4A. Consider and make a recommendation to the City Council for approval of a Tree Removal Permit on a property located at 2700 Lakeview Parkway. The site is zoned Planned Development (PD) District with a base zoning of Commercial/Retail (C-2) and consists of approximately 7.78 acres, also described as block 1, lots 1-4 of Lakeview Addition, in the City of Rowlett, Dallas County, Texas.
4B. Conduct a public hearing and make a recommendation to the City Council on a request by Hector Leon, Westwood PS, INC on behalf of the property owner, Jon Kendall, for consideration to 1) rezone the subject property from Form-Based Rural Neighborhood to a Planned Development (PD) with a base zoning of Form-Based Urban Neighborhood, 2) Amend the North Shore North Framework Plan, and 3) Amend the Zoning Map of the City of Rowlett. The subject property is located at 9214 Miles Rd and consists of approximately 46.9 acres in the Reason Crist Survey, Abstract No. 225, Page 580, in the City of Rowlett, Dallas County, Texas.

Conduct a public hearing and make a recommendation to the City Council on a request by Ali Jafry, Futurewise Development, on behalf of property owner, Bilal Khaleeq, for consideration of a Development Plan with major and minor warrants to allow a single-story convenience store with fuel sales, retail, and drive-through uses. The subject property is located at 7402 Liberty Grove Road and consists of approximately 1.580 acres in the Jesse S. Starkey Survey, Abstract No. 1333, Page 195, in the City of Rowlett, Dallas County, Texas.
4D. Conduct a public hearing and make a recommendation to the City Council on a request by Chris Walton, P.E., Kolibri Civil Engineers LLC, on behalf of property owner Amr Mohamed-Zakaria Zidan for consideration to 1) amend to the Comprehensive Plan from Low Density Residential (7,000 sq. ft. to 20,000 sq. ft.) to Medium Density Residential (7,000 sq. ft. or less) and 2) rezone the subject property from Single Family Residential (SF-40/24) to Planned Development with a base zoning of Single Family Residential (SF-5/15), and 3) amend the zoning map of the City of Rowlett. The site is approximately 5.14 acres, addressed as 3917 Chiesa Road, being 5.14 acres in the James Hobbs Abstract No. 571, Page 721, Tract 16.
4E. Conduct a public hearing and make a recommendation to the City Council on a request by Celimar Bracho, on behalf of the property owner, Christopher James, for consideration to rezone the subject property from C-1, Limited Commercial/Retail to a Planned Development (PD) with a base zoning of Single Family Residential – 5/15 (SF-5) to allow 17 single-family homes. The subject property is located at 2345 Fuqua Road and consists of approximately 1.8005 acres, also described as Block 1, tract 1 of La Costa Addition, in the City of Rowlett, Dallas County, Texas.
