AFTER HE COMPLAINED, HE RECEIVED NOTICE TO REMOVE THE BOAT. THE NEIGHBOR INSTALLED EXTREMELY BRIGHT LIGHTS ENOUGH TO LIGHT UP 3 PROPERTIES, 100 FOOD TREES AND 300 FEET AWAY. OVER SEVERAL LOCATIONS, 2 MALE FAMILY MEMBERS WITH THE SAND ON THE AREA SHARED PROPERTY LINE. WAIT FOR IT, DRIVE-BY WITH MY (INAUDIBLE) AND START YELLING AND SHAKING THEIR FISTS AT ME. MANY OF THESE ISSUES ARE PRESERVED ON VIDEO VIA HARD DISK. IN CONCLUSION, MOST IMPORTANTLY IS HARASSMENT. CONFIRMATION WILL NOT STOP AFTER 5 YEARS. THIS IMMEDIATELY GOAL SEEMS TO BE MOTIVATED CITY COUNCIL TO CANCEL MY SHARED PERMIT. THE CITY COUNCIL LEGALLY PASS THE ORDINANCE. CITY STAFF ISSUE THE PERMIT AND I COME FILED WITH THE REQUIREMENTS.

WE GET OUT THERE AND WORK AND WERE DIGGING THIS WRIST UP AND THE NEXT THING I KNOW THAT PEOPLE DON'T REPORT OUT AT ME AND OR ASKED ABOUT BEING ON THE PROPERTY. THIS WAS AN AGENDA ITEM THAT WAS BROUGHT FORTH BY COUNCILMEMBER. I KNOW OUR CITY

SECRETARY PUT TOGETHER THE PRESENTATION. >> THIS IS ABOUT THE CHANGE IN THE NUMBERING FORMAT AND THE ORDINANCE AND THE RESOLUTION. I WANT TO EXPLAIN THE CHANGE IN THE NUMBERING FORMAT IN THE CITY ORDINANCE OR RESOLUTION AND PROVIDE CLARITY ON THE NEW FORMAT. THE PREVIOUS NUMBERING FORMAT IS THE ORDINANCE THAT 037 2503 7 STANDS FOR THE ACTUAL ORDINANCE $0.25 FOR THE YEAR OF ADOPTION. ON THE RESOLUTION THE SAME SET UP AS FOR RESOLUTION 127 25.

THE 127 IS THE ACTUAL NUMBER OF THE RESOLUTION AND 25 WAS THE YEAR OF ADOPTION. AND THIS NUMBER IS SET EACH CALENDAR YEAR. THE NUMBER FORMAT, THE ORDINANCES, THE 1ST DIGITS 26 REPRESENTS FOR THE YEAR OF ADOPTION. THE 2ND SET OF THE NUMBER 01 REPRESENT THE AMOUNT OF ADOPTION AND 01 OF THE LAST SET OF NUMBERS REPRESENT

THE ACTUAL NUMBER OF THE ORDINANCE. FOR RESOLUTION, IT FOLLOWS ALMOST SAME FORMAT. 26 STANDS FOR THE YEAR IT IS ADOPTED. 01 DISTANCE FOR THE MOMENT IT WAS ADOPTED. 01 DISTANCE FOR THE ACTUAL NUMBER OF THAT RESOLUTION FOLLOWED BY OUR, AND THOSE NUMBERS WITH RESET EACH YEAR CALENDAR. AND EACH MONTH, THE 2ND SET OF NUMBERS WILL CHANGE ACCORDING TO THE MONTH THAT WAS APPROVED. THIS IS A COMPARISON SIDE-BY-SIDE OF THE CHANGES AND AS YOU CAN SEE, ORIGINALLY, WE HAVE THE ACTUAL ORDINANCE NUMBER RESOLUTION NUMBER. 1ST, ALONG WITH THE 1ST YEAR, 1ST MONTH APPROVE AND THEN THE ACTUAL NUMBER OF THE ARGONAUTS AND RESOLUTION.THIS HELPS IMPROVE CLARITY AND CONSISTENCY. THE COMMUNITY DEVELOPMENT USES THEM. TO JUST HAVE THEM CHANGE REALLY STARTLED ME. I HAVE WORKED IN THE CITY FOR 10 YEARS AND I'M USED TO SEEING THINGS IN CERTAIN MATTER.AND I SEE THEM CHANGE WITHOUT NOTIFICATION IF THE STRUGGLE ME.

I DEFINITELY APPRECIATE AN EXPLANATION LIKE THIS. I DO FEEL LIKE WE SHOULD TAKE SOME SORT OF RESOLUTION OR AN ORDINANCE SO IT GOES IN THE BOOKS THAT THIS IS HOW WERE GOING TO CHANGE OUR NUMBERING SYSTEM. SO THAT IN 30 YEARS FROM NOW, THEY ARE SOME CITY COUNCIL ISN'T GOING TO SAY, I DON'T KNOW WHAT WE CHANGE THAT.

SO I DO THINK IT IS MY JOB AS A COUNCILPERSON TO MAKE SURE THAT THERE IS A COOKIE TRAIL TO HOW WE HAVE DONE THINGS AND SOME PEOPLE 20 YEARS FROM NOW WILL UNDERSTAND THE CHANGE.

I KNOW WE HAVE DONE THIS WAY FOR 25 OR 20 YEARS, I CAN SEE THAT HELPFULNESS OF ADDING THE MONTH, AND I THINK PEOPLE NEED TO BE NOTIFIED BEFORE CHANGES LIKE THIS TAKE PLACE.
