. OUR VISION WAS TO CREATE A SPACE THAT SERVES AS A HUB FOR THE NEIGHBORHOOD. AND YOUR NOSE IS ASSAULTED . WE CANNOT SUSTAIN THE FINANCIAL COMMITMENT OF THIS BUILDING , AND THE COMMITMENT TO THE CITY. BEYOND THAT, THE OWNER IS DISHEARTENING FOR OUR CONGREGATION. WE INVESTED TIME, MONEY, SWEAT , AND TEARS, INTO CREATING A WELCOMING SPACE AND IT IS DISCOURAGING TO GATHER TO WORSHIP.
