FOR EXAMPLE, HERE IN ROWLETT I WAS PART OF THE FIRST IMPACT FEE STUDY DONE IN 2003 AND DECIDED TO IMPLEMENT THEM. THEN JANUARY 2004. YEAH HAVE HAD IMPACT FEES 16 YEARS NOW. WHAT HAPPENS IS COUNCIL TURNS OVER TO SOME LEVEL SOMETIMES AND ABOUT EVERY FIVE YEARS YOU UPDATE AGAIN AND THEN WE HAVE TO GO THROUGH A LITTLE BIT OF A BACKGROUND EDUCATION PROCESS BECAUSE IT DOESN'T COME AROUND VERY OFTEN. STAFF IS ADMINISTERING IT ON A REGULAR BASIS YEAR AFTER YEAR. THE COUNCIL AND CAPITAL IMPROVEMENT ADVISEMENT COMMITTEE DON'T SEE IT THAT OFTEN. WHAT'S AN IMPACT FEE, WHY WE ARE GOOD UPDATE, WHAT ARE THE COMPONENTS OF THE STUDY WE HAVE DONE, SOME OF THE METHODOLOGY BEHIND THE STUDY, THE MAXIMUM FEE THAT COMES OUT OF THE STUDY, AND THEN THE IMPORTANT PART IS THE PROPOSED COLLECTION RATES YOU MAY WANT TO SET GOING INTO THE FUTURE. WE WILL GET FINAL NEXT STEPS. SOME DEFINITIONS HERE. WHAT IS AN IMPACT FEE? IT'S A MECHANISM TO RECOVER COSTS ASSOCIATED WITH INFRASTRUCTURE NEEDED TO SERVE FUTURE DEVELOPMENT. WE ARE NOT TALKING ABOUT A FEE FOR ANY CURRENT CITIZENS. THIS IS ABOUT FUTURE DEVELOPMENT COMING INTO TOWN PUTTING A DEMAND ON YOUR SYSTEM AND THEN PAYING THEIR FAIR SHARE OF THAT. THAT IS THE CONCEPT. IT'S GOVERNED BY CHAPTER 395, LOCAL GOVERNMENT CODE. WHAT IT IS BASICALLY DOING IS DETERMINING A PROPORTIONAL SHARE OF INFRASTRUCTURE FOR THE FUTURE DEVELOPMENT. WHAT HAPPENED BACK IN 1987, THE HOMEBUILDERS ASSOCIATION WENT BACK TO THE STATE LEGISLATURE AND SAID WE WANT TO BE TREATED MORE EQUITABLY AND FAIRLY WHEN WE COME TO A CITY. ALL DEVELOPMENTS BASICALLY TREATED THE SAME. IF YOU WANT TO CHARGES FOR INFRASTRUCTURE CONTINUED TO IT PROPORTIONAL TO OUR EFFECT ON THE SYSTEM. THAT'S WHEN THE STATE LEGISLATURE SAID THAT SOUNDS FAIR. IT GIVES THE CITY AN ADDITIONAL FUNDING TOOL SO WHEN YOU'RE BUILDING INFRASTRUCTURE NOT ALL OF THAT BURDEN HAS TO FALL ON YOUR CURRENT CITIZENS THROUGH BONDS AND CERTAIN THINGS OF THAT NATURE. THE DEVELOPMENT COMING INTO TOWN CAN PAY THEIR FAIR SHARE. THERE NEEDS TO BE AN ANALYSIS THAT GIVES THE PROPORTIONATE SHARE AND WE WILL GET INTO THOSE DETAILS IN A MINUTE. IT'S JUST A ONE-TIME FEE. >> THOSE ARE THE ONLY THREE AREAS THAT COVERS, WATER WASTE, WATER, RAIL WASTE? >> DRAINAGE IS AN OPTION, TOO. WHAT'S NOT RECOVERABLE? PROJECTS THAT AREN'T ON THE IMPACT FEE CAPITAL IMPROVEMENT PLAN. YOU CAN'T RECOVER COSTS ON THOSE. OPERATIONAL MAINTENANCE.F YOU'RE TRYING TO REMEDY A DEFICIENCY IN THE SYSTEM, THERE'S A LEVEL OF SERVICE SOMEWHERE THAT YOU'RE TRYING TO SHORE UP AS FAR AS THE ROADWAY TO IMPROVE CAPACITY. IT'S BASED ON CURRENT DEFICIENCIES. CAN'T RECOVER THAT COST. ADMINISTRATION AND OPERATION OF THE PROGRAM ITSELF. AND THEN NON- CIP. WHY UPDATE? FIRST OF ALL, THE STATE REQUIRES YOU TO UPDATE EVERY FIVE YEARS. THAT IS THE MAIN REASON EVERYBODY UPDATES. SOMETIMES THERE WILL BE CHANGES IN THE ASSUMPTIONS SIGNIFICANT ENOUGH TO REVISIT IT AGAIN. CHANGES IN YOUR CAPITAL PLAN. THAT HAS HAPPENED EVERY PLAN WE HAVE UPDATED SO FAR. SOME KIND OF CHANGE IN YOUR CAPITAL PLAN. THAT IS THE FARTHEST STATE LEGISLATURE REQUIRES. ROWLETT SERVICE AREAS ARE ABOUT A FIVE MILE LIMIT SPLIT BETWEEN LAKEVIEW PARKWAY. SERVICE AREA ONE NORTH OF LAKEVIEW PARKWAY AND EVERYTHING SOUTH OF LAKEVIEW PARKWAY'S SERVICE AREA TWO. >> SO THAT IS IMPORTANT TO UNDERSTAND THAT WE HAVE ONE SERVICE AREA FOR WATER AND WASTEWATER IMPACT FEES AND TWO FOR ROAD IMPACT. >> THE KEY COMPONENT OF THAT IS MONEY COLLECTED IN EACH SERVICE AREA MUST BE SPENT IN THAT SERVICE AREA. EVERY FIVE YEARS WHEN YOU COME BACK AND LOOK AT IT, WE SHIFT THE TIMEFRAME TO THE NEXT 10 YEARS AND WE ROLL THE NEXT 10 YEARS. YOU BUILD CAPITAL PROJECTS THAT SERVE WAY BEYOND JUST 10 YEARS. OVER TIME, DUE TO EXPOSURE, WE HAVE REMOVED KERPLUNK AND ADDED HALEY'S HURRICANE SLIDE AND SPEED SLIDE. THAT IS THE GREEN AND BLUE SLIDE. WE HAVE REPAIRED THE RAPID RIPPLE STRUCTURE AND SLIDE BALLOONS AND WE ARE GETTING READY TO REPLACE THE PLAYGROUNDS AND WATER CANNONS AND THAT WILL BE AT THE NEXT MEETING. THAT WAS FUNDED THROUGH 2018. THIS IS KIND OF THE MAINTENANCE PLAN WE FOLLOW. TEXAS MUNICIPAL COMES OUT AND DOES A PARK EVALUATION. THIS IS REQUIRED IN ORDER FOR US TO GET OUR SLIDE OPERATION LICENSE FROM THE STATE OF TEXAS.THEY DO THIS. THEY FILL OUT SOME PAPERWORK AND WE FILL OUT SOME PAPERWORK AND WE PAY A FEE AND IT'S ACTUALLY AN AMUSEMENT RIDE. OUR SLIDES ARE ACTUALLY AMUSEMENT RIDES. WE CLEAN AND WAX AND DO GENERAL MAINTENANCE. EVEN DAILY OUR STAFF DOES A FULL INSPECTION OF BOTH OF THE SLIDE TOWERS AND STRUCTURES FOR SAFETY, CLEANLINESS AND OPERATION. MAINTENANCE HISTORY. IN 2014, WE DID A REPAIR OF THE SLIDE TOWER. THIS IS SOME BEFORE AND AFTER PICTURES YOU CAN SEE ON THE FAR LEFT BEFORE AND FAR RIGHT THE AFTER. WE ACTUALLY IN 2014 DID SOME PRETTY MAJOR WORK ON SOME OF THEM. WE DIDN'T DO ALL THE PLATFORMS. ONLY THE ONES WITH THE WORST ISSUES. WE REPLACE THE STAIR TREADS. THE PICTURE ON THE FAR SIDE. 2015 WE REFURBISH THE OUTSIDE OF BOTH SLIDES AND THE INSIDE OF BOTH SLIDES. A COMPANY COMES IN AND COMPLETELY RESURFACE THE INSIDE AND OUTSIDE AND REPAINT. BASICALLY THE SLIDE STRUCTURE THEMSELVES LOOK BRAND-NEW WHEN THEY GET DONE. THEY ARE IN VERY GOOD CONDITION. THEY LOOKED AT THOSE AS WELL WHILE THEY WERE THERE. MAY 2019 TML CAME OUT TO DO ANNUAL INSPECTION AND THEY HAD SOME CONCERNS. THEY HAVE CONCERNS ABOUT BOLTS AND SLIDE STRUCTURE -- I MEAN, STAIR STRUCTURE. THE RECOMMENDATION AT THAT TIME WAS THAT WE HAVE THE COMPANY COME OUT AND ENGINEER FROM SLASH-TACKLER WHO BUILT THE SLIDE INTO THOUSAND ONE AND INSTALLED IT AND INSPECT THE ENTIRE STRUCTURE AND SLIDE, STAIR STRUCTURE AND SLIDE, AND GIVE US A RECOMMENDATION ON WHAT NEEDED TO BE DONE PRIOR TO THE 2020 SEASON. THAT WAS REALLY THE TML RECOMMENDATION THAT WE DEVELOP A PLAN TO EVALUATE AND REPAIR OR REPLACE IT. THE NEXT STEP, PER THE RECOMMENDATION, WE HAD SLASH-TACKLER, COMPANY THAT DESIGNED, MANUFACTURED AND DESIGNED THE SLIDE COME OUT. ONE OF THEIR ENGINEERS AND VICE PRESIDENT OF THE ORGANIZATION CAME OUT AND TOOK THINGS APART. HE KNOWS ALL THE PLACES TO CHECK. HIS RECOMMENDATION WAS TO REPLACE THE STAIR STRUCTURE NOW AND NOT TRY TO DO A REHAB PROJECT ON IT AGAIN. HE JUST THOUGHT IT WAS TIME AND PROBABLY PAST THE POINT OF DOING SANDBLASTING AND MAKING REPAIRS AND JUST TRYING TO REPAINT IT. SINCE SLASH-TACKLER DID THE ORIGINAL SLIDE STRUCTURE, THEY WERE ABLE TO GO IN AND REPLACE THE STAIR STRUCTURE. THEY TAKE PARTS OF THE SLIDE APART AND THEY CAN MAKE SURE THE SAME ENGINEERED PARTS WILL STILL HOLD FOR THE STAIR STRUCTURE IS LITERALLY HAVING TO BE FABRICATED FROM SCRATCH SO IT MATCHES EXACTLY WHAT WE HAVE. THIS IS THE RECOMMENDATION REPLACEMENT OF STAIRS, RAILINGS, PLATFORMS AND LANDINGS. THE TREADS ARE LIKE THE BASIC WHITE THAT YOU SAW IN THE PICTURE. THE GUARD RAILING. THE REPLACEMENT OF THE UPPER [00:55:02] PLATFORM AND INTERMEDIATE LANDINGS. ALL NEW HARDWARE FOR ALL OF THOSE STEEL CONSTRUCTIONS. ALL THIS DEAL THAT WILL BE GALVANIZED WITH THE POWDER FINISH WHICH WILL HELP OUTLIVE THE LIFE OF PAINT. IN WET ENVIRONMENT, METAL DOESN'T LIVE VERY WELL. THEY WILL REPLACE THE RUSTED HARDWARE THAT WAS NOTED IN THE TML REPORT ON THE BRACKETS THAT YOU SAW. THIS IS THE WATERSLIDE. THEY WILL HAVE TO TAKE APART THE TOP THIRD. THEY WILL TAKE DOWN THE TOWER. THEY WILL REINSTALL THE TOWER, SPORTS, AND PUT THE SLIDE BACK TOGETHER. THEY WILL MAKE SURE IT IS ENGINEERED CORRECTLY, THAT YOU DON'T HAVE ANY PROBLEMS WITH THE PEDESTALS ALREADY IN PLACE. AGAIN, SLASH-TACKLER WAS ENGINEER OF RECORD BEHIND THE FOUNDATION SUPPORTING THE CURRENT TOWER, SUPPORTS AND SLIDE. THEY FEEL CONFIDENT THEY CAN PUT A NEW STEEL TOWER AND COMPONENTS ON THE EXISTING FOUNDATION.HEY DID QUITE A BIT OF STUDY ON EXISTING FOUNDATIONS WHILE THEY WERE THERE. THE PROJECT COST SAVINGS HAS ALLOWED US TO HAVE NECESSARY FUNDING. RECOMMENDATION FROM THE SLIDE MANUFACTURED TO REPLACE THE SLIDE TOWER AT THIS TIME. THE SAFETY OF OUR PATRONS IS A CRITICAL ELEMENT FOR THE CITY OF BRALETTE PROTECTING THE LONGEVITY OF OUR EQUIPMENT PARAMOUNT. IT WILL HELP US DO THAT AND HELP US GET MANY ADDITIONAL YEARS OUT OF THE SLIDE. POSSIBLY 15-20. SUNBELT IS A LOCAL COMMERCIAL POOL COMPANY AND THEY ARE WILLING AND ABLE TO PARTNER DIRECTLY WITH SLASH-TACKLER TO ENSURE THIS SLIDE TOWER IS FABRICATED AND INSTALLED PRIOR TO THE MAY 2020 OPENING.
